With our foot on the accelerator. A dire warning from the u. N. Secretary general at the climate summit. And we find out how italy is coping with not being at the football world cup. We begin in the United States where democrats and republicans are making last ditch appeals on the final day of campaigning before tuesdays crucial midterm elections. It upends joe bidens presidency with polls suggesting a republican comeback. Democrats are facing control of both houses of congress. We have more on whats at stake and how it all works. They are called midterms because they come right in the middle of the president s fouryear term. Heres whats at stake. All 435 seats in the house of representatives where the democrats hold a tiny majority. And 35 of the senates 100 seats. The senate is evenly divided so that means a change of control of one seat could put the republicans in charge. With all that voting across the country, the election really comes down to only a few battleground states. 10 of the 35 senate races are really competitive. Joe biden is not on any of the ballots, yet midterms are traditionally seen as a test of the president s strength. If the Democratic Party does poorly it might be impossible for biden to get anything done. Congress is not the only thing americans are voting on. 36 of the 50 u. S. States are also electing governors. That includes places like florida, georgia, wisconsin, pennsylvania, arizona, nevada, michigan which will be important battleground in 2020 four. 27 states are electing their secretary of state. We normally mean americas top diplomat but not here. At the state level, it is the official who oversees Administrative Services like professional licensing or registering corporations. In most states, the secretary of state is also in charge of elections. And that is suddenly more important than ever because of the elephant in the room, donald trump. More than 300 republicans on the ballot at every level this midterm falsely believe that the 2020 residential election was flawed or have repeated his claim without evidence that the election was stolen from him. The bottom line, people who rejected americas last president ial election could be in charge of running the next one. Two years after voters gave joe biden a chance and ousted trump, the election itself appears to be on the ballot. And you could argue, so is the future of democracy in america. Alan fisher is monitoring the final campaign pushes and joins us from washington, d. C. New polling data suggest bad news for the democrats. There is a poll that comes out on the eve of every election that geeks like me love to look at because it is always pretty accurate. It comes from the university of virginia and call the crystal ball predictions and they are seeing the republicans are going to pick up enough seats to get a majority of 24 in the house. Thats the worst end of the range as far as the democrats were concerned. As for the senate, the upa is suggesting that they are going to win a seat in georgia. They may not win any others and hold onto the seat in pennsylvania, the one contested by the tv dr. That everyone fairly well knows his name. But they are going to win in georgia which means the republican will have a one seat majority in the senate as well. If there is any glimmer of good news in this for the democrats, it is a very weird glimmer of hope but let me tell you what it is. If the republicans get a 2425 seat majority, it means the leadership wont necessarily be enthralled to a small but vocal group of what is viewed as extreme right wingers in the Republican Party. They might be able to legislate without having to rely on their votes. That is a very thin glimmer of hope. But it is something the democrats can cling to if the university of virginia poll is right. And a referendum on how biden is doing, two years since the president ial election in two years away from the next one. Most president s get a hammering in the midterms. It happened to the bushes, it happened to donald trump, it happened to barack obama. And it looks like it will happen to joe biden. It doesnt tend to stop them being president or make them a lame duck president if they are in their first term, but what it does do is make things much more difficult. There will be questions asked about joe bidens campaigning philosophy. Whether or not talking about democracy being on the ballot, whether pushing abortion as a major plank was the right thing to do at a time when Many Americans are struggling to feed their families and fuel their car. It there will be questions about whether or not the Democratic Party wants to go to the 2024 president ial election with a man in his 80s and has lost a midterm quite significantly if that is indeed the way that it comes out. If there is one glimmer of hope, again, it is that there has been a lot of early voting and that tends to bode well for the democrats. But it feels tonight as if the democratic already are about to batten down the hatches because when the results start coming in and just over 24 hours time, it may not be good reading for those in the white house. It could be a pretty brutal 24 hours or so. One big issue on voters minds is immigration specifically from mexico. We look at how things are for the mexican side of the border. Record numbers of migrants. One of the most politically charged issues ahead of the midterm elections. Critics say the politics playing out in the u. S. Are also having a Significant Impact on immigration policies across the border in mexico. It determines largely politics and actions of the United States. Strict border policies along with the recent agreement to contain migration has led to a pileup of migrants in mexico. Jenny, a program core nader for Doctors Without Borders says the resulting crisis has left ngos with negative resources. We have seen the humanitarian consequences of politics and that is something we shouldnt. Shelter, food, water should not be linked to a consequence of politics. Mexico city can accommodate migrants passing through. We are inside mexico citys largest migrant shelter. The migrant population has surged by more than five times the shelters capacity. To say it is overcrowded would be an