We are coming on the air to bring you a News Conference about the bombings in new york connection of the bombings, ahmed con rahani was taken into custody and taken to the hospital. Mayor bill de blasio and the police commissioner, james oneill is speaking nout. This investigation into the bombings that occurred in successful thanks to the Brave Police Officers were the linden, new Jersey Police department. They captured this dangerous individual, Ahmad Khan Rahami. In doing so, we had two Police Officers injured in linden, new jersey. I wish them the best and a speedy recovery. This is another example of what Law Enforcement does every day, they put themselves in harms when we went down to the scene on 23rd street to see the devastation from the blast and the response by not only nypd, the fbi, the fire department, the port authority, the stays police, they all went to the danger. My first day on the job. This is my first day on this job but certainly not my first day on the job. I was so proud of what i saw that day. It was done together, all the agencies, the level of cooperation was impressive. Were joined today, as i said, by the assistant director in charge of the new york fbi office, bill sweeney. He will give you some details. This case is very much active. It is still very much active. Our primary focus has been to identify and apprehend the person responsible for these focus on other aspects, whether he acted alone and what his motivations may have been. Before turning this over, i want to offer my personal thanks to everyone who worked so exceptionally in bringing this individual to justice. It is a pretty tough way to start my new position as police commissioner. Again, as ive always been so proud to be a member of this agency, the new York City Police department. Mr. Mayor . Thank you very much, i want to say our First Responders from the very beginning of this situation performed with extraordinary skill and courage. The nypd and state and federal partners, i thank them all and share a deep concern for the two officers in new jersey and we are hoping they will have a very speezy recovery. This is a situation where we have rapidly unfolding information. You are going to hear some from more to say in the coming days. As, per usual, there are some things we are not going to be able to talk about. I want to say that up front. We will do our best to tell you what we can give you. I want to note up front i received a call a few hours ago from president obama. He wanted me to tell the people of new york city how much he admired the resilience of the people of new york city, how our people handled this crisis from moment one. Business yesterday and today. The president offered his congratulations to our First Responders for all they had done. Now, we have, as i said, a lot more information is coming in all the time. We have so much more information than we even had a few hours ago. Based on the information we have now, we have every reason to believe this was an act of terror. We will be going into some investigation ahead. Now, we have, as i said, every reason to believe this was an act of terror. In addition, we want to note that because this is an on going investigation. All new yorkers should remain vigilant. At any given be point you might find a piece of information, hear or see something that could aid the nypd or our partners. We want all new yorkers to vigilant and provide that information if you get it call 1800577tips with any information you have. We activated earlier today a messaging system used by our office of emergency management. That allowed u to get information out to all new yorkers across the board. It had an extraordinary effect, also reached many people in the metropolitan area. We were able to reach all of our because of the technology they have now as well. That is something that proved to be very helpful in this instance, getting that message out, broadly putting everyone on alert in a mutual way. We believe that was very helpful in this situation. There is still information we will need. It will be an ongoing investigation. Even though this suspect is eh last 24 hours, we will have a very strong, invisible nypd presence, because of this incident and because of the United Nations general assembly. You will continue to see throughout the week a strong nypd presence from our Critical Response and Strategic Response group. You will see heavily trained officers and wellarmed officers. You will see people, our officers in the subway. That will continue throughout the week. We want that high level of readiness of course from the nypd. I ask all new yorkers, continue your vigilance, continue to share information with Law Enforcement. I want to thank assistant director sweeney for the exceptional work and great cooperation of the fbi in this matter. Thank you. Good afternoon, since the last briefing we provided you yesterday, huned new jersey along with the nypd Detective Bureau have been working around the clock developing and tracking lead, reviewing surveillance footage, ploying sophisticated techniques and executing searches. Based on our evidence collection and supported by other analysis, last night, they conducted a traffic stop of a vehicle near the verrazano bridge in brooklyn. That vehicle was seen at a location associated with rahami. Based on the totality