covered and how it would go about. and it was a considered compromise that we spent all of 2019 on. these members voted for it then, and scott peters a few months ago was quite honest about it. he said i only voted for that because i knew it wasn't going to pass. so presumably now he knows this actually has a chance of becoming law, now he wants to -- >> it's a really good point there was always like horse trading and compromise that happened here. this was what the party came to consensus on. it's -- biden is proposing it, speaker pelosi, all democrats are now on except for these three. and they're on the energy and commerce committee, and they're flipping the votes at the last minute surprising everyone meant it didn't make it into the bill out of the committee. >> that's right. i mean, it made it into the ways and means committee which also has jurisdiction over this, and they could put it in later. but really what they're saying these three members is if drug price reform goes in we're not going to support this bill.
