Oakland firefighters are still here at the scene of the fatal fire. Well tell you about a report we got from the city of oakland showing you there were multiple violations. And first rescuers would jump into action tonight at bakers beach in San Francisco. The search for two people in the water. Fire crews in San Francisco were called to baker beach tonight to help two people in trouble. Victims responded at about 7 15 at the old military bunkers. One of them a 22yearold man was stuck on a cliff with minor injuries. Firefighters say he was attempting to rescue another man who got swept into the water. Rescue crews initially spotted that victim, but then lost sight of him. A Coast Guard Boat remained on scene looking for the victim, but unable to locate him thus far. A fouralarm fire tore through a west oakland Apartment Building. Three people are confirmed dead and tonight firefighters are still searching for a fourth person who is unaccounted for. That happened in west oakland. And firefighters are still keeping an eye on that building tonight. Some people tied sheets together trying to climb windows. Others made it to one of the fire capes. They rescued 15 people. Two adults and two children were taken to the hospital. Marcello harris was one of them treated for smoke inhalation. He says he works on the second floor next door to the apartments where he said the fire started. The guys lights went out. Okay. We gave him a big flashlight for his house where he went and lit some candles. But the candles fell over. And so when the fire started, it started on like a blanket. Reporter the Alameda CountySheriffs Department brought in dogs. Two victims were found on the second floor. Later crews found a third body. The efforts made more difficult by debris. There were areas on the stretcher that structure that collapsed. Thats whats making the search efforts slow and pretty difficult. Reporter the buildings main tenant was for the community services, a Faith Based Group that offered transitional housing for those coming out of rehab or homeless. Tenants complained to the owners about living conditions. Wires were exposed with toilets overflowing. A lot of people with Mental Health issues. Reporter the owner acknowledged they had problems. The place needed repairs, you know, we were doing the best we could. We would clean up the back. Reporter at the Evacuation Center at the First Presbyterian church, the red cross helped move people to the red cross shelter. Well have a shelter as well as we need to have a shelter for those people. Reporter one resident said the hallway and the rooms of the Apartment Building had no sprinklers. Because if we had the fire extinguisher, we could have put that out. Unless they didnt have sprinklers it would have went out. Reporter but that resident mr. Harris says that smoke detectors, they were installed just a few days ago as he heard them this morning, but they only lasted for a minute. Frank . And so jana earlier tonight we were saying there was one person still unaccounted for is that still the case tonight . Reporter yes, they are looking for the person, you know, its been very difficult for them to try to determine exactly because there were a lot of people coming and going from this building according to the officials. Thank you. Oaklands mayor libby schaaf says the building had many known issues. Reports showed the building was inspected as recently as last friday with a history of Code Enforcement violations. Inspectors were in the process of notifying owners about the most recent violations. In addition to the lack of fire alarms and smoke detectors, the inspection revealed violations for the sprinkler system, emergency lighting, exit signs. The use of extension cords, and furniture that is apparently blocking interior space. And weve got a few clouds that were out there today with a few more clouds tomorrow from this system just sitting down to the the south of us here. The attorney generals comments today further inflamed cities and counties who have sanctuary status and those considering it. And San Franciscos congresswoman nancy pelosi is the latest to call for the chairman of the House Intelligence Committee to step down from their investigation. He admitted to having a secret meeting on the grounds of the white house last week and he says they showed them intelligence reports that included the names of Trump Associates he says were swept up during legal surveillance of foreign officials. Nunez briefed the president the next day, but did not share the reports with the House Committee and he has denied the democrats accusation the russia investigation is being coordinated with the white house. A Chain Reaction pile up on highway four tonight. Still ahead the accident that is being blamed on a bull. Coming up, deputies are calling it a vicious attack. An inmate attacked by other inmates dozens of times. The weapon used and the motive. New at 10 00, a Santa Clara County jail inmate is recovering after being stabbed 40 times by two other inmates. Ktvus Azenith Smith is at the main jail in san jose where that attack was caught on camera. Azenith . Reporter frank, they used metal knives they made themselves all happening here on the seventh floor where violent criminals are housed. The force of the attack caused these knives to bend saving the inmates life. Youre taking a look at pictures provided by the Santa Clara County deputys office. Their metal knives two inmates used to attack another inmate. While his back was turned, these two inmates began stabbing him multiple times in the head and his back and his sides with the manufactured weapon. Reporter the Sheriffs Office says around 9 00 in the morning on sunday, 40 inmates watched by one deputy as they were out of their cells for recreation. Two