Reporter julie, were just outside the Star Line Social Club here in downtown oakland. The fundraiser started about an hour ago, and people are asked to donate 10 or more at the door. Were told that all the proceeds will go to fire victims. Our camera wasnt allowed inside, but we were able to talk to folks just outside the venue. The fundraiser offers live music to accompany the documentary film. This was a preplanned event, they decided to turn into a benefit for the victims. He lost friends in the fire, and also knows survivers. Right now, people need each other, and communities are very, very important. Reporter people came to help in any way they can. Some brought bags of items to donate. People tell me, a True Community is one that reaches out to people they dont know. So this is a notebook, ive never used it. I just thought somebody else would definitely be able to. Reporter many say the loss of 36 lives is an enormity theyre struggling to grasp. Attending the fundraiser is a way to find light in this darkest of hours. I think creating is a great way to heal, and its necessary to move forward, to get all of these creative people together is really touching and beautiful. Reporter organizers tell me 100 of the proceeds will go to youcare. Com to help fire victims. Im told organizers are hoping to raise a few thousand dollars tonight. The event is scheduled to last for another couple hours. It looked like the line was quite long to get in. Reporter the line wrapped around the block. My estimate is it was several hundred people tonight, despite the rain and the chilly weather. Tonight, federal investigators are sharing new information about what happened inside the wire house the night of the fire. They say their investigation will likely take several weeks. So far, there is no evidence of arson. A refrigerator mentioned as a possible source has not been ruled out. Offenses are looking at other things. They also hope to create a 3d reconstruction of the building if it will help find answers. We get more now from ktvus christina rendon. Reporter investigators say when the fire started on the first floor of the warehouse, the majority of people inside never had a chance to escape. Smoke traveled up the stairwell, trapping the occupants on the second floor. Reporter atf special agent in charge, joe snyder says it had no fire alarms or sprinklers. There were two stairwells, but neither led to an exit. There was rapid fire progression. Initial witness interviews have indicated the fire was well developed by the time the second floor occupants realized there was a fire going on the first floor. Reporter the tragic loss of life is prompting mayor libby schaaf to assemble a task for. My immediate priorities are enhanced building safety, event safety, and complaint procedures. Reporter schaaf plans to clarify the responsibility of city workers to report dangerous Living Conditions, but says she will not scapegoat any employees. City Officials Say no code inspector had been inside the building in 30 years, because no one had applied for a permit. An inspector closed a case after not seeing any evidence of construction outside. In oakland, christina rendon, ktvu, fox 2 news. The Alameda CountySheriffs Department identified two additional victims today. 61yearold Wolfgang Renner appears to be the oldest man to have died in the blaze. Also identified, 35yearold Jason Mccarthy of oakland. He was known for his art, and once attended the San Francisco art institute. Around the perimeter of the fire scene are somber reminders of this tragedy. A steady stream of mourners has been bringing personal tributes to add to the growing memorial all along the street. Some of the messages of support. Reporter ken and julie, really, when you look at the memorials that have been created outside of this warehouse, they reflect the creative spirit of the artists, musicians, and members of the Lgbt Community who were inside friday night. Raindrops begin falling like tears. Hand written messages of love, and heartbreak. The memorial has grown over the past few days to include artwork, and poetry, paintings, that reflect how these victims were so much a part of a creative community. Its still hard to take it all in. I perform at this place, and some of the people who passed away here are people that i knew. [ music ] reporter one man came with his guitar to play a song for the friend he lost. [ music ] reporter the music, and words created from the pain and sorrow of these past few days. People stopped at the memorials, grieving. Stunned. Seeing names and faces of the 36 souls lost in the fire at the ghost ship warehouse. Still alive just days ago. This man knew one victim, donna kellogg. Every time she came in, she had a smile on her face. Those have the kind of people we lost. Reporter others just wanted to show that oakland, and the Larger Community cares. We just wanted to show some support for our neighbors. Oakland is a really tight knit community, and its the least we can do. Im a parent, and my sons are 25, and 26. Theyre the age that many of them that were lost. Reporter some struggled to find words for their grief. Were just all trying to stick together and pray, and hope Something Like this never happens again, because its devastating. I think this is another example of the preciousness of life and the necessity for to us look beyond superficial injustices. Reporter one message paid tribute to those lost, saying every artist creates a new word that has never been seen before. Here we lost many irreplaceable words. There are four areas around the fire scene that have developed into memorials. Former tenants of an artist collective are now suing the property management. They say reporting Code Violations left them with no place to live. And one pedestrian killed. Police say two women and a man were in a crosswalk on el camino real, when they were hit by a vehicle. It happened near la cruz avenue. All three victims were taken to the hospital for treatment. The driver