donald trump meetings with the presidential hopefuls, rick perry has news for you. good morning from washington. this is "the daily rundown" and i'm chuck todd. let's get to the first reads of the morning. the president leaves the white house for a three-day west coast swing and it takes him to nevada, california, and colorado. his jobs bill is going nowhere in congress and president obama's message is changeing for pass this bill to we can't wait. today in las vegas, he will announce a first in a series of executive branch efforts aimed at the struggling economy. new rules for federally guaranteed mortgages to allow more homeowners to allow those with no equity to avoid foreclosure. nevada has the highest unemployment and the highest foreclosure rate and 80% of homeowners are under water meaning their house is worth less than what they oh. the administration's plan announced in 2009, they haven't been succeeding. they summed up what has been the biggest problem for the white house. it is impossible to force banks to cooperate on the policy. >> we are continuing to work with banks so they can get in the business of actually doing what we think they should have been doing much more of. that is sitting down and renegotiating with people about to go under. >> but you can't force them to do it. or can you? the can't wait campaign has two targets. congressional republican who is offered an alternative. here's mitch mcconnell. >> these bills are designed on purpose not to pass. they have a story line is there must be a villain who is keeping the administration from succeeding. >> the other target is mitt romney. the white house is eager to keep these comments made to the las vegas review journal in the news. >> don't try to stop the foreclosure process. let it run its course and allow investors to buy homes and fix the homes up and put renters in them. >> this is a philosophical divide between the two parties. you have some in the republican side that argued the market should take care of itself. let it happen. let the housing market bottom. the democratic side is this is only going to hurt the economy more and make it longer to get out of this mess. there is an argument that supports each side of this. more importantly if political fodder and that's why you will see a lot more. secretary of state hillary clinton made the face blanketing the sunday shows and making her support for the president unequivocal. >> president obama has passed with flying colors every leadership challenge. his kind of smart leadership in a complex world is paying off. i'm out of politics and i don't comment on it, but americans are going to want to know they have a steady experience smart hand on the tiller of the ship of state and there is no doubt that's barack obama. >> clinton who is being interviewed from central asia couldn't resist word play about her location. you in herman cane's famous becky becky becky stan? >> there is a zero zero zero chance i will comment on republican politics, but i am in uzbekistan. >> with hillary clinton on the talk shows, 2016 was the topic. >> four more years. 2016. have you ruled that out? >> i will make up my mind later. i'm in probably the best shape of my life. i'm doing well and enjoying what i'm doing. i will continue to do it. >> possibility? you are not closing that door? >> hillary claimed to rule out 2016. >> biden, that window is a jar. rick perry prepares to roll out a flat tax plan and what will the focus on scrapping the current tax code mean for mitt romney who is playing by comparison. romney once got the 17% flat tax as a tax cut for at that time tax. romney's rivals are tapping into the frustration republican voters feel about the current system. >> this coming tuesday, i will release the details of an economic growth package and it starts with strapping the three million words of the current tax code. throw it out. get rid of it. >> i want to take away the ten million ways they have now to tax us. i'm not worried about one. i'm worried about the 10 million in the current code. >> we saw in 2003 a candidate like howard dean push the rest of the democratic field to the left on iraq. we saw john edwards push hillary clinton and barack obama into getting more plans n. this case are we going to watch herman cain and mitt romney on the flat tax. the flat and fair taxes get into general elections and democrats pick them apart because of the deletion of popular tax deductions. mitt romney's tax plans are extending the bush tax cuts and cutting rates and helping the middle class save on income. it's not the wholesale change. the book they are calling for, we have the senior adviser for the romney campaign and joins me now. let me start with the push coming from your rival. i'm scrapping the tax code in the 59-point plan. you call for extending the readies that s ends the message. >> chuck, a flat tax is a great idea in theory, but the problem for mitt romney has always been will it raise taxes on the middle class? he would not be in favor because that's the next segment that is hardest hit. mitt romney has a plan that is realistic and practical and most importantly can pass congress. as you said, it will mull over the tax rate to 25% and make permanent the bush tax cuts and get rid of the death tax and have a tax savings program for the middle class so they can invest and not pay any taxes on the capital gains and interest in the dividends. >> are we going to see a more detailed plan from candidate romney in the next few months? >> in his jobs plan, he did talk about pursuing a fairer and simpler and a flatter tax code. that is something he wants to work on for the long term. we have an economic crisis in this country and it's imperative that we get started with changes that will help create jobs and get this economy going. that's what mitt romney's plan does. >> i know that governor romney said trying to boost up the housing market with delaying the foreclosure process is ultimately not a good thing for having the housing market recover so does that mean the governor would be against this plan that the president has which was to try to get banks to help homeowners refinance, even though under water. not just 125% or 130 or 135%. would he be against that? >> we will have to look at the details of the plan, chuck. i'm not acquainted