understatement and the organizers say more people are arriving every day. The shelters director says her organization has been in crisis mode since last month after mexico agreed to accept more migrants being expelled from the u. S. The shelter is on the verge of collapse. We are short on water, bathrooms, and we dont even have enough food. Migrants are growing concerned that border policies will only become more strict. Many families have entered the u. S. But many other families have been deported to mexico and sent back to the shelter. That is what worries me. One thing policy experts say can provide some relief to the migrant crisis is comprehensive Immigration Reform from the u. S. Government. That reform is largely seen as unlikely as the u. S. Congress becomes more divided after the midterm elections. Coverage begins on wednesday with correspondence across the u. S. And reaction to the results from a wide range of analysts. The u. N. Secretary general says the world is losing the fight against Climate Change, addressing the summit. Antonio guterres described Climate Change as the defining issue of our age and that the crisis of today such as ukraine and the rising cost of living cant be used as excuses to put Climate Action on the back burner. The clock is ticking. We are in the fight of our lives and we are losing. Greenhouse gas emissions keep growing. Global temperatures keep rising. And our planet is fast approaching tipping points that will make Climate Chaos irreversible. We are on a highway to climate hell. With our foot still on the accelerator. 25 countries have agreed to hold each other accountable, announcing billions of dollars to finance their efforts. The Group Includes japan, pakistan, and the u. K. But does not include brazil or the democratic republic of the congo, home to vast areas of under threat forests. Indigenous leaders have funded promises from last year. On a daytoday basis, indigenous communities experience it and in my case, it is very bad. Its not only Climate Change, but a change in structure which is affecting indigenous towns. We are talking of constant rain which last year flooded the amazon basin. All the rivers overflowed and on the other hand, you have droughts. So these are things we are experiencing every day. Five key Ukrainian Companies have been nationalized for wartime state needs. The companies include a top engine maker and an energy company. Its the first time the government has used martial law which was introduced when russia invaded ukraine in february. President Volodymyr Zelenskyy says it was needed to ensure military were parents were met. Ukraines president s warning of more russian attacks and says people should be repaired for persistent blackouts across the country. People across ukraine are learning to cope with the situation, but daily life is getting harder. To the west, the north, the east. There are seven in total being hit by this major shortage in power. And with temperatures going one way, in single figures during daytime and getting colder by the day and by the week, it is getting more and more difficult. In terms of what the messaging is, they are talking in terms of Contingency Planning about the possibility of pretty major evacuations. They are not saying that is definite or necessarily likely but the fact that they are talking about it does suggest that they are worried about it potentially getting worse. Its not as if whole towns or neighborhoods are out for hours or in one piece. They are cycling blackouts as much as they can between different neighborhoods in different streets. We were at a family wedding on saturday, a small party inside an Apartment Building and there was no power there. They just go on with it and there is a sense of just getting on with it. A pretty positive public message being put out there of stoicism and defiance, and some of that messaging coming from the government. Welcoming antiair missile systems. Coming from very systematic attacks on the system. There is also some talk in the Defense Intelligence system about russia potentially losing a lot of the cruise missiles and not having a huge amount left in the locker to carry on these attacks were too much longer. Fighting to keep the glow in hong kong with campaigners hoping to preserve the citys famous neon signs. Anticipation is rising and so is the atmosphere. Are you ready . The weather does look to quiet across much of east asia. Bits and pieces remain coming into the northern part of japan. Highpressure dominating so it is a few showers settling into northern japan to go through tuesday. Showers petering out and moving to the open waters. Dry across the korean peninsula. Some showers down toward the southeast as well, still warm enough in hong kong. Getting up to 30 degrees and it should not be anywhere near that in november. Sunshine and showers across southeast asia. Lively ones pushing their way down into indonesia. Looking very unsettled over the next few days. China is generally dry but you will see one or two. And up towards the northwest, a western disturbance rolling out of afghanistan and bringing some wet weather. It will turn to injury weather over the high ground. In between, it is warm and sunny. In the light of the open seas hides a dark secret. Men forced to work without pay, enslaved for years. But a glimmer of hope remains for the forgotten fishermen as a group of activists delve deep into the Illegal Fishing industry, demanding justice and freedom. Ghost fleet. A witness documentary on al jazeera. You are watching al jazeera. The u. N. Chief Antonio Guterres says that the world is losing the battle against im a change. Speaking at the conference in egypt, he says Climate Change is the defining issue of our age. Democrats and republicans are making last ditch appeals on the final day of campaigning before tuesdays crucial midterm elections. The vote could up into joe bidens presidency with polls suggesting a republican comeback. Lets take a closer look at the campaign with jeff houser, executive director of the revolving door project at the center for economic and policy research. He joins us live from washington. Democrats have been saying democracy is on the line in the selection. Is it really at risk . I do think so. If you look at the republican candidates for key statelevel offices be they the governors job or secretary of state in many swing states, you have people running for office who deny the reality that joe biden won the 2020 election. And there is every reason to think that they would act upon that willingness to lie and cheat in 2024. We have seen state republican parties, some of the more extreme parties like wisconsin already begin to erode the functioning of democracy in those states. They have every indication republicans will use their efforts to undermine democracy to gain even more power in this election cycle. So i am genuinely worried about the state of democracy in america. 