That is what western governments are saying good when pressed, europeans are hesitant to impose tough sanctions against moscow. Many countries in europe have close business ties with russia and risk inflicting damage to important sectors. Austria gets more than 60 of its gas from russia. Many tourist destinations play host to a high number of wealthy russian visitors every year. Naturally, the austrian government is worried about the impact tough sanctions against russia might have on its economy. This is the valley of dreams for many russian oligarchs. It has been raking in the rubles by doing business with wealthy customers from moscow and st. Petersburg. They sleep only in the best hotels and enjoy the idyllic lifestyle. I have been coming here with the family for four or five years. We come to ski every winter. The kids feel it is a pleasant town for parents and children to spend their vacation in. The russians love of the town has given up real estate prices. Dozens of businesses and buildings are owned by russians. They go for luxury places like this that cost more than 3 Million Euros. Im happy to show you around. We have an open hearth with a large dining table. The owners always have one guest or another. They are very family oriented. The Real Estate Agent says sanctions against russia are a bad idea. We worked hard to get where we are. It would be a terrible mistake to start up trouble with big countries. If putin says dont go to austria anymore, the russians will stay away. That is my concern. The russian guests account for 27,000 overnight accommodations a year. Most austrians do not care where the money comes from. It is 10 of their turnover. We watch this closely because we know it can affect us and our tourism. Im not a politician. I am a tourism director. As i said, the russian guest is important to us. The russians are known for spending cash freely. We have the shops where they splurge. It also has the right banks where russian oligarchs have deposited billions of undisclosed origin. No bank would give us an interview. The mood is tense because austria has just rescinded its bank secrecy policy. This is a severe blow to the billionaires that have switched to tricky deals in real estate. The law against selling real estate to foreigners is easy to get around by setting up a foundation. More than 1000 oligarchs are said to have bought property in austria this way, including here. This luxury hotel belongs to a billionaire, the wife of the former moscow mayor. No one wants to rock the boat. The businessman from belarus has lived here 10 years. He relies on austrian neutrality, even if there were to be another cold war. It is not a conflict between russia and europe. It is the United States and russia. Urine can your puget European Countries should not be involved. That is my opinion. We should not destroy relations with russia and ukraine. Many russians are convinced europe cannot afford to do without investments made by its rich neighbors. These russian ski instructors are confident they will still have jobs next year. I dont think there will be fewer russian tourists. I teach in five languages, so i am not afraid. Maybe i should be afraid of my age. [laughter] where the russian middle class takes its vacations is one hour away. Many people here feel caught off guard by the crimean crisis. The tour guide helps the last winter season tourists with their departure. I am worried. I have relatives in ukraine. My uncle lives there. It is all so difficult. I feel so helpless. Yes, we are afraid. We are afraid we wont be able to get a visa again in the future. We come to the you countries every year. We like it here. Russian tourists have no such worries. They are so wealthy they can enjoy themselves anywhere in the world. These residents are sure austrias government will keep enough loopholes open that russias 1 can continue to feel right at home. Over to macedonia where peace between the different ethnicities seems it is not something to be taken for granted. It has roughly 2 million inhabitants, but only a little more than half of them are ethnic macedonians. One in four is albanian. Then there are the turks, serbs, bosniaks, among others. Life is difficult in macedonia where life unemployment is high and the economy is weak. More than 10 years ago, the country narrowly escaped the civil war. Tension is growing again over a controversial project. One thing macedonia has no shortage of his history. In just three years, the conservative christian democratic government has cast some of it in stone with 40 new monuments and 20 palatial buildings going up around the capital. The project called skopje 2014 has triggered controversy. In a tiny republic where macedonians, roma, and Ethnic Albanians, turks, and serbs, live more next to rather than with one another, the inevitable question is, whose history is being commemorated here . Skopje 2014 is a project that is affecting the cities and peoples sense of identity. It is not bringing people together. It is a megalomaniac project, a wedge that drives the ethnic groups apart. The representative of the predominately muslim Ethnic Albanians, the Second Largest Ethnic Group in the country, sees the monument heroes as an exclusive club of macedonian christians. In 2013, the government put up a statue to a serb ruler known for having subjugated the