Tonight florida is bracing for impact as the winds from Hurricane Matthew grow stronger. The massive category 4 hurricane is hugging the coast lien and has not made land coastline and has not made landfall at this point. Devastating effect on three states, especially for those who refuse to get out. Reporter vicente arenas has the story. The governor of florida said its here and its a monster. We can already see downed power lines, arcing wires, Evacuations Ordered in many parts of florida, georgia and South Carolina. At dia tonight all flights to steps like orlando, Fort Lauderdale and miami have been canceled. At Miami International it looks like a ghost parts of West Palm Beach have also been shut down as the state prepares for more than a foot of rain. The category 4 storm is also expected to produce a massive storm surge in some places. The storm will kill you. Time is running out. Reporter hundreds of fema disaster workers are being deployed along with water, cots and food. More than 1 Million People have been told to evacuate in florida. Ive had 10 million calls from my son. So im really trying to get reporter the massive storm is expected to be among the worst to hit floridas east coast. Still some people are refusing to evacuate worrying emergency workers. I dont lean toward bravado, but i talked to my detective captain and told him do you have body bags . Are you prepared for mass casualties because if people do not leave and we get 140mile an hour wind gust in some of our mobile reporter in South Carolina people were preparing for matthews fierce wind. In some places storm surge is the biggest concern. What were expecting with storm surge, lping pele wh are sick and infirmed, we just have more things to do, having to track down those that should be evacuated per the governors orders anyway. Reporter in georgia all the lanes on this interstate have been converted to lead out of savannah which is under Hurricane Matthew heads further north. More than 100 people were killed as matthew roared across the caribbean. Wind and storm surge damage is expected from georgia to the carolinas. Matthew arrived and it will be a long night in florida. It will. Now lets get to matthews path. Meteorologist danielle grant is keeping an eye on this storm. Where is it headed now . A tonight in the fact the National Hurricane center positioned this storm ever so slightly east of the florida peninsula, so thing looking a little better, but still this is a beastly storm and you can see the eye still about 100 miles away from the coastline of eastern florida. Right now still considered a category 4 storm, winds sustained at 130 miles. It just stays parallel across the coastline but still within 60 miles of that eye in either direction youre going to find Hurricane Force winds. Of florida, georgia and into the carolinas will be looking at damaging effects from this system. Saturday afternoon it is downgraded to a cat 2 as it starts to roll into north carolina. A very interesting track as it shifts south and potentially curling around to the southwest by sunday evening. Of course, the storm surge will be tremendous. Walls of water will be pushing through these states as well as just the many locations from jacksonville up through charleston anywhere between 9 to 12 inches of water with localized amounts up to about 15 inches of water. You can see this is a view of all the different computer models that we look at. A couple models take the storm to the north and east out to sea while others, ryan, are pulling this storm system back to the southwest making that loop into florida which could potentially mean a one two punch for folk down there. The Denver Police department has new software that allows it to track social media posts coming from any given location. It is legal. However, the aclu wants clarification on how police plan to use it. 9news reporter dan grossman joins us now. Through this is a previous abuse of power case involving dpd. It traces back to 2003 when the aclu sued dp of these accusations. Back then officers tracked people who attended peaceful protests and labeled them as criminal extremist even though they were participating in peaceful pres. Denver settled the lawsuit and agreed protests. The focus right now appears to be to require reasonable suspicion in order to use surveillance of the social media sites of political is it appropriate to identify certain people as threats simply by searching a political movements hashtag such as black lives matter . The 2002 ruling would suggest no. I would hope that there would be a detailed policy spelling out what limits will be placed on Denver Police officers. Denver Police Released a Statement Today to 9news saying in part they use the that may assist with the prevention of violent acts and criminal activity. The aclu said they dont want to impinge on peoples privacy. They said theyll release it in the next few days. So well wait and see. A man shot and killed by people with a swordlike weapon on the campus of cu boulder has been identified. Brandon simmons threatened a person in a parking lot and then went inside. Police confronted him inside a stairwell. They say he was shot when he refused to drop his weapon. Douglas county detective dan brite spent about a month at