300 republicans falsely believe the president ial election was flawed. If republicans dont win, what could the reaction be . And what is the risk . Powerful republicans be they donald trump or rupert murdoch, a handful of other key opinion leaders, it figures like trump and murdoch are overall satisfied with the election, they might try to tell people who lost to accept their loss because they are happy enough with the winds and it doesnt seem worth it to push their luck. It kind of depends on what the top ranks of the Republican Party decide. The less famous individuals are capable of generating serious unrest on the road. As we saw with the assassination attempt on speaker pelosi, even fringe elements can take the rhetoric they have been hearing to do some dangerous action. Any risk we see is most likely going to be limited to oneoff actions. More than half of voters polled suggested the economy was their number one concern, not democracy. Have democrats got there messaging wrong here . Democrats have had a difficult challenge. They have done the right thing raising the stake of democracy issue. It is too important of an issue to ignore entirely but i sadly dont think its a Strong Enough issue on its own for a variety of reasons. Some voters are cynical that much changes because they have been negative about politics for many years. That this batch of republicans is more dangerous than previous politicians, people are skeptical. It is somewhat understandable. The economy impacts peoples lives on a daily basis. Right now in america, wages are going up but by less than inflation which means that the real buying power of Many Americans is going down and it is particularly problematic on some of the economic decisions. Choices are more expensive than they used to be and i think democrats have failed to generate an agenda and a message problems that they inherited from the trump administration. Particularly a reform agenda and daring republicans to vote against it. Italys government is being sued by humanitarian organizations for migrants rescued at sea. Nearly 600 migrants have been denied entry and told the decision is reversed. They survived a harrowing sea crossing but they have refused entry into italy. The Italian Government says they have to leave. The crew is refusing until everyone is allowed off. We will not leave the port as long as there is one person on board which has the right for international protection. It has the right to reach safe land. They arrived in the sicilian port of catania with 621 migrants. Only 450 were allowed to stay. The government says they were not vulnerable and should be repatriated to germany and norway which operate the ships. The right wing italian Prime Minister pledged a crackdown of migrants. They are feeling the effects of that. Humanitarian groups have started legal action against the Italian Government. It was discrimination. And someone could go out there. We dont know how, but this is how the selection was made. Humanitarian organizations say the Italian Government has clearly reached the United Nations conventions on human rights. And that takes time. It still leaves hundreds of migrants living in a political no mans land. Critics of the government say it is playing political games and thousands more migrants enter italy under their own means or are rescued by the italian coast guard. They say foreign ships only represent a small percentage. But those landing on the ships, it can only get worse. The fear is that they are pushed back to International Waters and all the memories, on that journey, what they experienced. Some people dying, some people going missing. They dont want to go back to these places. One thing is certain, more migrants will need to be rescued and more will die. When you picture hong kong, youre probably seeing the neon signs lining the streets. There used to be an estimated 80,000 in the 70s, but only a few hundred are left and Community Groups are pushing to preserve hong kongs famous glow. Hong kong is known as one of the worlds brightest cities. A reputation earned due to the glow of the distinct neon lights. This man learned the trade as a teenager. The 80s and 90s were the golden age of neon lights when the economy was prosperous. When i started working as a neon sign maker, i saw that they would vanish one day. No flower can blossom for 100 years. Some groups estimate there were 80,000 neon sayings signs. Only a few hundred are left. The government is removing old and oversized signs it considers a threat to the public. Community groups have set up displays like this, showcasing some of the old neon signs that have been taken down in the hope that this part of hong kongs identity will be forgotten. Some of them have been storing neon signs and learning to repair them. They have endured all sorts of weather conditions in the streets for decades. Of course, they look rough around the edges, but they are not rubbish. To me, by studying them very closely or broadly, you can tell a lot of stories about hong kongs city and hong kong people. They have been recording neon sign since 2016. A lot of it has been disappearing without a trace. They were there the day after they disappeared. No one tried to document it. Our culture is disappearing. With a few neon sign makers left, some are focusing on smaller installations for art exhibitions. I will try my best to make good neon signs so people leave they deserved to be preserved. He will continue making signs as his father did before h