with those right now. i will say that in order to have a home, you need a job. right now this president doesn't have a jobs plan. his second stimulus bill was rejected by the congress. he is engaged in pure theater. three years to deal with the underlying economic problem in this country and he failed. he is trying to address the symptoms of the problem. we need a cure and mitt romney as a 59-point jobs plan to get the economy back on the right track. >> i am going all over the map. l.a. times has a report that the massachusetts health care plan basically has a loophole that allows undocumented immigrants to get free health care. your response? >> nothing in the law that mitt romney signed contemplated illegal immigrants getting anything they are not entitled to. to the extent that illegal are receiving some kind of care under the health safety net program would be a function of what the current governor has put into place. there to be two people who are more different on the subject than mitt romney and duval patrick. he favors instate tuition for illegal immigrants. he reversed that authorized the state police in massachusetts. they are very, very different people. duval patrick has more in common with rick perry on illegal immigration. >> for he had the legislation again in front of his desk, would he ask for a ban on these safety net programs from having them treat undo you meancumente immigrants? >> they are receiving care they are not entitled to. federal law requires that they get care in emergency settings. they get anything beyond that, that is because of rules that were written by duval patrick and not mitt romney. >> does governor romney believe that undocumented immigrants should or should not get emergency care? >> it's a federal mandate. it must be required. that's the case for all 50 states and not just massachusetts. getting care beyond what they are receiving in an emergency setting, that would be a management issue for duval patrick. mitt romney did not write those rules. >> i want to go to iraq. governor romney released a blistering statement in the withdrawal of all troops by the end of the year. he was critical of what he thought was a failed negotiating process that would have potentially kept american troops past the december 2011 previously agreed to agreement. does that mean a president romney would figure out a way to send more troops back to iraq? >> i think president romney would try to adopt the best military strategy for the country and not the best political strategy. it's a mistake to pull down all of our forces in iraq, chuck. we will have more military members in singapore than we will have in iraq. that's crazy. everything we are learning about this negotiation is that barack obama was not apparently fully committed to extending that status of forces agreement and that's a mistake. >> quickly on the primary calendar, do you buy the wisdom that this calendar favors governor romney in a way it didn't before? >> i don't know who the primary calendar favors. we plan on showing up wherever it's being held. the hope is that we will win. new hampshire will be first. we are pleased with that. new hampshire's political tradition is being preserved and will be competing there and everybody else. >> including iowa? >> i enjoyed my service in congress. with to the president's housing proposal, i am concerned it's more of the same. he is taking initiatives that we had a home act bill that i put forward that would allow americans to refinance and taking snippets of the bill and eliminating the appraisal requirements and other things. there far too little and taken far too long. we proposed in 2009 this proposal. it's just now getting traction. we met with mr. dimarco with a point person on this. he said maybe 800,000 more refinances. when the problem is 11 million. >> let's talk about your district in central california. dramatically hit very hard. >> devastation. >> 800,000 and how many can benefit? >> almost none. people are so far under water in my district they can't crawl out. the banks are not cooperating. the current proposal is up to 125%. only a small percentage has been over 105%. the banks don't cooperate. >> we see the number of 125%, but banks are only refinancing if they think we will get our money back. >> that's right. 70% of the houses in my area are under water. they are substantially under water. 30% have lost their house. the great depression, only 47% of americans lost their house. we are in a new depression. your district is hurt being. i'm not going it take it any more and i'm going to stay. >> a lot of constituents are like me. i looked around and i didn't find partners that were willing to move forward. the tea party is taking the republicans far to the right. we lost 68 moderates in the last election. america is begging. >> you didn't vote for nancy pelosi as speaker. you had issues with her leadership. >> i have tremendous respect for nancy. she is a fighter and believes in what she is doing and we have a good relationship, but i couldn't stand by and not acknowledge that 68 of my moderate colleagues that i believe is where america should go in the middle and try to cooperate and bring the parties together. they lost and there wasn't really a soul searching that happened that asked why did the folks lose? what is the right direction for america? >> then you become 69. >> i plan to stay involved. for the next few years, there will be a better voice outside of congress than inside. the screaming that's going on inside should be treated harshly. people who scream do not have answers. i am frustrated. you are right. i have done it for 20 years. local, state, and federal. a lot of reasons why i'm leaving are personal. i want good people to come forward and run for office. i will be there to support them from the outside. >> you were critical of us in the media. >> i was. >> bring it on. >> and thank you for the opportunity. the blue dogs that i'm a member of have been saying for 15 years that we should get the deficit under control. if they would listen, folks listen and understood what we were talking about, all that time leading up, we could have taken care of the crisis before it got to be the crisis it is today. we should have been working on deficit reduction long ago and not only when it just