of circumstances, they executed a stop of the vehicle. The passengers were questioned by agents and no one in that car was under arrest. Collection, supported by other analysis, searches and interviews were conducted at residences in elizabeth and perth amboy, new jersey. Additional leads were followed as well. We turned to the public this morning for assistance initially using a more recent photo of rahami. A short time ago, as you know, rahami was arrested in linden, new jersey. Two linden Police Officers were hope for their quick recovery. We will conduct activity. For that reason, i do not plan to answer specific questions about our techniques or our knowledge of the devices, other than we have directly linked rahami to devices from new york and saturday in nuew jersey. The work of First Responders and Law Enforcement and the contributions of an engaged public have been thank you. Can you talk about charges and make the case and whats going on there . Obviously, a lot has happened over the last 40 or so hours. I want to add my comments to those of the people sitting behind me. Condolences to the officers and i believe there will be a charge by the local prosecutor in union county. While that is pending and the defendant is being held, you can expect that the u. S. Attorneys office here and perhaps the u. S. Attorneys office in new jersey will be working to put together as comprehensive and thorough a collection of allegations as makes sense. We are not rushing against each other to bring charges. We have all been racing together to try to catch the here. Thats now been done. We are going to take a lot of care and a lot of time to make sure if we bring charges federally in the Manhattan District Court that we do it in a way thats careful and thorough. Do you have any knowledge if in rahami had trained overseas . You did say he was associated in new york and new jersey. We have no knowledge what the is there connection between the incident in new jersey on saturday . Are you ruling out last night what happened in elizabeth, that incident at all . We are not ruling anything out. The investigations takes a while. The evidence collection takes some time. We are absolutely not ruling anything out. Who was in that car . I am not going to comment on that. Could you please speak to whether there are cells now under investigation, anything that gives us an inkling to where this is lead sng. I have no indication of a cell in the city. Were the photos put out, was it a photo that triggered some i dont know that for a fact myself. I believe thats what initiated the call to the linden p. D. Do you know what the motivation was for this area, why this area was targeted . We dont have any information on that at all. For the commissioner for the fbi, he has obviously investigated a lot of money for people in the city for events what were you able to use for the surveillance teams. I wont comment on the types of tools other than to say the tools in the city are fabulous, exceptional, necessary. I give the other comments to the commissioner. A lot of technology and good oldfashioned police work. This is a pretty quick turnaround. A tremendous job by all involved. The alert system is very helpful to the Police Department and the fbi in this instance and others incidents also. It gets everybody involved. There are 36,000 of us, the number of fbi agents. If we can get everybody engaged in helping us keep it safe, this is the way to go. The Pressure Cooker, how significant was th what did you gain from the Pressure Cooker . Was there any video that helped you with it . I wont comment specifically on something from the Pressure Cooker that led us somewhere. Any piece of evidence that we obtained, whether it is a piece, a fragment, something whole is worthwhile. Commissioner, was there anything significant about the particular day on saturday that the motivation, we dont have that yet. That will be part of as we go forward. Was rahami on a radar of any kind . Do you believe there are any other bombers or bombs that you are actively looking for or conducting any search for . I dont have information where i was looking for any kind of device at all. We keep all options open. Was rahami on your radar . There is nothing to indicate that currently he was on our radar. We had a report of a domestic incident some time ago. The allegations were recanted. I dont have any other information. Was Governor Cuomo invited here . Are you working with him . Also, what about the criticism that you havent had many joint appearances . Yes, we were working with him and got together at the site and spoke to folks in the community, a lot of close coordination with the state, the federal government, et cetera. I think we are all you can see the results of this kind of combined effort. As the commissioner said, including the people very deeply helping us get to the solution here has made a huge difference. So why isnt that . You would have to ask him about that. Is there any sense of what point he may have radicalized . I do not the question about radicalization, i do not have information yet to show what the path of radicalization was. Your first question was about a record. To be honest, i currently do not recall what i read in the record. I would have to get back to you. Ozzy . Trump that said that Law Enforcement officials go back to