You havent moved anything legislatively. Do you concede that point . I dont remotely. House republicans are shutting down the government. Its just not so. Mr. Speaker, the house is not in order. As we say in texas, its time to get a few things straight around here. I dont want a little jet. I want a big one. The only thing im hearing here is socialism do you ride this to the president ial nomination . I want a bar. Piano man. Maybe i want to go out of the country. What are we doing this for . Lets burn the roof, and then well do it again lets do it, lets do it, lets do it it was a marathon saturday session in which House Republicans followed the ted cruz playbook. Dont blink. And ran through a continuing resolution that delays obama care and stands zero chance of getting through the senate. With just a day and a half before the government runs out of money and the senate not back until tomorrow afternoon, washington is now careening towards a shutdown. This was how very tired minority whip steny hoyer described the situation after the house vote last night. Clearly, were on the brink of a shutdown. And were on the brink of a shutdown because republican colleagues continue to support revisions that they know will not be adopted in the senate, which requires the senate to reject it and send it back. That was on his way out of the Capitol Building this morning at 1 00 a. M. Live at this hour republicans are due back on capitol hill to put pressure on the senate to come back early. Its all part of the gops effort to reframe the conversation and shift the blame off their own deserving shoulders, as we saw today, in this tweet from speaker boehner. Joining me now, democratic congressman of washington state, jim mcdermott. Congressman, thanks so much for joining me. Good to be here. Congressman, you know, i guess were headed for a shutdown. Your thoughts on the events of last night, the emotions . There were a lot of high tensions last night. Your thoughts . Well, i two weeks ago would have said we were not going to have a shutdown. But its pretty clear that we are now going to have one. Theres one last chance. It sits in the hands of john boehner. When the bill comes back from the senate clean, the speaker could at that point say, im going to put it on the desk and were going to vote on it. And then nancy pelosi would deliver 200 votes for a clean resolution. And a few Reasonable Republicans will make it pass. If john boehner takes it back into the caucus, we are certainly going to go over the midnight hour and we will have the shutdown. Now, i lived through the one in 1995. And i know what its like. Im among a very few in the place that saw what happened. And it is going to be ugly. Yeah. It will be ugly. I actually was one of the folks in the administration who saw it. And it was much uglier than i think people remember. But in terms of this idea of a clean cr coming back, were actually even hearing now about this vitter amendment, that theres a consideration that perhaps when the version that comes back from the senate, which we know will once again stir about any mention of repealing, replacing, you know, delaying obama care, but now theyre talking about potentially adding this vitter amendment which would Impact Capitol hill employees . Well, the republicans are throwing against the radic th republicans, really, are throwing everything against the wall and seeing what sticks. They have tried the military. They have tried obama care. They have tried all these things. You theyre trying the federal employees. And none of it is going to work. This is not the place for the negotiation. And if they want to shut the government down, they are going to pay a heavy price. Now, i believe we were out for 21 days in 95. This time itll be for 14 days till we get to the day when we have to raise the borrowing limit. Were going to have a shutdown in 14 days which will be ugly in every sector of government. You know, congressman, part of the argument that we have been hearing from the republicans, im going to play some sound for you from senator cruz, is this idea that somehow theyre actually compromising. Although how you are compromising on something that is settled law, i find a little bit of a redefinition. Im glad you enjoy it, too. Im going to play you some sound from senator cruz. Looks like the rally is actually starting. With your republican colleagues. I guess were going to go to that for just a moment. Needs to act. Why are they waiting . Why arent those doors open . With me id like to have my colleagues share some of their perspectives starting with tim griffin, gentleman from arkansas. Tim griffin, Second District of arkansas. You know, i think the fact that the senators arent here, and harry reid is off somewhere, is all the evidence you need to know that they want to shut down the government. Ive been told that by highlevel democrats in town, that this has been a plan for a while. And i personally believe that senator reid and the president , for political purposes, want to shut down the government. Thats a scorched earth policy. Its like what they used with sequestration where they blamed every bad thing in the world on sequestration, which was the president s idea, and they made decisions within the agencies to make the political pain as bad as it could be. I believe thats the plan here. And the only evidence you need, folks, is the fact that theyre not here. This is the old football strategy. When you get to where you want to be in a football game, you run out the clock. You run out the clock, because you think you like where you are. Thats