super failure. the bipartisan deficit panel charged with cutting over a trillion dollars from the budget admitted defeat yesterday and now republicans and democrats are pointing fingers across the aisle. meanwhile, president obama is doubling down on promised consequences saying he's going to veto any efforts to bypass automatic spending cuts triggered by the super committee's collapse. nbc's steve handelsman reports. r it ended with a whimper at a mostly empty u.s. capitol. the co-chairs said we are deeply disappointed that it will not be possible to make any bipartisan agreement. president obama blamed republicans. >> they continue to insist on protecting the $100 billion tax cuts for the wealthiest 2% of americans. at any cost, even if it means reducing the deficit to things like education and medical research. even if it means deep cuts to medicare. >> republicans blame him. >> what has the president done? now and then, he phones in. you can't be e.t. you have to lead. >> the super committee could not make a deal to cut $1.2 trillion in red ink because, in part, democrats resisted entitlement cuts. >> there's a lot of monday to be saved with without cutting benefits for people who are on medicare, for example. i know our democratic friends like to portray that as a choice. that's not the choice. >> republicans resisted higher taxes on the wealthy. >> if they were to take the bush tax cuts off and let the american people decide, we could have an agreement today. >> the failure means automatic defense cuts in january 2013. >> i will veto any effort to get rid of the automatic spending cuts to domestic and defense spending. there will be no easy off ramps on this one. >> i'm steve handelsman, nbc news, capitol hill. egypt's interim military government agreed to resign. egypt's health ministry says at least 26 people have been killed and 1700 injured during three days of violent protests that some are calling a second revolution. nbc news chief foreign cresce correspond correspondent richard engel has more. they've come to tahrir square. they're demanding the mill tear ir step down and transfer to a civilian government. they've been in power since hosni mubarak was forced out by similar demonstrations almost one year ago. the egyptian military promised that it would transition to democracy. instepped, the military kept marshall law, arrested thousands of people, sent them to military courts and egyptians are furious they no longer trust that the government will keep its promise and will transition to democracy. this has not, however, been a peaceful process. >> we are deeply concerned about the violence that has led to a a track ij loss of life over in egypt and call for restraint on all sides so that egyptians can move forward together to forge a strong and united egypt. >> the egyptian government, which operates under the supervision of the egyptian military, offered to resign. but so far it is having no impact on the the crowds. they want democracy implemented and want the military to step down. richard engel, nbc news, cairo. a group of cia agents no lebanon -- what could be a blow to the intelligence surveillance of the terror organization in that region. concerns have now been raised that spice who spent months or even years on the agency's payroll could be tortured or killed. according to u.s. officials. the cia suspended its espionage efforts in lebanon to assess what extent the intelligence network has been damaged by hezbollah's counterintelligence tactics there. fallout from the uc davis pepper spray incident continued on monday. the campus police chief has been placed on paid administrative leave. joining two other officers who sparked outrage after dousing peaceful occupy protesters with pepper spray. on the edge show last night, host ed schultz asked one of the students hit with pepper spray to describe friday's confrontation. >> obviously, we were completely peaceful. we locked arms. we never touched any of the police officers and so he came up to my friend and said if you don't move, i'll shoot you. my friend responded, i'm just sitting here. i'm just sitting here. i'm told at this point he walked behind the police officers, they were holding paintball guns at point-blank range at our heads and said don't worry guys, i'll just spray them down. at which point he shook up the pepper spray, held it in the air and spray painted us down in the face three times. the first time it hit, i was immediately blinded and felt like there was white hot sand in my eyes. i wanted to open my eyes because the pain was intense. but i had to force my eyes closed. i was literally suffocating because it hurt so badly to breathe. my face was covered in pepper spray. >> it's difficult to dragged a woman to the ground on a boston street as they tried to rip her purse away. the