Wins the election. He tells the new constituents, if you can win there, it can win anywhere. Those are the headlines this afternoon, just after 1 00 p. M. Also coming up the parents of the journalist have called on egypt to free him by christmas, this after the egyptian president told us in an exclusive interview he may pardon the three journalists who have been in jail for nearly a year. Also coming up well get the latest Business News with airbus bagging an order for 50 planes from delta. Well bring you all the very latest on that deal in our business roundup. We begin with those talks in vienna. Monday is the deadline, the final deadline, according to the american secretary of state over Irans Nuclear program. After years of tension, the hope is that the five permanent members of the security council, plus germany, will be able to hammer out a final agreement with tehran that could cement the preliminary deal that was signed a year ago. The six Foreign Ministers have been locked away in vienna trying to find an agreement on that deal. Within the last few minutes france britains foreign secretary has had this to say. There has been positive discussions, a very cordial atmosphere. Its clear that both sides want to try to get a deal done, but none of us want to do a bad deal, and were very clear that we have to get more flexibility from the iranians in return with the flexibility on our side. But time is short. Were up against a deadline here, and i think were all working very hard to get the best possible deal on the table. Whats also emerged, irans foreign minister will today tehran tonight for what are being described as consultations after todays discussion. Frances foreign minister has urged iran to seize the opportunity for that deal. For more on the story, we can go now to london to speak of the head of middle east analysis at the i. S. H. Thanks very much indeed for being with us. We dont know terrible much about whats emerged today. We know that irans foreign minister is heading to tehran, possibly a good sign. At least he has things he needs to talk about back in tehran. But the fact is with monday looming, there are big gaps between the positions of the five permanent members of the security council, both germany and iran. Yeah, i mean, there are a number of issues that still need to be resolved in these negotiations. I think that the overriding objective is to reach an agreement, because strategically the europeans are looking to replace Russian Energy supplies. The United States is looking to pivot away from the region and to focus more on east asia. This requires reaching some sort of compromise with the iranians starting with the Nuclear Issue and then hopeful until the view of the United States extending to other areas where there are conflicts with the iranians. Now one of the big sticking points is the level at which iran will be allowed to continue to enrich uranium. Iran has said that it will not back down and compromise on this issue. One of the problems that those trying to negotiate it face with it face is the ayatollah has given very little room to maneuver in the end for the negotiators around that table. You have to understand his position. He is a sort of arbiter between different factions within the iranian political system. His interest is in maintaining a level of stability and in maintaining a balance of power inside iran whereby not one of the various sides, neither the reformists nor the more extreme element can be in a position to dominate policy making and to dominate his own decisionmaking. So the role that he tries to play is one of an arbiter, and he has to balance the benefits of a deal with the outside world with the potential threats to domestic and internal stability that would result if he were to favor one faction over the other. So do you believe then that it could be that by monday no deal is reached . Can either side afford to let this opportunity pass . I think much more likely is that youll see some sort of agreement to agree later on rather than the talks failing completely. Youll probably see very carefully worded diplomatic language thats intended to make sure that there isnt a very explicit military threat to the iranians and that is aimed at allowing more room for the negotiations despite the deadline. The initial agreement was the sixmonth one that is extendable for another six months. So within the framework of that agreement, there is still some room to extend the talks even though both sides are trying to negate that possibility, in part because it helps maintain pressure on the other side. Agree now or the whole thing collapses. Well, well be following, of course, these negotiations as the deadline approaches monday. Thanks very much for having been our guest this afternoon. Thanks for having me. In the rest of the days news, Barack Obamas message to the United States is Illegal Immigrants, come out of the shadows and get right with the law. He was addressing the nearly five million immigrants, currently living illegally in the United States, but who could benefit from the reform of the system. Under his plan, undocumented parents of children who are american citizens or legal