exactly whats going on here. If they really if they really cared whether this government would shut down or not, they would be here instead of saying that theyll be back tomorrow afternoon at some point. At some late hour, theyll pass something. And then theyll say, oh, my gosh. Weve run out of time. Well, yeah, theyve run out of time, because theyre not here. That is precisely what theyre doing. We were here till way in the morning last night. Doing everything we can. Ill say this. We hear a lot about my way or the highway. Weve already had two proposals that weve sent over to them. Theyre stuck on the first one. Sounds like my way or the highway is the senate way. So were just asking them in good faith, come back and do what is required of democracy. That is to negotiate and work with us. Instead of being off wherever they are today. So wed just ask them to come back and get something done and work with us to avoid a shutdown. I think a shutdown is bad policy. And i also think its bad politics. And were doing everything we can to avoid it. Turn it over to some of my colleagues here. Just ask that people make sure to give your name and your district. Im Marsha Blackburn from tennessee. Just keep this on the side. So now were hearing that the criticism being the senate is not there and theres not going to be enough time. It strikes me its not a matter of time and what your colleagues from the other side of the aisle are not understanding, almost like petulant children, is that unless were talking about a clean cr that does not repeal, replace or delay obama care, the Affordable Care act, theres no deal. I mean, theyre sort of trying to deal with something where they have no leverage. Congressman . Thats exactly how i see it. They have been sitting here for weeks. And the president has been very clear that this is one of those things thats nonnegotiable. Just like the raising of the debt limit is nonnegotiable. It has to happen. In the case of obama care it passed. They talked about repealing it, repealing it. Thats all mitt romney talked about it. The people looked at it and said, no, mitt. We want obama care. We want mr. Obama. Then it went to the Supreme Court. They affirmed everything in it including the individual mandate. So what they are doing now is trying by this kind of blackmail procedure to say were going to get rid of it anyway. And they simply theyre going to fail. You know, congressman, heres what strikes me. Its humorous on some level. But obviously also on another level whats disturbing is this idea that so does this now mean that the Tea Party Caucus and ted cruz can just go through the books and pick any law that they dont like and say, you know what . Were going to repeal it. Well replace it. Well slow it down. Whatever. Whats to stop them from just picking anything at this point given that this is a matter of settled law that theyre trying to negotiate . That exactly whats happening on the raising of the debt limit. They have written a list of things that theyve passed out of the house. They are insisting that those be connected to the raising the debt limit. They want everything they ever wanted for every christmas since they were 2 years old. Now, why dont they put the epa out there and repeal all the Environmental Protection agency rules . Theyve got endless things they could be doing this nonsense with. They simply dont understand how a government of the people and by the people operates on the basis of consensus and majority. Right. You take a vote on something, if the majority wins, you live with it. Right. I was against going to iraq. But we took a vote on that. I think thats the way it works. One of your colleagues, Louie Gohmert is at the microphone. Hes always so entertaining. Unless you want that shoved back in your face you need to be flexible and help the American People. Weve heard from hundreds and hundreds and hundreds of people in my office who have already been hurt by obama care. Hes given hundreds and hundreds and hundreds of waivers and exemptions to cronies and those who supported him in the election. And whos left out . The American People. The American People want an exemption, want a waiver for at least a year. Hes given it to business. Now come on back and lets do the right thing by america and lets give the American People an exemption for a year as well. Thats all we ask. Im vicky heartsler from missouri. Its my understanding employees will still be able to begin to access benefits on time. I mean, theyre just making things up at this point. And thats really what theyre doing. Theyre trying to scare people. The law hasnt even gone into effect and we already hear that people are being theyre losing their jobs. Theyre losing their health care benefits. Look, nobody has lost anything from obama care. They have only gained. We have given Health Insurance to children who are on their parents to age 26. We have given preexisting conditions. That no longer is a reason for not getting insurance. Weve made only positive things up to this point. Right. Including Insurance Companies giving money back. Delaying and or defunding obama care as part of a cr to keep funding the government, and refusing to raise the debt ceiling unless they get their laundry list of conservative policies. Just to name a few, the keystone pipeline. Blocking new epa regulations. More oil drilling. Means testing medicare. Repealing social services grant. So on and so on. A familiar list of goodies republicans trot out when theyre feeling like they have the upper hand. If you realists like oklahoma senator tom coburn have a bit