Police stands offends in kensington, one man in custody, three people dead. The intense moments lasting for over an hour, cherri gregg from sister station kyw news radio live on the scene with the latest, and cherri gregg, what do you know at this hour . Reporter good morning, rahel. A long night and a tragic morning as neighbors begin to wake up and they see these Police Vehicles and learn that three people have been killed, one Person Injured on their block in the shooting overnight. As you can see, it is still a very active crime scene with police on the scene, holding a home in the 600 block of East Westmoreland street. What we know at this point is that the saga began when Police Received a call around 3 45 a. M. , about a man getting shot in the arm in the 500 block of East Westmoreland. It continued with more calls about a shooting inside a 637 East Westmoreland street. Police declared it a barricade situation just after 4 00 a. M. They say the gunman called 911, saying, he wanted to surrender. Police spoke to the shooter through the door with police radio negotiating with the gunman on the phone. Chief inspector joe sullivan describes how it all went down. Check the home lan Security Unit hostage negotiators working with police radio were able to talk the subject out without any use of force. And without any injury to police or civilians. So it has been a long night and, unfortunately, here, it has been quite a tragic night. Once they talked the gunman out, they found three victims inside of the home, dead, sullivan called the scene tragic, this is the second barricade stands off police had to deal with overnight again, three dead, one man hospitalized. Flames spread to multiple units, reaching three alarms, before crews brought it under control. No word if anyone was injured in this fire. The cause is still under investigation. Well, Governor Tom Wolf will sign medical Marijuana Bill into law later today, in a statement, the governor said he is proud and excitement today sign the bill. The bill will provide medical relief to patients, dealing with illnesses, such as cancer and epilepsy. Pennsylvania will be the 24th state to legalize the medical use of marijuana. Officials, how much, say it will take couple of years to set up. So what does all of this mean to patients, how can it be used and prescribed . Doctor, professor at the college of osteopathic medicine. Doctor, what were your thoughts when you heard about this bill now being passed here at pennsylvania . I thought it was great. Excellent bill. My congratulations to the legislatures. They covered everything that i would want as medical scientist that includes both ths, one used for epilepsy, includes both of those. They have monitoring in place. , physicians can prescribe it, but they would have to take a four hour continuing medical education course. So not any doctor can prescribe it . Do you have take some additional training . Correct. It is a four hour course, but again, it is a great bill because it really makes sure that to the extent they can wont be any diversion. How significant do you this this will be for patient including patient you treat . Well, it is very significant. Because there are individuals who have some problems with narcotics or opioids, which we all know, we know there is a problem, opioids are good drugs when they are used properly, but some individuals who do get relief from pain from we know from stud thats were done. And one of the things that the bill does is encourage studies, at medical centers, or academic institutions like us, to look at pain issues. We know parents have been at the forefront of pushing this legislation. What type of patients are going to see the most use, maybe patient with seizures, what type of illnesses will this most likely help the most . For sure seizures, there is no doubt that some particularly inch tractable, means seizure after seizure after seizure, it is very effective. Again, certain individuals with pain, and you can have various conditions with pain, bowel disease, multiple sclerosis, so pain is spread across many different diseases, so it should help in that regard, as well. Some question why the need for marijuana, or thc, not traditional prescriptions. Well, because there is evidence that this is actually better. It is relatively safe. In other words, it takes we dont know anybody died from an overdose of the compound. Concern about prague rest i have use to drug addict, but it doesnt really happen with patients. So some regard it is safer. And again, it is has been sloan to be effective with less side effect. The opioids, for example, cause constipation. So there is no evidence that thc does that in relieving pain. Speaking of side effect, with possibly some children, possibly being prescribed the thc or the marijuana . Yes. Are there any potential dangerous side effect for them ingesting such a compound, ingesting such a ingredient at a young age when they are still developing, still forming . Well, i mean, there is some concern about that, there are some studies which show it may have some effect on brain development. But, again, we dont know we havent had a controlled study yet. And, you know, i come from colorado, where i worked last, and we saw a lot of parents really desperate for medical