brow language from a lincoln/douglas debate. it was supposed to be a real debate about the real contrasts in this campaign and real issues. instead, we are seeing attacks reach a whole new level. vice president joe biden started a chain reaction with these remarks tuesday while he was in virginia. >> he's going to let the big banks once again write their own rules. pun chain wall street! they are going to put you all back in chains. >> meanwhile, mitt romney was facing -- actual scrutiny over his vp pick and his policies? so last night in ohio romney just couldn't wait to change the subject. >> this is what an angry and desperate presidency looks like. his campaign strategy is to smash america apart and then try to cobble together a 5 1 of the pieces. mr. president, take your campaign, the vision, anger, hate back to chicago and let us get to rebuilding and reuniting america. >> but undeterred, the obama camp kept right on hitting at what is the issue and that's romney's push to lose regulosen regulation regulations. >> they believe that -- you get rid of more regulations on big corporations, big banks. >> let the big banks right were i their own rules again. >> automatically leave lead to jobs and prosperity for ordinary families. >> get rid of dodd/frank. >> they have been trying to sell this trickle-down snake oil. >> and while the president and vice president are all too happy to talk about romney's position on wall street regulation, mitt romney, well, he has a tall tail to tell. >> can't speak for anybody else but i can say that the comments of the vice president, as i heard them, i thought were -- one more example of a divisive effort to keep from talking about the real issues. look, no one is talking about deregulating wall street. >> what? it was -- it was -- okay corrale on wall street and could do whatever they wanted? >> on cbs he said he wanted to do away with regulations. like dodd/frank. nobody is -- then he says -- nobody is talking about regulations. come on. >> no. he -- you're quiting the fact dodd/frank is a flawed bad law getting rid of every regulation. there is no correlation between getting rid of all the regulations and getting rid of one bad flawed law that's preventing lending from happening. >> let me just -- wait. let me make sure i'm clear on this. when you say that you don't want to do away with a regulation, you are not really saying you want to do away with a regulation. if i understand what you are saying. that's what you are say. >> no. no. i will be very clear. prior to the passage of dodd/frank, there were several -- i mean, there were countless regulations that deal with wall street and lending and financial institutions. on top of that, was added dodd/frank which is a bad additional regulation that hampers financial lending and so -- we are opposed to that one. >> very clearly you have heard about repealing regulations and doing away with regulations. you know, actually, i want to move on to something else you were talking about because i heard this line before about, you know, hampering lending to small business and i don't -- numbers bear that out. doesn't putting your money in an offshore account actually hamper change the amount of capital that a bank has available to lend to small businesses? if you are really concerned about making sure that there is money flowing out of the banks to small businesses, maybe you wouldn't keep tonight the bahamas or bermuda, you would keep it in the united states? >> i think it is frankly a silly question because -- you look at anyone that owns a 401(k) or a pension system, excuse me, pension plan, funds are, you know, put all over in terms of if you are -- invested in international funds, whatever. so it is frankly a silly question. >> come on, sean. it is not a silly question. banks complained time and time again about the new capital requirements, requirements of the amount of capital they are required to have to mauck sure we don't go back to where we were. i don't think that's silly at all. >> okay. look through the -- look through the financial disclosure forms of the chair and of the democratic national committee, countless white house folk who all own international stocks or portfolios that are part of the 401(k) or pension plans and claim that all of those people are doing bad things as well. it is a silly, silly question. >> all right. so since we are in the season of silliness, this was supposed to be the time we were going to elevate the campaign, talk about the issues, but i want to take a look at paul ryan's vp debut interview on fox. >> the budget plan that you are now support would go get to balance when? >> well, there are different -- budget plan that mitt romney is supporting gets us down to 20% of gdp government spending by 2016. >> i get that but what about balance? >> i don't know exactly what our balance is. i don't want to get wonky on you but we haven't run the numbers on that specific plan. >> okay. let's talk about this. paul ryan's saying i don't want to get too wonkoy on you, this is different than what he was saying a few days ago. essentially could not give specifics. time and again this has been a problem from the romney campaign we can't seem to get the specifics. how can he assure us, i mean, that he is going to be able to accomplish this but can't give us specifics? the specifics we have had actually show that i think it is ten years before we actually get there and, frankly, numbers are not adding up. either on paul ryan's plan or governor romney's plan. >> well, when you have a president adding $5.2 trillion of new debt, a democratic cincinnati that has not passed a budget in three years -- >> two weeks ago. >> that being said -- >> house couldn't pass -- you know. >> wait. the cincinnati did what? >> cincinnati wthe senate was a something pass. >> the senate hasn't passed a budget in over three years. >> that's not exactly true but go ahead. >> well, maybe it -- it may be your birthday but we can't give you a pass on fact. this goes back to do you want to be honest with people when you