of advice for fellow republicans, if you decide to take the u. S. Government hostage over the budget, youd better be ready to go all the way. Lets take a listen. The only time you shut down the government is when you hit it down and refuse to open it until you accomplish what you want. But well fold like hotcakes. You do not take a hostage you are not going to for sure shoot. We will not for sure shoot this hostage. Well, senator john boehner and his caucus didnt fold last night by voting once again to defund the Affordable Care act, thus ensuring a Government Shutdown. Theyve effectively shot their hostage. Its almost as if theyre demanding a romney presidency or else the world and the National Economy gets it. Jim cavanaugh just may have tips for dealing with these types of demands. We wanted to bring you in. Clearly our government is on the brink of a serious hostage negotiation. We wanted to get some serious tips that we could pass on to our friends on capitol hill. I know that your first tip is that you need to negotiate. Right, karen. Right. I mean, obviously its a political negotiation or political hostage taking, if you will. But economical hostage taking. But you should always negotiate. Thats the first thing. When leaders say they wont negotiate, what theyre really trying to say is they wont concede major points. And, for example, you would never concede the National Security of the united states. You would never concede, say, the full faith and credit of the government. Okay. Well, thats all right. Thats not the same as saying you wont negotiate. You should always negotiate. Because you need time to bring people to the table. And then you can bring them to their senses. You can reach an agreement. You can get a settlement. Its always the way. In Law Enforcement we always negotiate with anybody no matter how dire the situation is. Sure. And no matter how crazy the folks on the other side are. Your second tip is bring in third parties. And weve got some sound from president obama from earlier this week. Lets take a listen and you tell me how you think he did on this one. So any republican in congress whos currently watching, id encourage you to think about who youre hurting. There are probably young people in your office right now who came into work for you without much pay because they believed that Public Service was noble. Youre preparing to send them home without a paycheck. Okay. So there the president is, you know, broadening it out. Talking about, you know, those hard working young people that, you know, work for each one of you. Think about them. Dont just think about yourselves. Seems like he did pretty well on that second tip. I think he did very well. I mean, he was thats fact based. I dont think anyone can argue with what hes saying. Its going to hurt a lot of people. A lot of Little People who are not big political leaders in washington. Theyre going to be affected. No paychecks. Government workers who are just basically us in a democracy. Thats a bad move to hurt government worker rs to get what you want. He laid that out. He was not aserbic about it. He was very nice about it. That was good. I want to point out on the left side of folks screens youre seeing this republican rally to try to get the president im sorry. Get the senate to come back. I think we have 20 or so house members. That is their big power move for the day. Lets go on to the third talking point. That is, you say, let them save face. Youve got to give them a way out. Tell us about that one. Do you remember a few years back when china took one of americas airplanes . They held the airplane hostage . The only thing they demanded to get the airplane back was an apology from the united states. Heres the most populous nation on the face of the earth, china. They want to save face. If the most populous nation wants to save face, i mean, everybody wants to save face. Its the human condition. So when you enter into a crisis negotiation like that, the thing is you have to let the other side save face. And you have to really work toward a solution. You have to respect the other side. The president , the white house, and the senate has to respect the fact that the other side represents a large portion of the american voter. I think there is respect on the part of the white house for the other side. Theyre just not sure of whats really in charge. It keeps shifting in terms of whos really in charge. I think its a little bit hard to figure out to who to convey that respect to. Fourth, your last tip, be mag n magnanimous. Ive got sound. If republicans have specific ideas on how to genuinely improve the law rather than gut it, rather than delay it, rather than repeal it, im happy to work with them on that. Through the normal democratic processes. All right. Thats time and again, hes been very magnanimous like that. He also needs to be m magnanimous in private. When he deals with mr. Boehner in private or when he has the Vice President do it, for example. Youre trying to reach an accommodation, remember, for the country. Youve got to put the Political Party aside. Youve got to try to reach that accommodation. Be magnanimous. Be respectful of the other side. Find out what the other guy wants. If we can do it literally with people with bombs strapped to their chest and people who have shot, show them respect, you would expect political leaders can do it. Unfortunately, jim, i think this week weve learned its been easier to have a conversation and negotiate with the syrians and the iranians than with the republicans in the house. But well see. Kristen welker is there