This is this is what he said back in January over the last several years I've met with dozens of families whose loved ones were stolen i legal immigration I have held the hands of the weeping mothers and embraced the grief stricken fathers so sad so terrible I will never forget the pain in their eyes the tremble in their voices and this sadness gripping theirselves how much more American blood must we shed before Congress does it. And that has been again going back to the day that he announced his presidential campaign talking about Mexico sending rapists into the United States this is been a central argument from the president and I've been struck at how increasingly blunt Democrats have been in painting him as someone who has an argument of us versus them Nancy Pelosi the speaker of the house no matter who the president has often talked about how she tries very hard to be respectful the presidency has recently begun calling President Trump's rhetoric make America white again and particularly coming from her who is not often a backbench bomb thrower I think is notable runner expecting the president to come to the podium any moment now but how do you see this moment it also takes me back to the post San Bernardino moment December 2nd 2015 Donald Trump is still one of the Republican candidates he was not dominating the field at that time but after the horrific shooting in San Bernardino by a couple of people who had come from the Middle East the president said Donald Trump these are his words referring to himself in the 3rd person he's calling for a total ban on all Muslims coming into the United States and after that his candidacy took off and he was never had it again and became the dominant figure in the Republican Party. We've heard the president give a scripted kind of address from the White House before. But they they feel so different than when he is speaking off the cuff then when he's out a rally in those settings they seem to be more his element do we know what the what this is supposed to be is the teleprompter address yet this is an address in the diplomatic Treaty Room with a teleprompter and when President Trump has given these sorts of speeches he sticks to the script and you you got a hint at what that script might say in remarks that he delivered yesterday under the wing of Air Force One as he was headed back from his golf resort in New Jersey saying that hate has no place in this country he also talked about mental health and said as he often does after mass shootings saying that you know there is a mental health problem and and that needs to be addressed and one of his allies and I don't know what the speech is going to say but one of his allies Lindsey Graham as well his as who as president comes daughter of anger Trump of both talked about possibly an acting red flag laws these are laws that would say they just in a in a few states including California that say if someone is a risk to themselves or others law enforcement could temporarily take their weapons away All right President Donald Trump from the White House Americans this morning our nation is overcome with shock horror and sorrow this weekend war than 80 people were killed or wounded. In 2 evil attacks one Saturday morning in El Paso Texas a wicked man went to a Wal-Mart store where families were shopping with their loved ones he shot and murdered 20 people and injured 26 others including precious little children then in the early hours of Sunday morning Dayton Ohio another twisted monster opened fire on a crowded downtown street he murdered 9 people including his own sister and injured 27 others the 1st lady and I join all Americans in praying and grieving for the victims their families and the survivors we will stand by their side for ever we will never forget thiis barbaric slaughters are an assault upon our communities and attack upon our nation and a crime against all of humanity we are outraged and sickened by this monstrous evil the cruelty the hatred the malice the bloodshed and the terror our hearts are shattered for every family whose parents children husbands and wives were ripped from their arms and their lives America weeps for the fall and we are a loving nation and our children are entitled to grow up in a just peaceful and loving society together we lock arms to shoulder the grief we ask God in heaven to ease the anguish of those who suffer and we value to act with urgent resolve. I want to thank the many law enforcement personnel who responded to these atrocities with the extraordinary grace and courage of American heroes I have spoken with Texas governor Greg Abbott and Ohio Governor Mike De Wine as well as Mer de Margo of El Paso Texas and mare Nan Wally of Dayton Ohio to express our profound sadness and unfailing support today we also send the condolences of our nation to President Obrador of Mexico and all 'd the people of Mexico for the loss of their citizens in the El Paso shooting terrible terrible thing I have also been in close contact with Attorney General Barr and f.b.i. Director Ray federal authorities are on the ground and I have directed them to provide any and all assistance required whatever is needed the shooter in El Paso posted a manifesto online consumed by racist hate in one voice our nation must condemn racism bigotry and white supremacy these sinister ideologies must be defeated hate has no place in America hatred warps the mind ravages the heart and devours the soul we have asked the f.b.i. To identify all further resources they need to investigate and disrupt hate crimes and domus take care of whatever they need. We must recognize that the Internet has provided a dangerous avenue to rabbis disturb my eyes and perform demented