Chaplin came to tonights Police Commission meeting fresh from that Market Street drama. Four hours long. Which notably ended with an armed suicidal man in the hospital, not the morgue. From sky fox, a man prone on the pavement in front of the former Hibernia Bank of Market Street. Police giving him time and distance instead of rushing him with commands as they might have in the past. [ yelling ] reporter the confrontation began when officers saw the man behaving strangely, feared he was armed and demanded he show his hands which were out of view in his pockets. Then they fired beanbag rounds as he went down. He moved his hands a word. And they start shooting him. With beanbags. They could have cuffed him and took him, but no. This is a cousin of the suspect who believes the standoff could have been over in minutes not hours. S. W. A. T. Officers and 18 trained in crisis intervention recall as the man was suicidal asking police to shoot him. Streets were sealed off, service rerouted as crowds grew. The goal is to always never have any force if the person is in an altered state and we can get him into custody without force. Reporter bystanders expressed animosity to police stemming from past shootings. But police say the only time they fired flash bang and rubber pellets at the man was when he had a gun to his head. Threatening to kill himself. His relatives were called and negotiations went on bible until finally the man incapacitated but conscious was carried to a waiting ambulance. His only injury was from the Police Projectiles which evidence markers showed were numerous. Police ultimately recovered a revolver and ammunition on the man which is relevant which relatives found hard to believe. Bobby dont even carry a gun. If you ask the people around here, they tell you he fights. He dont carry no weapon. Reporter tonight, sfpd released a picture of the suspects gun. They say he was persuaded several times not to use it on himself. His cousin identified him to me as 29yearold bobby hayes of San Francisco. She says he is a father of two, it was her impression that he was intoxicated but she did not know him to be suicidal. Julie, tonight mayor ed lee issued a statement in which he praises the patience and restraint shown by Police Officers today. Such a Huge Police Response in downtown San Francisco that could have ended so differently. Deborah, thank you. A new grand jury report just released today finds that Police Investigations of officer involved shootings in San Francisco take too long to complete and are not transparent enough. The grand jury report points the finger not only at the Police Department but also at the District Attorneys office. They have a reasonable timeframe of about seven months during which this process should occur and at the end of which, there should be a conclusion to the investigation. Right now the average investigation is taking two to three years and thats unreasonable by any account. The grand jury listed several recommendations for streamlining. Providing more transparency, they include creating a task force that would consist of one member from the Police Department, the d. A. s office, the medical Examiners Office and the office of citizens Compliance Plus two respective community members. There have been 18 Deadly Police shootings in the city over the past five years. People in oakland in emeryville received an abrupt and unwelcome wakeup call early this morning. Take a look, massive sixalarm fire burned through a building under construction. The flames quickly spread and then jumping to a number of townhomes behind the site, forcing people to flee. The building that caused fires is located on san pablo avenue near west macarthur, not far from the home depot and the ikea store in emeryville. The flames were so large that they could be seen from all across the bay. In San Francisco. Fire crews were still hosing down the ashes more than 14 hours after that fire broke out. The two Paul Chambers has the latest on the investigation. He also learned about the high Tech Resource that helped crews in this firefight. Until the fire is extremist, officials were not be able to get a close look inside. The investigation is underway. They will be talking to residents looking at any pictures and footage of both media, community members, reporter Alameda County Sheriffs Office brown was helped used to help the Fire Department battle a reallife active fire. Crews have worked together in the past but nothing like the fire in emeryville, thermal imaging was able to send officials realtime video from well above the fire. This building one on san pablo avenue was the scene of a sixalarm fire which started just before 3 00 this morning. It took more than 100 firefighters and 25 engines to battle the flames. People in the area report hearing numerous explosions. From cars and some say fireworks , at this time investigators are not sure the cause of the fire. It has not been uncommon to hear illegal fireworks late at night. However, nothing has been ruled out. The pyro guard, take a little bit more than just some sparks and fireworks to get it caught on fire. He has worked on the site for the last two months. He says one thing not been ruled out by coworkers is a possible link between the fire and a recent report of a burglary at the same emeryville building. Kind of pretty coincidental that get burglarized and a couple days later, gets burned down. Kind of popped in my head, you know maybe its connected. Maybe, you know, disgruntled employee maybe got fire. Reporter that statement was speculation but i will tell you pd did confirm there was a report of a burglary at the same building on sunday. That is still under investigation. In emeryville, paul tang Paul Chambers, fox 2 news. The fire spread from the unfinished Apartment Building to townhomes right next to it on the street in oakland. A number of people told us everything they owned went up in flames. 50 people who lived in that densely populated neighborhood near the site of that fire were displaced and tonight they are getting help from the red cross. I could hear my neighbors as a get out, get out, its a fire, get out i go to the front door and theres all these people, you know out on the street. At i could see this glow and i looked down the block and i saw a fire like i have never seen before. A nearby repair shop and about 20 cars that were in the lot were also destroyed by the things. Two investigates looks into the history of the Construction Company that was working on the building that burned. According to cal osha, davis Reed Construction has reported only two minor Safety Incidents in the past five years. One was dismissed, the other resulted in a 600 fine. A san jose man is behind bars tonight accused of sexually assaulting a child under the age of 10. 