parker hospital after being shot. He received a warm sendoff today. Brite was at the september 2nd. Hospital workers lined the hallways and cheered as he was wheeled out of the hospital today. Hell continue his rehabilitation in craig. He and his wife christine released a statement thanking the community that reads in part, we have seen goodness, kindness and loves in ways we never could have imagined. The outpouring of support, donations and prayers tremendously helped us through this difficult time. From the bottom of our hearts we thank you for your continued who shot and killed a suspect last month will be awarded a medal of valor. Deputy terry james was fully justified in defending herself last month. Investigators say Adrian Schaffer fired at the deputy as she approached him in her vehicle in longmont september 10th. She fired back. Schaffer later died. The Sheriffs Office said her Quick Reaction saved her life and possibly live of others nearby. The deputy is expected to return to duty soon. Next summer the claire davis act takes effect. Claire died in a School Shooting at Arapahoe High School in 2013. Staff at dozens of schools in colorado are getting training in how to handle a violent situation. Earlier this year 9wants to know discovered that some Colorado Schools have not trained for an active shooter, dont know how or wouldnt tell us if they did. It can happen anyone. Reporter today he teacs what he calls train the trainer. Really act as a force multiplier making sure students, staff, first reon understand whats going on. The real Police Station is to light a fire and the real mission is to light a fire and if it works in their community, there are free resources and a website to make it happen. That starting next summer makes schools liable for safety. We can legislate this and mandate, that but if we dont have somebody boots on the ground who is willing to take this as a cause and make it happen, then all the mandating is just that. This year the Colorado School district selfinsurance pool will pay for training for as many as 75 districts. The train that crashed into a terminal station in new jersey last week was going twice the speed limit when it hit. Federal investigators say the engineer did hit the emergency impact. Last thursdays crash killed one person on the platform and injured over 100 others. The day recorders show the train heading toward the platform at 8 miles an hour but then accelerated to 21 miles an hour just before hitting the platform. The speed limit is 10 miles an hour. Today the new Jersey Transit announced a new rule for commuter trains. A conductor will be required to join the engineer whenever a train pulls into the Hoboken Terminal or atlantic station. Tonight temperatures will be down to about 31, widespread freeze across much of eastern colorado with those clear skies and quiet calm winds means great radiational cooling overnight. You can see the numbers from fort collins south towards springfield and trinidad hugging that freezing mark with cooler temperatures in the mountains. The freeze warning will be in place along i25 until 9 00 tomorrow morning. We have frost advisories in nebraska and kansas. Just kind of keep this in mind. Tomorrow morning youll want to head out with a good coat. By afternoon you might not need it as temperatures should have warmed up significantly. We are watching our cold front from earlier this morning now into parts of the midwest with some very heavy rain showers, some severe storms in parts of the midwest through missouri, the southeastern side of kansas and through oklahoma as well. Around colorado our storms really starting to fizzle out, maybe a le South Central colorado but all eyes really have bankrolls the atlantic and, of course, hurricane have been across the atlantic and, of course, Hurricane Matthew. This storm is so close to the florida coastline. However, the National Hurricane center is now indicating they believe this storm system is actually just going to cruise up and hug the coastline before it potentially moves into atlanta and the carolinas within the next day or so. Around here in colorado tonight tomorrow morning we wake up to clear skies out to the west, a little bit of patchy fog along the far Eastern Plains, maybe a little bit sneaking into weld county early tomorrow morning, but it will be a very, very cold start to the day. By afternoon with all that sunshine and the clear skies our temperatures warm up dramatically. By 10 00 tomorrow night once again mostly clear skies here in town. Tomorrow about 65, so certainly warmer an afternoon. Daytime highs potentially low 70s across the far Eastern Plains with 50s in the mountains. It should be mild to the west in Grand Junction south to the four corners. 40s and 50s across the foothills and in the mountains with mid to upper 60s around the i25 corridor and in Northern Colorado enough of the same after a very chilly start to the day. Well have plenty of sunshine the rain early this morning is starting to shift to the north and east making way for high pressure. This is building in right in time for the weekend, so warmer and drier weather coming our way. For the weekend we return to the 70s saturday and sunday, close to 80 monday with potentially a few showers by tuesday.
