It's entered from n.p.r. News I'm Ari Shapiro And I'm Audie Cornish as congressional testimony over Ukraine started to heat up a few weeks ago we learned that President Trump took time out to pray a group prayer in the West Wing with some high profile guests as tweeted by televangelist Paula white cane now a photo showed Trump standing eyes closed nearly 2 dozen well known evangelical leaders with their heads bowed lay hands on his arms and shoulders the White House said Trump spoke with the pastors about how the communities they represent benefit from the president's policies which is something we're going to spend the next few months digging into we will hear from voters themselves about how their faith communities have fared under this president and we'll start in Fayetteville North Carolina that's where Trump held a rally of his supporters in September whether it has to do with religion are even gelatos are here tonight and they're all over 37 b. The. And what we've done for them and for religion is so important. You know the other side I don't think they're big believers are not big believers in religion that I can judge so we put out a call for some voters from area churches to meet the Arian Lake Baptist Church hosted us a few weeks ago in a Bible study class room we set out a half circle of great chair isn't this meager plate of supermarket cookies and bottled water and then we waited the room began to fill with a real mix of voters evangelical vote of different ages and races and my name is Andrew Clark I'm 27 I'm William Neal and I'm 66 my name's a Tia Baker and I'm 40 years old names next week and I'm certainly 9 and I'm 72 I'm pearly Hodges I am 65 years old and this being just outside of Fort Bragg military veterans some woman here John Hodges and I'm 70 years old and I'm David Clark 89 year old David Clark to doff the conversation politics is. Politics dirty and bad and everything that goes with it but it's the way we do business and that's way God wants us to do business and I voted for the gutters and now I just wish he'd keep his mouth shut I think he's doing a good job to tell it to hoax and then it just makes a monkey out of themselves and I just wish you'd quit doing it but I don't dislike what he's done so what are those things that are fantastic for you building up the military he's building up the nation he's building up the church in what way do you feel like he's building up the church is he saying God Every now and then you say and God bless you every now and then despite Democrats like Hillary Clinton Methodists and Barack Obama Christian Protestants speaking publicly about their faith as candidates Clarke reflects a common sentiment among evangelical Republicans that previous administrations especially Democratic ones don't embrace them while President speak too often about his personal spirituality is many self professed evangelical cabinet members who sponsor a White House Bible study reportedly the 1st in 100 years vice president Mike Pence and education secretary Betsy device remembers but not everyone in this room thinks that sharing a faith affiliation with a Republican president is an off I'm fairly high does I think that a lot of people think that Republican equals Christian if you're a Democrat just questionable I think our current president is not presidential material he just isn't and he knows nothing about government he knows nothing about the Constitution he knows nothing about war foreign policy any of that I support the Republican platform vote my conscious I voted Republican and I voted Democrat but the problem here I believe is Donald Trump is not presidential material so pearly Hodges is one of the 64 percent of Americans nationally who say they have an unfavorable view of the president. That's according to the Public Religion Research Institute that Dick Button is among the 82 percent of white evangelical voters who have only drawn closer to trump over the last 3 years the issue for me is not so much the detail of the values of the person but what is the result of what they're doing Donald Trump has done some things to strengthen the ability of the evangelical community he's loosened some regulations that were anti evangelical which ones ones like the requirements to have transgenders access anything they want to where I'm a person that believes in gender specific and that was an issue for you where you felt like if he was protective of religion he was going you know you say above that my name's Baker we're going to press on every side it is like everything is magnified right now this things that marriage to transgendered children where the schools will be and actually the public schools are being and actually they are it's this t.v. The commercials remember North Carolina was central in the national debate about so-called bathroom bills after it passed legislation that effectively required people to use restrooms matching the biological sets listed on their birth certificates after boycotts and legal challenges much of the measure was rolled back in court but the idea of religious liberty as protecting their values has fueled Evangelical support for the president and Clark I have a hard time looking right now into this next election on to supporting anyone that I've seen across the board because you know I look on one side on a Democratic platform and I see freedom of religion getting ready to really be hit hard see some different policies within that that are going to affect churches and then you see on the other side yeah there's