Were expecting to see some big changes around the world as we start 2017. This week distinguished figures of the world of business and economics will be giving us their outlook for the Global Economy. My colleague ai uchida earlier spoke with the president of the institute for International Monetary affairs and has been heading the japan bank for International Cooperation until june. Now when we asked you about possible risks to the Global Economy, you mentioned that 2017 was the year of the rooster. Were going to call it the year of the chicken. And youve listed your customers as an acronym. Let me first quickly go over this. C for china and big uncertainty. H, heightening tension in the middle east. I, inequality. C continuing low Interest Rates as well as inflation. K, koreas in danger. E, european fragmentation. N, no Global Political leadership. We will get to that in a bit. At the top of the list, c, china and big uncertainty. The economy in china has seemed to recover somewhat due to government stimulus measures. What are your concerns now for china . Chinas economy has been losing some power in the last two years. You mentioned about some of the Government Intervention has been working but still there is no solid policymaking for the coming years. Some people say its kind of a cyclical reason, other people say its a structural reason. So that is not much to identify yet. The source of the nonperforming loan issues in china will be reserved in the coming years. But when theyre going to start is another concern to that. In addition to that, there is some kind of the unstable position in the political regime of china itself. So i think it could have some impact even for the economy in the coming years. Anyway, the secondlargest economy in the world now, so it has big impact for the asian and also world economy. Absolutely. Lets also talk about europe. The economy there is fragile. It will be undergoing some big changes, especially brexit. Whats the risks in the region . Overall the economy has hit bottom in the last year. So well see some kind of recovery in this year. As you mentioned the political issue. Last year we had the brexit. This year an election in france and the dutch and also the germans. So they would have some impact to that. Also the refugee and the immigrant issues to be connected with some inequality. So i think that could have some negative impact on the european economy. Also it remains some kind of technology in the north and the south. It would not be so easily solved. So there would be some kind of adjustment of the operation that would be needed. Not yet the policy package has been shown to that. So a lot to look out for there. Okay, now were going to go to no Global Political leadership, and this im assuming stands for donald trump. People are seeing how his economic policies are going to be affecting the world. You point to risks from a lack of Global Political leadership. So how should we be seeing this . Although president obama has said we are number one position in the world, the last two years i think german chancellor has been playing such an important role. Now even madam merkels impact is somewhat losing. In that case now we dont have any real political leader in the world. So those are the mr. Trump has made this huge the campaign operation, so still we dont know what t the realality impact hes going to bring in the world to that. T. And also the januaryry 20th, he going to be the president. Anand also the end of january a also early februarary, hes goi to make a state of the union announcement. Then we will see. The reality, the magnitude of his new policy, including the infrastructure investment, and also the decrease over the tax. So that would be seen. Then well see and also the market will see the real impact of mr. Trumps new administration. Then we are going to have somewhat the reacting to that. Among his many promises during the campaign was to pull the u. S. Out of tpp negotiations. That would have a direct impact for japan who is very much a part of the negotiations. How do you see that unfolding . In the coming world, i think the trade, especially the free trade issues, quite important. So far his statement is somewhat anti the free trade operation. Hes seeking for the fair trade, not only for the antitrade operation. Then well see how his reality, the policy action would be shown in the coming years coming days. In the case of tpp, this is a real not the reality threat at this moment. This is the future operation. But in the case of the nafta, north American Free trade agreement, so that would be reconsidered what he said. Especially the duration between the mexico and United States is bringing some kind of anxiety to the foreign investors, especially japanese and asian, the companies who made a Huge Investment into mexico to sell some product to the United States. Already mr. Trump has kind of pressure to the u. S. Company and also the mexican government. That would be very much the origin of the threat for our economy and also asian economy. Okay. So given all of these concerns that you outlined for us, how does this all affect japan . S what does this mean for japan . What do we need to be watching out for here in japan . Anyway the extent of the environment is not so easy. But the last two or three yeast the japanese government, we have recovered. So even though mr. Trump making very deep, sharply demand for japan, and also some big line in the chinese economy, i think japan can stand somewhat better position to that. Anyway, in the coming at least half decade or one decade, asia should be the core of the growth of the world. I think japan would have more input and play in the region to that. And also the region, japan, i think we dont see any sign of the deterioration of the economy at this moment. I think the more acceleration of the private sectors innnnovati and also some kind of initiative between the government and the company and the individuals in the coming years. A leading expert in urban planning has cast doubts on the efficacy of decontamination wowk in the disasterhit northeastern japan. Professor yokemoto of Osaka University graduate school says it might not be money well spent. More than 25. 5 billion have been spent on removing radioactive substances from around the Fukushima Daiichi Nuclear Plant and building temporary storage sites for tainted waste. The plan was to reduce radiation levels so that residents could rereturn. But government surveys suggest many people have decided not to go back. More than half the evacuees from some municipalities said they ll stay where they are. Yokemototo says the decontamination work would be essential if it helped disasterhit communities but its not clear thats the case. The Environment Ministry says the cleanup work on areas outside fukushima will be completed by the end of march, but they havent started decontaminating noentry zones in fukushima. Work there will start after march. A group of High School Students . Japan went to the crippled Fukushima Daiichi plant, becoming the first minors to be admitted to the site. Theyre hoping the experience will help them contribute to the recovery of the surrounding community. Miko is in her second year and shes a member of her schools science club. Translator i wanted to know how the workers feel, how far the decommissioning work has progressed, and what problems they have. I thought it would be best to see it with my own eyes because there are some things you cant understand just from the media. Reporter after much preparation, miku a and the oth stududents headed to the plant. They got their parents permission. Radiation levels in most of the areas have fallen, so they were able to wear ordinary clothes. But they did wear gloves and covered their shoes to avoid picking up contaminants. They carried devices that measured how much radiation they were being exposed to. And they stayed inside the bus, as it blocks some of the radiation. The first thing that caught their attention was the massive number of water tanks. They learned the contaminated water is building up at the site. Miku asked about the conditions at the plant. Translator are there walls around the area where the tanks are lined up . Translator there are walls around it and a roof over it to prevent rainwater from getting in as much as possible. Reporter they saw the reactor building, left damaged by a hydrogen explosion. Miku learned that radiation levels near the reactor building remain high. So workers need to wear protective gear. Translator they need to wear heavy equipment that close to the reactor building. Reporter seeing the damaged reactor building was an encounter with harsh reality. The students could see why the job of decommissioning the plant could take 40 years, or until they reach middle age. At the end the tour, the students checked their total radiation exposure. They were relieved to see it was within the safety guideline. We caught up with miku a month after she visited the plant. We wanted to ask what lasting impression the trip had on her. Translator i had done some research before going. But thats different than firsthand experience. When i saw the plant, i was able to feel its size. And the atmosphere. Im now keenly aware that this is an issue we have to face squarely. I think well have opportunities to talk to people, both in and outside fukushima. And i hope we can convey our feelings in our own words. Reporter after our interview, miku and her friends traveled to an area where residents had been evacuated. They continued to search for the hope that someday their beloved fukushima is fully restored.
