Investigators say he had been driving erratically, running stop signs, and had come up fast on two cars and tried to pass them before he veered into the victim. Sounds like he almost hit an oncoming car. Swerved, even further to the left, into the bike lane and hit the bicyclist. Should be safe. But when you see things like this, it scares you. Reporter cyclists who ride this route daily said the wider streets with fewer stop signs may encourage speeding. I was here last month, it was a ridesharer driver. The collision happened at seven and howard 90 minutes ago. Police tell us the bike rider was a man in his 30s, he was hit by a driver who ran a red light. That driver took off but were told he was arrested as he got out of his car a few blocks away. San Francisco Police commission is set to vote on a new use of force policy. The change comes after several Controversial Police shootings in recent years. The new policy calls for officers to try to deescalate situations using crisis intervention training. The idea is to have officers armed with alternative strategies so they dont have to reach for their gun first. The commission is deciding between two versions of the policy, that have slightly different language, but the same goal. The fbi is confirming that the gunman who massacred 49 people at a nightclub in orlando had bought a plane ticket to the bay area. Investigators say omar mateen bought three tickets for himself, his wife and his child just a couple days before the shooting. The tickets were for flight to sfo in july. Reginae was a very bright student at school, she had just finished taking her sats for college. As a matter of fact, her mom really her mom will receive them in the mail. She was a cheerleading coach for the peewee crusaders in san leandro. She loves to cheerlead. Loved to dance. Had an infectious laugh. Just an allaround bright girl, just a life cut short too soon. You talk about the family and your hope of finding this killer. Its got to be that this haunting sort of question. Who could carry out something so coldly and if you and boldly . Yeah. And no one has any information. Its puzzling that it was such a crowd but theres no one coming forward. We need to stop these killings. My brother was gunned down in the street which was bridge in his grandfather. Reginaes grandfather. And i just do not want her homicide to be another statistic or her to be another statistic. She was just too full of life, too energetic, too much of a person that was just loved by the community for her to end up a statistic. She mattered. My brother mattered. Going back to the letter from the governor, one of the things that struck me, here, you write this really powerful letter to the governor, and you get back a response and it said thank you for contacting the office of governor jerry brown regarding this issue. This issue that you discussed falls under the jurisdiction of Law Enforcement agencies, the local Law Enforcement agency where the complaint took place, sincerely, constituent services. They didnt even sign it. It just feels about as impersonal as you can possibly get. Absolutely. I dont understand that. I was so angry. Thats why i contacted you. Because i felt like if i was the governors aid, and i saw this letter come across the desk, i would feel some empathy for the family. I would feel compelled to take it to the governor and say, this is one of your former constituent. If you dont read any other letters, read this one. Because its got a powerful message in it. Thats why i sent it directly to him. But instead, i was met with a cold, impersonal letter. And thats why it made me feel like regginaes death didnt even matter to him. The emergency room is so overcrowded that patients are sometimes forced to sleep on the floor. Today and effort to staff the facility with more doctors ended up in court as attorneys argued over jobs at the county run hospital. Ktvus ken wayne has been following the story and hes here to tell us what happened. Reporter everyone agrees there needs to be more staff to deal with the overs they should overcrowded conditions but the hospital effort to get more staff prompted these Legal Proceedings by the doctors who work there. This is new undercover video of two investigates, showing the overcrowded conditions at jon george havent changed since our first report last month. There are still times when patients have to sleep on the floor because of a lack of bed space. Staff members have long complained theyre often overwhelmed and cant meet patient demand putting their safety and that of their patients at risk. In Alameda County superior court in hayward wednesday, an attorney representing jon george agreed. With the increased patient census, the result is a significant number of unfilled shifts every month. As late as may 24 in 2016, the june schedule had nearly 40 unfilled shifts. Reporter the solution according to Alameda Health service or ahs is to contract out to a private company to provide additional psychiatrists. Theres no choice for ahs, for Patient Safety and for the safety of the employees, to contract out some of those services. Reporter the attorney for the Union Representing the doctors at jon george came to court seeking a restraining order to prevent ahs from bringing in outside doctors. Arguing it puts the current doctors jobs in jeopardy. This is just about filling additional emergency services. Rather this is about contacting out bargaining unit work. These psychiatrists will be canceled from work they are scheduled to do. Reporter outside the courtroom, doctors told ktvu the change gives ahs a chance to muzzle dissent because the new doctors could be fired and will. Doctors that are represented and who cannot be terminated at will will speak out at times when they see something that is being done wrong by the institution. And many things have been done wrong by the institution. Theyve been trying to do this for two years and create this crisis. Ahs itself is the reason why all of these patients are suffering as youve seen on the videos. And yet then they try to use that as an argument to justify whats going on. Reporter in the end, the judge ruled in favor of Alameda Health service. They are trying to replace not going to replace services, they are trying to provide Services Currently not being performed because of shut staffing shortages. Reporter the doctors say they still have a chance to make the case at a future hearing. Their biggest concern is ending the cramped and dismal conditions inside jon george. Thats also a very demoralizing, inhumane way to be treated and so these are already people that are in crisis. Its not going to make their crisis feel better. To be in the conditions that were seeing in the video. Reporter jon george issued a statement tonight saying it was pleased with the courts ruling and looked for it to working with union psychiatrists to provide care to the patients at jon george. It was a driveby shooting that happened just after 5 00 at san pablo and 41st street right along the oakland city line. Investigators say the victim was taken to the hospital in critical condition. The car took off from the scene, so far police say they dont have a suspect description or information about a motive. The problems at Oakland Police department starting to have a ripple effect. She followed them in her car and was shot dead when they spotted her. The lead investigator is the homicide should sergeant now on leave over allegations his girlfriend improperly accessed police files and posted some of the material online after learning he was married. Sergeants Attorney Says his client on the got help transcribing interviews and that no cases have been jeopardize. But now the two men including mario floyd are awaiting trial in solomons death. Because of warmer temperatures, the drought, and a bark beetle thats taken hold during the drought. Crews say in just the last eight months, 26 Million Trees have died in six counties.
