The announcement came suddenly this afternoon, it was not altogether surprising since the mayor himself had previously acknowledged that reforms in the Police Department are underway. The progress that we made has been meaningful. But it hasnt been fast enough. Not for me, and not for greg. And thats why i have asked chief suhr for his resignation. Reporter the mayor made the announcement late this afternoon after meeting with the chief. At his side, suzy loftus, the president of the Police Commission and deputy chief Toney Chaplin. The mayor named chaplain as acting police chief. This came just hours after after a Police Sergeant shot and killed a 27yearold black woman who police say was driving a stolen car in the bayview shortly before 10 00 a. M. I have previously expressed confidence in chief suhr because i know he agrees with and understands the need for reform. But following this mornings officer involved shooting and my meeting with chief suhr this afternoon, today i have arrived at a different conclusion to the question of how best to move forward. We continue to bring the pressure because the pressure of the people is what made it happen. Reporter Community Activists including those who recently held a Hunger Strike demanding that chief suhr resigned gathered to speak about the mayors decision. And to protest against this mornings deadly shooting. We are emotional right now. Reporter Oscar Salinas tells us he is a friend of alex nieto, a man killed by police two years ago. This is what weve been fighting for. For almost 2 years. So this is going in the right direction. And this is what we needed to happen. My condolences go out to the family and loved ones of the young woman whose life was lost today. Reporter jane kims call for the chief to resign last week was seen as a turning point in the turmoil that has gripped the Police Department for months. I think it takes bold and courageous leadership with a fresh slate that is able to extend their hand and be able to unite all of our communities. At this solemn moment, we have to, we must put aside politics and begin to heal the city. Reporter the protesters say they would like to meet with acting chief Toney Chaplin and theyd like to have a say in who the next chief will be. Tonight i spoke with a number of Police Officers, they described chief suhr as a great leader and they are saddened by his resignation. Julie . Frank . I know it came as a shock. Amber, thank you. Interim chief Toney Chaplin has been with the department for 26 years serving at mission and caravelle stations, he ran the Homicide Division but most recently chaplin served as deputy chief and established the new professional standards and principles policing bureau. Todays Police Shooting took place on a deadend street in the bayview district. The victim has only been identified as a 27yearold black woman. Tonight a large crowd of people gathered on elm street to remember her and lay flowers where she died. San Francisco Police say officers spotted the woman about 9 45 this morning. The woman drove off, crashing into a truck. A witness said as police went to try to detain her she was trying to rev the car back and forth, thats when a sergeant fired a single shot killing the woman. Investigators now are looking into whether the sergeant may have been trying to protect his partner. At this point the womans name has not been released. If were not talking about women who are being gunned down , then were not telling the whole story. And if were not telling our whole story, then we cannot achieve liberation. This is the third deadly Police Shooting in San Francisco since the december shooting of mario woods and the shooting death of luis gongora last month. Joining us now, ktvus tara moriarty, shes been covering chief suhr for years. You heard about his decision to step down. Reporter we did share a couple of texts before the announcement came out and he was a bit cryptic in some of the texts and didnt let me know that he was going to be leaving. But there was definitely i think, a sense of freedom i think at the end of it all, because he said, i hadnt expected to resign today. But when this ois came forward, this officer involved shooting happened, i think that was something that was definitely on his mind. When he walked out to address the media today when we were at the officer involved shooting, he was very pale, sort of gaunt looking at you could tell this had taken a toll on him. The past several months obviously have been very difficult with all of the protests and things going on. So i think he did, now its the time to make this happen because initially, i was told that he was actually planning on retiring at the end of the summer, perhaps the beginning of the fall. This was exactly when the department of justices report is going to do out after the Blue Ribbon Panel met and all the decisions are being made about hiring and use of excessive force. So i think he was waiting for that come out and he was going to hand over sort of, the chief position to somebody else and say okay, then this happened. This officer involved shooting and that changed everything. I think it was a mutual decision that he came to. I know you have a lot of sources in the department. I know youve spoken with some members of the department tonight. Without giving their names can tell us specifically what they were saying about the chief and the fact he is resigning . A lot of them are devastated, crushed. They really liked chief suhr. In my years of covering him i dont think ive ever seen a chief so dedicated and so passionate about what he does. Ive covered a lot of events in San Francisco for charity and speaking and he was at most of them. So this was a guy who truly took his job with him everywhere. He always worked very hard. The people in the Department Recognized that. They know that he was trying to implement the changes he is now not going to be able to do. I know that he is saddened by that. But he wanted to go out on a high note. He certainly didnt want to go out this way. The people i have spoken to and texted with, some of my female officer friends, have cried. They said were just devastated and we hope that, you know, hopefully, you know, some good will come out of this. But at this point i think theyre having a difficult time. Talk about the interim chief, Toney Chaplin. He comes in at a tough time. Yeah. I think thats going to be a really difficult job for him to come forward and to implement changes but i think hes very dedicated. Hes a very humble person. A lot of the media