The question of whether industrialized countries should bear the response bear more responsibility for cutting emissions than developing countries. Participating nations have to submit their emissions cut targets in march. U. S. Secretary of state john kerry urged developing nations not to choose the Energy Sources of the past. Today, more than half of global emissions, more than half, are coming from developing nations. So it is imperative that they act, too. Kerry said the United States and china announced their targets last month. He called on all countries to make concessions at the lima talks. The conference is scheduled to close at noon on friday. Officials in okinawa have launched a formal complaint against a u. S. Marine officer they allege he was involved in a hit and run accident. Military facilities in japan are located in okinawa. Residents have long had to deal with incidents involving u. S. Servicemen. Since 1972, when the u. S. Government returned the island chain to japanese control, american servicemen have been involved in more than 120 Sexual Assault cases. In 1995, local anger peaked when three u. S. Servicemen were charged with raping a 12yearold girl. The sexual attack enraged people in okinawa and around the country. More than 100,000 people rallied in okinawa to protest against the u. S. Military presence. Since then, crimes committed by u. S. Military personnel have only mounted. In 2013 alone, more than 3,600 u. S. Servicemen, civil employees, and their families were arrested for Disorderly Conduct. On tuesday, restrictions on offbase drinking by american servicemen in okinawa were lifted. The drinking ban was imposed in december 2012 following a number of incidents, including vandalism and rape. The ban was partially eased last year. Servicemen were again allowed to drink off base, but could not drink between midnight and 5 00 a. M. Always expect to be professional, respectful. Translator some servicemen could get drunk and cause trouble. I think regulations are not enough to stop incidents. But this Company Provides only local services. The drivers dont have to work such long hours. And, they can balance work and family. The company actively promotes the use of forklifts, which make loading and unloading heavy cargo easier for women. Translator there are a few things that i cant do because im a woman. But i still think working here is a positive experience for me. Reporter the company once had problems securing sufficient personnel, as its drivers grew older and retired. But, these innovative efforts have begun to pay off. Translator we give our drivers the responsibility of completing their own shipments. Tuomi has been driving a truck for about a year. A single mother with a child in junior high school, she says the work suits her, because she doesnt have to work on sundays. And she can take a day off if theres an emergency. This distributor takes orders from only a few companies. Its trucks pick up and drop their shipments at fixed locations. Even if a driver calls in sick, another can immediately take up the job. Reporter at other companies, drivers take irregular days off, but here we usually get sundays off.