Republican support for things within churches and stuff like that but there is also this character. Issue as well and and as been talked about earlier Now this comes up a lot of described as character issues President Trump's use of vulgar and abusive language the persistent questions about his business dealings but now that the president is facing a formal impeachment inquiry over Ukraine the room is divided about whether to support him John Hodges and I really prayed before because I'm not Democrat or Republican and all the things that Dick said about encroaching on faith abortion are there still but you've got someone who is going to destroy the country while these 2 have meaning and I believe you should be impeached because Nick Williams If there are grounds to impeach President because he has broken the law then I absolutely think we should absolutely follow through 100 percent with should it be the only thing that the politicians that we have not only voted for but funds through taxpayer dollars should be the only thing they focus on I think that's where we're falling short they find agreement on this point between the Mulla report and the various other investigations that these voters are weary of the constant scrutiny on trump the bar justifying impeachment will be high for these voters before we end the night has one more question I want to know about the televangelist and Christian political activists who spent the better part of 40 years making the term evangelical interchangeable with Republican what does that mean for you now do you wish that that would be dialed back or do you see that as a problem or do you see it as a force for good or meal and Nelson Mandela said evil exists because good people do nothing if we as Christian people begin to do what Christ has called us to do evangelize disciple if we're going to make a difference in this country then we've got to do more than just pray the voice of William Neal he joined our talk with David Carlson Keith Howard a t. a Baker John and Curly Hodges Andrew Clark Nick weekend Marcus belt Dick Button and Dave Clark he spoke to them at Aaron Lake Baptist Church in Fayetteville North Carolina. Tomorrow saying voters one more topic kind of the elephant in the room pertaining to the president and that if you ask a segment of white evangelicals what they think about him and then you ask a segment of African-American or minority evangelicals what they think about them you might get back to different opinions race Trump and evangelical voters. It's now Spain's turn to experience the fragmented politics that have swept through other parts of Europe voters cast ballots yesterday in the 4th parliamentary election in as many years no party won an overall majority but a far right party gained seats as Lucy about a Vegas reports months of coalition talks now lie ahead. Going to today the Citizens Party leader a bad thing Veda resigned from his post and quit politics the Socialist Party won the most votes but fell short of a majority in parliament political researcher better than not a bit from the autonomy as University of. News this is All Things Considered I'm Audie Cornish and I'm Ari Shapiro public testimony begins Wednesday in the impeachment inquiry these witnesses have already testified behind closed doors now they'll tell the world what they know about President Trump's phone call with Ukraine's president and whether Trump withheld aid money because he wanted investigations into his political opponents a lot of preparation goes into these hearings attorney Stanley Brand has helped many witnesses get ready for congressional testimony and he has served as general counsel to the house welcome to All Things Considered a good day when a witness is trying to get ready for congressional testimony and I know you specifically work with impeachment witnesses what kind of coaching goes into it. Well generally appearing in front of a congressional committee is different than appearing in court or a grand jury because the questionnaires are not bound by the same rules of evidence and so you have to be prepared to have the witness 1st listen very carefully for a question and then answer the question precisely the biggest challenge for any witness in one of these hearings is to keep them from putting themselves at risk under collateral statute of perjury or false statements you want them to discipline themselves to speak not as they would in ordinary conversation casually exactly precisely and carefully so there's a real threat of legal jeopardy perjury what about the public scrutiny that comes with this if millions of people are watching you at home and it's a divided country where people have strong political opinions on one side or the other is there something you tell when this is to prepare them for how the testimony is going to be received well no not not in this circumstance because this is unlike a legislative hearing and so basically the goal in this hearing is to survive and get out in one piece without a trailing referral to the Department of Justice or some statement that comes back to haunt you in some other form so there really isn't any concern at least as I prepare witnesses for the public and what they may think if a witness is looking to go in with a single sentence that they can repeat to themselves in their head to help them get through this successfully is their phrase you would give them a sentence you would tell them to repeat well in their heads I would tell them listen carefully for question and answer only the question