live. Whats the latest this afternoon . Reporter karen, were just learning that president obama stopped by a meeting that his staffers and other Senior Administration officials were having this afternoon. The topics, of course, included the implementation of the Health Care Law. Then, of course, ways to avert a Government Shutdown. We dont know exactly how long that meeting lasted. I can tell you the chief of staff Dennis Mcdonough has been Holding Meetings all weekend long with his economy team to discuss this impending and the possibility of a Government Shutdown. Then, of course, also the implementation of the Health Care Law. The white house at this hour, karen, continuing to dig in its heels. Saying the president is not going to negotiate over the Health Care Law. His signature piece of legislation. They point to the fact that the Republican Party remains fractured in their own strategy on this issue. I think ultimately, the calculation here at the white house is that republicans will blink. The question is, will that happen . Their question before that all important deadline. So that is the latest here. Meetings have been going on throughout the weekend. Weve been aware of that. Now were getting a few more details about who specifically have been in those meetings. In terms of what we can expect tomorrow, knowing this white house, i know there will likely be meetings behind the scenes, certainly, with lawmakers. But right now the ball, of course, in the senates court. And they have said theyre going to reject that bill that the house passed overnight. Karen . Exactly right. Thank you, Kristen Welker for that update. When hillary care was being debated there were a lot of republicans who came forward with what i called at the time hillary care light. Well partially socialize health care. And it was because republicans were convinced we cant stop this. And then phil graham strode out there and he said, and i know youll remember this. He said, this will pass over my cold, dead political body. Ooh, texas senator at the scene cruz harkening back to the good ole days when his party was able to block universal health care. The only problem with cruzs argument, of course, is that his side has lost the Health Care Battle and the only dead body were going to see is the house continuing resolution when it arrives tomorrow on the senate floor. But speaking of the 90s, not only did republicans block universal health care, they also did shut down the government. Back then something senator ted cruz remembered fondly earlier this summer. The great many republicans who were hunted by the ghost of shutdowns past. It is received wisdom in washington that the 1995 Government Shutdown was a terrible loss for republicans and we should never go there again. I dont believe the evidence supports that conclusion. Now, senator cruz may not care about the political con kwenss his party suffered in the 1995 Government Shutdown, but youd think that he and the cuckoo caucus would at least care about the real impact it had on so many americans. But, hey, evidence wont get in ted cruzs way. Lets go for it. Lets shut down the government. Were going to take away your health care. Joining me now is senior congressional reporter at politico, manu rashu. From the Atlantic Molly ball. Thank you for joining me. Guys, weve been talking about we wanted to kind of take a look back to 95 and 96 and the impact of the shutdown. Because i think theres so much conversation about, you know, parks and, you know, furloughs of federal workers which, you know, most people dont necessarily connect with. But also its things like 10,000 medicare applications. 212,000 Social Security card requests. 360,000 individual Office Visits and 800,000 toll free calls for information and assistance were turned away each day. The list goes on. There were very real impacts for americans during this time. And yet it seems like, you know, its been the mythology of it has been, molly, kind of reduced to just talking about, at least on the republican side, the political consequences. Without really taking into account the human cost. Well, i mean, one other factor is that the shutdown in 199596 was even more of a partial shutdown than we will likely see on tuesday. Several of the Appropriations Bills had been passed. It was only part of the government that was actually shutdown. On the other hand, you know, ted cruz and some other republicans have said, oh, it wasnt that big of deal. This is all revisionist history. It wasnt a massive political problem for republicans in 1996. I talked to a lot of republicans who were there at the time who unlike me, unlike ted cruz, were in washington. And they remember it as pretty stressful. They do not remember it as a good time. Look, it wasnt a blood bath. It wasnt front page news every day. It wasnt a constant drum beat of people in pain. I think if thats what were expecting, thats probably not going to happen. But it didnt do republicans any favors. And republicans who were there at the time dont think its a good idea to do it again. I do think in some ways like the sequester, it will be the kind of thing if we should end up with a shutdown where we will sort of hear about the stories. Theyll kind of come in from the outside. We may not necessarily its not going to be one big impact on the first day, i think necessarily. Manu, i was just talking with Kristen Welker over at the white house. Clearly they are not budging when it comes to the Health Care Law which is going into effect on tuesday. Nothing the republicans can do to stop it. Sounds like they are looking