acts we must shine a light on the dark recesses of the Internet and stop mass murders before they start the Internet like was is used for human trafficking illegal drug distribution and so many other heinous crimes the perils of the Internet and social media cannot be ignored and they will not be ignored in the 2 decades since Columbine our nation has watched with rising hora and dread as one mass shooting has followed another over and over again decade after decade we cannot allow ourselves to feel powerless we can and will stop this evil contagion and that task we must honor the sacred memory of those we have lost by acting as one people open wounds cannot heal if we are divided we must seek real bipartisan solutions we have to do that in a bi partisan manner that will truly make America safer and better for all 1st we must do a better job of identifying and acting on early warning signs I am directing the Department of Justice to work in partners partnership with local state and federal agencies as well as social media companies to develop tools that can detect mesh shooters before they strike as an example the monster in the Parkland high school in Florida had many red flags against him and yet nobody took decisive action nobody did anything why not. 2nd we must stop the glorification of violence in our society this includes the gruesome and grisly video games that are now commonplace it is too easy today for troubled youth to surround themselves with a culture that celebrates violence we must stop or substantially reduce this and it has to begin immediately cultural change is hard but each of us can choose to build a culture that celebrates the inherent worth and dignity of every human life that's what we have to do 3rd we must reform our mental health laws to better identify mentally disturbed individuals who may commit acts of violence and make sure those people not only get treatment but when necessary involuntary confinement mental illness and hatred pulls the trigger not the gun 4th we must make sure that those judged to pose a grave risk to public safety do not have access to firearms and that if they do those fires can be taken through rapid due process that is why I have called for Red Flag laws also known as extreme risk protection orders today I'm also directing the Department of Justice to propose legislation ensuring that those who commit hate crimes and mess murders face the death penalty and that this capital punishment be delivered quickly decisively and without years of needless to lay. These are just a few of the areas of cooperation that we can pursue I am open and ready to listen and discuss all ideas that will actually work and make a very big difference Republicans and Democrats have proven that we can join together in a bipartisan fashion to address this plague last year we enacted the stop school violence and fix nics acts into law providing grants to improve school safety and strengthening critical background checks for firearm purchases at my direction the Department of Justice banned bump stocks last year we prosecuted a record number of firearms offenses but there is so much more that we have to do now is the time to set destructive partisanship aside so to struct. And find the courage to answer hatred with Unity devotion and love our future is in our control America will rise to the challenge we will always have and we always will when the choice is ours and ours alone it is not up to mentally ill monsters it is up to us if we are able to pass great legislation after all of these years we will ensure that those who were attacked will not have died in vain May God bless the memory of those who perished in Toledo may God protect them may God protect all of those from Texas to Ohio may God bless the victims and their families may God bless America thank you very much thank you. And actually he didn't take any questions it appears that he's just left the podium I am in studio with n.p.r. Senior editor and correspondent Ron Elving Political Correspondent Scott Dutrow and n.p.r. White House correspondent Tamara Keith were all listening in to the president's remarks Ron we heard the president utter the words evil wicked referring to at least one of the gunmen as a twisted monster. And at the same time he said that the country Congress the government needs to act with quote urgent resolve to make sure these massacres don't keep happening what does that mean to President Trump. It means that he wants Congress to do something that he can point to and say see we're doing the best we can without tackling without grasping the middle that we all understand with respect to these which is gun rights in America the 2nd Amendment that is an enormous enormous obstacle to all efforts have been made to strengthen background checks so that they really keep guns out of people's hands so that military style weapons are not readily available even to the kind of people that the president just described he did run through a catalog of things they had ministration has done including bomb bomb stocks banning bomb stocks that were used in Las Vegas shooting and a number of other things that I think gun control advocates would have to say were steps in the right direction but it's clear that this list of things that he mentioned while all of them some of them are already in place in some states as time has said all of those things would be steps in the right direction but they're only going to be considered minor steps Scott and I think that there is a long track record at this point of President Trump coming out in favor of some sort of gun control measure in the immediate wake of a shooting and then quickly scaling that back the best example