really comes to face. there needs to be a focus on the politicians who are thinking about how we solve problems who are engaging in constructively dialogue and not screaming every day. that getz the attention of the media. >> if you have advice for president obama's reelection considering that you believe he charted a course that is off the reservation. >> i think he needs to focus on what's happening on main street america. he needs to walk up and down the small towns that i represent or towns like mine and talk to shopkeepers and let them tell him how difficult it is to do business in america and what they think needs to be done. the regulatory reform issues that my folks tell me about are real. the criticism that the republicans say about it's too tough to do business, they are right. we need to make it easier on them. he also needs to say look, we are not going to engage in this rhetoric. i like what he is doing. this can't wait tour. we need change. we need the vision he originally laid out and not what his administration has done in the last two years. >> good luck in your future endeavors. >> optimism on wall street this morning. that's next. is tea party conservatism losing steam on capitol hill. the quiet and real battle being waged on american party purists. still to come, the cyber weapons, the wave of the future? >> the study committee is the ideological right wing fashion conference on capitol hill. there is a lost angst that says their standards are getting ridiculous. they bring the party so far to the right, they make it difficult to be elected nationally or being mainstream. what am i talking about? there is a real connection they believe between the republican study committee in the heritage foundation and the conservative think tank on a score card. meaning the heritage action a part of the foundation has a score card that scores republican members on everything they take on capitol hill. they bring very far to the right. i'm talking about a number. eric kantor, a guy that everyone knows is conservative. under this heritage action score card gets 61%. why? a thing like patent reform which was part of the jobs message to reform the system to make it easier to create jobs here in america, that was a quote and they believed it to be wasteful. votes like that that people like bonner who was the most prominent member to leave because he was scoring at 36% are ridiculous. a lot of leadership aides said this group is going way too far to the right and hurting the general election possibilities and a lost republican candidates. that's why you are seeing these guys move away. if eric kantor scored 61% or 62%, that puts off a lot of alarm bells in people's minds. they are all over 95%. it's this type of score on capitol hill as people see as divicive and could be a problem. >> jim jordan, the republican conservative that runs the study committee, he and staffers have been criticized for being too close jim demint. the senator from south carolina. >> correct. there is an idea of all right, we wanted to maintain republican purity above all else. what was the famous quote? i rather have 30 guys who believe with me. that is a problem when you talk to guys here. sharon angle in nevada. her nomination allowed them to keep the seat. people saw a real action and that's a big worry. the folks on the right said marco rubio is an example of someone who is a bolster to the front and look how he is doing. it depends who you ask. >> all right, luke russert on capitol hill. thank you for the insight. >> always a pleasure. >> before the united states attacked libya with missiles, they first considered doing it with computer code. they debated unleashing a cyber attack with libyan air systems before launching. the plane never became reality, but the fact that it is considered is a changing face of war. one of the reasons i'm told the cyber attack was decided against was the fear that it would send a message that this is fair game in combat and we should be more vulnerable. >> that's right. the challenge with the cyber attack is not like a tradition where you launch it and it blows up and it's over. you launch it and it attacks and the mission and code floats around. somebody else be it the rugs or the chinese could shoot back. it's precedent-setting. if they launch a cyber attack, other nations will say the americans have done it. this is allowable now. you used traditional mu anythings like cruise missiles and it took out the system. >> the chi meez and the russians are not what they are doing with state-sponsored cyber terrorism. >> they are doing state-sponsored espionage. a big difference. >> they are stealing secrets. >> they are not trying to disrupt. >> not yet. the difference between an offensive attack in terms of an act of war. it's a very thin line. one of the things the pentagon struggled with. what's an attack and how do you respond? do i then get attacked in response by a conventional weapon? the lines are great relative to a traditional act of war. >> now that i have you here, let's taung about a few other things. the decision about the obama administration to pull out of iraq. there will be a significant force in baghdad and in kuwait. explain why that's important. >> you need the training compone component. not at the level of capability that we want them to be. al qaeda and iraq are still there. the concern is if we do not maintain a quick reaction to go after it, they could grow if there is instability. >> having troops and having special forces in kuwait give us a capability in iraq in the same way we were able to do it in yemen? >> it's pretty close, but not ideal. >> would it ideal be in iraq? >> obviously. true quick responses. the joint special operations command did fantastic work because they were there on the ground. this is the best situation given the policy objectives we now have going forward. >> what are did you hear from secretary clinton that raised your eyebrow about pakistan? >> i don't think it makes that much difference. i never believed that the calendar as we have seen it makes that much difference for one candidate versus another. you can make the argument that if the race started in new hampshire and not iowa which was never be the case, hillary clinton may be the president today, but iowa will have the first