Our search shows the plane belongs to 83yearold nori and he lives here with his wife dana. A neighbor identified the Facebook Page belonging to dana. The neighbor says the couple loved to travel and that nori is a seasoned pilot with at least 20 years of experience. The neighbor says the couple left on friday caring for her cats. Dana met her at 2 00 this afternoon saying they were leaving riverside to return home to san jose. The neighbor says the couple have flown to Southern California with their granddaughter for a cheerleading competition and that their granddaughter who attends junior high has won first place this weekend. And that the neighbor said she expected to come back around 4 00 p. M. , but when they didnt hear from them they became concerned. Today we got a better look at the massive damage to the spillway of the oroville dam. Crews started to cut back on the water flow this morning slowing it down to a to a trickle. From the air you can see the lower portion has literally washed away where they eroded the hillside underneath spillway. State officials are hoping to keep the outflow of water turned off for about a week. They want to give crews time to clear debris from the channel below the dam and to get hydroelectric plant back online. President trump unveiled his Budget Priorities today including a 54 billion boost in military spending as he prepares for his first address to Congress Tomorrow night. Among the president s priorities are a massive increase in Infrastructure Spending aimed at creating jobs. He is also promising a tax code to reduce the burden on business and the middle class. And major cuts to federal agencies including the state department and the Environmental Protection agency. This defense spending increase will be offset and paid for by finding greater savings and efficiencies across the federal government. Were going to do more with less. And now to a series of threats tonight targeting more than a million jewish organizations around the country. Here in the bay area they targeted jewish Community Centers in san rafael and palo alto. She is live now with a firsthand account of what happened. Jana . Reporter frank, we got here at 4 30. We were here to talk to the antiDefamation League about this issue. I was inside that lobby as police first learned that up on one of the upper floors they had gotten a bomb threat from someone who says there was a bomb inside the building. In San Francisco at the anti Defamation League, they evacuated their office after an employee picked up the phone at 4 19 p. M. A mans voice told them there was a bomb in the building. Police evacuated the entire building. They said they had a bomb and they planted a bomb and they planned to kill us. Reporter police shut down market between grant and kearney. They shut down the entire block for safety reasons. Officers redirected traffic and went door to door telling people to leave or shelter in place. About 5 00, you know, the officer just closed the sidewalk. Reporter a bomb sniffing dog was called in along with special investigators to sweep the 10story building. At nearly the same time the marin jewish Community Center in san rafael was being evacuated for a similar bomb threat. Ironically just hours earlier, the antiDefamation League issued a new string of bomb threats. By noon 13 Community Centers and eight schools had been targeted nationwide. Around 9 00 a. M. The Hebrew Day School in ann arbor, michigan was evacuated. More followed throughout the day. It in new york, new jersey, and South Alabama and florida, a total of 13 states in all. And why are there thousands upon thousands of elevators with problems . If you believe anyone is in danger. Reporter possible danger is exactly why the state inspects elevators. There are more than 150,000 of them across the state. But tonight 2 investigates has uncovered more than 10,000 that have outstanding issues. Investigative reporter ross palombo has the story youll see only on 2. Were talking about a surprising number of elevators here . Reporter the number is very surprising, julie, all of them without outstanding issues. Issues the state needs to inspect. Why are there so many of them . Some say its because the state cant get to all the elevators. When they do it is usually months late. Then the door shuts. All of a sudden it stops and stuck and shouting for help. San francisco 911. Reporter panic set in. He is just stuck in the elevator. Its not moving. I started hyperventilating a little bit. Firefighters got him out safely several sweaty minutes later. But once he saw this. The permit expires in 2012. 2012 . Yeah. Reporter he was once again left feeling challenged. I dont know why they still have this one. Reporter state records show the elevator was inspected two months before his accident. But a new permit wasnt issued because of six problems. Some as simple as the light, others dealing with earthquake preparedness. We are dealing with the actual hoist ropes. A week later the state first sent this preliminary order to the building warning no permit would be issued until they were corrected. Six weeks after that, the state then sent this order to correct unsafe condition. And then seven days later this accident happened. We were panicking, yeah. Is it a problem people need to look into . I think so. Reporter 2 investigates looked into permits across the state. Records show in december 11,252 of them also have inspections with outstanding requirements. 756 of them are in San Francisco alone. If youre on this list you dont have a legal permit at that moment. Thats correct. Should people be worried . I wouldnt be concerned. Reporter ultimate concern rests with the states as they would regulate and issue permits for elevators across california. So youre confident even though the elevators on this list are safe . I believe so, yes. How could you be sure if they are not permitted . If the building keeps them safe, they would shut them down if there are any problems. But its the states role to en to ensure the publics safety. We do the absolute best job we can. Reporter while checking the outstanding jobs on their list throughout the city, this expired last year. Reporter we found several expired permits still posted like this one that was a year and eight months overdue at the montgomery bart station. This one two years, eight months overdue at a nike sport. A permit four years and fivemonths overdue in this building and two years, seven months over pursue and this parking garage. We didnt find any posted permits at several more places. Is that a problem . I think thats a problem. It should be displayed