His Attorney Says the only reason chest accepted a plea deal is because two senten same time. The prosecution argued they were meant to be served backtoback. Chest did win his first two appeals but not this most recent time, so two 25year sentences to be served back to back will stand. The trial for a Police Officer accused of assault will now start in january. Waterloo lieutenant corbin payne pleaded not guilty to a misdemeanor assault charge. Police reports show payne accused a Delivery Driver of speeding cutting him off. Payne is then accused of following the victim into a shopping center, hitting the mans car, and then pulling the man out and allegedly choking him. Payne was off duty at the time.