put a budget together and you -- lay it all out, and it needs to be scored and you put the policies in it and so to minimize this and say okay, well, you know, gosh, you are put together thing can't you tell us right off the bat, you know, it is a very complicated deal, he put his plan out on the table. and he actually passed a budget. and as chairman of the budget committee. >> wait a second. let's not -- let's not do, you know, revisionist history and mythological thinking. the budget that was passed out of the house, some of the republicans in the senate didn't want to vote on, it is not just the democrats had some problems with it. you now have members of your party running away from their vote in support of that budget because it is so wildly unpopular and i want to talk about medicare because that's obviously been -- part of this budget conversation and political reports today that the house republicans are so jittery about the budget, ryan and -- budget, that john boehner had to do a conference call to calm people's fears. really, you are going to hang your hat on the ryan budget? and i think we do have to look at this. we have to look at this in context. that what you are having is the vice president reacting to the language that has been used by the republicans, not just romney, but republicans across the board and pushing back against months and months and months of harsh criticism of what the president has been trying to do. >> yeah. i have to say that it is -- because there was a lot of outrage on other in the works about this, if we are going to be outraged about that i would like on to see more outrage and disenfranchising voters or let's say -- let's go after the birthers. really going to go there? let's go there. >> exactly. >> to put tonight broader perspective, i mean the romney campaign, as much as they claim to want to talk about their plans and have this campaign, obviously they are very anxious to change the subject from med and from how ryan's plan and romney's plan are the same or different. then want time to get on the same page on that. this was something they could seize on to make it about something else. >> you know that -- the second he said it, we got it. >> stopped talking about medicare the moment it happen. >> we are going to change the subject briefly and talk about the issue of tax returns. there's so much there. take a listen to what ann romney said. she was interviewed for nbc's "rock center." and then we will talk about it. >> the more rewe lease, the more we get attacked. the more we get questioned and pushed. so we have done what's legally required and is going to be no more, will be no more tax releases. >> okay. that interview will air tomorrow night on "rock center" nbc. you know, i worked for hillary clinton when she was first lady. i worked for elizabeth edwards when she was the spouse of the vice presidential nominee in 2004. certainly, criticizing, you know, the spouse is always something that's very sensitive. what struck me about that interview when i was watching it is that -- still very defensive. i think people could really take a look at that and think some people might have empathy but some people may see wait a second, it is a reasonable question. what do you think? >> well, it is a reasonable question. and -- i -- i don't disagree with their calculus. actually there may be something in those returns where it is better to leave the questions hanging than to -- to provide the material to go through because thus far, it has provided a lot of material and i mean, the cayman bank accounts, swiss bank accounts, all of that is highly problematic. i will say that, you know, as someone that ran for office myself, i have a lot of empathy for the situation of the spouse is in. where your whole personal life is being rifled lou and it does feel very invasive and it does put you in that position where you can have a -- defensive posture as she seemed to have there. >> you know, i guess i keep -- as a communications person, where i keep going back to is why not get this a year ago. your terms. rather than -- because you may be right. it may be -- i actually -- believe the theory it is all about 2009 and capital gains and all of that. and -- you know, if we were just asking for 2007 and before, perhaps 2008 and before, and then -- the one year we have, you know, we might be able to get that. but -- you month i, at this point, it is -- like -- water torture. right n the drip, drop. that's alwayses what kills new a campaign. >> right. i have long advocated, okay, for a few weeks, advocated that mitt romney needs to do a pink press conference. that's the -- >> which i will say i was there for the original. >> done by then first lady michelle obama hillary clinton in the east room of the white house. east room of the white house where she sat in a pink suit and she answered reporters' questions for more than an hour, almost two hours, and every detailed question about their finances, her time at the law firm, all sorts of things. after that, things were a little bit better. mitt romney needs to do the same. >> as you and i talked about, when we prepared the first lady for that interview we said if you are going to do this, you are going to have to sit there for as long as it takes to exhaust every single question or we can't do it. >> they have to be a bit disheartened because i'm sure that they thought that once they did their vice presidential pick, that that would suck up the oxygen and we would move on. it harkes you know, obviously we have been talking a lot about paul ryan and medicare. but the issue of the tax returns isn't going to go away. i think that people are also going start to realize that under paul ryan's tax plan, the romneys would have paid in the returns they released .85%. it ties together. you can't get away from. >> it we have to leave it there. oh, my, look at that. jonathan capehart and crystal ball. thank you. >> happy birth day we will be right back. next, paul ryan, ayn rand. it gets confusing. >> ayn rand were here today, i think