victimized by police agencies and becomes a situation those communities who were once silently supportive of policing and policing efforts become somewhat resentful because they are being subjected to increased enforcement under the guise of making their community better. the largest problem with "broken windows" policing is there is no peace dividend. those communities who even requested additional enforcement and believe in the value of effective "broken windows" policing don't have an opportunity to sit back from heavy handed enforcement model. those are some of the problems with "broken window" policing. >> some is where you sit in the process of this policing taking place. >> talking about subway crime
