With breaking news from paris. French police have launched a raid that one official says has disrupted a planned terror attack in its advanced stages. There has been at least one arrest. So far, they have found no link between this new plot and the november attacks in paris, or the brussels bombing on tuesday. We also learned today about the brussels suspects. At least two of them were on a u. S. Terrorism watch list that would have barred their travel to the united states. And there is another suspect now involved in the brussels subway bombing. That makes at least five so far. Elaine cob is in brussels tonight but has the latebreaking developments from the french raid. Elaine. Reporter scott, a frenchman is under arrest after that raid in a northern suburb of paris. The raid happened after an arrest early this morning when french intelligence found someone and they then raided the house. They say that the man was involved in planning a terror plot which was at an advanced stage, a plot to attack france. Now, he did say that there were no links as yet to the attacks in brussels or paris. It must be remembered, of course, that france has been on high alert since january of last year, and even higher since november after the attacks there, and there have been a number of arrests, and hundreds of searches around the country against known networks. Pelley elaine cobb reporting for us. Now, with more on the investigation in brussels, well go to charlie dagata. Charlie. Reporter scott, tonight, weve learned that two of the suicide bombers in tuesdays attacks were on u. S. Radar and known to authorities, just the latest in a series of red flags that Intelligence Services here seem to have missed. Its still not clear how long the men behind tuesdays terror attacks had been planning it. But its becoming clearer that the arrest of this man, saleh abdeslam, may have been the trigger. The only survivor of the 10 paris attackers, abdeslam was captured friday in a police shootout. But his attorney, sven mary, told us that Belgian Police had interrogated him only once over the weekend, despite his links to both the paris and belgian attacks. You know, he was interviewed from the first time saturday. He didnt see any Police Officer before the attacks. So he saw Police Officers after the attacks. Reporter and other opportunities missed are also emerging. Yesterday, the belgian prosecutor said two of the suicide bombers, Ibrahim El Bakraoui and his brother, khalid, had no previously known links to terrorism until march. But, in fact, khalid had an interpol red level arrest warrant for terrorism issued in december. The arrest warrant was issued when Belgian Police connected him to one of the hideout apartments used in the paris attacks. Meanwhile, his older brother ibrahim was arrested as a suspected terrorist fighter by Turkish Security forces when he was caught trying to sneak into syria last summer. When the belgians didnt take cuft of ibrahim, the turks deported him to the netherlandss. Terrorism expert Claude Moniquet says intelligence agencies have to up their game and fast. How many bombs and suicide bombers are out there now . In europe, dozens. Reporter dozens. Dozens. Probably, yes. Reporter if youre in the Intelligence Services now, what would keep you up at night . The idea that my phone will ring at one moment in the night and someone will tell me there was an attack in brussels, athens, london i dont know where, but there will be an attack. Reporter now, police are still on the hunt for one suspect in connection with the attacks, but theyre now saying there may have been a second bomber in the subway attack. Theyre not sure whether he died in the attack or if hes still on the run. Pelley charlie, thank you. At least 32 people were killed in the attacked on the airport and the subway. 316 were wounded. Vladimir duthiers has one story of survival. Im thinking, i gotta make it. I gotta make it. I gotta make it. I gotta see my daughters again. I gotta see my girls. Reporter from his hospital bed, Sebastian Bellin shared how close he came to death. Youre about to die, and you are just like, no, no, no, no. I can remember fixating on a point in the ceiling and being like, okay, theyre not going to get me. Theyre not going to get me. And i could feel kind of the numbness rising little by little. Reporter he played college ball for marist in new york and Oakland University in michigan and is a former center for the belgian pro team. He was walking to Airport Security when the first bomb went off. The power of the blast sent the 610 athlete flying more than 50 feet through the air. I remember falling down, and my hip just exploding. I looked down and, you know, i see, like, massive bones just stick out. And then i hear the second explosion. I think thats really what saved me because i was already on the ground when the explosion, the second one, went