Meanwhile San Francisco police asked all the media to move away from the home because this pregnant woman would be coming home and they did not want to her. Here is what we know right now. She was missing for nearly 12 hours. 32yearold Lauren Soriano considered at risk because she was nine months pregnant. We do know that. She has been seen leaving her home 11 00 a. M. In the San Francisco coal valley neighborhood. Tonight we heard that good news from a family friend. Here is what he said. They only told me they are safe at home. I dont know anything else as a good friend i would help without asking any questions. Shes been found. Is she safe . Yes. Do you know where she was found . I do not. Reporter and in an afternoon press conference, police described when she was doing and wear described what she was wearing and what she was doing. She was wearing a black tank top with ugg boots seen by Family Friends getting into a dark sedan in the neighborhood. Thats about all we know right now. So apparently we are expecting her back home in her neighborhood in the next five to ten minutes. Police officers also gave me a press conference at the precinct, but again very little in the way of details who she got in that car with, what she was doing, what made her leave this home for almost 12 hours today. Well rob the big question, of course San Francisco police put out her picture and name trying to identify her so anybody who might see her would report her whereabouts so they could find her. I guess the good news is she was found safe. But we are trying to figure out if a crime was committed. If there was no crime then there wouldnt be much reason for police to be involved anymore, right . Yeah thats right. I mean they basically told us this was something they considered to be a missing persons case. They didnt believe there was any foul play involved. What was really interesting if you walk through this neighborhood very few people knew this woman was missing. There werent any missing poster pictures on any of the lamp standards. A lot of the people we talked to this evening were in the dark as to what happened and even any news of this woman missing. Very bizarre to say the least. Even more of a concern because she was pregnant. Good news it sounds like shell be okay. Thanks, rob. Thanks, rob. Now to a developing story in vallejo. Questions tonight about Police Excessive force. Two videos have them posted on social media that show in part a part of the incident in question. One shows a short foot chase of a man who was acting erratically at a gas station, but does not show what happens before that pursuit. But still what was caught on camera is raising concern. We must warn you the video includes an explicit language and violence. In the first video you see the officer chasing the suspect across the street. During the chase the man sits down on traffic median. The officer tackles him from behind and pushes him to the ground. People on the screen start yelling. The officer struggles with the man and calls for backup. He tells the suspect to give him their hand and punches him twice. The suspect continues to move his arm and again yells for the man to give him his hand and hits him with an object three times. The man on the ground starts shouting. Another officer arrived at the scene. The first officer then hits the suspect three more times. People in the street react using profanity against the officer who responds with a profanity. Go the other way. In the second video officers continue to attempt to arrest the man and tensions mount. The first officer directs the crowd again to back up. This time he pulls out his gun. He points it before reholsterring it hitting the suspect three more times. Now Vallejo Police have not commented on this incident. Tonight i spoke with a former Bay Area Police chief. He was reluctant to second guess the officers decision. But he questions why that officer didnt try to slow things down. And initiate a dialogue with the suspect once he sat down. He also expressed concern about the officer pulling out his weapon. But he says it is not clear how threatened the officer felt. As for those strikes while they look bad, he says they appear to be justified. Given the suspect was resisting arrest. Disagreements over the gops Healthcare Plan hit the talk shows today. It isnt just democrats fighting it. Republican supporters of the healthcare act need 51 votes in the senate to pass the legislation. But not all 53 republican senators appear to be on board. Moderate republicans say they deliver on a promise to voters, but conservative members of the party say the bill doesnt go far enough. They call it obama care light. Theyre threatening to reject the plan without changes. Look, either work with all the folks in the conservative movement. All the republicans around the country who say this plan is not what we need to do. Either work with us or you dont end up getting the votes. Everyone doesnt get what we want. We made a promise to the people who elected us. We would repeal and replace this law and we basically said this is what we would replace it with and now were keeping our word. The Budget Office is expected to release a cost analysis this week. They will include estimates on the number of people covered. Republican supporters of the bill say they expect lower coverage numbers because some people would choose not to have insurance. But even before the analysis would come out several republicans are discrediting the work of the cbo saying its data is often meaningless. And if the healthcare bill passes, Democratic Leaders say in the east bay they would gather to describe what they call a worse case scenario. Leigh martinez reports elected officials promise they will resist efforts to repeal the Affordable Care act. Reporter this town hal cheered on elected democrats to not work with republicans and instead resist. What we must do is stop the repeal of the Affordable Care act. Once we do that, then we could move forward and talk about what needs fixing if it does fix it. But right now, theres no way were going to let 30 Million People lose their healthcare. Reporter they would talk about the need to keep them insured. Saying it stops people from showing up at emergency room for minor ailments. The rate with the obamacare approximately was cut in half. In Alameda County. Reporter despite the increase in the number of people insured, it didnt increase the wait times to see a doctor. It is not a long wait time for primary care. Sometimes there is a short wait time. But for the most part my patients are able to see me in a reasonable time frame and it is very true. Reporter the democrats also fear the republicans new Healthcare Plan combined with growing healthcare costs could end the decades long practice of private employee Healthcare Plan. So the republican plan gives employers no real incentive whatsoever to provide their employees healthcare. Reporter there were chants and cheers to the talk of a california single care Healthcare Plan. But Alameda County supervisor wilma chan says it could cost 17 to 20 million to start it up. Well there is word tonight the attorney general Jeff Sessions gave a pep talk to federal prosecutors just two days before demanding dozens of those political appointees to resign. Preet bharara was one of the 46 remaining prosecutors appointed by the Obama Administration being asked to step down. He refused and was fired. 