residents will be table get work permits that could last three years. Heres what the american president had to say last night. Tracking down, rounding up, and deporting millions of people isnt realistic. Its also not who we are as americans. After all, most of these immigrants have been here a long time. They work hard, often in tough, lowpaying jobs. Were going to offer the following deal if youve been in america for more than five years, if you have children who are american citizens or legal residents if you register, pass a criminal background check and youre willing to pay your fair share of taxes, youll be able to apply to stay in this country temporarily without fear of deportation. Republicans have referred to barack obama as the latest move, an illegal power grab. He decided to issue an executive order which will allow him to push it through, despite his failure to get the Immigration Reform past congress. Beyond the republicans another group of people watching whats going to happen in the United States, and thats americas latino community. Theyre those who might benefit the most from the reform. They attended some specially organized screenings last night. Emotions ran high as latinos living in los angeles gathered to watch president obamas speech. For many, the announcements of the countrys most sweeping Immigration Reform in a generation came as a relief. Living in the shades means losing your identity little by little. Having to lie, having to use fake names, having to cry when the abuses you suffer at the workplace become too tough to take. And living with the frustrations that nothing can be done about it. Around 11 million Illegal Immigrants are thought to be living in the United States. Under the new plan parents who have lived in the country for more than five years will have children who are u. S. Citizens, can apply for work permits. For this family in miami, it means no longer having to worry about being torn apart. How do you feel . Very happy. Why . Because they wont deport my family. Its a view they always lived with that one day the police would stop and he she would stay alive. These measures are more for them than me. Not everyone is happy though. Like some six million other undocumented immigrants, julio still faces being deported. I think i expected more from the president , that more people would be included. But i think that, after all, politicians are politicians, and we have to keep fighting. And hes not the only one upset. While these proimmigration demonstrators celebrated outside the white house on thursday evening republicans responded to the news by claiming the president had acted beyond his authority by bypassing congress. The parents of a jailed aljazeera journalist made a direct appeal to the president for his appeal. The appeal was made after this channels interview with abdel, an interview in which he said he was considering granting a pardon to mr. Peter gress, one of three aljazeera journalists who have been jailed in egypt on charges, including spreading false news. A suggestion they may be pardoned is considered to be the result of a thaw in relations between egypt and qatar. With one sentence, theyve marked a major shift in his position. Asked whether he was considering a president ial pardon for the three jailed aljazeera journalists which was the egyptian president s answer. Let me just say that this is currently under discussion. The three journalists have been in jail for nearly a year and have been sentenced to between seven and 10 years in prison. Throughout their trial, the reporters repeated they were just caught in a dispute between egypt and qatar. Cairo has long abused the dohabased network of being a mouthpiece for the muslim brotherhood, which is considered a terrorist organization. But tensions between the two countries have shown signs of easing in recent months. In september, qatar expelled several officials wanted in egypt for inciting violence. Despite the positive signs the parents of australian journalist peter gress welcomed the news, but remained cautious. Various indications and messages have been given over the last six months which did build autopsy lot of hope and expectations. Regrettably so far just about all of those expectations ended up in disappointment. Last week, there was a decree granted granting the power to deport foreigners in egypt, a move seen as providing a legal instrument to free the journalists. The video had shocked france after authorities announced that two of the jihadists seen on the latest Islamic State video shown beheading syrian soldiers were french. One of them has now denied being in the video at all. The 22yearold has reported his origin, made his comments on his twitter account, contradicting the announcement that is made by paris by the paris prosecutors office. The grisly images that led authorities to identify a second frenchman among the executioners of 18 syrian soldiers is an american aid worker. Standing with other Islamic State groups jihadists, they say is 22yearold Mikhail A Muslim convert from an eastern paris suburb o. Twitter hes known as abu frequently posting photos and other militant content. But now hes also used the