and i think it's safe to say, isn't the house singing a different tune here? >> well, the house is definitely divided amongst additional aid for a variety of reasons. some fiscal, others have different thought about the way the funding should be distributed. the most important thing is that there does seem to be enough support, generally overall, between democrats and a key number of republicans to continue an appropriate amount of aid for working with the president and vice president on what packages can look like. i think we also have to keep in mind, for some of these republican members, they also don't want to be seen as weak on russia or not being able to stand up to them and their aggressive stance that they've taken. >> it just confound me the debate that is currently being had in the house of representatives. general, you talked about these losses for russia.
