Mud as high as five feet pressing against them. It might have gone into the back bedroom into a part of the second bedroom. The whole backyard. Reporter you can see how it mowed down everything on the slopes before crashing in the houses. Reporter those who live on the upper road are glad they did not drive through ear. Plus sandbags were shoring up the erosion for years until now. Its kind of crazy that we live here. Reporter the tarps tell the tale of life in the east bay hills. The bay area is prone to slides especially during soaking winters. And it was intense. Reporter they wonder if a pine that fell and cracked the road two weeks also damaged the water line. Something obviously undermined the streets. Im guessing a broken water main, but i dont know. It is possible for east bay mud, but more likely this was an act of nature. Whether there was some contribution, it is unclear at this point in time. Reporter crews have both sides of the crews have both tapped into both sides of the slide. Everyone hoping for the best. I think we are all real happy the neighbors below us are safe, but we are kind of worried. Theres been a lot of rain, which may not be the last slide we have up here. Water services are expected to be restored for 20 households. But remedies for the mud damaged homes are going to take a lot longer. Yeah boy it is something when you take a look at all the damage. Is there any sort of timetable for when they might be able to return . Reporter there is not even an estimate at this point. A statement from Oakland Public Works says engineers, they have to come out here and assess the stability of the homes and the hillside and then determine next step. Crews today were cleaning up from the strong winds overnight. Take a look at this tree that fell at sky west golf course in hayward. Neighbors say they heard and felt it fall from a quarter mile away. They described the tree as more than 100 feet tall. The winds caused Power Outages throughout the bay area losing power at some point during the storm. Crews scrambled from one outage to the next restoring power. Yes, it is a new development for the past half hour, rainfall picking up there as we have been talking about two storms this week. The first one last night and the second one moving through tonight. Tonight it is more of an unstable area. Were seeing more of those isolated heavier downpours, so quite a bit of activity on Storm Tracker 2 radar over the past four hours. All these symbols represent the storm reports. The reports of some flooding after being scattered around the bay area. Well come in closer and show you the coverage of the north bay and it is hard to ignore all the yellows and oranges showing out here towards parts of Solano County. And we will estimate the rainfall rate with one cell. 3. 4 inches an hour. A pretty good downpour if you go to the south here jumping out to an inch an hour, the rainfall rate right now. Thankfully they will start moving along where you are not sitting in one spot for a long time. Im noticing some heavier rain towards the bay bridge toll plaza within the past 20 minutes or so with the coverage right now on the radar as we would push the maps out to the east bay, inland east bay towards concord, clayton, walnut creek. Still some rainfall as they will be picking up right now. Then in the south bay perspective, not as much action, but we do have some more development out here in the pacific closer to half moon bay. These totals are really adding up the rainfall totals over the past two days. Kentfield approaching four inches of rainfall. Santa rosa approaching four inches. Look for the amounts, even San Francisco. 96. Thank you, mark. Tonight crews are working to recover a barge that sank just south of the bay bridge during the stormy weather. The barge carrying a crane was being used by bars. They were also carrying 4,000 gallons of diesel fuel and 300 gallons of hydraulic oil. A small amount leaked into the bay, but the coast guard says the spill was contained. At this moment there appears to be no danger to wildlife. So far we have not seen anything, but we have crews out there monitoring for them. So if we do see them, we will actually activate the oil care network. That unmanned barge is now at about 50 feet of water. The owner has hired diving and salvage crews to retrieve it. A pacific sail and power boat show will go on after taking a hit from last nights storm. A number of docks and boats were damaged by strong waves and wind gusts up to 70 miles per hour. Organizers at the marina bay yacht harbor said they worked all day to repair the damage and the boat show is the largest in Northern California and it will go on running through the weekend. Governor brown today declared an end to californias drought in all, but four counties statewide. The governor said in a tweet this drought emergency is over, but the next drought, it could be around the corner, conservation must remain a way of life. The governor issued that order, mandating a 20 reduction in water use, but says california, they still need to conserve water and the way we use water has permanently changed. This is absolutely not a good time to start hosing down your driveways or start washing your cars without a shutoff valve. Those are things of the past. The drought has plagued california for nearly six years killing an estimated 600 million trees, disrupting the water supply in many rural community. The drought emergency remains in effect in fresno county, kings county, tulari county. Well the governors controversial gas tax was fast tracked to the legislature. And now that bill is awaiting his signature as ktvu rob roth reports tax money will go to repair roads, but drivers still arent happy about paying more. Reporter the gas tax will rise 0. 12 a gallon come november 1. That means california drivers will be paying on average 10 a month more. It makes me feel good. I hope they fix the entire roads, they are really broken down. Under the legislation, the gas tax increase comes on top of a 38 hike in the vehicle license fee and a newly institute of Registration Fee that could cause up to 175 a year. All that will bring in billions of dollars annually and that is money to fix the deteriorating roads, especially the potholes. And the probusiness Bay Area Council lobbied hard for the bill. This is a a huge win. It will give us a chance to take care of billions of dollars of backlog repairs that our roads and highways will need and to invest in our Public Transit system. They will bring the total gas tax in california to 0. 68 a gallon making the second highest gas tax in the u. S. Behind pennsylvania. But the increases will likely make california number one in overall gas prices ahead of even hawaii. Truckers are unhappy about the increase to tax on diesel that will rise 0. 20 a gallon. It will cost us about 5,000 extra in just the fuel tax alone. Everything will move by truck. And so everything will go up. I was in shock. I couldnt believe it. Reporter the graduate student has conflictive emotions. She has families in and near damascus. She wants the stop of the gas attacks on the Syrian People and the bombing by their own government. It was really emotional seeing all the really important, you know, monuments that i visited and the sights just gone. Theyre completely destroyed. The u. S. Attack is a necessary step. I was happy about it because we need action, but at the same time is afraid because it is never an easy thing to say please come bomb my country. Its not what you would want ever. Reporter she also a supports the u. S. Air strikes. She has spoken to her parents and two sisters today and they are safe for now. In santa cruz tonight, rescuers would try to save a shark near pleasure point. The 10foot long shark was spotted about 5 15 tonight. And two weeks ago they said stubblefield introduced himself saying he is looking back at their business affairs. One day i went to get my mail and i never saw him before. We have to remember the bill of rights protects us from ever being forced to talk to Law Enforcement. Reporter when we spoke to zahr balue a couple weeks ago, members of the hack ativety expressed fears. My main concern is people are being targeted by their race or religion or natural origin for intelligence gathering information and they treated a suspect. We do not focus on the community. Legally we do not do that and in practice that does not happen. And second we do not look at individuals based on their ethnicity and their National Origin and their religion. That would be illegal for us to do as we do not do that. There is a level of distrust between minorities and Law Enforcement and that they cannot be fixed overnight. We need to do a better job for reaching out to the community. But i would also like to ask for the community to be accepting of that handshake when it is extended. That is very important for us. So we get to know the community and they are not imagining fears out there about what they do and why we do it. Reporter those imagined fears, they stem from tv, shows, and stories, painting a negative perception that the fbi is working to knock down. If the fbi comes to your door you are not obligate today talk to them. If they are contacting you for information to help them it is best to cooperate. And authorities found the pickup truck and their cell phone in an orchard on monday. But they also searched the house where she was last seen.