albanians. One night, a group of Ethnic Albanians tried to topple him from his pedestal. They did not succeed. But the statute did suffer damage. An Expert Commission has found it was put up illegally and it is slated for removal. In the meantime, police stand guard. The accusations of vandalism against me are ethically and politically motivated. The toppling of the lenin statue in ukraine was guarded as a democratic act. Our actions are being labeled vandalism. As i see it, randomly putting the statue up without our approval is vandalism. The leader of the Democratic Party of serbs of macedonia would like to see the accused vandals prosecuted. Yet he is aware the macedonian government is supported not only by his party, but by the Albanian Party as well. What this woman says is laughable. If she expected this to have a major impact, she miscalculated. In todays europe, destroying things is not a virtue. The political organizations in macedonia have not yet outgrown these radical and extremist methods. The controversy has fractured the governing coalition. But the construction goes on. Nobody at the agencies involved is willing to give an interview. The Culture Ministry has put 500 Million Euros into the project so far. Macedonian art historian believes the project not only sidelines the Ethnic Albanians, but the population as a whole as well. The project was meant to show the macedonians are a european people, the people of culture. In fact, the buildings are rather dubious. Not just architecturally. The powers that be are using them as an excuse to divert attention from the important problems like unemployment and corruption. The art historian says if the projects initiators wanted to build on the authentic roots, they should have restored old town. The majority of the residents are muslim albanians. He says the new monuments under construction are figures the Orthodox Christian majority can identify with. As long as things keep on this way, there will be no peace in this country. If you want to invest in skopje 2014, you can easily. You hardly need any permits. It is nearly impossible to invest in old town. Rather than reinforcing a sense of national identity, skopje 2014 has divided the country and added a religious dimension to the interethnic tensions. Macedonias two religious communities are in a competition of their own, building churches and mosques. A construction boom is on in macedonia. But is it building what macedonia needs . When spains late dictator died almost 40 years ago, the country made a dramatic switch to democracy. Most spaniards quickly banished any memory of the dictatorship years. Amnesty was rented to his henchmen to make the transition to democracy as peaceful as possible. To this day, no Spanish Court has dealt with the crimes from the franco regime. Many of those who carried out orders of torture and murder under the spanish dictator are still friedman today. The victims never got justice. That could change soon with help from overseas. Argentinian lawyers want to take the cases to court. The demonstrators gather every thursday evening at the square demanding justice. Many here were victims of torture and repression under the regime of dictator francisco franco. Her torturers were never punished for their crimes. The 1977 amnesty law means they cannot be prosecuted in spain. I want spain to finally come to terms with this its past and address the crimes committed under franco. They want spain to confront its dark history, the years when francos thugs used the former Police Headquarters as their torture chamber. She shows us the building where she was arrested in october of 1974. She was badly beaten by her interrogators. It is still a difficult memory. The repression and brutality contained continued over nearly 40 years. By the time franco died in 1975, about 200,000 people had been killed. She was the member of the communist Resistance Group when she was arrested. The officers kicked down the door of my flat and started beating me immediately. They threatened to throw me out the window. One of the torturers was called billy the kid because he used to do tricks with his pistol like a cowboy. He was a sadist who obviously enjoyed beating people. He was a real monster. Today, billy the kid lives undisturbed imager and in m adrid. So does another torture. An argentinian judge has issued an International Extradition warrant against them. The complaint was filed by the group of victims. They are represented by an argentine attorney living in madrid. He was also a victim of torture in argentina. Together with the highprofile spanish judge, he is rewriting history. 