of this long extended meeting with lawmakers in the Cabinet Room that happened shortly after the park when shootings last year where President Trump agreed with Democrats over and over again and at one point said something along the lines of You should figure out a way to take away the guns 1st we can figure out due process later Republicans in the room were very shocked you could read it in their faces they talked to the president very quickly and made it clear Republicans would not support any sort of broad gun control measure that he was talking about very quickly the president changed his tune on that and not much of anything happened that Democrats control the House right now to pass several gun control measures earlier this year you can expect them to double down on that when they come back to Washington d.c. At the end of this recess but any sort of legislation along those lines has not moved at all in the Republican controlled Senate tell you referenced it earlier before the president got going with his remarks that. This morning he had tweeted hey maybe there's a solution with some kind of increased background checks we could tie that to to immigration reform some kind of comprehensive immigration reform we did not hear the president referenced that though in the script it remarks well the other thing that is fascinating here is he didn't even talk about background checks in the scripted remarks that was something that he tweeted that he thought stronger background checks would be a good idea he didn't mention that here Instead he focused on mental health and and the so-called red flag laws but there is another thing that we need to talk about that the president said in this speech he came out very clearly and he said quote We must condemn racism bigotry and white supremacy that was a clear and firm statement from the president of the United States no president who has at times found it difficult to say those words in that order right I mean will remember of the scripted remarks that he made after the Charlottesville. Protests that ended with violence and fatality and the the way that he equivocated I guess is the right way to say it after or after giving script of remarks that some pointed out as as perhaps not being the words that he would have scripted for himself and then coming off and saying something that seemed to undermine those very remarks a day later Yeah he was a day later in the lobby of Trump Tower supposed to be about infrastructure and transportation but he got asked about Charlottesville and he said and I will quote this yes he says. There were neo nazis there were some very bad people in that group but quote you also had people that were very fine people on both sides and he has never been able to live that down because. On one side you had people who were protesting against the white supremacists and on the. Other side you had people who were marching in the streets with tiki torches saying Jews will not replace us which is a pretty clear statement of white supremacy and in fact former Vice President Joe Biden has repeatedly said that that is the moment he decided to run for president and makes that response a central part of the message that Biden delivers on the campaign trail I think you know a lot of things the president said in the speech today you have to look back at the way that he's acted the way that he's talked the way that he's tweeted talking about the dark recesses of the Internet several times we have seen ways that that the president will tweet from his Twitter account means or graphics or statements that came from you know places like Fortune places where this type of of conspiracy theory things he was condemning in his remarks today these dark recesses of the Internet Absolutely and him saying hey it has no place in America hate devours the soul I think you look his presidency often thrives on picking fights making personal attacks against political opponents and these red flag laws does it does it behoove us to just take a minute if this is what the president is proposing Tam what what are these laws what what's the hindrance to getting them passed so Senator Lindsey Graham from South Carolina who's a close ally of the president is is the one who is talking about it now most most prominently these are laws that would say that if someone is deemed a risk to themselves or others someone who catches on to this or is their family could report them to law enforcement and and it least temporarily their weapons could be taken away through an accelerated due process. Ron Elving the president talked about cultural change being difficult he was calling for cultural change but what he means by that he was referencing video games the glorification of violence in American culture advocates of stricter gun control and gun policy often talk about. Because gun culture that that is a part of American ness. That the president did not address and his call for a change in in the culture I think it's a fair description of our political culture in general to say that we have normalized a lot of demonization of people that the president himself has indulged in the demonization of the other saying that people coming from Mexico were bringing crime bringing drugs that they were rapists and so on and then what we do is we tell people that they have a perfect right to have military style weapons in their homes to train with them to learn how to use them well and then if they use them we call them insane we say well those people are mentally disturbed those people are somehow wrong in their heads and we talk about mental health laws and trying to identify people who are too twisted to act upon some of the impulses that they've