You get it when you have persistent southwest winds, runs parallel to the shore, because of the way the earth rotate and, the actual top surface water which is the warmest heads off shore. Out to sea. So the only way to replace that water thats moving away is bring the colder water from beneath. Thats why youre going to find some cool spots in some of the area beaches along the shore.