12 years ago, he issued an international warrant against pinochet charging the dictator with crimes against humanity. A madrid Court Approved the warrant. Back then, they were thrilled with their victory. At the time, the Spanish Courts were a pioneer in the application of universal rights and the prosecution of crimes against humanity. It is shameful they are now refusing to prosecute the same crimes in their own country. Now argentina has stepped in. A judge in the federal criminal court in bonus areas has international issued an International Arrest and extradition warrant against the former officials. She plans to hear testimony from another spanish delegation of torture victims in december. For years, the mothers demonstrated in buenos aires every thursday calling for an investigation into crimes committed under the dictatorship. They are the role model for the demonstrators in madrid. If spain refuses to punish the crimes committed under franco, we will do it in argentina. It is an important challenge. We feel kinship with them. Spain is like our own mother. Back in thmadrid, we are refused an interview with the ministry of justice. The Spanish Government prefers to remain silent about the franco era. For terrorists tourists, this is a lively place, the heart of madrid. But 40 years ago, this building was a place of fear and terror. She and countless others were tortured in the cells of the Police Headquarters. But today, there is not so much as a plaque to remind us of what happened here. I want to make sure all the victims are finally given a voice. I want us all to find justice finally. But justice does not seem possible at home, so now shes pinning her hopes on argentina. It was thanks to a camera on his helmet that investigators had a good idea of what happened when the former formula one star had a severe ski accident in late december. Footage from the camera showed he did not crash into anyone or take any big risks. But cameras on helmets are not just something for former National Rally drivers or downhill racers. In europes skiing region in france, ski patrol authorities have noticed a dangerous trend. Many amateurs now ski with cameras on their helmets so they can get the best shots of their own adventures. The latest fad is posing a safety risk. Here is why. Hardly anyone knows the french alps as well as these friends. For them, the mountains start with the ski lifts end. We grew up in this region. Moving around in the mountains is part of our life. We develop our skills stepbystep to the point were at now, free writing riding in every terrain. They always ski with cameras mounted on their helmets. This is what it looks like. In the summer, they were construction. In winter, they earn their living with a sporting blog sponsored by a major company. The biggest sports labels sell dreams with these images. The more attractive the footage, the more money people spend on equipment and skiing vacations. The stunning impressions spur sales of sporting equipment and video cameras now available in the sports shops. Film yourself and be a hero. Millions of cameras have been sold in recent years. They encounter hundreds of skiers with them every day, including people not nearly that equals that skiing. There it cools their e quals that skiing. I go home and do a video. I will send the clip to my friends with email. You ski different way with the camera. You try more spectacular things you might not dare do without the camera. As the founder of youtube and facebook. He would like to talk to the social media developers. He is responsible for safety in the french skiing area. He says helmet cameras have greatly increased the number of accidents. The cameras change peoples behavior. They try to imitate things. They pushed past their limits skiing much faster and taking jumps. Basic danger to show how great they are thank you they seek danger to show how great they are. Theyre heading for dangerous places seeking the kicks of deep powder snow. With the click of the mouse, he blasts snow from the mountain to be on the safe side. He says it is crazy, but many hobby skiers take to the slopes when the danger of avalanches greatest just to get the best pictures. Or the worst ones. This man wants to hold his friend back, but then an avalanche barrels down. Oh, no. Where are you . Cool footage becomes a horror movie. The cameras have documented many accidents. Both of these hobby heroes miraculously survived their adventure that endangered them and other people in the valley. They have experienced how great the danger is. Under avalanche, you do not see anything. It is like drowning. You want to breath, but your mouth is full of snow. They no longer hit the slopes without a shovel. Many are not as careful. This is the flip side of what we do. People want to try it out themselves. We can only warn them that you need lots of experience and background. Warning and educating. That is why the young men meet with the head of Frances National Avalanche Research institute. He says it is important free riders also appear in preventative videos. Skiing heroes are more credible than moralizing lecturers. No one wants fatal accidents. The camera manufacturers and ski resorts advertising the glory of deep snow makes me angry. 36 people died in avalanches. They should act more responsibly. He and his friends say that means showing not only this in their video blogs. But also what does not work. Falls, mishaps, and bad weather. Perfect skiing days do not exist even for pros like them. Tourists should forget all this. Even for us, it is a lot of work to get even a few moments that look good. It often takes months to put together a cool video. It has nothing to do with reality. They say the dream of inspiring Snowy Mountains is only there for those who experience it consciously with their eyes and not with the camera. Time for us to give our cameras a break in brussels. Until next time when we bring you another edition of european journal. Thanks for watching. Bye for now. Captioned by the National Captioning Institute www. Ncicap.