93 u. S. Attorneys service the pleasure of the president who could remove them at any time. But not every administration would replace all u. S. Attorneys at once. Democrats are calling foul. John mccain though says it is a part of the routine process. Elections have consequences. And so for people to complain about it, they are ignoring the history of new presidencies. I think the president had every right to ask for their resignations. Preet bharara said he was surprised at his dismissal saying when he met with then president elect trump, he asked him to remain. President trump is facing a deadline tomorrow over wiretapping accusations against president obama that he made. Members of congress are not taking those claims at face value demanding evidence. Reporter one week after President Trump accused former president barack obama of ordering the wiretapping of trump towers during the election the white house is facing a monday deadline to provide the Intelligence Committee with evidence to back up those claims. I dont expect to see any evidence. Either the president quite deliberately for some reason made up this charge or perhaps more disturbing the president really believes this. Reporter the the white house has not said if the administration will comply with the committees request. Today Kellyanne Conway mentioned the allegation, but did not provide any new information. He has called upon the house and senate Intelligence Committee to add this piece of the investigation into the existing investigation about russia. And they have agreed to do that. I have no reason to believe the charge is true, but i also believe the president of the United States could clear this up in a minute. All he has to do is pick up the phone and call the director of the cia and National Intelligence and say okay, what happened . New at 10 00 tonight almost 200 firefighters have been battling a fire at a commercial building in Downtown Los Angeles for hours. It started around 6 30 tonight just blocks from the financial district. Fire crews were fighting the fire from the roof at first, but they were forced off the building when the fire moved into the attic and started burning through the roof. Red chili peppers are among the goods stored in that building creating an additional airborne irritant. Theres no word though of any injuries. A group of restaurants in San Francisco is joining a nationwide movement aimed at protecting their immigrant employees from federal raids. The movement is called sanctuary restaurants. Ktvu robert handa tells us what rights those workers have and why some restaurants are afraid to join the movement. Reporter as don ramon a wellknown restaurant south of market street, the owners are concerned these days about random raids by federal immigration agents who may come without proper legal authority. And it is sad were living in a time when people are feeling threatened after spending so much time working hard, contributing to the Economic Vitality of our city. They dont talk about too many things anymore. Reporter the sanctuary restaurants, which have signs saying a place at the table for everyone will be holding legal workshops this month on what owners could do to help their employees if federal agents do show up. And to just come in and try to arrest everybody there. Reporter and this immigration Attorney Says immigration agents must have warrants and must be looking for specific people, not just for roundups. And workers, they have rights. Right now, we have been here for ten years in this country and youve got a family that is a u. S. Citizen. A lot of people dont know that. Immigration wont tell them that. Some Restaurant Owners dont want to become a part of the movement. They say theyre afraid of the federal government to retaliate against them. They called me with a scared voice. Ice showing up at their homes with their employees and they want to know how to help those employees. Everyone has asked me if youre fearful. In San Francisco rob roth ktvu fox 2 news. Oakland police are investigating two deadly shootings last night that happened in the span of just 90 minutes. Police say at 7 20 an unidentified man was gunned down there on dashwood avenue in east oakland near the park. Investigators believe the man may have been meeting someone when he was killed dying at the scene. About an hour and a half later a man was shot and killed while sitting in a car on 60th street near bush rod park. He was taken to nearby ucf Childrens Hospital oakland where he died. His name has not been released, but Authorities Say he was an adult. No one has been arrested in either killing. San rafael police have arrested a Bank Robbery Suspect described as well dressed with a suit and tie. The robbery happened 9 30 in the morning, but the suspect got away at the time. They ended up spotting the suspect when they stopped to talk to the man in the parking lot. He looked like the bank robber in surveillance video. Police say he agree today go to the Police Department for questioning and that is where he was arrested. Well the new warm springs bart station in southern fremont is expected to start the week with a certification they need from state regulators. Tests have been underway and reportedly going as expected. A grand Opening Ceremony and a preview is set for march 24. Service is expected to start next day. The warm springs station is a First Step Towards services in Santa Clara County later this year. When that happens people will be able to take bart all the way to san jose. Well the hours for the bike and pedestrian path there on the bay bridge have been expanded. People are now able