marijuana because their children were just in really terrible positions. Are you seeing some of the same things, are these parents who feel like they have no other choice, no where else to go . Right. And my son lives in colorado, so i know the story pretty well. Yes, they had to go to colorado to get it medication, bottom line is it works. So thats what prompts some of these parents to actually help pass this bill. Because they testify time and time again . Pennsylvania, so definately the help of the parents every these kids to say we need this drug in pennsylvania. And, you know, i wonder, some people might question is this also going to get children or patients hi, so to speak . Does it have that effect as well. Or is it completely removed from what you would assume to be the effect normally ingesting marijuana . It will not get anybody hi, one of the things, the other ones, yes, it would be thc in there, but again, most patients who are doing this are not, well, they dont want to get hi, just want their pain relieved. They want this taken care of, not look to go get high. So i dont think well have abuse issue, again the controls in this law are really, really pretty tight. Okay. One other point, can you not just call a physician and the physician has to be taking care of the patient for some time. Very interesting stuff. People are told they have syphilis, when they really dont, and then they are suggested to unnecessary potentially harmful treatment. It happened to one philadelphia woman who says the misdiagnose nearly ruined her life. Health reporter Stephanie Stahl has her shocking story. Reporter when edna was three months pregnant, routine test showed she had sexually transmitted disease, syphilis, but she had been in a monogamous, longterm relationship with michael, the father of her other children. I was in shock. Honestly i was in shock. I didnt know what to think. Michael syphilis test was negative. The relationship fell apart. Edna was an emotional wreck. In my hearty new i didnt do anything wrong. The drexel clinic that did the test treated edna with penicillin. Edna says it was a tough pregnancy. She wasnt gaining weight. So four month after the first test, a second one showed edna did not have syphilis after all. Ive been really upset, hurt, embarrased. The baby haley born a month prematurely. From a terrible pregnancy, she is just beyond awesome. We know mistakes happen. Ednas lawyer suing drexel for negligence. And there is a significant percentage of tests that are false positive. There should have been a retest. Says between 18 to 30 of syphilis it is cents rink ac amount, positive results are really negative. And because of that, people who get positive results, should be immediately retested. That didnt happen with edna. This is a letter from drexel apologizing to me for the mistake on their behalf. Reporter letter from the Drexel University college of medicine said there was a mistake in the office. Ednas family is now reunited, but she said the emotional scars will never heal. And she is worried about haley, will the high dose of penicillin given during pregnancy, or all of the Emotional Turmoil eventually hurt her little girl. I dont know what to expect in the future, i really dont. Drexel said it cannot comment on what happened to edna because of the pending ligation. And the 200 block of East Mayfield street. The father is in police custody, but police are not releasing his name at this time. Now, the state house overwhelmingly approved the bill last week. Eyewitness news talked to Montgomery County mom who is traveling to harrisburg today, and says, she hopes this new law will help her 12 year old son who suffered from seizures. Trying 13 medications, and he continues to fail the medications, we thought it was worth. My husband had pancreatic cancer, you know, we wanted to make sure it wasnt just for seizures. In a statement, Governor Wolf says hes proud and excited to sign this bill. That will provide long overdue medical relief to patient and families who could benefit from this treatment. In campaign 2016, the president ial candidates are battling over who will serve as delegates at the national convention. Ted cruz asked wyoming republicans for their vote as they gather to choose 14 delegate, to send to the republican convention. Frontrunner donald trump again denouncing the delegates election process, during a rally in syracuse, ahead of tuesdays new york primary. You are going have a rough july that the convention, you better get going. And you better straighten out the system. Because the people want their vote. I mean, i just thought i was doing the right thing helping him. Thats just all i can say. But she wasnt helping her grandson. She was helping a scam artist. Ive been a mess ever since. How could i let myself be so stupid . But Senior Advocacy group says victims shouldnt feel that way. Scammers find new ways to get people to buy in to the story. Even though it is the same story, there is new twists that come to play. She says before you react and do something that you may regret later . Dont be afraid to, you know being hang up the phone, take a deep breath, and maybe call, you know, another relative, son or daughter, or that grandchild themselves, just to make sure that, you know, they are okay.
