Crews are out on frying pan road fighting a wildfire. Evacuations could be possible if the fire continues to spread. Well update you if anything changes. To the north of that fire, crews spent the night keeping their eyes peeled after a fire in gypsum were destroyed. The cause of the fire is still under investigation. The threat of more fires is very real as in colorado. Boulder county is under a red flag warning through this evening. The National Weather service is warning of near critical wildfire conditions. The most at risk areas are in the southern colorado mountains and valleys. Hazardous conditions are stretching up into wyoming and montana. Lets check in with belen de leon now. Our warm weather is contributing to that fire danger. It is drying out the fuels and these warm temperatures arent helping and get a handle on the fires existing. Lets take you to our maps. But our fire danger are remain high through tomorrow. A red flag warning is in effect from 11 a. M. Through 7 p. M. For areas in south eastern wyoming, the panhandle and nebraska, alonghe range mountains and in South Central colorado and south eastern colorado where humidity will drop to less than 9 . I think our temperatures will because of the effect of the downsloping winds in the foothills. Our normal high around this time of year is 65. But our record high is 89. And the hot fire danger is not only the case for today, it also will be an issue for tomorrow. Now, in the mountains is where they will feel the stronger winds for today. A while ago i was talking about the jetstream. That jetstream is that rapidly moving kind of river of air that is up and over our heads. We will have a center of that jetstream that has strong winds moving into eastern utah and western colorado today. Now, here is a look at it using our graphics. You can see you can see where we will have those stronger winds. I mean, were talking about winds that are up and over us that are gusting up to 175 Miles Per Hour. So when you into the surface, were talking about strong winds for the surface as well. So in the mountains, we will have several wind advisories in effect for this afternoon, lasting through tomorrow. Because this high wind danger will continue all the way through tomorrow. There you see the jetstream currently. And where you have the brightest colors is where we have the stronger winds. So that is going to be moving into colorado today. A wind advisory will go into effect at noon, lasting through tomorrow morning. See gusts from 20 to 30 Miles Per Hour. And peak gusts up to 65 Miles Per Hour. The winds coming in from the southwest. So both hands on the wheel. It will be difficult to navigate in that area. The winds on the front range and the foothills, southern colorado means a red flag warning. That starts at 11 00 a. M. Its an amendment that will have far reaching i am preliminary indications on other amendments in the state. It would make it harder to make amendments to the colorado constitution and the subject of this weeks balance of power. Welcome to balance of power. Our debate on amendment 71. It is an amendment to make it harder to pass amendments in amendment 71 basically does two things. It requires a 55 super majority in the vote to amend colorados constitution. And it requires signatures to come from 2 of registered voters in each of our 35 state Senate Districts in order to even have a vote on a new amendment. Joining us for this debate is josh with raise the bar. Thank you for being here. Thanks for having me. And elena nunez who is opposed to the measure. Josh, i want to start with you. This has popped up before. Walk the walk question. Did you go to all 35 state Senate Districts to get signatures informer this. All 35 and collected a huge hall of signatures. In all we collected 183,000 signatures, more than 75,000 of them came out of the denver metro area. We went neighborhood by neighborhood, parades, events fairs and got the signatures. Did you get a couple thousand from each of them. We collected a significant said whether or not we collected x number. But the reality is the provisions of amendment 71 dont control until it is enacted. The commitment that we made early is to collect a large number of signatures and all of the 35 state Senate Districts. And we did. And the reality is we had a huge support in rural colorado. We had support in those communities. But you think its a realistic bar. Absolutely. Sort of from a population perspective communities. These communities havent been engaged in the signature collecting process. You go to libraries and door to door and it works well. You think its not a realistic bar. Opponents think its not. They gathered signatures throughout the state. Thats great. I have never been part of a campaign that hasnt. Looking at the signatures sampled by state, they came up short in nine districts. The problem with amendment 71 is if you come up short in one district by one signature, you dont make the ballot. What that means is to qualify measures for the ballot, you will need a lot more mondayy and resources to put something forward. You cant just wait for the secretary of state to tell if you you got close. Thats why it will take more money and why the bar set is unrealistic as demonstrated by anyone could go out with clipboards and get signatures. Why not impose a requirement that makes you to go to different parts of the state. It will make it expensive. When josh talks about the campaign and what they have done, they spent a Million Dollars on signatures. They came up short. They couldnt meet their own standards. Amendment 71 would put it impossible to put forward. It should be available to all of us. Amendment 71 would make it so thats not the case. At the end of the day, amendment 71 makes it harder to get amendments on the ballot. That means fewer opportunities for voters to decide policy in the state constitution. Why some voters give up that power. The analysis done by complete colorado is a wholly owned subsidiary of the no campaign. Its kind of its a bogus detail. I dont want to get held up. Colorado is one of the few state thats set the bar the statement for amending statutes. If you have a couple Million Dollars in your pocket and want to change things, why put it in statute where you can put it in the constitution where it is there forever. Voters are kind of sick and tired of it. So why is it protect sacred rights, fundamental values, things that unite us. When its in the constitution its there forever. If you want to change the constitution or foundational document you need the support. Youre asking the vote hers vetters to give up a bit of their power. Youre not changing the statutory process. Lets say that youre angry at the governor or the legislature lets say that you dont have a broadly supported concept that gets support across colorado, you can change state statute under the same rules as today. So yes if you want to put something in the constitution, it should be harder. Not impossible. Collecting signatures statewide is not an onerous requirement. Its the expectation its the expectation that has the Initiative Process across the country. Elena. Anyone who says its easy to get something on the ballot has not tried. To say that colorado has the easiest to amend state constitution is not true. There are other states that have longer time periods to collect signatures so you have an incentive to go the statutory route. We dont have that. The first to keep in mind, this is the one tool that the people have when the legislature is not responsive. There is no protection if you amendment 71 misses the bar there. Moreover, theres quite a bit in the constitution that we may want to address in the future. This will make it prohibitively expensive to address the issues.