social media site to deny he hes featured in the footage, writing in french, i clearly announce its not me in the video. His mother has told French Television she doesnt recognize her son in the photos and gets expert on jihadee movement express doubt from the beginning. As many elements that make me think it might not be him. He has clear eyes. The guy that we see individual, so the the guy we see in the video has black eyes. He has much thinner face. And the most important, the guy that we see in the video presented as dos santos speaks excellent arabic with a syrian accent. He was not the only french man identified in the gruesome video. Maxine was the First Citizen to be named. The 22yearold hails from normandy and went to syria in 2013. He too, has been open about his militant so i jihadist web sites. So while uncertainty remains if hes the man seen in the video, theres no doubt about the young mans allegiance to one of the worlds most feared and active terrorist organizations. An election is sending shock waves throughout egypt. The u. K. Independence party has clinched the partys second seat in parliament. This election was trirged by a defection, the conservative party back in september. He ran on the antiimmigration ticket and won in the end. Reelected under a dinner banner. Hes almost 17,000 photos and took him over other cabinets. The election was triggered by his own defection from the conservative party. I ask your permission to join. You hired me again. You remain my boss. Dont let me forget it. Writing on the antiimmigrant ticket, he won the partys second seat in parliament with 42 of the vote. His victory comes on the heels another win by a defector six weeks ago. This was our 271st most winnable seat. If we can win here, we can win across the country. The smalltown election comes as a blow to Prime Minister david cameron. They thought it would actually help the left. Analysts say however hes the u. K. Right. The problem was as this, its want just the second home for conservatives. As the u. K. Gears up for next years general election, theyre being carefully monitored nationwide and beyond. The latest election there, and 16 minutes past 1 00 here in the french capital, a look at the latest headlines. Seize the opportunity, thats the message from frances foreign minister to tehran as the foreign minister leaves vienna to head to irans confrontation. John kerry meanwhile is to leave vienna as well to head to paris for talks of his own, this as the people seek to strike a deal with iran by monday. Shaking up the American Immigration system barack obama bypassed congress to push through reform that could help millions of Illegal Immigrants to get work permits. Republicans have warned that it will lead to more immigration rather than less. Theyve accused barack obama of an illegal power grab. And britains antie. U. Party gets its second m. P. To westminster after a defector wins the election. He told his constituents if that if you can win here, it can win anywhere. Lots of focus of course, what weve been talking about a great deal this morning, which is the changes that are being made to the American Immigration system. Absolutely. The New York Times sums the situation quite well on the leading article on their home page. Lets take a look. It says that obama Daring Congress act to overhaul immigration n. 15minute address last night, he really outlined this executive action, saying our immigration system is broken, Everybody Knows it. So what will this change how will this actually impact the lives of the millions of Illegal Immigrants currently living in the United States . Well, the Washington Post takes ate closer look at the situation today. In interviews, some of the millions of Illegal Immigrants, the article says they awaited this news with a mix of excitement anxiety, and confusion, because a lot of them actually dont know whether or not theyre going to be concerned by this new legislation. And the article points out the situation in the United States. You have about 11 million Illegal Immigrants and this executive action will shield about five million of these Illegal Immigrants from deportation and allow them to work, and this will literally transform their lives, but millions of others wont be concerned by this change in the law. They will not qualify. Theyll fall once again through the net, and the article points out, like any legislation, you have win erks but also have losers. Now, one of the most controversial things beyond the legislation itself for instance, the way its being pushed through by executive order. The republicans are very cross. Thats right, lots of outrage coming from the republicans today. Lets take a look at the front page of the wall street journal today. Theyre pretty embalm it. They say that this obama plan is broiling the waters. I think the daily beast put the situation much better today. They talk about the coming g. O. P. , thats the republican party, the coming g. O. P. Freakout over immigration because republicans, it must be said, really are freaking out today, as you said, not only do they not like obamas plan, they really dont like the method by using this unilateral executive order