off. Reporter helpless and bleeding out, a stranger dragged him to safety. And hes the one that put kind of a cloth that stopped the bleed in my leg. I was screaming. Once i made it into the ambulance i knew i was going to be okay so that was the first relief, another you made it. Reporter he is recovering from surgery and looking forward to being reunited with his american wife and two young cawrtz. What was it like the first time you got a chance to speak to them . I talked to vanessa this morning. She wanted to know if i had bandaids all over my cut. And i told her i had all the bandaids necessary. Ive got amazing kids and thats really what got me through. Reporter after the attacks his former Oakland University coaccoach asked his twitter followers to pray for him. Today he thanked the coach and all of his teammates for their prayers and good wishes. Pelley remarkable interview. Vladimir duthiers for us in brussels. Vlad, thanks. Weve also learned that the brussels bombers were casing Nuclear Facilities and allen pizzey has that. Reporter the evidence that isis is turning its focus from pure carnage to bigger and more terrifying targets was on a 10hour surveillance tape of the comings and goings of a senior official of the Nuclear Industry. It was recovered by Belgian Police in a raid last december in the aftermath of the paris attacks. Who mens whose faces were caught when they pingd the camera hidden in bushes are now thought to be the bakraoui brothers. They were also seen casing one of the countrys two Nuclear Power plants. Authorities arent saying what they think the brothers had in mind, but earlier this month, 1 fowfort soldiers were deployed to guard the Nuclear Facilities. Terrorist expert Gef Lambrecht says the Nuclear Industry is an obvious isis target. We know that terrorists have been targeting power stations elsewhere in the world. They are interested in this kind of sabotage, of course. Reporter european and u. S. Security officials believe isis has sent between 300 and 400 trained jawdies back to europe and are concerned that their attacks are becoming more sophisticated. Why these attacks now in the west . Its because of the reversals they have in in syria and iraq. Reporter so the more we win, motor we can expect to fight . Yes. Reporter the belgian interior minister told Parliament Today while there was a threat to the nuclear official, the Nuclear Facilities were safe. But speaking off camera, scott, a senior military officer said of the jawdies, those bastards know what theyre doing. Pelley allen pizzey with the latest developments in brussels. Alan, thanks. Apparently, iranian hackers knew what they were doing when they attacked more than 40 u. S. Banks and tried to open the floodgates of a new york dam. Those were the allegations today from the Justice Department which announced indictments. This is the first time that individuals working for a Foreign Government have been charged with a cyber attack on u. S. Infrastructure. Heres kris van cleave. Reporter federal investigators say over the course of several weeks in 2013, one of the iranian hackers repeatedly gaipped access to the Computers Controlling key systems of this dam, just 29 miles from manhattan. The dam was out of service at the time but had it been operational, the hacker could have controlled its water level and flow rate. Attorney general Loretta Lynch these attacks were releaptless. They were systematic and they were widespread. An outcome that clearly could have posed a clear and present danger to the Public Health and safety of americans. Reporter the iranian hackers also targeted 46 of the nations largest financial institutions. Online services were strupted. Hundreds of thousands of americans were unable to access Bank Accounts online. Reporter the seven men are now wanted by f. B. I. And their indictment comes as were learning terror groups like isis are interested in hitting infrastructure targets including Nuclear Power plants. After 9 11, security at Nuclear Facilities of the increased to defend against both cyber and traditional terror attacking but there are more than 7300 power plants in the u. S. This Defense Department video shows a controlled cyber attack that took over and destroyed a diesel generator at a power plant. Malicious control is about getting into a system and persisting. Reporter Perry Pederson led that project. I would be very concerned about a blended attack, one that uses cyb tore perhaps soften the target, shut down control systems, or security system, create openings that provide opportunity for physical attackers, then to come on site. Reporter while extradition from iran seems unlikely, the f. B. I. Director today said the world is small and our memory is long. Scott, just last year, the government acowblght office told congress more needs to be done to secure the nations power plants. Pelley kris, thanks very much.