been encouraged to act upon by the media culture in the political toll culture in general. Scott you mentioned how Vice President former Vice President Joe Biden has has. Talked about some of this in reference to Charlottesville and how he has most of his campaign's been motivated by what he sees as Donald Trump's Davis of language on on race also immigration the other rising of a lot of groups what are other Democratic hopefuls talking about in relation to these shootings of the past couple days well sure I think 2 fronts here 1st of all when it comes to gun measures there is widespread agreement across the Democratic field to do a whole bunch of things including background checks bans on these types of assault style weapon you know rifles several of those measures across the board Democrats running for president want to do that and have increasingly prioritize that and I think there is a broader willingness to be blunt about from the candidates point of view be blunt about the fact that they believe that President Trump is someone who sews the hatred that he was talking in the speech just now. About trying to tamp down a Lizabeth war in the Massachusetts senator spoke about this this weekend on m s n b c The president has replaced the white nationalist he has encouraged white nationalist he is there with white nationalism one point of nationalistic embrace him and call him their friend I don't think I'm at their word on that and California Senator Kamel Harris South Bend Indiana Mayor Pete booted judge Vermont Senator Bernie Sanders you can go down the list of Democratic presidential candidates and they have all been equally blunt about this view Tam I also want to note that the president extended his apologies to the people of Bax akal and and Mexico's president which stands in such sharp contrast to how we have heard this president talk about the Mexican people and and immigrants from that country in particular Yeah he did give his condolences because there were some Mexican nationals that were killed and injured in El Paso Paso is right there on the border right next to Mexico and families come across the border to shop at that Wal-Mart another and do other shopping in the United States and President Trump I think that if I were to channel what the president and his supporters would say is that he he is specifically only talking about people who are coming into the country illegally he's not talking about everyone else and that in particular he's often talking about gang members and and that is the distinction that they would draw but but certainly he is often if that is his intent he's often loose with his language and paints with a pretty broad brush about people who are come to this country or who are in the country illegally or or illegally I want to close by playing a clip from the president's address here he is speaking about the shooter in in El Paso and how. Hate has no place in this country. Cities experiencing a massacre this weekend 20 people were killed here 9 people were murdered in a rampage in Dayton Ohio which brings us to this painful coincidence Manuel and Patricia Oliver lost their son in a different shooting the one of Marjorie Stoneman Douglas High School in Parklane Florida last year they've been traveling pushing for stricter gun laws and they'd arrived here in El Paso Texas having no idea what the city was about to go through Stella Chavez of member station is sitting next to me here no pastor She's been reporting on the massacre here and joins me this morning either Stella Hi Dave so you came across these 2 parents from Parkland last night and explained to me what this experience of being here was was like for them well was a very moving moment for them their son Joaquin would have turned 19 yesterday on Sunday and obviously they had already planned to unveil this mural but instead of just making it about their son they really made it about the entire community of El Paso and Manuel you know urged the people there to take action that they they need to speak out they need to advocate for stricter gun laws and that their son Joakim was an activist and that he was the advocate of the immigrant community and you can hear well in this next clip speaking very passionately this is the moment to talk about guns. We know what those families are going through their life has changed forever and they're yes but you to do something about it. So past all could be that city that is there before and not for mass shootings it's just amazing to have a family who went through something in a totally different part of the country being here and sort of sharing in this in this tragic moment I mean obviously I guess we study each of these events like Parkland like Dayton and here in El Paso this weekend to try to understand them as best we can it looks like the shooter here may have written some kind of manifesto hateful against Hispanics against immigrants what what impact is that having on people who live here well it's hitting them very hard I mean I've spoken to a number of people who say they're afraid they're worried about more people coming to this community to either to shoot up a place or just to be very hateful and the really are placing the blame on the rhetoric that's coming the president said ministration And so one of the things that I've noticed in talking to people is that they're really stressing how close knit this community is even though it is a large city they really help the fact that they're like a small town many people have grown up here have lived here many for most of their lives still a child as for member station Kera thanks so much Tyler for all your reporting thank you Dave and notes as we mentioned Paso is