known. and there is this public, i mean, i'd like to understand -- i guess, perhaps, they thought they could bring him up on their own. why weren't they negotiating with this number in mind for the last two months? why does it make it seem as if we're beginning the negotiation today? >> an excellent question. it certainly seems like schumer thought he could move senator manchin on that number. that that was simply an opening bid. it may well be. manchin has not definitively ruled out going above the number but so far as we know there have not been negotiations happening trying to get him up from that number or to abannon it. what is also notable, chuck, is he did specify a number of policies he supports including a lot of the tax increases president biden has called for, top tax rate individually of 39.6%. 28% capital gains tax is a lot more than other democrats to the left of him are willing to support. so there's quite a lot in there to work from but just on the way here in the last few moments i