woman was followed, then kicked and punched in broad daylight by five women and one man before she could get away with her belongings. police have not made any arrests. a flash mob robbery executed inside a maryland 7-eleven increased calls there for a teen curfew. one group of students stood in front of a counter as a steady flow of approximately 50 people walked through the aisles, taking whatever they wanted. investigators believe the group came from a nearby birthday party. a heavy downpour over the weekend caused a san pedro roadway to crumble into the pacific ocean there. officials had already closed the road after ground shifting expanded cracks in the road over several months. no injuries or property damage was caused by that collapse. and finally, if you can believe it, show time for the 85th annual macy's thanksgiving day parade is just around the corner. bands and dance groups in taking place. this is a pretty strong storm. thankfully, not a lot of snow, at least not yet. we have a lot of lines of thunderstorms going through arkansas. now, louisiana, through texas. i don't want to forget your friends in the pacific northwest. this is a huge storm near vancouver island. high wind warnings and rain. nasty weather along oregon and washington state. let's take first off this storm here in the south. this one is going to be moving over the next two days from over missouri now and then tomorrow afternoon it will be exiting southern new england. that's kind of the storm track. the heaviest rains right now and the thunderstorms are just pushing towards the shreveport area. nothing severe. no tornado or anything like that. beneficial rain this morning and heavy downpours near austin. done in little rock. over six inches of rain in the last 24 hours. this is a soaker for you. that heavy rain is moving through southern illinois, northern missouri. in indiana, you're about to get drenched. an umbrella day in indianapolis. it's going to pour there. working into ohio and pennsylvania this afternoon. here's how it looks. let me track this for you. here's the clock. this is 8:00 this morning. let's fast forward to the evening when everyone is coming home from work. the heaviest rains in the yellow and the red. that's all of indiana, ohio, pennsylvania. that's who will be getting the heaviest rain. it's also into d.c. and baltimore and approaching philadelphia. be prepared on i-95 for the heavier rain late in the day. as far as the thunderstorms go, along the front at 5:00 p.m. in areas of mississippi, alabama and louisiana, that's where we'll track it. let's fast forward again to tomorrow morning at this time. this is the busiest travel day of the year. much of it is clearing out. it's still along i-95. that's the worst commute if you don't have travel tomorrow morning, it's going to be difficult with heavy rain through virginia through the big city. southern new england will get one to two inches of rain at least. this blue in northern new england is snow. we're expecting a significant snowstorm over all of the areas of northern new england especially the mountainous areas. be prepared for like typical heavy snow event there. skiers will love it. but for a pus i travel day of the year, not what you want for maine, vermont and new hampshire. the heaviest rain in the ohio valley, will also the southeast. the heavy rain this afternoon and evening will work to the big cities of the east. as i mentioned, by the time we get to it looks like the dress. here's a look at how wall street will kick off the day. the dow opens at 11,547 after sinking 248 points yesterday. the s&p tumbled 22 points, the nasdaq dropped 49. taking a look at overseas trading this morning. in tokyo, the nikkei lost 33 points, but in hong kong, the hang seng was up 25. debt problems at home and abroad led to a wall street selloff on monday. volatility seized wall street in late july when congress was debating the debt limit and it returned yesterday when the so-called super committee quit on a deal. energy and tax were hardest hit. all 30 dow stocks fell. most kmom tis fell. moody's warned it may downgrade france from aaa due to the debt crisis pushing up french borrowing costs. one good sign. despite the super committee, investors still see american debt as safe. high demand pushed the treasury yield below 2%. gilead science is buying farm set for $11 billion. allegheny confirmed it's buying transatlantic holdings for 3-plus billion. cooper industries was one of the few winners on news it's joining the s&p 500. after the bell, hewlett-packard rose on earnings and revenue that popped estimates. elsewhere, former aig ceo hank greenberg is suing the government for $25 billion calling the 2008 federal takeover of aig unconstitutional. brazil slapped chevron with a $28 million fine for an oil spill off the coast. a