a city where many people in the country live illegally there's an organization here called the Hope border Institute it's an organization that among other things tries to help people who are in this position Monsignor Arturo been well as chairman of the Institute here in El Paso and we have him on the line with us good morning good morning can you talk about I mean there have been reports that people in the country illegally are feeling a sense of fear right now and it might be affecting some of the decisions they're making in the wake of this shooting what are you hearing and seeing. Yes people live in fear constantly because some of the families have children who are American citizens and the parents are not and so daily they have to be very careful going to the grocery store going to church going to school with their kids because they have a tremendous fear that they're going to be stopped and deported immediately and then be separated with their families this happens regularly here on the border and how is that impacting people in this moment as the Paso is is trying to recover and you have people going to hospitals or people trying to find family members or reunification centers I was at the unification center waiting with the families waiting to hear news of their loved ones it was a nightmare for families things a moment nobody should have to endure it was a very somber sad moment and it was like a silent crying among the people and some of the families were not able to did not show up to see if their loved ones were because they were afraid that they would be deported because the place was surrounded by border patrol as well as the police and this tremendous fear some people risk it some people were very afraid to come to be deported and the same thing with the hospitals some of I heard about a family that was injured and was afraid to go to the hospital because of for of the fear of being deported and separated from their families based on your experience do you think that is a real risk I mean when authorities ever actually deport someone from a hospital who was injured or is visiting someone who was injured in a cabin it has happened I if you speak to people in the hospital they will say we'll treat everybody but it has happened yes. What advice are you giving people who are afraid who might be considering whether to go look for family in or unification center or go to the hospital visit people. To go where there there's a lot of people who are billing to help at moments like this I think there's more compassion and more understanding of people's pain and I mean even the people have families the police the people that Border Patrol they have families they understand these moments and I think at moments of crisis like this and then there was people that were trees that were chaplains there we would be able to be of service to them I would say we'll help you. Could you reflect on the reports we're hearing about this manifesto that the suspected shooter here wrote that spoke of an Hispanic invasion of Texas was incredibly hateful against Hispanics and immigrants What what do you think about when you hear about that. It was very clear from the manifesto that this man organized and targeted the one of the busiest. Walmart in our city where the majority of people come there are from Mexico and are Hispanic It was a targeted moment to try to kill people who are of Hispanic and immigrant descent I think we need to be very careful about our anti immigrant retore sometimes supported by our government leaders the silence of Congress is shameful Sometimes we hear it in several news channels this and Tim again retore has deadly consequences our loved ones die but we have a different manifesto here it's about family and love and justice and and and those what I tell us do not remain silent about what happened about gun laws about xenophobia about racism and violence Monsignor Arturo been well as chairman of the whole border Institute here in El Paso Texas thank you very much for your time this morning Ok thank you. Stopped making new cars in Ward's town the Magnus eating plant where wrecked work set its doors so I started looking for jobs and they all seem the same 101213 dollars an hour in this area tons of hours and it wasn't hard to find a new job he was hired on this. Bought by an aluminum fabricator but at the new job brick works more hours for less pay at Magna he was making 2150 an hour once I get through the probationary period I'll still be making 7 dollars an hour less than when I was making a magna now the overtime helps cover a lot of that but you know you're working 54 hours to make just a little bit less than you made on 40 hours and he has to work the overnight shift 6 days a week Rick says the overnights there aren't so bad it means he can get his 2 daughters off to school while his wife works and the pay difference is manageable he and his wife have never been big spenders we've been fortunate and I guess like pretty smart with our money because of waste labor by a small or how we got a smaller car. We've been able to pay our house and save some money so I only need so much but just having one day off a week Rick says that's been really hard his wife Amy Anthony now has noticed it wearing on him his one day off you know hey guess this is that or help take care of him until breaks dad had a stroke last year seems like things that you do on a weekend I get done there are no we 2 because I don't have all weekend long Milan trying to spend some time with his kids I guess it could be worse so he's keeping an eye out for other work but most of what he sees is more of the same low pay and lots of hours I'm Tracey Samuelson for Marketplace.