inmates saw it as an opportunity for the brutal attack. And the victim sustained several puncture wounds, many lacerations throughout his body to include significant damage to his head. Reporter the 40yearold victim was taken to the hospital expected to survive, unclear where that came from. And the 22 and 24yearold suspects are in jail facing murder and attempted murder charges. Sources say the attack was gang related. It was captured on surveillance cameras bought by lori smith last year. Following heightened scrutiny after Michael Tyrie died in 2015 allegedly beaten to death by three correctional deputies currently on trial. The Sheriffs Office isnt releasing the new video. The jay in our criminal Justice System has been undergoing a series of reforms. One of the most important reforms, putting the cameras in the jails. Santa clara county supervisor is in new york for the conference. The policy provided some inmate policy saying they are considering more reforms including counselors and independent jail oversight. In an interesting twist in all of this, sources tell me the mother of one of the suspects in this attack is an activist for jail reform and actually sits on the jails blue ribbon commission. Both suspects in this attack will now face additional attempted murder charges. Back to you. And azenith, the two pictures you showed us of the knives were curved like that. But they were bent, those were initially straight . They were bent during the attack . Yes. The force, the fact these inmates stabbed this other inmate 40 times caused those knives to bend. And that is what they look like now, but you can see they used newspapers, they used magazines, they used plastic to create sturdy handles to create those knives. We now note name of the man who was found dead in the streets of san jose last week. The coroner identified him as 60yearold bene chong bennie chong of milpitas. It appears he may have been struck by a vehicle, but no witnesses have come forward. Uber says they are resuming their selfdriving car program in arizona after a crash friday night. Uber had two employees inside, but was in selfdriving mode after that accident. Police say another vehicle failed to yield and then struck the uber vehicle. Fortunately no one was hurt. Uber drove their selfmoving vehicles over permits. On wall street today the failure of the gop healthcare bill raised concerns about the trump administrations ability to fulfill other promises. Nasdaq gained 11 and s p lost two. Visiting student researcher at uc berkeley says the school isnt doing enough to accommodate her disability. Rob roth tells us the student is deaf and her ph. D. A person blind who provides the book in braille. Its the same thing with a deaf person. Reporter barker is asking the administration to allow her to stay an extra semester to help make up for lost time. New at 10 00 tonight, a bull that wandered onto the freeway this evening caused a multivehicle crash in the eastbound. It happened at about 8 00 tonight on eastbound highway 4 in martinez just east of mccuin road. The bull was struck and killed. Chp says six vehicles crashed after either hitting the animal or trying to avoid it. Authorities shut down all eastbound lanes causing major delays. At least one person was taken away in an ambulance. In another part of the east bay it wasnt a bull, but a horse and a mule that galloped onto the freeway. These animals made their way onto 680 after breaking through a fence in alamo happening at about 7 00 this morning. The Highway Patrol shut down all northbound lanes so authorities could round up those animals. Walnut creek police and Contra Costa Animal Services helped corral them around 8 30. No one was hurt. Tonight that horse and mule are back with their owner. The Highway Patrol says the driver of a big rig that overturned today on the freeway in san rafael had a blood alcohol level five times the legal limit. This is what the accident scene looked like from our Traffic Camera happening at 8 00 this morning in the northbound lanes of highway 101. The accident closed three northbound lanes, backing up traffic in both directions. The the big rig was equipped with a mounted crane, carrying steel beams. Those beam high school to be unloaded and the truck had to be uprighted before the scene was cleared. The driver was richard long of American Canyon who had minor injuries and arrested on suspicion of dui. A 100yearold woman at the center of the addiction battle in San Francisco has died. Iris canada suffered a stroke over the weekend living at 670 paint street since the 1940s and had secured a lifetime lease at 700 a month. But new owners fought to have her evicted saying she was no longer living there continuously. Lawyers and housing rights advocates rallied to support her, but iris canada was evicted last month. Oakland is about to test the idea of a city sanctioned homeless encampment. Mayor libby schaaf says the state of homelessness is unacceptable in oakland and it has to be tried. But the city is still in the process of picking an empty lot that will be in west oakland equipped with the sanitation and garbage service. Support staffers, they will also be on hand to help them with counseling, housing, jobs, other news. The state officials vowed to build a new spillway at the oroville dam before next winter. Water flowing down the spillway was flowed from 40,000 cubic feet per second to zero. Having the water off will help inspectors get a better look at the damage to see how and where to rebuild. In the coming days, engineers say they will see if the broken concrete could be repaired or whether it must be fully replaced. They need to have that as soon as next week they hope to have that finished as soon as next week. We got a little rain over the weekend, but not much.