have dealt with him before. He is extremely wellliked. He has the backing of the department. And in speaking with members of the poa and other officers in the department, they were really like to see him as the actual chief. They dont want to see him as the interim. They would like to see him be here for the long haul. Because he knows the department. They dont want an outsider. They dont want a National Search launched and to find a brandnew chief. They want they would like to have chaplin. Someone who knows the city and the issues. Tara, thank you. Tonight, the Police Officers association released a statement praising chief suhr and his leadership. It read in part, his retirement under pressure is an extreme lost to the department and the city. Chief suhr at the core was and always will be a cops cop and dedicated to the men and women who donned the uniform every day to serve and protect. The union says he looks forward to working with the acting chief to continue chief suhrs reforms. Stay with ktvu for continuing coverage on the search for a new police chief. At 10 30 the pulse of the community from a sampling of San Francisco neighborhoods. Now to the search for an egyptair jetliner believed to have crashed into the Mediterranean Sea. Egyptian and russian Officials Say the aircraft may have been brought down by terrorists on its way from paris to cairo. Ktvus Jana Katsuyama here now with the search thats underway. Reporter the search efforts are really focused in the certain part of the mediterranean. It was going from paris down to cairo, they lost contact with the plane as it was transitioning from greek to egyptian airspace. Tonight, a Senior Safety official says that debris found so far in that part of the Mediterranean Sea does not belong to an aircraft. Shock and grief gripped families of passengers on board egyptair flight data for that disappeared from radar early thursday morning. They dont have any information. They havent found the wreckage. But obviously there is little hope. Hope fading has some relatives boarded a plane from paris to be closer to the search site. The missing aircraft left Charles De Gaulle airport at 1109 wednesday night and all seemed normal when the pilot made contact about 10 minutes before disappearing. Translator the information we have been able to gather is the plane came down, and is lost. Reporter aviation Officials Say the airbus a320 70 started dropping from 37,000 feet first making a 90 degree turn to the left, then switching directions turning 360 degrees to the right while dropping. No stormy weather, no distress signal and so far, no sign of debris. On board were 56 passengers mostly from egypt and france, seven crewmembers and three Security Officers were also on board. The white house says the United States is sending resources to the mediterranean. United states navy is working to deploy a p three orion aircraft to provide support for the missing jetliner. Reporter the navy orion jet craft is known as the submarine hunter. Its one of the most advanced aircraft the navy flies. Reporter it has infrared imaging and can carry out 12 to 14 hour missions. He says it also can track down an aircraft blackbox signals underwater by deploying special sensors. One part floats on the surface. The other part is a it drops to a predetermined depth and it is looking for the bangor on the black box. Reporter investigators say its too early to determine whether mechanical failure or a terror attack is to blame. Egyptian officials are saying that it appears the likelihood of it being a terror attack is higher than a technical issue but investigators are not saying definitively get. The plane had made previous stops in eritrea and tunisia and had undergone a maintenance check before it took off from paris. These are all things theyre going to be looking at but really its the black box and data recorders that they are really going residents are noticing a change. Now across the bay to oakland where at least one city official is hoping to roll out the red carpet for donald trump. Trump made headlines for comment in New York Times magazine suggesting oakland is among the most dangerous places in the world because of its crime rate. The fbi did ranked oakland the second most dangerous city in america in 2013. But Violent Crime has been on the decline since 2012 including robberies and homicides. He is trying to be commander inchief of the Largest Military on the face of the earth. And he is scared of oakland . Im not scared of oakland. Oakland city Councilmember Noah told ktvu he called Trumps Office to give him a personal invitation to visit oakland and see the city for himself. Trump has yet to respond. Old problem is back for people who live in a Public Housing complex in richmond. Its been two years now since we first learned about some deplorable Living Conditions including black mold. The issue was fixed, but then ktvus rob roth returned to one complex today where people say, their health is once again being threatened. Reporter this mother of two children showed us whats once again growing on their bathroom floor and wall inside this richmond Public Housing unit. This is the black mold right there. Reporter she says its made her family sick already. Weve been to the hospital. Theyve been breaking out in hives. And theyve been stopped where they cant breathe either. Reporter unwelcome case of dij vu for her, two years ago we saw the same problem with mold here after investigation by the center for investigative reporting be field deplorable conditions of throughout much of the Richmond Housing authority. The family was moved out while the mold was removed but now she is back and so is the problem. They didnt get all this out of here. Reporter next door neighbor says she is also wrestling with mold. Weve had multiple people come in and Say Something is going to get done soon. Something is going to get done soon. And it never does. Reporter Housing Authority says its been trying to get rid of the mold in the 70year old units. All the units we manage have an annual inspection. And thats required by federal statute. Then turning over the maintenance of those units to a private company. The Richmond Housing authority is in the process of transitioning out of the direct Property Management business. Seven suspect ultimately arrested, one escapes into the dense brush. This is an illegal trespass grow site, not a sanctioned garden with a pure product. They smear it on a liquid. Two separate illegal growing campaigns tucked away in the town of Crows Landing each of stealing millions of gallons of water from the nearby san joaquin river. 