don't volunteer and don't expand beyond the parameters of what you're asked decide legal preparation do you find that they your client sometimes need help dealing with personal confusion or emotion of being at the center of a huge public controversy like this absolutely because this is a very difficult. With multiple questioners with the media with the pressure of being in the public sphere and having everybody focus very precisely on your testimony and try to pick it apart and that can unsettle even a very stable practiced witness So what do you tell them on that front to help them prepare for that aspect of it. Go to the gym work out get you know get into a state of mind where you are relaxed and prepared to listen you need some stamina because these things can go on obviously for quite some time and it's interesting because in some sense as a spectator it looks like a battle but you're not saying prepare for battle you're saying get into a meditative state breathe deeply relax yet don't don't propose don't over prepare for a battle because I think that can actually be counterproductive what you want to do is present yourselves in a sober direct manner and not open up any doors that could lead to a much longer and torturous appearance than you want Stanley Brand thank you very much my pleasure He's senior counselor he can Gump and was general counsel to the House of Representatives during Watergate he also represented George Stephanopoulos during President Clinton's impeachment hearing. Bolivia has become the latest country in South America to erupt into chaos president stepped down yesterday after the military said it would no longer stand by him in the face of protest I'm joined now by Linda farthing She's a journalist and researcher who covers Bolivia She joins us now from the country's capital of us welcome to All Things Considered Thank you Audie now for people who have not been following these events closely we want to say that it's coming just a few weeks after my declared himself the winner in the presidential race this is his 4th presidential race and what happened what followed after what happened after if the race was there there were clearly irregularities with the boat counting process the Organization of American States that night came out and said that there were concerns about the boat counting process and the government agreed at that point that and by Anding audit would be carried out to check their results because they had suddenly the machines had turned off in 24 hours later they went back on again giving more analysis and enough of the lead to be able to not have to go to a 2nd round with his closest rival How did that turn into widespread bloodshed as a chile I think that you have to go back to the fact that Morales called the referendum in 2016 to allow him to run for a 4th term he lost said right after it that he would not run for a 4th term and then a year and a half later the electoral commission which was appointed by the legislature and that his party controlled gave him a loophole so he was allowed to run for a 4th term so there was a build up of resentment basically since 2016 among the increasing number of people on the population that he should not be allowed to run again and when it Lou. Looked like there was fraud and the opposition had been pushing the line that there would be fraud so there was a generalized perception among the population that fraud was going to occur and when there were indications that fraud had actually occurred that was kind of the spark that set the whole for in off what's the capital been like today are people on the streets what are you hearing where I am is fairly calm but both in the wealthier zone for their staff out there and also in the. There is now starting to be a reaction among more our supporters against this process that has led to his renunciation there's been a fair amount of vandalism the police haven't been out very much they've mostly been sticking to the barracks so there's been a fair amount of the looting and that sort of thing that has gone on as well several people in the line of succession have either resigned or been pushed out so it is I mean who is available so to speak to take power now well there are now unfortunately down to the vice president took the stand at the people closely affiliated with Morales several of them at the in the highest levels of leadership have been threatened they've had their Stanley members taken hostage and told that if they didn't resign their houses would be burned down in some cases the houses were burned down so the woman who is now in line to be the president is from the Benny which is a low land area northeast of where we are now and she is from an opposition party but they haven't met yet so we're now in a situation where the country is 24 hours without any government at all Linda farthing is the author of a those Bolivia continuity and change Thank you so much for speaking with us you're more than welcome Audie as for evil Moralez is next step it appears he's off to Mexico that country said today that it had Grant. News I'm Audie Cornish and I'm Ari Shapiro it's a good thing I was never much of a diplomat writes Nikki Haley in her new memoir The irony being she was one of the world's most prominent diplomats president Trump's 1st ambassador to the United Nations Her memoir is titled With all due respect and she stopped by to talk about it with our co-host Mary Louise Kelly Healy's lack of patience for diplomatic niceties is on display before you've made it