After four nights of violence in ferguson, missour, and with no end in sight, the president and the governor today took action. Governor jay nixon put state police in charge of security in the st. Louis suburb, where local police have fought with demonstrators, protesting the Fatal Shooting of an unarmed black man by a white Police Officer. The president interrupted his vacation to call for calm. He said there is blame for the violence on both sides. There is never an excuse for violence against police or for those who would use this tragedy as a cover for vandalism or looting. Theres also no excuse for police to use Excessive Force against peaceful protests, or to throw protesters in jail for lawfully exercising their First Amendment rights. Pelley we have two reports tonight on the small town thats become the focus of the nation. First, Mark Strassman in ferguson. Mark. Reporter scott, you can see behind me about 75 protesters in front of Ferguson Police headquarters. The new Police Commanders goal here is to ease tensions and rebuild trust on the streets. No peace. No justice. Reporter police here say they will not stop a peaceful protest, but thats exactly what liz peinado says she was doing when heavily armed police rolled in on Armored Vehicles early this morning. 115 pound, 4 11. I was standing with my peace sign and being ideal at by large men. Reporter with a gun pointed at your head. He grabbed me out of the car and he was grabbing he pretty tight. And i said, circ ims really tiny woman pup dont have to grab me that hard. Reporter tear gas and smoke bombs were used to scoart protesters. Police say some people threw objects, including molotov cocktails. In this cell phone video, you can see a Police Officer aiming his weapon at demonstrators. Many police had semiautomatic rifles. Those protesters who did not quickly respond to police commands, include journalists, were taken into custody. Dinah tatman, a baptist minister, says she was goaded by one officer. He wanted to taunt me to resist and when i said, i dont know who i am, he took my arms and yanked. Oh, youre trying to resist. I said, dont do it. Reporter after four nights of unrest in which one person of critically wounded, missouri governor jay nixon promised a change in tone. He appointed state highway patrolman ron johnson to command the operation. I grew up here and this is currently my community and my home and, therefore, it means a lot to me personally that we break the cycle of violence, defuse the tension and build trust. Reporter the investigation into Michael Browns death could take two more weeks. Ferguson police say brown tried to grab the gun from the unidentified white officer. But two witnesses say brown was unarmed and had his hands up when he was shot multiple times. Tiffany mitchell says she saw brown outside the police car. The kid breaks away, and he started running away from the cop. The cop follows him, kept shooting, and the kid body jerked as if he was hit. Reporter Michael Browns body has been returned to his family. Theyre waiting for the official autopsy, and weve learned theyre also planning to have an independent autopsy done. Scott. Pelley and important to note the f. B. I. Is conducting an independent investigation into the shooting. Mark, i wonder, is there anything in particular youve noticed about these protests . Reporter all trust with the police has been broken, scott. Most of the protesters are outsiders, not from ferguson, and more are showing up every day. Now, let us show you another picture of those protests which are continuing this evening. You may have noticed the military vehicles in last nights footage. Well, today, attorney general eric holder said he is concerned about the message that police send when they use military equipment to deal with protesters. We asked our chief Legal Correspondent jan crawford to look into this. Reporter it looks like a war zone tanks, combat gear, assault rifles. Police departments in the st. Louis area, like those across the country, are arming their officers with equipment once on the battle fields of iraq and afghanistan, much of it free of charge from the pentagon but bought with grant money from congress. In neenha, wisconsin, officers use a multiterrain vehicle. The boise, idaho, Police Department has an mrap vehicle designed to withstand roadway bombs. So does the Warren CountySheriffs Department in upstate new york. Bud york is sheriff. Im hoping i never have to use this vehicle but if i do have to use it, im not going to have to worry about my people or possibly the public being injured because it certainly can save them. Reporter according to one report, the federal government has doled out more than 34 billion to local Police Departments since the september 11 terrorist attacks for militarystyle equipment. To me this doesnt look like america. Reporter the cato institutes walter olsen says the military gear can actually incite more violence. Some in the crowd might get more violent if they believe, wait a minute, this isnt my neighbor who is a policeman. This is a completely alien force that i have nothing in common with because theyre coming at me with an armored vehicle. Reporter now, Law Enforcement in st. Louis county have gotten more than half a Million Dollars worth of military equipment from the pentagon, including seven humvees and a dozen m16s. But, scott, a congressman here in washington today is proposing legislation that would scale back that military Equipment Program for local police. Pelley jan, thanks very much. Well, in iraq, fear of an imminent cue ended this evening when the Prime Minister announced hell quit. The United States ushered Nouri Almaliki into power eight years ago, but hes blamed for inflaming hatred between