she would do a great job in showing us just how wrong what the governor is doing is. you for joining us. >> is paul ryan admit that's haven't run the numbers on the budget. it feels like they are having some trouble over the last couple of days getting on the same page, ripe an has more specificity than governor romney. and if you had a dirt line to boston, which maybe you do, what kind of advice would you give these guys? >> well, remember one thing. five days you a go paul was just -- congressman ryan, vice presidential nominee, was just sneaking out of his backyard and running through the woods in order to evade press. this was -- the last five days have been an amazing whirlwind for him. he's now just coming up to speed on every detail of the campaign that he's joined and also let's get this point straight. it is the romney budget, not the ryan budget that the country would be talking about. and that the romney campaign will be talking about. further, romney campaign has been made clear that they are going to be sharing more and more details as the campaign goes on and running the numbers is exactly what they are doing right now. that's very -- totally appropriate for paul to be saying. >> here's the problem i have. in part, because governor romney has been so unwilling to give us much in the way of details and what we do have as the tax policy center -- study shows would hurt the middle class and, you know, again trickle down economics. so -- shouldn't they have been prepared for people to ask the questions about here's the ryan plan, since you don't have a plan, but you say you guys agree on so many things. it doesn't seem like that was an unreasonable quid to be asked. >> no, i agree. it is not an unreasonable question. 12 more weeks to talk about it before the general election. we are also coming up on a convention where the only studded only thing the country will be hearing about because, of course, it is the -- as a matter of appropriateness people are listening. will be hearing about what the republican azwraen genda is goi be. i don't claim to be privy what those will be. the expectation is that there will be lots more to hear about and many more details we will learn about. >> all right. we are going to get back to you when we have those details. in this idea of openness we are still learning a lot about romney and ryan's plan and specifically their desire to engage americans as open conversation about the tax codes and special interest loopholes. let's take a listen and talk about this on the other side. >> point i'm trying to say is we want to get feedback from americans about what priorities in the tax code should be kept and what special interests loopholes we want to get rid of. >> we want to have an open on dialogue but not about -- we want that dialogue but not about their own personal taxes or mitt romney's snr square that circle for me. >> yeah. i think appointment out a good contradiction there. i think the larger point here -- goes to her answer is that this campaign is a campaign that really still hasn't gotten out of the box. whether or not you are talking about ryan showing that romney doesn't -- ryan -- pick of ryan shows romney doesn't have a plan that's commensurate with the ryan budget, when you are talking about, you no i, who is the alpha male, what -- the actual amount of cuts are in the ryan plan, the fact of the matter is that with the ryan pick, polls are showing this, the romney campaign is playing defense. and, if you look at what happened in the month of july, the romney campaign had to play defense the entire month of july on the tax question. and now they are going to have to be playing defense on the ryan pick because of all of the controversial things he has done not just on medicare but whole list of other things, and you know, as we begin to focus, you -- the obama campaign in which i schi a very, very smart, sophisticated campaign. they have been on the offense and they have a lot of material to work with and that we haven't seen about the ryan plan yet. forget about the cuts in medicare. if just look at the voucher plan, medicare cannot survive as a voucher plan because the economics don't work when you take the healthy people out of this system. if you look at what ryan has done in terms of his proposal to balance the budget, 30 years from now, almost entirely on the backs of poor people fushgs l,ue last ten years, there's so much material here for the democrats to work on. every vice presidential pick should observe the hippocratic oath of doing no harm. reality here is the ryan pick has given the obama campaign loads and loads of material to keep them on the -- keep them on the defensive and the romney campaign is not getting out of the box here. >> i want to switch gears here. i want to -- okay. quickly, then i want to get another topic in real quick. >> romney campaign has many, many arrows in its quiver now. just the fact they only rolled out the $716 million -- for medicare just this week is important to note. there is going to be many other important elements and criticisms of the obama campaign that will come forward. >> $716 million is in dispute around this. i want to switch gears. turning to the issue of voter i.d., we are going to say we are going to be open and protect people's rights, in pennsylvania today, a judge upheld the republican law that actually many of russ thinking could cost tens, hundreds, thousands of people their opportunity to vote. and i think -- in pennsylvania, i mean, we have seen this in many other places, pennsylvania, they have been fairly open about their strategy. i think democrats need to be very concerned about these laws and what kind of impact they are going to have. do we think it means perhaps romney/ryan could win pennsylvania? >> it could have a huge impact, karen. excellent question. i mean, look in person voting fraud, studied by the bush justice department and didn't find any evidence of it. it was found -- studied in ohio, kansas, and even in the indiana case where they had an in-person voter case