51yearold alaysha corey is being held on 1 million bail. Investigators with the los gatos Police Department say they received information about an assault on a minor in los gatos on june 25. He was taken into custody for days later at his home in san jose without incident. New tonight a group of retired judges from Santa Clara County speaking out against the effort to remove judge aaron persky from the bench. Persky has been under fire since his controversial sentencing in the brock turner Sexual Assault case. He was convicted of sexually assaulting an intoxicated woman outside a fraternity party, a sentence many viewed as lenient setting off a national firestorm. Name any trial judge who has not made a decision that has been unpopular. That doesnt mean that the person should just lose ones job. Reporter among 18 retired judges in Santa Clara County this open letter, while she doesnt agree with perskys decision, she wants him to keep his job. In the letter the judges say removing persky could be a serious threat to judicial independence. If this recall succeeds, this will send a message to every single judge in the state of california, look over your shoulder. Test the winds before you make your ruling. Its my view that the people who are leading this recall are abusing the recall process. The letter went on to say persky took the brock turner case seriously and followed the recommendation of the probation officer. From the east coast, Michele Dauber who is behind perskys recall efforts said she read the letter and contends the recall is inappropriate. It is not a threat to judicial independence. To remove a biased judge because the grant of independence portends upon having an unbiased, fair and impartial decision maker. This comes as womens Advocacy Group ultraviolet announced nearly 5400 people in california have signed a petition refusing to serve as a juror. Police say the girl was walking her dog along with this road near north california avenue about 1 40 this afternoon when a man drove up next to her and exposed himself. The girl took out her phone and the man drove off. He was described as latino in his 40s with short dark hair driving an older silver four door sedan. People came out tonight in Baton Rouge Louisiana to remember a man who was shot and killed by police. Alton sterling died Tuesday Morning outside a convenience store. Investigators say sterling was selling cds there. Two officers confronted him after reports that a man had threatened someone with a gun. Today hundreds of people placed flowers and candles at the spot where sterling was killed and tonight many are calling for justice after a witness came forward with video of that shooting. Louisiana Governor John Bel Edwards calls that recording disturbing. He asked the Justice Department to step in and investigate. Casey stegall on the case that is drawing national attention. Eyewitness cell phone video shows the deadly confrontation between two baton rouge Police Officers and 37yearold alton sterling. Police were called to the Louisiana Convenience store in the Early Morning hours on tuesday. After reports of a man outside the store selling cds had threatened somebody with a gun. That man turned out to be alton sterling. When officers arrived, sterling was armed and the altercation ensued that resulted in the loss of his life. Reporter the video shows two white Police Officers telling the africanamericans and suspect to get on the ground and then a scuffle breaks out. You can see the officers appear to pin sterling down. Seconds later, gunshots. Im i have serious concerns. The video is disturbing to say the least. Reporter so disturbing edwards announced the u. S. Department of justice and fbi have now opened a civil rights investigation into what happened. This, as the shooting has sparked peaceful protests in the streets of baton rouge. The local naacp president is calling for the police chief to resign. While dozens of supporters and activists come together demanding answers for sterlings friends and family. I for one will not rest and not allow him to be swept in the dirt. Reporter the mother of Alton Sterlings oldest son fighting back tears in front of reporters earlier today saying now his five children will be forced to grow up without a father. The individuals involved in his murder took away a man with children who depended upon their daddy on a daily basis. Reporter the two officers involved here, a fouryear veteran of the department, the other had three years on the force, have both been placed on administrative leave. Now to a double homicide that happened in oakland over the holiday weekend. A mother and her adult sun both killed inside their home. Tonight we are learning new details about exactly what happened and what may have led up to the violence. Ktvus amber lee is a newsroom after talking with the family and they tell her that the mothers 7yearold daughter saw it all happen. Reporter thats right. The victims relatives shared with me some chilling details of what happened saturday afternoon. Right now they are mourning the loss of the mother and son. Family members say literal parker and her son ezra glenn were shot and killed by someone they knew. The father of latrells 7year old daughter. That the little girl was in the home and witnessed what happened. She went to get help from a neighbor. She said, my mommy and my brother is heard. And ill be glad when they clean my mommy up so i can go to the hospital with her. Reporter anita stefan said she lived with the two victims and the little girl. But was at work when Leonard Williams came to their home on macarthur boulevard. She suspect that williams was angry because he accused the family of trying to turn his little girl i get him. I reporter on tuesday night their investigation led to stockton where the 55yearold williams killed himself before police could take him into custody. Outside the family home on macarthur boulevard, there is a memorial. For 11 years latrell was a well loved teachers assistant at alameda high. She had recently graduated from college with a bachelors degree. Her son ezra worked for a department store. The two were close. Ezra was protective of his mother. Very kind, warm. Kept trying to warn his mom about mr. Williams. Time and time and time again. Reporter family members tell me latrell and with williams had an onagain off again relationship that spanned 20 years and that the two were in a custody battle over their daughter. Now relatives plan to raise latrells little girl. Make sure my niece never forgets her mom. And never forgets [ voice breaking ] that she never forgets her mom and her brother. Make sure that. We spoke to steve levin today a nasa scientist on the juno project. So far everything is working great. We are in the process of turning on the science instruments. We turned off everything that wasnt needed to get the main engine burn going for the critical maneuver. Now a couple days later we are slowly turning back on all of the instruments, getting a look at the jovian environment. The spacecraft built by Lockheed Martin is expected to last for 20 months. On its final orbit juno is expected to dive into jupiters atmosphere where its expected to be crushed and vaporized.