the two main branches of islam, which gave rise to the extremist sunni army, known as isis. It was isis that brought the u. S. Military back into iraq. Today, president obama said american airstrikes and humanitarian air drops have broken the isis siege of mount sinjar, where several thousand refugees were said to be dying without food or water. Yesterday, u. S. Forces landed there to plan a mass evacuation, but david martin tells us what they found changed the plan. Reporter as defense secretary hagel was finishing a visit to a marine base in california, the pentagon was gearing up for a massive relief operation in northern iraq, which could have put hundreds of american trooppedz o the ground for weeks, if not months. But in the four and a half hours it took hagel to fly back to washington, the Obama Administration discovered there was no longer a refugee crisis and called off the priegz. An extraordinary Conference Call linked hagel in his plane with, among others, National Security virus susan rice and general lloyd austin, the overall commander for iraq, to go over a report filed by a team of green berets directly from sinjar mountain where the refugees had threat fled to escape islamic militants. Although u. S. Aircraft had been flying round the clock u. S. Reconnaissance missions over iraq for weeks, what the green berets reported was a revelation. There were only 5,000 civilians on the mountain, and only 2,000 of them wanted to come down. The rest lived there tending crops and livestock. That contrasted with initial estimates as high as 35,000 to 50,000 refugees. None of the civilians still on the mountain were in danger of dying of thirst or starvation. In fact, some of the pal ats of water and food dropped by the air force on preceding nights had not even been open. 10,000 to 15,000 refugees had already left the mountain under their own power. An exodus tribal leaders told the green berets was made possible by the water and food drops which gave the refugees the strength to travel, u. S. Airstrikes which had driven back the islamic militants, and kurdish soldiers who served as escorts. The air force had originally planned for 21 night of airdrops. Instead, scott, they have been suspended after just seven. Pelley david martin at the pentagon, thank you, david. But some of the refugees who have been on that mountain dont share the pentagons optimistic assessment. Charlie dagata is with them. Reporter thousands of these refugees have cheated death twice, first at the hands of isis militants, then from starvation on mount sinjar, where theyd fled. Ali escaped the mountain five days ago. He told us he saw helicopters on the mountaintop but never any airdrops of food and water. What was it like on the mountain . The mountain is not good. We dont have water. We dont have food. The people there is very tired. Reporter and, he said, people were dying. He knew he had to get his young family to safety elsewhere, even at the risk of running into isis fighters. Like many people we spoke with, he told us there are still thousands of yazidis who are trapped or too weak to leave. Those who made it from mount sinjar to this camp make up the majority of the 15,000 refugees here, three times the number it was designed to hold. For now, theres enough food and water to go around. Women make bread and cook potatoes on open fires. Theyve escaped the fighting but now face an uncertain future. Ali told us the only thing hes sure of is he can never take his family back home. We want to get out. We dont have a future here. We dont hope, everybody are feeling a bad feeling. Reporter aid workers we spoke to today said there is a humanitarian crisis here, scott, but theres no agreement on how many people remain on that mountain. One thing everybody agrees on is that isis remains a huge threat. Pelley and president obama said today the overall situation in iraq remains dire. Charlie dagata reporting for us tonight. Thank you, charlie. An aid convoy from russia bound for ukraine is being held up tonight, evidence of the growing hostility between those two countries. More than 200 trucks have stopped just short of the border. The russians insist theyre filled with food and water, but the ukrainians fear it could be a trick to resupply rebel forces. They plan to block the convoy until the red cross inspects it. Pope francis with characteristic humility, insisted on using the smallest car available during his trip to south korea. He climbed into an aptly named kia seoul today, for the trip from the airport. At a ceremony with the president , francis called for peace and unity in the koreas, not to be ignored, the North Koreans fired several missiles into the sea. There has been a revelation today in the death of Robin Williams. His struggle with depression and Substance Abuse were well known, but now his widow says the actor and comedian was battling another disease in the days before he ended his life. Its not unreasonable that the suicide could be connected to parkinsons disease. Reporter weinmans husband, michael, was diagnosed with parkinsons 15 years ago. People are living very long lives with parkinsons, you know, with mohammed ali, you see that his face is frozen, you know. Perhaps mr. Williams was afraid that might happen. His facial expression is so much a part of who he is and what he does. Reporter michael j. Foxs acting career was limited as his symptoms of parkinsons forced him to cut back. A study published last year found that people diagnosed with depression were three times more likely to develop parkinsons. Scott, it may be that depression is an early sign of the changes in brain chemistry that occur with parkinsons. Pelley john, thank you very much. And we just heard from actor michael j. Fox.
