In other news noon french Officials Say theyre searching a building in a paris suburb that may be linked to the suspect in a attack on group of soldiers. Police say a man driving a bmw intentionally plowed into the group as they were changing shifts, six were hur, three them seriously. Special forces arrested suspect hours later after a shoot out on highway in northern france. Counter terrorism authorities are now investigating. Back here at home people on both sides of the beach battle over margates dune project are arguing their case in federal court today. Cleve bryan has been following the situation from the very beginning. Cleve, good afternoon. He joins us live from camden and cleve, what do we expect to learn today . Reporter good afternoon. Last week we know that a state superior court judge ordered a halt to the dune project in margate. But now the army corps of engineers which oversees the project has brought it to federal court asking that a federal judge allow them to restart the project because they say its costing them 120,000 a day to delay. Now we also last week there was large ponds on the beach in margate due to a heavy rainfall. More than 3inches caused up to 3 feet of ponding on the beach in margate. Now, there was intended by the army corps to have some ponding on the beach as a means of draining the streets but they did not intend for it to become so deep and such a severe situation. And because of that situation, with all the deep ponding, that compelled the superior court judge in new jersey to halt the project until the army corps, the new Jersey Department of Environmental Protection and the city could come up way plan to address the drainage issues. That is still ongoing. Now in court today, theyre hearing from the project manager with the army corps. We also heard system from a local assemblyman chris brown working with the dep on this project. He says governor christies bullied this project and he called eight failure. Thus far the way the army corps of engineers combined with the new Jersey Department of Environmental Protection have handled this is the antithesis of good government. Instead of protecting the environment and protecting our citizens of this project, this project winds up harming our environment and the very citizens that its supposed to protect. Reporter 60 people up in that courtroom right now many of them people that live in marga margate. Some of them two lifeguards we saw people that apparently got sick because of the bacteria in those ponds. Also people from the Business Community that are very upset about what this has done to margate during the height of tourist season and we could finally hear from the judge later today whether or not shell allow the project to restart which is what the Army Corporation want and the people from margate are fighting. The break had the three outer southbound lanes of southbound broad street closed between the 32 and 3300 blocks. One lane has now reopened. The 12inch water main ruptured near broad and geary streets yesterday leaving a gaping hole in the ground. Today crews are working to inspect and assess the necessary repairs. Philadelphia police are investigating the shooting death of a 22yearold man late last night in strawberry morning. Police say the man was shot three times in the stomach near york and garnet streets around 11 30. The victim was driven in private vehicle to Temple University hospital where he underwent surgery and later died. We believe the victim was standing on the curb when the shooter fired three shots striking the victim all three times. From witnesses the victim then ran south on garnet street. Police right now say they are reviewing surveillance cameras from the area also looking for a suspect wearing a white tshirt and camouflage shorts or pants of course if you have any information Philadelphia Police want to hear from you. Tiger woods has pleaded not guilty to a charge of driving under the influence in florida. The golfers lawyer says woods will enter a Court OrderedDiversion Program this fall which will allow the dui charge to be dropped in exchange for pleading guilty to reckless driving. Woods was arrested back in may when police found him asleep in his car. The 41yearold told police he had taken a mixture of prescription drugs for his injured back. According to new research seeing eye dogs in training are more likely to succeed without helicopter parent. One of the the findings was that pups who were perhaps overly mothered, their moms were overly attentive to them spending a lot of time with them lickinlicking them copiously tht those pups were not as likely to be selected as guides.