past the prologue on page 2 she brands Trump's 1st secretary of state Rex Tillerson as arrogant and condescending and you should hear what she says about the top officials of other countries including Vladimir Putin of Russia in one of the books more startling accounts Haley writes that the Trump Putin's summit in Helsinki made her very uncomfortable so uncomfortable she requested a meeting with Trump It did make me uncomfortable and the president lied we have different styles there's no question about that and there were times where I thought he was his words were soft on Russia but the reason I wasn't overly concerned about that is because his actions were very strong on Russia you know whether it was the sanctions whether it was expelling diplomats I mean there were multiple ways that we were bashing Russia so I knew that he didn't really mean it like the way it sounded and I wanted him to know that that it sounded off and he was actually shocked he didn't realize because no one had told him that may I just pause there for a 2nd it kind of blows my mind to hear you say you don't think any other took him aside and said Mr President the press conference with Vladimir Putin was was a train wreck he told me that he told me that everyone told him he did a great his national security adviser his director of national intelligence his chief of staff nobody said sir that was. His chief of staff was in the in the room with me when we had that meeting and he looked at them and he said Everybody told me I did a great job and he was truly shocked I did that shock you. I always saw it as my responsibility to tell the president when I saw things right and when I saw things wrong I didn't wait and assume others would do it he always wanted to be challenged and he always wanted to truth and I tried very hard to give that to him and we had a very respectful relationship you do describe other White House officials who threw you under the bus your words perhaps the most famous line from your tenure came in response to a comment from White House economic adviser Larry Kudlow Let's listen you've got to . Start a great job he's very effective at Vassar it might have been some commitment Terry confusion about that saying you got ahead of the curve and there might have been some confusion ambassador Healey you crafted quite the response with all due respect I don't get confused it was short as to the point that was true and he knew that and I've been a woman in politics for a while now and when it comes to your integrity your reputation no one else is going to watch out for you but you and I had given the administration on this situation which I go into in the book quite a bit I would gave great was about it just to give people listening the backdrop it was about whether new Russia sanctions were coming or not go on well and it had been decided in the National Security Council that we were doing sanctions and I had had a conversation with the president and at the last minute I go on the Sunday shows and I say that sanctions are coming down while the president had changed his mind Saturday night and he has every right to do that what happened here was I called to Kelley I called Pompei Oh I called Bolton I told all of them this has to be corrected and I said correct it by telling the truth just say that he changed his mind there's nothing wrong with that how do you reconcile being a strong empowered woman and working for a man against whom several women have made credible allegations of sex. Misconduct and whom we all heard on that Access Hollywood tape talking about grabbing women by the genitals Well if any of that conversation had you know or any type of conversations like that had ever taken place in front of me I would have quit period but all I can tell you is my relationship with the president was one of great respect great professionalism I understand that our I just wonder if you have a daughter you profess to want to stand up for strong women and empower other women did it give you pause you know I said I actually was asked what do you think about the women who are making accusations against the president and my response was they should be heard but I think that both sides need to be heard and so yes there were accusations that came out and the president was elected anyway and so with that all I had was the relationship I had with him and the way that I saw him treat other women within the administration and it was always respectful so you know look there are no perfect presidents but at the end of the day what you want is a good relationship that you can be proud of and results that you can be proud of and I was very proud of the foreign policy work that we did is your respect for and loyalty to Donald Trump or to the president of the United States oh my loyalty and respect is to our country I mean it will always be I have the greatest respect for the country that my parents immigrated to because they knew that we would have a better life and so my loyalty and service will always be to our country and the people of America elected President Trump and so with that my job was to make sure I worked with him as affectively as I could me I turn you to this book by anonymous written by someone claiming to be a senior official in the trumpet ministration includes the claim that aides to President Trump considered invoking the 25th Amendment to remove him from office to you're not. College did that happen Well 1st of all let me just say this about anonymous if you have a problem with the president you