That is because our meteorological winter in philadelphia is sixth warmest on record and it is out of 1500 reporting sites across the country, 84 percent recorded warmer then average temperatures, for meteorological winter which encompasses month of december, january, february, but kate, after that extremely mild february, it is more like winter out here.
