The number of lawmakers elected by each prefecture is based on the size of the voter population, but ratio is nonproportional, meaning heavily populated prefectures are underrepresented. Two groups of lawyers have filed lawsuits in high courts across japan to seek an annulment of the election. They are pursuing individual claims against the electoral committees of each prefecture.