should speak up but you should speak up to the president and I saw multiple conversations and debates in front of the president and at the end of the day the president decides what policy is and if you can't live with that then quit I was never in a conversation that even whispered anything about the 25th Amendment there you never know anything along those lines ever never was a question as you describe in the book conversations among the White House chief of staff John Kelly and others trying to enlist you to go around behind the president's back and try to undermine his decisions there were people within the White House who I believe tried to undermine the president there would be a decision made they'd stall the issue they don't undermine they distract and Rex Tillerson and Chief Kelly told me in one day and basically tried to recruit me and said that they were trying to save the country and I disagreed with them then I disagree with them now your argument is they should have spoken up to the president and if they couldn't persuade him and they couldn't live with that they should quit Yes And my argument with anonymous now is show your face show your name and say what you're saying to undermine Now it's wrong and it's quite arrogant actually. I can't let you go without asking the question people are going to be yelling at their radios are you running for anything will you run for anything and what would it be I'm not running for anything and a year is a lifetime in politics I mean you know I'm not ever going to say never but I do can comfortably say now I am not running and that I will continue to be involved I'm too young to stop and I love doing anything that lifts up our country and I hope to continue doing that Ambassador Haley thank you it's been a pleasure thank you so much that is Nikki Haley former u.s. Ambassador to the u.n. Talking about her new book. Cut power to more than 700000 customers the power companies call these public safety power shutoffs and they've become the new normal across California with increased heat in wildfire danger but in San Diego the number of customers affected is much smaller in 6 years a combined total of only $68000.00 customers have lost power limiting the size of shutoffs is a priority our meteorology team right now of course is kind of head down getting ready for the upcoming event Brian D'Agostino is s.t.g. Needs director of fire science and climate adaptation on this day he was worried about a hot and dry weekend with Santa Ana winds he stands in front of 5 giant monitors showing live mountaintop cameras and yellow blue and red squiggles representing the utilities power lines these tools analyze all of the historical data and tell us when do we have that type of day that can result in a catastrophic fire as the genie has overhauled its grid to minimize large scale power shutoffs now they can make more surgical cuts to utility lines or reroute power so fewer customers are left in the dark but it's not necessarily fair to compare the power company in the north with the power company in the south San Diego his utility serves just a quarter of $16000000.00 p.g. Customers and over a much smaller area Michael wara is the director of the climate and energy Paul. The program at Stanford University he points out Jeannie's terrain has more trees and is more densely populated but Laura says it is fair in some ways after s.t. Genies power lines started a massive fire in 2007 the utility began making changes p.g.d. Could also have acid at the time but they chose not to for example as the genie set up weather stations long before p.g. Needed are they better than in the north figure Tiller's in the north yeah probably but does that mean that they are the gold standard absolutely not Diane Jacob is a San Diego County supervisor she says the utility made those changes too late they're more interested in covering their liability rear Iran than they are about looking out for the best interests of those who suffered losses and the rate payers s.t.g. Need counters the utility is aggressively making improvements it hired a team of meteorologists after the 2007 fires to collect data and avoid massive shutoffs that's a process that p.g. News I'm Audie Cornish and I'm Ari Shapiro Paris has become one of the most expensive housing markets in Europe one reason for the rising costs is Brecht's that the U.K.'s long effort to leave the European Union N.P.R.'s Eleanor Beardsley looks at the factors driving the market. The road to get a family has just moved into their spacious 4 bedroom apartment in the center of Paris part of a wave of ex-pats who have crossed the channel from London. With a Spanish national is employed by the European banking authority she remembers the shock of Britain's referendum on whether to leave or remain in the European Union I remember the 3rd of June when we went to the forest and I could see would remain winning by the when we woke up on the 24th to push their way not around so it was a big shock for nationalists a big shock says it to the 4th of June to 16 we knew that we would have to move aside from the e.u. Organizations international banks and businesses have also left London and relocated to Continental cities like Paris Amsterdam and Frankfurt in order to stay inside the e.u. Says it's not easy to move big organizations it's been hard enough to move her own family challenge and when you move to a new country I knew the an even more if you cannot speak their language right but France is putting out the welcome mat the French government