We have actually an urban and small street flood advisory. This is a Flash Flood Watch in place until 4 00 a. M. Monday. This just developing during the 9 00 hour, a flood advisory for all the areas shaded in blue. Thats until 3 15 monday morning. The focus of the rainfall has been the sound santa cruz mountains. Been lovin picking up over seven ridges ben lomond. Learning more about the tragic death of a woman inside a flooded car in yuba city. Police arrested the driver for drunk driving. He drove around a barricade at about 65 Miles Per Hour and got stuck in up to eight feet of water. He got out but his female passenger was underwater for about 15 minutes. By the time emergency crews got her out, it was too late. He also faces vehicular manslaughter charges. The city of pacifica is about to tear down a red tag Apartment Building at risk of falling into the ocean. The building at 320 esplanade was evacuated and condemned. Back in 2010 after series of storms eroded the cliff, the owner has filed for bankruptcy. So the city is taking charge of its demolition. The building right next door has already been torn down. The pacifica public works director says the construction fence will go up tomorrow around the building and crews will remove any asbestos and lead. An excavator will then be used to tear down the building on tuesday during that time. Technicians will also be monitoring the cliff. If theres anyone at the bluff, he will be able to warm us wuornos. The demolition is expected to cost as much as 400,000. The city hopes to get reimbursed by the owner at a later date. A third building on the other side of this one was yellow tagged back in january and it could be the next to go. Im here today with tulsa for a, renowned sketch artist. Your sketches are always on the mark. How is it possible for you to be so close . Thank you for having me. I can tell you my technique is rather unique. I dont use reference images. Im really keen on what people actually remember or dont remember and i think thats what makes me actually more successful in that im not using reference images to possibly contaminate somebodys memory. Im just relying on what they remember or dont remember. You are a San Jose Police veteran. Tell me when you started and do you always have a creed with the new . Ive always been drawing, ive always taken art in my school in san jose. When i joined the department, i found out they had a position called Police Artist. And i studied for that position for 3. 5 years. And became the official Police Artist in 1995. Reporter what satisfaction do you get when theres an arrest made primarily based on one of your sketches . One of the things i learned back when i was being trained was what was most important is that the witness, the eyewitness themselves, really believe it looks like the person. All the stuff that comes after the amazing work that the patrol officers do that citizens do when they call and say it looks like this person, thats icing on the cake. All im relying on, all i am actually concerned with is that that witness really feels very comfortable and feels that it reminds them of the person. Thats what im looking at. Reporter special things you do, do you have them close your eyes . What do you tell them . My technique is rather Pretty Simple when you see it. You are right, i know that people are much more comfortable and can remember more when they are more relaxed so i ask them to close their eyes, take a deep breath. When i see they are ready, i go on with my normal questions talking about the face shape, the hair, the eyes and the nose. Whats interesting about my questions is that theyre not leading. I take whatever they tell me. Im very comfortable with somebody saying, i dont remember. Actually, peoples remit memories are not that reliable.
