Amber . Reporter julie, thats right were at the intersection where the mother of three was shot and killed. There is a small memorial for her. We spoke to her family tonight, they have an emotional plea. Life was just stripped from her. Reporter rashandas family is left in mourning. Two of her sons were left behind ages nine and five, witnessing the mom being shot and killed. The best thing i need to ask anybody to do is lift this family up and her three boys up to god. Reporter a neighbors surveillance camera caught a part of what happened. Franklin was driving her boys to school when a silver mercedes pulls up alongside her and then in front of her blocking the path. She is seen backing up her jeep. Police say franklins estrange boyfriend 43yearold lawyer mcbride of san pablo walks up to her, argues with her for a few seconds shooting her. He could be seen walking back to his car and drives off in his mercedes. Another neighbor a woman, walked the victims two sons away from the jeep. Police credits neighbors with helping them identify mcbride as a suspect. It breaks my heart because the guy, whoever did this, they are doing it around the the other children, you know. I cannot believe it. We are having a hard time dealing with this because most of us are parents like myself. We cant imagine, we just cant imagine having our children watch their mother be murdered. Reporter the god mother of franklins 9yearold son said she has spoken to the boy. He says i miss my mama, he killed my mama and i miss my sunshine. Reporter franklins family tells me she was in Cosmetology School and her dream was to open up a nail and hair salon. Her sister says franklin had been with the suspect for about a year, but moved from oakland back to richmond when that relationship ended. And he has been stalking her, pulling me over the other day asking where she was at. And i didnt know. Reporter any information leading to finding this person who did this vicious murder to my child, please turn him in. If there is a wife or Family Member out there, you know him, you know where she at, turn him in because that could have been your child. Reporter here is another look at suspect lawyer mcbride and his silver mercedes s550 with dealer plates. Theres no restraining order against mcbride, but a source tells me there is at least one report of a Domestic Violence incident to Law Enforcement between the suspect and the victim earlier this year. Julie, ken . Amber, it is just heartbreaking. Our hearts go out to those little boys and the womans family. Do police at this time have any idea which way he may have gone if he were to have crossed state lines at all . Any idea . I asked them. All they are saying theyre pulling out all the stops to look for the suspect, but not releasing any further details. All right amber, thank you. Now to developing news in a bullet riddled car in napa. Its where officers opened fire after they say the driver shot at them. That driver was killed. Tonight investigators are still at the scene in west napa almost eight hours later. Ktvus Debora Villalon is there with an update for us. Deb . Reporter ken, the vehicle is still here and the man who was shot is still in it. The car is covered now by a blue tarp. This man has become a dispute between neighbors, which escalated in violence. It was like a battle to me going back and forth. More like a reward. Reporter some residents were in the midst of it. Gunfire that brought people outside to find this honda civic crashed after police shot the driver dead. The hamiltons saw it unfold just steps from their home. I saw him drive by. And then he didnt stop for the Police Officers and they started firing at him. There were Police Officers trying to shoot at the car. Then i heard probably 15 shots or so while i was there. That was pretty scary. Any time we have a situation like this our hearts go out to the family. Reporter napas police say the deadly force was unavoidable because the suspect fired first. Officers on the street responding to 911 calls about a man shooting a gun. Police were setting up a perimeter when the suspect backed out of his garage. He left the area. As he drove out of the area he began to shoot at the Police Officers. It really comes down to he fired at the officers. And there were many shots fired by him. This is a horrific scene for Police Officers to go through. Reporter a few officers were cut by glass or shrapnel with school less than two blocks away that went into lockdown. They kept students late, honkerred under their desk until the all clear. Everybody in my class was really scared and they were crying because it was scary. Yeah, scary when youre completely helpless like that. You know, this is napa. You dont think of little old napa like this. Reporter napas Major Crime Task force and the das office are investigating the use of force and what led to it. Its crazy. Its kind of disturbing. Reporter residents on the block need i. D. And a Police Escort to get home hours later. Many werent staying, just picking up a few things until this is over. Families finding the violence unnerving. Were a little panicked, you know, we dont have this happen in napa. To end up on our street is kind of freaky. This is the second Deadliest Police shooting in pap pa. Last shooting in napa. We dont yet have an age or i. D. On the man today or what history he might have had with police. Reporter what were hering here hearing here in the neighborhood there was some sort of a disturb between this man and a neighbor, but we dont have details yet. Thats neighborhood talk, but not Something Police have confirmed with. And nobody else was shot so that neighbor was not hit by gunfire . No, no one was hurt. New at 10 00 tonight, San Francisco police announced tonight they have made an arrest involving a serial groper on muni. Passengers on the n judah rail line have made repeated complaints on the social media site next door about the man in this photograph. They say he has been inappropriately rubbing up against women on the trains yelling obscenities at them. Police say four victims have come forward. Officers say they arrested the man today near carl and stanyan street, but at this point the suspect is only identified as a 45yearold white male. Police have identified the third of four People Killed last week in that deadly west oakland fire as 41yearold wilson, the fire burned a transitional housing building on san pablo avenue on march 27. Ed Warren Anderson and Cassandra Robertson have been previously identified. The name of the fourth victim has not been released. But Authorities Say his relatives live outside the bay area and have not been notified. Tonight we are hearing from some of the First Responders who were called to the the scene of that deadly fire. Ktvu Paul Chambers with what they remember about that morning. Im extremely proud of it. I mean very young crew. Reporter these four men were some of the oakland