that went to the supreme court, supreme court, u.s. supreme court said there was no evidence of in-person voting fraud. republicans have been or record time and time again saying there's no evidence of this. reality here is that 10% to 20% of voters do not have a vote -- have an i.d. either because they don't drive or because the state offices that issue these ifshg d.s can be located hundreds of miles away. these voters who don't have these i.d.s are disproportionately hispanic or african-american. this is a clear attempt of a problem in search of a solution, attempt by the republican party to stop people from voting, largely hispanics and african-americans, and people begin to wonder why this is -- this party is getting image of the gaps there. >> absolutely. i'm actually having an op-ed going up on msnbc later today talking about that when i talk about representative ryan's record, people think i'm lying to them. because it is so unbelievable. and that's what we have to make sure the message gets out. i actually don't think it is accurate to describe representative ryan as being pro-life because he's taken stances that to me don't seem to be life affirming. for example, he actually voted in favor of a bill that would have allowed a woman who was in need of an emergency abortion and her life was at risk, without it have allowed a hospital to let her die rather than performing that abortion. he also -- >> i agree with you on that. a woman is not -- who is dying and goes to a hospital can't count on getting the same kind of care that a man if he was going to a hospital. >> right. that's the bill that he voted for. he also co-sponsored a federal bill that would have declared a fertilized egg, not even a pregnancy, to be the equivalent of a person. and that would result in things like in vitro fertilization being criminalized for couples trying to conceive. he's really very, very extreme on these issues. >> stephanie, on that issue, you know, the state of mississippi didn't -- you know, thought that that was too extreme of a position and i think we have seen that in polling time and time again. i know you have a new poll out but what are you hearing specifically on this issue, this sort of -- personhood amendment? that's a very unpopular position. not just with, you know, progressives, democrats but republicans are also not so sure how they feel about that, right? >> absolutely right. this personhood initiative that comes up on ballots across the country, again, mississippi defeated it last year. this is a really, really extreme position here and they -- it is not just ryan. what we have to remember here is mitt romney just chose paul ryan to be his running mate. for anybody who had any concernors questions, i should say, about where mitt romney stands on all of these issues, i think he just clarified, he clarified by setting up the most extreme presidential ticket we have had in a very, very long time. i have to tell you, the polling that we have done already, will continue to seeing is that women across the country, quite frankly, men and women across 2 country, are not going to stand by the republicans on this. they are definitely going to re-elect president obama on many of these issues and we are going to see a lot of good, strong democrats and i -- i'm proud to say as -- lot of great democratic women elected to the house in the senate because of this. >> i feel like time and again people are really underestimating referenced your poll and we had a graphic i want to put back up there. i think people underestimate the power of these issues. i'm on the board and some of the polling we looked at, i mean, we had this conversation about access to birth control. but, you know, certainly access to abortion care people feel very strongly about. when we get into tissues, when people underestimate how powerful they can be in terms of motivating women to actually get out and vote and as your poll showed, in the swing states, i mean, this is why president obama has a huge lead among women voters. >> this is an incredibly important. we talk about reproductive rights which is critical here. obviously. but the polling that we did at emily's list over the summer, we have been doing research into women voters for years now. but this is a poll of independent women, there -- these aren't democrats. these aren't republicans. these are independent women smack in the middle to december thid election. we were talking about issues in the ryan budget and republican proposals. these are cradle to grave attacks on what helps women and families get through from health care to medicare. from pell grants to the opportunity to pay equity. i moon, over and over again, we are seeing these proposals and what we saw is independent women from 65 to 70% say they would vote against republicans who support these proposals. it is a problem for mitt romney and paul ryan and it is a problem up and down the ballot. >> i want to go back to this issue of medicare and medicaid. because, you know, i think for women, these issues, these are economic issues. again, i think sometimes in the rhetoric people forget that. you know, women, you know, who are generally are the ones running the household budgets, i mean, they know exactly what's coming in and what is going out. so these cuts that we are talking about, women 56% of medicare recipients, and 68% of medicaid recipients, you know, what are you hearing from women that you are working with when they hear about these kinds of changes? proposing. >> well, i think that anyone has just a startled reaction to hearing about these types of draconian cuts. it is not just to medicaid and medicare but also to food stamps, whole host of social services programs. across the board, these disproportionately affect women. both because we live longer and because we are more likely to be impoverished. across the board, from health care to economic security, representative ryan has a very startling plan for women's futures. >> sandra fluke and stephanie, thanks very much for joining us. >> thank you. >> thank
