But federal Officials Say the Baltimore Police department has been troubled for years. The report says officers routinely make stops, searches and arrests without the required justification. Of 300,000 pedestrian stops from january 2010 to may 2015, federal investigators found that roughly 44 were made in two small, predominantly African American neighborhoods. African americans accounted for 82 of all traffic stops, despite being only 60 of the driving age population. Deputy attorney general vanita gupta says unnecessary stops sometimes led to violent confrontations. Officers frequently resorted to physical force when a person did not immediately respond to verbal commands. Even when the person was posing no immediate threat to the officers or other.