has cut red tape and wealth taxes and several new international schools are opening in Paris and high end real terms underground says buyers have always chosen Paris for its beauty cuisine and culture but now it's also an economic choice she says in 22 years she's never seen such a booming market we have. To market. Today according to newspaper. The price of real estate in the French capital has risen 248 percent in the last 2 decades Lundgren says Breck's it is not the only reason people are flocking to Paris She also credits low interest rates and the pro-business policies of President Emanuel McCollum we saw that many. It's French ex-pats and also international clients came back to Paris and wanted to invest in Paris the rise in apartment prices is also pushing some middle class families out of the city to stop the Exodus the Paris mayor has introduced new regulations to keep rents affordable but Kerry delays sell head of Paris is chamber of notaries says that won't stop the rise in property prices because people aren't buying apartments to rent them out good or that we are even at these high prices people are buying to live in Paris 90 percent of buyers are buying to live in their new properties Dela sells says the Paris housing market is not a bubble waiting to burst Paris real estate he says is a solid long term investment Eleanor Beardsley n.p.r. News Paris this month on All Tech Considered we're looking at how easy it's become to track people and one reason facial recognition technology. They've been called hooligans though they're officially known as active supporters either way diehard fans of Denmark's Run Bruce soccer team have a reputation for being rowdy sometimes even violent so Team officials are using facial recognition software to cut down on stadium brawls Sissel Overgaard reports from just outside Copenhagen it's a cold but sunny day on the outskirts of Copenhagen and dozens of men dressed in black a few with face masks are gathered outside plunder stadium fists in the air shouting about how their team will soon beat and beat up the arch enemy f.c. Copenhagen I I my attempted photo of the group gets a gloved hand in the face and a security guard scurrying over with concern a bit and I ask you to indicate Ok Don't tell me says it will end badly if you don't want to be recognised Ironically it would be an anonymous group has become the target of one of the 1st large scale facial recognition so. Dems approved for private use under Europe's strict data protection laws the chant over the group moves towards the stadium entrance where they along with $21000.00 other fans will be asked to remove masks hats and glasses so a computer can scan their faces compare it to a list of banned troublemakers and determine whether they can get in since being launched a few months ago the system has caught 4 people on the watch list I think it's great I think it's Ok Martin learned is here with his kids we're here to enjoy the game we're here to have a nice time we had a shot of the opponent but we're not here to fight and if people want to fight they should come to the game learn says that while the idea of facial recognition technology gives him because he trusts that here it's being used well you can't do anything in Denmark without getting the proper approval so it's not been misused you can do that in Denmark Bundy's security chief Miquel outwits and says getting this system approved did involve government regulators team lawyers the software company and fan input goes a long process which I guess about 2 and a half 3 years to get in place and now that it's here Levinson says he's very careful to stay within the prescribed boundaries that means pictures of those on the watch list are entered into the system on game day and delete it again at the end of the day the system is not connected to the Internet and there's a cross check to avoid false positives Lauritsen says at one point the police asked him to enter a suspects picture into the system to help with an investigation and he said no because that is not part of the deal I know if I misused the system I'm not allowed student isn't it whether they're going forward and will be restricted in what can do in a further than we are now so I'm not going to misuse the system or misuse the trust with been given Still that's not enough reassurance for everyone yes for law and is chairman of the political association of Denmark he says it's a slippery slope from one facial recognition system to the next and he believes it's a tool that should be reserved for rare situations involving. Or serious crime using this very invasive error prone technology something by making sure that person's on a band is cannot go is afoot by the merits is really not proportionate So in my opinion this should never be no doubt about it being stupid but he acknowledges this is a tough fight everyone I talked to at the stadium expressed some version of it's inevitable and in that light says I Professor Henrik Ibsen the best thing any country can do is have the conversation the important part here is that we have these discussions and we are taking both advantages and risks into account when we decide what to do because no necessary right and wrong answer is in the us it's a conversation that so far has been happening on the local and state level and is usually about how government uses the technology not so much the private sector but now there are several bills pending in Congress to regulate facial recognition and some have bipartisan support for n.p.r.