to pedal or walk across that path on the eastern span between 6 00 in the morning and 8 00 at night. However the path is still open on weekends and holidays. Caltrans says the path needs to be closed between monday and friday due to the ongoing demolition work on the old bay bridge. Well a big change in the weather pattern this weekend. A california dmv is working to reshape the rules when it comes to Driverless Cars. Working on new regulations that would allow those vehicles on public roads and highways as soon as this year. But as ktvu Jana Katsuyama explains the big concern, safety. Reporter these days in the bay area, taking a car for a test drive could involve a ride in a driverless car. So far 27 manufacturers statewide have received dmv permits to test Autonomous Vehicles public roads vehicles on public roads. Now they are trying to strike a balance between maintaining Public Safety without putting the brakes on innovation. Really what it comes down to is safety. We need to both ensure these manufacturers and the vehicles theyre putting on the road is safe not only for the people to use, but those around us. Reporter the dmv proposal would ease their regulations to let manufacturers leave the driver seat empty and use a remote operator instead. That remote operator would be monitoring the vehicle at all times and also have twoway communication with the pass or possibly Law Enforcement or First Responders if needed. Reporter the new rules would require companies to submit a Law Enforcement interaction plan and so officers, they know how to take control of the selfdriving vehicles in the emergency. Companies would also have to alert local jurisdictions, an area where their Driverless Cars are being tested. And there would be a ban on charging customers for rides. When officers arrived they found the young woman suffering from gunshot wounds taken to the hospital with nonlife threatening injuries. Police have not made any arrests. And San Francisco police today identified the woman accused of an hours long standoff on friday in the mission district. 57yearold the 57yearold woman faces charges. She allegedly point add gun at a pest control worker and refused to come out of her hotel room. Helstrom eventually surrendered peacefully about seven hours later. A Northern California woman is helping to bring smiles to the faces of a foster kid in the sacramento area. Her generous donation of 10,000 went to purchase more than a dozen bikes. Reporter sarah zennenhan was there when they received their brand new rides. Reporter these kids arent old enough to drive yet, but they will have a new way to get around town. It is a big disaster. And what that is, we are seeing an increase in individuals in the department or Hr Departments of a particular company receiving an email, which is reportedly from the president or the cfo of their own company. And in that email, the cfo request their w2 information or other types of payroll information. The person in the Payroll Department then sends it. What the problem is with that, you know, you find out later on that wasnt the cfo or president that the email address that they used was spoofed. The information goes to someone that is not exposed to it. The biggest problem were seeing is within 24 hours to 48 hours of the w2 information going out we see false tax returns filed in the names of these employees. And what is a good way to prevent someone from being tricked into giving out this personal information . So what i want to be able to get out to the public and anyone who has a company with employees, talk to your Payroll Department, your Hr Department and warn them this is a scam that started. We saw it last year. It is continuing through this year. So let them know dont respond with any information over e mail, even if it looks like it is coming from someone in your own company. Give them a call and check to see if it is a legitimate request. And if you are a victim of this scheme, send that email to fishing irs. Gov. How easy is it to track the fake email . It is a challenge because they spoof the email and sometimes the ip addresses they used to make the contacts are also spoofed or stolen. So it is very, very difficult. But what we do is when a false return is filed we will look to see what we need to do to follow the money. Where is the refund ultimately going to end up . Be watching out for that into monday night and tuesday with that moisture and all that snowfall thats sweeping up to the knot and to the east. The Highway Patrol today said the victim of thursdays freeway shooting on interstate 80 in richmond has died. 24yearold Demarcus Doss was driving near the san pablo exit when he was shot. Authorities arrested a man and two 17yearolds in connection with this case. Investigators say those suspects have gang ties. One of the teens fired the shot that killed doss. It wounded a female passenger. Family members say it could be a case of mistaken identity. Charges against those three suspects could be filed as early as tomorrow. Reporter with the songs playing in the hospital room, eric reyes may not march across the stage, but he is graduating from high school in this special Graduation Ceremony just for him here at texas Childrens Hospital. You have been certified of having been an allacademic requirement for graduation. Today is more than a special day. Reporter eric was a Madison High School senior in january 2016 when he was diagnosed with stage five bone cancer. He had his right leg amputated due to a massive tumor. In fact the last year has been full of hospital stays as they said they were vigorously fighting to survive. I feel like im going to worry some, you know, each and every day. Reporter the cancer is now beyond his bones. I would have tumors in my lungs. I have a huge tumor in my head. We just found out recently the tip of my right leg has been amputated. Reporter he has a tumor growing on the side of the face and one near his spine. So attending High School Graduation in in may may not be an option. He will not miss out. They are giving him what they thought cancer might take away. I would like to present to you your diploma of graduation from Madison High School. His entire wish, it was for him to graduate. To know we were able to fill that wish and give you all rights and privileges today is an honor. It is a blessing from god. It is just something i have to say. He is always the kid who would look at everything with like the glass is half full, not empty. None of his his peers admire him for his creativity.