caucus and new hampshire goes second and everything else is after that. i don't think it favors one person over another. >> i make the case that it hurts romney a little bit in this respect. there is nothing in between new hampshire and south carolina. there is 11 excruciating days for mitt romney to campaign. that can be excruciating. >> for didn't go so well with him and with the candidates on the right wing, you have all of that space. you will have had a winner out of iowa. that person will have time to go to south carolina and make romney look bad like last time. >> when you look at the calendar, what do you think? >> i will assume it helps mitt romney because everything else has so far. the question going into south carolina will be has iowa and new hampshire caused the anti-romney candidates to come to where he has to worry about person in south carolina. >> because of this gap in february, what incentive is there for a lot of candidates to dropout before super tuesday in march? >> money is one. once you get into these to compete in these states, you have to have an active campaign and you can't rely on the candidates that have been able to do it now. you have to put advertising up. it takes money when you get into it. >> you look at the ron paul case. they don't strike me as candidates that don't get out sooner. bachman and santorum and i can picture them as if they were running out of money. that's good new for romney, no? >> potentially. they claim they are raising a million dollars a week now that they got this. >> i believe the first two weeks. >> we're sool see if that's true and he has the support that paul does. we will see ron paul in through the end. >> he's not going anywhere. i want to point out, parade magazine of all places did a little q&a with rick perry. full screen. if you don't cut coupons, you probably missed it. lynn sherr do you believe barack obama was born in the united states? i don't have a definitive answer because he's never seen my birth certificate. you have seen his. you don't believe when what has been released. i don't know. i had dinner with donald trump the other night. it came up. is this what trump is doing with the meetings? >> the key take away is there needs to be a law preventing candidates from meeting with donald trump. automatically reduces the iq of anybody. i'm not sure what these candidates think they are getting out of these meetings. this was a totally unforced error by a candidate who doesn't need any more of those. >> seriously? nice you did it -- >> or if you endorsed somebody else. >> but you know, dan, there's the flat tax. i was talking to somebody who has fought this in republican politics for years. in five minutes, when you have a five-minute conversation it feels request. in the ten-minute conversation, you realize how impossible it is to sell the plan to middle america. >> it's very tough. that's right. you know, steve forbes zoomed up in the campaign in 1996 when he got in. >> and then stalled. >> and then stalled. and everybody who has done the flat tax since has run into that exact same problem. we'll see whether perry can do it better than others. >> by the way, we're showing you live pictures of mitt romney filing in new hampshire. casey hunt. but speaking of the presidential race, i want to move -- shift a little bit. we had a big social conservative gathering in iowa. what was interesting, it was herman cain. these flyers showing up out of nowhere. questioning some of the things he said about abortion. and rick perry alluded to it during his comments. here's what he said. >> it is a liberal kinnard to say i am personally pro life but government should stay out of that decision. if that is your view, you are not pro life. you are pro having your cake and eating it too. >> herman cain, welcome to the big leagues. >> exactly. he did -- he made those remarks on a piers morgan show, and trying to defend it ever since. and he doesn't seem to have a great answer or he has clarified it numerous times and nobody seems to really be picking up on it. all he is saying over and over and over again is i'm pro life without actually explaining what that means. and like you said, those flyers were stuck on cars outside the parking lot for everybody that left that dinner. >> what struck me about cain answer, he wanted to overturn row v wade, but if somebody wants to break the law, go ahead. and that's what social conservatives are upset about. wlnchts to obey the laws. he has now shown he has a hard time navigating the political terrain when it comes to foreign policy, economics and social issues. which is pretty much the entire range of public policy. >> you are on fire today. so nothing in there is left out. so he's okay on what issues, pizza? he's done okay with -- >> i think -- i really do think in addition to problems with the individual issues, the pro-lifers are going to have a real problem with this. everybody is going to say, wait a second, is this guy ready? >> what priced me, though, about some of these things, usually a talk radio guy or somebody that's done that circuit at least understands a little bit of what -- of what the basis -- >> you know, that's a very good point. you would think somebody who has presumably been dealing with contemporary affairs for a number of years in a talk radio environment would be more familiar. and would have a better sense of what he really thinks about those. it has been surprising, as you say, that time and again, something comes up that's slightly off the screen or should be right in his wheel house. and he doesn't know how to handle it. >> all right. we do have a little bit of time. i want to play this. rick perry. a reminder that iowa is not about economics sometimes. iowa is about god, guns and other social issues. here's what rick perry said. it was a -- a long love affair with a boy and his gun that turned into a man and his gun. and then it turned into a man and a son and his daughter and their guns. >> he's had a love affair with guns and not afraid to let everybody know about it, casey. >> he is really not. and he was totally comfortable on that pheasant hunt with steve, carried his own shotgun to the car, hung out out there, just hunting with king, didn't take any staff. went all by himself. clearly -- >> and later that day, right?