profiling to prevent things like this. I think we right now are addressing a specific crisis and even though that is a perfectly fair question, i dont think we want to talk about partisan politics at this point. I would say im very, very proud of the work of the nypd and the fbi and the way they have so quickly found thepe going on. I have a lot of faith in Law Enforcement and the way they do things right now. Commissioner, is there any chance what should they be looking for . Marcia, at this point, we are extremely grateful we are able to apprehend the suspect out in york city. We are the number one target in the world. As far as this investigation and working again with the fbi, im a lot happier today than i was yesterday. I think all new yorkers should feel secure, that the nypd and all the other Law Enforcement agencies in new york city will continue to keep them safe and continue in this investigation to make sure we get to know who was involved and why, which are the important things. Let me just add to quick, marcia. First of all, there is no other individual we are looking for at this point in time. Thats very important to answer your question. Second, vigilance is called for. Its very, very important if people see anything unusual, particularly an unattended package, they report it immediately, call it in or find a Law Enforcement officer. I think the commissioner is exactly right. For all the men and women that did this work to get this suspect. We want to remain vigilant. So can anybody give us a feel on the apprehension itself . Are you glad that the suspect survived the apprehension . How valuable is that . The apprehension, myself, i am much more relieved than i was last night. The fact that he survived is excellent both from an investigative value and from the fact that we didnt loose a life. Can you tell us who he is, where he is from, where he has been live sng ing . Can you tell us who he is . I dont have enough knowledge in my own head to fill that out. Has he been here for several years . In new jersey, most recently. I would have to go back and look at addresses. Him, his radicalization or intent . I dont know right now. Mr. Mayor, on the emergency alert, can you be specific about how that was helpful given that he was caught in new jersey, given that this is the first time they have been used for a manhunt purpose like that . How was that decision raised . Several questions there obviously. We think it is a very valuable tool. We think it created a lot of focus and urgency. Our law including our colleagues in new jersey, will be able to fill in the blanks on heexactly what th positive effects are. It contributed to the successful apprehension of this suspect. This is a tool we will use in the future. There was an imminent threat. It was an appropriate situation to use t it is another example of the innovation that is going a way to reach people different from the past, no more a wanted poster on the precinct house wall. This is a modern approach that engaged the whole community. Yes. We used it in the past. The reason he was used in case was the specific potential danger. It made sense to do a very broad alert. Two gentlemen found that im going to let chief boyce to answer your question, we have a video of two person that is picked up the bag, took the device out of it and walked off with the bag. We went back to see where they came from. They looked like they were two gentleman just strolling up and down 7th avenue at the time. We have no information that would link them to this at all. We still want to talk to them obviously. We are considering them witnesses right now. Once they picked up the bag, they seemed incredible. They picked it up off the street well find out and put their images out and identify them. To clarify, commissioner, based on what you know, do you believe right now, we have who we need to have. As we go forward in this investigation, thats part of what we do. We are going to talk to family, talk to friends and see what the connections are. This is part of the investigation. You are not anyone. Can we go back to this individual. Is there any indication is there any way to tell this will be determined once we speak to them. It is difficult to say if they inadvertently pulled the wire. Thats something for us when we talk to them when we go forward. Cant say right now. Chief, while you are there, cooker was a device and can you say that definitively . Did this arrest at all make you rethink central park . Again, with central park, well go back to that. From what we have and know now, two separate incidents, two different devices, wholly different and a couple months apart. We are always rethinking central park. It is still an open case. I cant answer the other question. Pressure cooker was, in fact, a device . Im not willing to say that. Im not going to describe the device and how it would work. Those that are in custody, are they still in custody . Can you describe whether they could potentially go free . Five individuals from last night are not still in custody. I am not going to discuss what future. For their sweeney, did the suspect say anything during or after he got arrested . Did the subject make any statements during the apprehension today, no, not that im aware of. New jersey and the team from newark are out there. That will continue as well.