at other options with regard to the government and theres an expectation that perhaps republicans will blink. Whats your assessment . Youve spent quite a bit of time on the hill these days. Yeah. Thats the assessment from Senate Democratic leaders, too. I remember a lot of these past fiscal fights the president has sought to cut deals with republicans that have sort of infuriated democrats on the hill. At this point the democrats on the hill and the white house are really on the same page here. They believe that once the shutdown happens, presuming that it does, that the public blame will fall disproportionately on the republicans. And at that point boehner will have to come back and pass something to keep the government operating at least until midnovember. Now, that, of course, theres a question about whether or not the white house and the democrats will have to give the House Republicans anything to have them reach that point. At this point, both the white house and democrats say no. Were not going to. This is going to be about republicans caving here and agreeing to a clean, continuing resolution. Whether that negotiating position holds remains to be seen. As you just mentioned, the impacts can be pretty severe and well see what happens at that point. And also, manu, you wrote actually earlier this week in terms of the white house strategy and sort of the role that the president has or has not been playing or the visibility of the president , and i just want to read something from what you wrote. You said, the white house has distanced diplomacy with republicans is an approach that tacitly acknowledges three inescapable realities. Theres no one to negotiate with on the gop side. Obamas direct involvement in a pact would poison it for many rank and file republicans. And democrats dont trust him not to cut a lousy deal. To that point, it sounds like the democrats are actually on the same page with the president. But yet as you say, its unclear who would you negotiate with . And, frankly, it does seem like this is one where the farther the president really stays away from it and makes it clear this is a mess that congress has created, the more likely the blame falls to republicans. So, i mean, the president is creating air cover for democrats. Hes really trying to use the bully pulpit going forward. But when you get down to the nittygritty of legislating, thats going to be left to harry reid, Senate Democrats and even House Democrats to potentially give boehner some votes if it comes down to it. I mean, i think what youre seeing here is an effort by the white house to not to let that process play out. Let their allies on the hill keep and dig in that firm line. Because there is a fear if you start to negotiate, you may cut a deal you dont like at the end of the day. Yet, molly, we expect that as weve been talking about, that were its going to go to the senate tomorrow. Theyre going to vote. Theyre going to send back a clean version of the cr. Is there any chance of any kind of negotiation between harry reid and the house members to try to finally have a clean cr passed . For there to be a negotiation, somebody would have to pick up the phone. Right now as far as we know, nobody is picking up the phone. Lets not forget who picked up the phone last time. It was Mitch Mcconnell who called up joe biden. Theyre the ones who made the deal. This time i dont think Mitch Mcconnell is interested in making any deals. Hes already come under a lot of fire from the conservatives in his home state and the National Conservatives who are advertising in his reelection race trying to bump him off in his primary. So without him helping stepping in to make that deal, i dont think for a lot of the reasons that were cited in manus story we really have people who have either the credibility or just the ability to make the kind of deal it would take. In the battle over obama care theres much more at stake than its legacy as the president s signature legislative achievement. Benefits under the Affordable Care act have already made a difference in the lives of millions of americans. Millions more will be able to access insurance for the first time when the Health Care Exchanges roll out this week. The stakes are especially high for africanamericans and women. Before obama care, 21 of black americans were uninsured compared with just 13 of whites. Now almost all of them will qualify for insurance under the Medicaid Expansion or premium tax credits when enrollment begins in two days. Among women, 1 in 5 between the ages of 15 and 44 are uninsured. Thats 21 of women of reproductive age who will be able to get coverage through the Health Care Exchanges. That includes contraception, as much assets that is unless they live in one of the two dozen states where republican governs severely limiting the Affordable Care acts enrollment kicks off this week regardless of a Government Shutdown. Now it all comes down to countering the rights massive Misinformation Campaign and getting americans to participate. With me now to discuss, congresswoman gwen moore, democrat from wisconsin. Perry bacon, Political Editor of the grio. Thank you both for joining me. Thanks for having me. Congresswoman, i actually want to start with you. You know, given the dramatic events over the last 24 hours, i mean, in spite of what we saw last night on the house floor, the Health Care Reform legislation, it is settled law. It is moving forward. On tuesday people are going to be able to start signing up. Karen, the train has pulled out of the station. Despite all of the efforts, and particularly the