on the elevator, yeah. Reporter all of them told 2 investigates they do have valid permits that werent posted correctly until we kindergarten ask. But some places like sf general with four posted permits expired for nine months and whole foods with a posted permit expired for more than two years had a different story. It looks like your elevator. They say the state did an inspection at that time, but they needed to process paperwork on time. It would take forever and it takes time to get the permits issued. I mean how much time are we talking about, years . It should not take years to do that. I dont have specific numbers as to how long it would take to process the permits. I know there are a lot of them. Reporter there are 70 inspectors across california. Eight in San Francisco. The state says they need more, three are in training right now to be faster. While acknowledging they could do better, they also say their performance is up by 15 . We have made great strive in that regard. Is there a critical problem . I dont believe theres a critical problem. It will always be a chance for heightened security. Reporter San Francisco firefighters trained for those rescues right here. This is it. Reporter 836 rescues last year alone up 40 in the last six years. Is it dangerous to go in . It is absolutely dangerous if you dont know what youre doing. Reporter and knowing the inspections and the permits, they are up to date. Because it will be out of compliance, having them inspect it, it will be the potential. It is more dangerous for your firefighters. Exactly. Reporter and firefighters were called here to this former Public Housing building 18 times in the last 18 months. It was pretty hard breaking down. All on a regular basis. The one temporary permit we found had expired more than five years ago. This elevator has no permit. Doesnt it bother you with someone who rides on these elevators you dont know if it has been inspected . Community partnerships took over the building five months ago and they say the elevators have now been inspected, making remains and they are waiting for the state. When you come sometimes they take a while because theres just a few guys. Yeah. Does that sound like a problem to you . Of course. Are your inspectors overwhelmed. We do need to hire for inspectors. Were working on that. Reporter in the meantime those who depend on elevators like anne beckett are stuck between floors. Between the inspections and the floors and the homes. Can you go home . No, i cant go home unless somebody has an elevator. Reporter she couldnt get back after surgery because this door was imagined. By then very same elevator rescue. But the state inspectors should have came to their rescue first. I dont feel like they need to do their jobs at all. Do you feel they have let you down . Yes, i really do. Well that elevator is now fixed and back in her apartment tonight. All the elevators we showed you in that piece have current permits except for one. The state says the building that used to be Public Housing still needs to correct one issue before a permit is granted. If it is not corrected, then the state would close that elevator down and the state has the power and the authority to shut down any elevator across the entire state. In fact last year they say they shut down 440 elevators to be safe. The bottom line, shouldnt they be concerned about their safety . You should be concerned about your safety at all times. Reporter riders are stunned to seat glass sliding doors gone, patched with plywood, plus the metal landing and stairs bent. Thank you believable and surprising from marin county. Reporter they hit about 2 30 this afternoon during their scheduled gap where a newer mold white suv pulls up and a passenger exits. He would break the glass to get in to run them through the lobby off camera. And then he is barely out of the room and the machine would come flying after them pulled by the waiting vehicle. Once it is ripped from the room, they would load up the suv and theyre gone. Reporter and police were summoned by the alarm, but they would take just three minutes as they found the wrecked room and some pieces off the atm owned and operated by the independent company. It appears somebody knew it was in there. And then they put a lot of work into getting it out based on the amount of damage that occurred in the building. And they were found by a worker at a Business Park dumped in the parking lot and they had been cut open and emptied of cash. Im shocked. I mean you wouldnt expect anything like that. Reporter the passengers admit they count on the onsite atm for the 22 fare to the airport. And management finds it faster all around to avoid plastic, and so tickets are cash only. It is convenient to have it in there. But truthly i rarely carry cash with me anymore. Reporter police hope someone knows this vehicle, which may have rearend damage from hitting the atm in, but if you know this man who will be recognizable with white graphics, perhaps a skull. One other clue last night about 6 00, two men similar descriptions, similar vehicles, they were seen tampering with the trailer at a nearby business. And they left without it. New at 10 00, muni is back on track after disruption and service snarled the evening commute and impacted thousands of riders. A shuttle took passengers between the Church Street stations this evening because of the problem with a switch. And muni says a car crashed into the Church Street tunnel earlier this morning, but the Service Resumed after the vehicle was removed. And then around 5 00 this evening an issue with the malfunctioning switch spun up in the same location. Where they say it is probably not a coincident. And we cannot be totally certain the car would drive into a tunnel to cause this incident that it will be quite a coincidence if they did not have any impact. Reporter in the last five years about 25 drivers have driven into the tunnel despite numerous speed bumps and warning signs. The service was fully restored about 7 45 tonight. The uber executive left the company a month before they started. The Sexual Harassment allegations and a previous employer. He was hired five weeks ago as the head of engineering at uber. And the New York Times report seeing they did not tell uber he left his job at google because of Sexual Harassment allegations. Seeing he would deny that claim as it comes as uber is facing other allegations by a former female employee who says the company turned a blind eye to her Sexual Harassment claims. The u. S. Senate voted today to confirm wilber ross is the secretary of commerce. The vote is 7227.
