Reporter harvey has been downgraded to a tropical storm, but does remain a serious threat for southeast texas. Officials warning theres potential for catastrophic flooding, as harvey spins deeper into texas, unloading huge amounts of rain, even triggering more Severe Weather inland. The driver of a pickup truck it was killed when his vehicle was hit by a train in rodeo this morning.