10 total plots here stretching 50 yards by 50 yards. State wildlife officers and sheriffs deputies seized 20,000 Marijuana Plants with a street value of 20 million. As well as two handguns and a 12gauge shotgun. But an even more dangerous crime could come from whats inside these plastic bottles found at the grow site. 20,000 marijuana cultivation sites is a toxic site. Thats where we will not open. The poisons are banned in the country because they are so toxic. The epa banned them over a decade ago. Reporter and pesticides spread on the marijuana plant leaves and on the ground in the area. To kill anything that comes onto the marijuana to try to it or disturb it. So it kills rodents, small game, big game like bears, deer, Mountain Lions. The protected Mountain Lion in california. Pretty much anything that ingests it or even breeds it. Near the plants can die. Reporter fish and wildlife provided video showing dead animals including these rabbits. Norris said they likely drank water tainted with the band pesticides and died almost immediately. Poison or something. Not just the animals on the land at risk from these cartel growers but also the ones in the water. Reporter for example the endangered california steelhead trout, so scarce fiction wildlife experts say each fish is worth several thousand dollars. They too can be killed with these pollutants seeping into the water. Hours after the raid and arrest, deputies start the next phase of this joint operation. Checking and clearing the encampment of toxic marijuana, garbage, poison, helicopters used to hoist the tainted wheat two trucks where it will be ground up and buried. We leave all of those camps, brought byproducts and pollutants out in the wild, once the winter hits, all of those poisons will wash into the san joaquin river. So we dont take it out, were not doing anything to protect our wildlife resources in california or our public safety. Back now to tonights big headline, the ouster of police chief greg suhr, just the latest of several bigcity Police Chiefs across the country who have had to step down amid the outcry over lethal force. Ktvus Debora Villalon is at sfpd headquarters now with some interesting reaction from San Francisco neighborhoods. Deborah . Reporter frank, greg suhr like to say he was a native son, came up through the ranks, longtime captain of bayview station and proud of it. In the end, none of that could save him. From the mission to the marina, the sunset to soma, people are talking about the latest shooting. I was shocked. Reporter and why it was a tipping point. The chances of me versus a person of color being shot are vastly different. Reporter disturbed by use of force dont necessarily support the firing. He does seem to be one of the more sort of proactive chiefs that weve had. As long as ive lived here. And i grew up here. So him being fired for this achieves nothing. Under his leadership, he cant stop it, then we need new leadership who can get to these people. Seems greg had more of it in a shorter time period than any of us did. When anger toward greg suhr spilled onto ed lee, the mayor weather did for a while but rivera says any major will elect and appoint deago who has become a liability. Hot button issue these days. The black lives Matter Movement is reality. [ chanting ] reporter greg suhr has faced the anger headon and promised to embrace reforms. He wont have that chance. Rivera says the key quality for any chiefs discipline. Discipline is not only for the individual, its for the entire organization. You know, they have to know that youre not going to put up with things. Reporter in the neighborhood, most peoples impression of the department is shaped by the officers they interact with. And impression of the chief at all . No. No. Reporter even san franciscans with a casual interest have most likely seen the cell phone video. The barrage of Police Bullets that killed mario woods in december. I think thats brutal. That kind of force was unnecessary. Reporter i dont know what it would feel like if i was in their shoes. Reporter older residents tend to sympathize with greg suhr. I think they should give him a chance to see if the policies they are putting in place are working. The new ones. Rather than forcing him out. Reporter tony rivera now teaches criminal justice at usf. He believes greg suhr should leave with his head high after a long career of Public Service and frank, he tells me he hopes the next chief focuses not just on use of force but the rising crime rate which he believes has been overshadowed in the city. Deborah, one thing you have to say about chief suhr, like him or hate him, when there was a Police Shooting he would hold Community Meetings and not every police chief will do Something Like that. Reporter right. He always held a town hall and he took a beating at several of them. Lots of times he was shouted down and could barely get a word out. A few of them had to adjourn early but he always showed up and he was always accessible. Debora villalon, thank you. The California State Senate passed a package of new bills today that impose new restrictions on guns and ammunition. Supporters say the goal of the 11 bills is to make it more difficult for criminals to get guns. But gun advocates say their rights are slowly being taken away. A provision in one of those bills would require ammunition sellers to be licensed and would mandate background checks on those who are buying rounds. Another measure would make it illegal to possess magazines capable of storing more than 10 rounds. A package of bills still needs to go before the assembly before it could go to Governor Brown for his consideration. Still to come here, ap test scores that wont count. Police in San Francisco are investigating whats believed to be a deadly hit and run accident. Officers spotted a stolen car in the ingleside district about 4 30 this afternoon. The driver sped away and ended up slamming into three cars injuring as many as four people. The photographers is after the crash, three people got out of the car and ran off. More than 160 students in palo alto are being told they need to retake their ap exams. The school sent letters to parents explaining that many of the students were sitting too close to one another when they took the advanced placement exams. Under the rules of the College Board students have to sit at least five feet apart, the students initial scores wont count, they are scheduled to retake the ap exams this week and next week.