did stop at the scene, and police say he is cooperating. New at 10 00, a rally tonight, calling attention to a crosswalk in santa clara. Loved ones, pedestrians hit or killed there demanded improvements. The intersection is located at kylie boulevard. Not far from Stevens Creek boulevard. The rally was held tonight for a reason. Reporter yes julie, tomorrow will be one year since a mini cooper employee was badly injured in this crosswalk. Even more disheartening, a beloved grandmother was killed 6 months prior in the same crosswalk. Casey peters is describing markers left at the intersection of kylie and malabar in santa clara. Its where her 71yearold mother was killed in may of last year. She was my best friend. Loved her more than anything. Reporter 6 months later, last december, 64yearold peter smee was using the same crosswalk. The mini cooper employee was struck by a speeding car. Jennifer flick is his coworker and said he barely survived. Every bone on the right side of his body, his pelvis was shattered. Reporter in most cases, the driver stopped, loved ones say the city of santa clara is partly to blame, given that the crosswalk is hard to see. I dont understand why my city is not stepping in, and making improvements to a crosswalk that has been proven to be unsafe. Reporter theyd like to see blinking lights, like these installed. I reached out to the city of santa clara tonight, and was told by the city attorneys office, the city has no comment due to pending litigation. It would be really devastating if somebody else would be hit while the city is being skewed. Reporter casey peters keeps a photo album, titled mom on her phone. She hopes the city takes action before another person gets killed. What happened to my mother, the trauma and injury that she went through, we couldnt even say goodbye. Reporter again, im right by Stevens Creek boulevard. A lot of dealerships in the area. And employees at those dealerships used this crosswalk to to use the parking lot over there. There are a lot of homes, apartments, shops in the area. If anything, these loved ones tell me, they just want drivers to slow down, be cautious, and be vigilant. A man acting erratically at sfo took off running from police, and hopped the fence on the tarmac. These are pictures by the 2008er user, douglas. The man appeared to be under the influence. Police say he did not get onto a runway. Police say he was taken to a hospital for psychiatric observation. Investigators said today an illegal operation to make hash oil is to blame for an explosion and fire in novato. We first told but the fire last night. One person suffered burns in tuesdays blaze, which started in the garage. Fire investigators found resin extracted from cannabis, which is used to make hash oil, also known as honey oil. So far, there is no word on any arrests. Pittsburgh Police Arrested two men in connection with a deadly shooting on highway 4 last may. Kevin carter, and marcus gains were arrested this afternoon at a home in antioch. They are accused of shooting 25 yearold shaniquea marie, and her male passenger in what police say was an ongoing gang dispute. Marie was the mother of four children, and was pregnant with her fifth. She died at the hospital. Her passenger was hit in the hand, and he survived. Investigators are looking for two more suspects, identified as demario pitard, and 25year old corey mccrory. All four have gang charges and face murder charges. A woman reported that she was attacked in a stairwell of duncan hall just after 1 00 this afternoon. The assailant was last seen running up the stairs after the assault. Hes described as a man in his 20s, with black, spikey hair, wearing a dark gray hooded sweatshirt, and carrying a navy blue backpack. This is the second Sexual Assault reported at san jose state this week. Oaklands deadly warehouse fire has focused attention on possible Code Violations at other artist collectives around the city. Talking with tenants who are now taking legal action. They say they lost their homes after the building was red tagged. Reporter 1919 Market Street used to be a thriving artist warehouse in west oakland. Now it sits bare. In january, the city red tagged the building because of Code Violations, including electrical problems, and the tenants had to leave. I have been electrocuted in this building, just by trying to put nails up to hang something up. Reporter he agrees that safety is important. But not if it means leaving residents out in the cold. I see the comparison here, between our place and ghost ship, but i live in places where the land lord cared enough to have things fixed properly. Reporter the defendants deny any wrongdoing. The building is now being turned into 63 market rate units. Demolition has already begun, as oakland continues to grapple with gentrification. Youre dealing with a vulnerable population of artists, and people that bring a lot to the community. Unfortunately, theyre put in this position of choosing between housing and safety. Reporter like the ghost ship, the attorneys say this building was once vibrant too. A really, really neat Artistic Community was displaced at 1919 market. Maybe it saved their lives, who knows. In a statement earlier this year, the city says its illegal construction of live workspaces has led to serious fire hazards that pose safety risks. We just want to make sure they have a safe environment to live in. A type of arrangement, housing arrangement has been done in other places. Theres no reason why oakland couldnt do it. There were five or six, i rented one. Reporter shelly rented one a year ago, when she was an artist living here. Paying 556 in rent, and using bathrooms like this. Why is there a propane tank in the bathroom . To heat the water for showers. Did that appear to be safe . No, because the kids were in there, and several tanks right outside that bathroom door. When you lived there, did it dawn on you, this could be a huge fire problem . When i did live there, yes. Of course. Reporter