efforts of folk like my own governor in wisconsin. Governor scott walker, who has the greatest number of people who are going to be uninsured because he has refused any federal dollars to insure people. But the train has already moved out of the station, as youve mentioned before. Weve seen 360,000 Small Businesses take advantage of this. As you mentioned in your opening, the women have benefited tremendously from their situations. Not being regarded being female not being regarded as a preexisting condition. Right. Thats one of my favorites, i have to tell you. Right, right. If youre a victim of domestic violence, even thats seen as a preexisting condition. Women had to pay 50 more for health care because of gender rating. All of that is over. Right. And despite what the republicans have done, even if we are to have a shutdown, the medicare benefits to seniors, the medicaid benefits to the poorest americans, which, of course, are africanamericans and women in particular, are going to be rolled out despite any Government Shutdown. You know, i want to go back to this point about those what happens to people in those states where they may their governor, perhaps, did not take the money. Perry, you actually wrote about this this week. Im going to quote you. You wrote a block of about two dozen republican governors, mostly in the west and south, are not only still opposing the law, but meaningfully disrupting obama care in a way that republicans in washington simply cant, most notably by refusing to expand their Medicaid Programs as the law calls for. I know specifically youve talked about whats happening in texas. Tell us a little bit more about that. So, karen, under the law, basically theres two ways to get insurance. One is through these subsidies. Basically you get cheaper insurance through these exchanges. The other way is through your medicaid program. The Supreme Court last year said states can choose whether or not to expand their Medicaid Programs. Basically this became like a test of who doesnt like obama. And governors who dont like obama decided no, no, i do not want that medicaid money. They were under a lot of pressure to be fair from Tea Party Activists in their state not to accept it. A state like texas, you have about 2 Million People who qualify for medicaid under the law but would not qualify for the subsidies under the law. You might see a situation where people who are the most low income in a state like texas or wisconsin or florida cant get insurance while people who make more money than they do can get subsidized insurance. Very unusual situation. Its because of this political divide under the law. To just add one more point here, one of the reasons one of the things under some of this debate is the fact that minorities and people under 35 are disproportionately uninsured. Versus Older Americans have a Health Care Program from the government already f. Its called medicare. You know in our politics right now, young people, minorities, tend to be democrats. Republicans tend to be older voters. That explains why the republicans in part are so comfortable opposing this program. Their base is not that excited about it. Many in their base wont benefit from it while a lot of democrat voters will in particular. You know, congresswoman, as perry was just talking, wisconsin as you mentioned is also one of the states. What is it . An estimated 90,000 wiscons wisconsinites who will lose benefits of the program because of the actions of governor walker. What does he say about why hes taking away their health care. First let me say amen to everything perry has said. Let me say, it doesnt add up. The joint committee on finance has found that theyre going to pay half a billion dollars more for medicaid, the medicaid patients that they pay for, because they did not accept the medicaid money under the Affordable Care act. Its going to cost them a half billion dollars more to take care of 95,000 fewer people. It just doesnt add up. Right. Its all ideological. Scott walker perceives himself as a future president ial candidate. And he wants to be idealogically pure. Its a shame. Because wisconsin has had one of the most stellar rollouts of Health Care Coverage under, ironically, republican governors like former health and Human Services secretary, tommy thompson. We have modeled badger care program that took care of adults through the medicaid program. Congresswoman, very quickly, i wanted to just mention one of the measures that we saw kind of thrown last night, i feel like women get thrown under the bus when push comes to shove, was this amendment, this idea that to delay access to medical services for women as part of this battle over the cr. As you pointed out, actually being a woman is no longer a preexisting condition. But why is it that time and time again, its womens rights that, again, seem to be thrown under the bus when its like, hey, were just going to throw in the kitchen sink of all this stuff we want . Thats a question i want to throw back to your audience. Because over half of the electorate are women. Women are the majority of the electorate. Karen, they need to pay attention. Every single battle, women are made the battleground. In every one of these fights. You know, while there might be legitimate debate over many, many things, i thought Birth Control was sort of settled law. That we had a right to control our reproductive health. And apparently we dont. And they keep saying, you know, they dont want government to get in the way of your health care. Only if youre a woman, then apparently they have no problem doing so.