firefighters who risked their lives. Saving people from this three story burning building on san pablo avenue the morning of march 27. We were asleep all upstairs. It was about 5 00 in the morning or so. I was asleep in my bunk. Tom came in. Reporter many from station one were familiar with the building that housed nearly 100 people. As crews approached. I could smell it. I could smell it from just blocks away as we were approaching. You could see the embers in the air. As soon as we stepped out of the truck there were people trapped in the windows. The first thing we want to do when we get to a fire is see if there are any rescues. Always want to save lives. Reporter the scene was chaotic as people inside this building was going up in flames. They actually tied sheets together like in one of those cartoons and they were trying to make like a rope to literally climb down on a street sheet. Reporter this is what they train for as they quickly leaped into action. We pulled the firescape down, tied it off and there we went on the second and third floor. First a lady reached out, was pulled over the railing. The next was a gentleman who also reached out and i pulled him. Reporter station one rescued seven people from this burning building. When theres a fire going on you want to be able to save everybody, so it is upsetting when you cant do that. It was a tragedy. We did as much as we could to save as many people as we could. Reporter altogether they saved the lives of more than 20 people that day, but knowing some people didnt make it out alive will stay with these firefighters forever. You did have a loss of life, but you look at how many people were able to see another day. Nothing special about it. Were nothing more than an usher, an usher to life. They are a humbled group of firefighters. Wouldnt even accept a pat on the back saying it comes with the territory and it is their job. Paul chambers ktvu fox 2 news. A temporary shelter for the survivors of that fire is closing tomorrow. About 70 people who were displaced following the fire moved into the temporary shelter at the oakland youth center. That number has dropped to 11 people, but the city of oakland says the youth center needs the space back and a shelter was only a temporary solution. Some residents say they have nowhere else to go. Tomorrow the business is closing and the people are homeless. They sold us out. We were sold out. The people of oakland, black people of oakland, they are trying to clean us out. City Officials Say they are working to find longerterm housing for the people still living at that shelter. A colorful concert tonight in celebration of pride. How evil reporter they are among those in the courtroom filled with loved ones, a judge sentenced her exboyfriend castro to a minimum of 50 years for her killing. Back in october of 2015 the san jose state alum about to start Nursing School was found murdered in a downtown san jose apartment. Castro now 30 pled guilty to firstdegree murder and a strike to a prior offense. He previously spent jail time for assaulting an exgirlfriend in nevada eight years ago. That survivor driving from reno spoke saying she no longer lives in fear. Im happy. To finally know and to hear guilty. Reporter castro visibly distraught held his head down for most of the sentencing. A slide show of the pictures played in the courtroom. This is an appropriate sentence. It is a severe sentence. It is our expectation that with this sentence this defendant will die in prison. That is our expectation ask and our hope. For hugo castro he wont be eligible for parole until 2067. In san jose im Azenith Smith fox 2 news. Safety advocates met today to discuss a sharp rise of pedestrian deaths on city roads. The most recent happened last night when a car hit and killed a 71yearold man on monterey road in south san jose. He was the 10th pedestrian so far this year to die in san jose. And the 12th traffic fatality. That is compared to 18 deaths during all of last year. Most of the fatalities that occurred so far this year are behavioral related. So it is very important we address behavioral drivers, cyclists, and pedestrians. Reporter the aim of san joses Vision Zero Program is to prevent all fatal accidents on city streets. The group is is proposing physical changes to some busy roads such as adding barriers for bike lanes to protect cyclists from traffic. Today was the deadline for contractors to put in bids on President Trumps proposed border wall. The white house is not saying how many bidders there are, but the Administration Says eventually four to ten company wills be chosen to build prototypes. One Company Wants to cover the wall with solar panels. Another want there is to be a deck on top of the wall to provide views to tourists. We are getting a new look at the progress crews are making on the central subway project. The San Francisco Municipal Transportation Agency posted these photos online of crews working underground. The San Francisco municipal transportation board voted unanimously to ban ads that could be insulting, demeaning, or offensive. In the past they would have violent descriptions sparking angry protests. When responding to complaints the Municipal Railway said they didnt support messages that couldnt move them because of First Amendment protection. And the ban takes effect tomorrow. City leaders in San Francisco are studying a controversial idea aimed at helping heroin users. As ktvu rob roth reports a city is forming a task force to study whether they should open a drug injection site where addicts could go to shoot up and have access to counseling. Standing outside this building a heroin addict tells us he shoots up twice a day. Youre doing it in the middle of the sidewalk where everybody is walking by. Reporter he puts his used needles in a plastic container, not all addicts do. Dirty needles have become a disturbing part of the urban landscape. What we are doing now is not working. Reporter london breed is calling for a task force to try an idea never tried before, opening what she calls a safe injection site. It would allow addicts to shoot up where counselors would be close by. No potential sites have been determined. We want to look at whether or not we have tried this because it could possibly help. Reporter San Francisco mayor ed lee had worried such an idea would enable addiction in a cityfunded place, but he is warming up to the idea. If i have a Health Experts on site at these reduction sites, then they are not about free injections, theyre about reducing harm in the long term. Thats what im supportive of. Reporter but perhaps the biggest supporters are the addicts themselves. If i could do my drug and actually feel comfortable and i could sit there and audiocassette to a counselor. Because im not comfortable. But it saves me the embarrassment of, you know, public pda, public display of addiction, you know. And it will save me from having to hide.