this jacked up junction box. It was always jacked. Reporter she says she sent this manager letter to the manager, demanding a better place to live, suggesting an escape plan for fire. Can you imagine this place, this cluttered being on fire, and someone trying to get out . You cant get out. Even if it was light it would be hard to get out of there. But in the dark, impossible and with smoke, forget it. Reporter she sent her plans for an exit plan to that manager. Once here on camera, were quickly forgotten too. Was this an accident waiting to happen . Yes, and i told him. Reporter showing how the city of oakland was also told ten times about various code problems here. Two of which were still open investigations from just last month. One that had no scheduled followup. They went out and did their jobs at the time, sir. Reporter new documents show an inspectors own comments written a week ago. Property has a chain link fence in the front. Is that a good excuse . No, it doesnt go away because the gates locked. I think that every person that came out there and didnt do anything is guilty. Every police officer, every housing inspector. They failed and theyre guilty. They showed up, but never seemed to notice the Living Conditions when she was there. Also, three fires that renters puts the fires out themselves because they were too afraid to call 911, because they were too afraid they would be found to be living in those poor conditions. Finding solutions to homelessness. This week, we relaunch the sf homelessness project. More importantly, solutions. Tonight, we look at how homelessness affects youth in the bay area. Monty francis is here now with the story. Reporter ken and julie, tracking the number of homeless out in the bay youth in the bay area is not a simple task. The first step is to determine how to find homelessness. We find it as a young person who doesnt have stable housing, or a regular place to sleep from night to night. The face of homelessness doesnt always reveal itself in expected ways. Sometimes, its invisible to most of us. Ive lived in a hotel. Ive lived in a car before. And ive been homeless, and just moving around that much, also makes me feel homeless. Its not like i have a house to go to that really is called mine. Reporter austin parish is 15 years old. Clean cut, and polite. He says hes been homeless for most of his young life. Having a home would mean that i feel like i have stability. I feel like i belong somewhere, with a family. And being homeless means ive just been going around. Reporter since his parents divorced when he was 8 years old. Austin says hes lost count of how many times hes moved. He says addiction kept his mother from providing a stable home, and his father worked as a truck driver and was rarely around. I kind of got used to it. I would like to have a stable home. Ive always wanted to. It just never happened. Its very unpleasant. It makes me feel unconfident. Reporter the most recent Homeless Survey found there are about 1500 young people in San Francisco, who are either in shelters, living on the streets, or like austin, who are considered unaccompanied children, under the age of 18, living without a parent or guardian. No one really pays attention to the fact that they may have a roof, but they do not have a home. Reporter the principal of a Charter School on treasure island, called life learning academy, that deals with at risk youth. Unstable housing is the number one predictor of kids that can end up in the juvenile justice system. Reporter young people between the ages of 16 and 24 are the most vulnerable groups of homelessness, because theyre transitioning out of systems such as foster care. Homelessness is not having a place to live, or not having a stable place to live, moving from place to place all the time. Worrying about eating and things of that sort. Reporter 16yearold Michael Matlock entered the foster care system at age 11. Since then, he struggled with finding a stable home. My mom, shes disabled, so its hard for her to take care of me, and then my dad was in jail at the time. It was pretty hard. Its a lot on your mind. Its stressful. And youve got to worry about doing good, and if you dont want people to know, youve got to worry about them not knowing certain things rather than even though he knows he cant live with his parents, being away from his family has been hard. When you wake up, and dont feel the same love and affection that you feel in somebody elses house is, its not something that you will want to feel. Reporter both austin, and michael are now students at terry delains Charter School, among a group of about 20 students at life learning academy, who delain says dont have stable housing. Its why the school is raising money to build a dormitory, and to become a boarding school. Were going to build something for these kids, because we see it every day. If you dont see it, it doesnt exist. Reporter the school has given both boys a new sense of hope for themselves and their futures. To just grow up, and have my kids not live the life that i lived as a child, so they can have a stable home. Reporter 15yearold austin also has something he wants the rest of us to understand. There are children that go through things and that theres homeless children, and not just homeless adults, but that children should be helped. Children should be focused on, so they dont become homeless adults. Reporter austin parish says as of a month ago, he has a place to live with his father, and michael currently lives with a foster family. For both of them, the key age to watch out for is 18, because thats when many youth lose their support systems and fall into homelessness, which is why what theyre doing at life academy is so important. Is there an effort to replicate this program . Reporter the school is based on the delancey street model, so there are other programs like youth services, which not only provides housing, but also helps young people find jobs, and also finish their education.