obama bypassed congressional gridlock, and a lot of republicans are saying, well, obama has chosen confrontation over conciliation. A lot of them are saying that its illegal for obama to fact way. This is executive overreach. Its a dangerous precedent. There were even some republicans saying that this is a declaration of war on the we party. The republicans have been accused of hypocrisy. Thats right. Slate points out there is indeed a precedent here. In fact, there are two precedents. Both Ronald Reagan and george h. W. Bush, bush sr. , they also acted unilaterally to expand immigration legislation when they were president. They acted exactly the same way that obama is acting today. But they didnt take the same blowback obama is taking. Near florence, the economy minister has been making headlines for his comments about frabs famous 35 hours. Thats right, the very controversial 35hour workweek we talk about so much when we fwalk the french economy. Now, what did he say . He was speaking at a parliamentary hearing yesterday, and he said that the 35hour workweek was not sacrosanct. Its not the first time he has ventured into this vipers net. He said the 35hour workweek presents a negative signal for French Companies and should not be put on a pedestal. Now, he said that he does not want to dismantle the system as a whole, but he wants to make it more flexible. Hes draun, but the right love it. Thats right. The rightwing papers are applauding the socialist economy minister. Lets take a look at this editorial. They talk about long live economics, a play on words. The french media loves that so much. They applaud him for being daring daring to call for more flexibility. Hes very bold. What a night breath of fresh air. Different story in the communist paper. Theyre outraged by these comments coming from the economy minister. You can see theyre talking about the slaves, very Harsh Criticism today. They say that hes submitting workers to the dictates of money and capitalism. Hes sack refighting slaves to rebuilding the economy. A word about tennis. Thats right. Today is the final of the davis cup, and france is in that final. Theyre, of course, going to be facing switzerland so a lot of attention in the french press today. They fwalk the fact that its dday for tsonga and his friend from the french team. You can see all five of them there. Theyre talking about the five musketeers. Lots of papers are saying this is going to be a pretty incredible final. France is aiming for its 10th victory in the davis cup. Interesting to note the davis cup has been around since 1901. This is going to be a very tough challenge for france, because switzerland, they have a trump card in their team, of course, roger federer. Slate actually takes a closer look at the french team and says, theres not much hope. Why is that . Well, its not sotcht players fault as the fault of the tennis schools where they were taught to play tennis. According to this article french tennis schools concentrate on winning and not so much on technique. This article says the swiss team has a lot more technique. That being said, i must say im rooting for the french team. I would have imagined the two went together. Thank you very much. A look at whats making headlines in the french press and the international press. Its time for a look at the latest Business News. We now look at the headlines. You begin with the speech that was given earlier today by mario draghi head of the e. C. B. The e. C. B. President spoke on friday. He signalled the bank is willing to step in and broaden efforts to further stimulate the economy. Now, the statement comes as European Companies are awarding shareholders with dividend payouts. This in turn, however, is increasing the gap between the haves and have nots. Its making many wonder when europes economy will turn around. Christmas has come early in paris. The french capital is open and business is already booming. But things are far from jolly in the stalling eurozone economy. Mario draghi, the head of the European Central bank, says hes ready to introduce new stimulus measures to help kick start growth. The euro is reversible, and the e. C. B. Will continue to do whatever it takes within its mandate. That could include quantitative easing, an option opposed by germany where many see bond buying as a way of propping up reform states. Analysts believe draghi may face little alternative with some eurozone countries battling to fight off deflation. The e. C. B. Will what is need and had will be able to convince politicians to do whats needed in order to avoid deflation. Despite the stagnation, Top Companies are expected to pay an extra 2. 7 Million Euros in dividends to shareholders this year after making profits overseas. Even that has caused concern. The current level of investment is very low. They prefer to pay the shareholders rather than invest. Why . Because deep down theres ability in the future. The e. C. B. Chief draghi says he expects a moderate recovery from eurozone economies in 2015. To do that the 18member bloc will have to tackle high rates of unemployment and encourage blanks to lend to small businesses. How are the markets looking this morning .
