On capitol hill in washington, excuse me, the republican led house passed a bill creating new hurdles for Syrian Refugees headed into the United States. The vote was large enough to override a threatened veto by president obama, but it faces a tougher test in the senate. The ledgelation is in direct response to reports that one of the attackers may have used a syrian passport to enter europe. It would require new fbi background checks and the heads of the fbi Homeland Security and the director of National Intelligence would all have to sign off on each and every refugee. Our Law Enforcement experts are telling us they dont have confidence that they can identify suspects in the refugee population. The United Nations has referred 23,000 Syrian Refugees to the u. S. 7,000 have been interviewed by Homeland Security since 2011. 2,034 have been admitted and zero have been arrested or removed on terrorism charges. One refugee family from syria has settled in oakland. They escaped from a civil war, but now they are worried about a backlash. Amber lee is in the news room with the story. Mohammed says he does his home work at night learning english. Nearby, the familiar sound of arabic, his native language as the two daughters watch a cartoon they enjoyed when they lived in syria. In 2012, the 34yearold, his wife, and children, fled to jordan after they lost their home and printing business when civil war broke out in their homeland. Eight months ago, they resettled in the United States as refugees. He speaks little english. He showed us the tag he wore around his neck that gave his Refugee Status when he flew to the United States. In arabic he told me he fears a backlash from the terrorist attacks in france. A family friend translated. He fears someone will feel he shoulden be here. They feel that he should be out. Reporter starting over in a new country is something he says he had to do to keep his family safe from the constant bombings in syria. Family friend gaida, a Syrian American says there is sadness and anger that they are cracking down on refugees in the u. S. I felt betrayed and shocked. Reporter she supports the u. S. Thoroughly vetting refugees. Lets do it. Even if it takes two years for someone to come here. I want every american to feel safe. I want to be safe. The three drifters accused of two bay area murders entered not guilty pleas in court today. 23yearold morrison lampley, 24yearold sean angold and 18 yearold Lila Alligood appeared in court. They are accused of killing two people. Police arrested the three suspects in oregon. They are being tried in marin county. They there are also special circumstances of robbery and lieing in wait that could lead to the death penalty. Dennis herera filed a civil lawsuit against American Express saying they violated ally trust laws and cost california businesses billions of dollars. The suit alleges that mx charged higher fees than its competitors but prohibited businesses from taking any steps to encourage people to use less costly Payment Methods including cash. They believe the suspect barricaded in the room is this man. Jason brown. He is 18 years old from oakland and wanted in connection of two killings including one in a cvs parking lot in livermore last month. We are there and we will let you know if the situation changes. Now, to vallejo where a convicted sex offender just out of prison has been evicted. He had moved into a hotel a few nights but only until they realized who he was. Now police dont know where he is. Reporter he has been declared a transient. He bounces from place to place. And Frazier Smith was at this motel 6 until the Company Found out and evicted him. This is 51yearold Frazier Smith when he came to the Vallejo Police department to register. I consider him a threat. Anybody they call a violent sexual predator, that is not a title given lightly. Reporter after prison, smith was too dangerous to release after prison and confined to a State Hospital which now says he is ready. Unfortunately, if he is not, someone will be hurt right . Not good. Reporter smiths path to this motel 6 was a long one and a last resort after he was declared a transient with no permanent address. After this address fell through and this outcry in concord that didnt want him either. He is not in any motel in vallejo. I dont know. Reporter vallejos mayor says every hotel and motel in town has been warned and shown smiths picture but motel 6 unwittingly gave him a room because one of his guards booked it in his own name. He has two paid state monitors 24 7. The mayor is mad vallejo didnt get the same notice as other cities. He does not belong in vallejo. I dont know that he belongs in any real city. It is my understanding now that he is in a car with liberty healthcare contractors and they are trying to figure out where they are going to house him next. Reporter smith and his handlers spent wednesday night in a car after getting kicked out of the motel and may sleep in the car again. I have three daughters so that is very concerning to me. Reporter parents hearing how smith assaulted teenage girls and young women simply want him as far as way as possible. Everyone will say i dont want them here. Not in my backyard, but whose backyard do they go to . I imagine they will try to house him anywhere they can. It is going to be up to the community to be alert of what is going on. Now he wants to live quietly and work as a barber. His crimes were committed in solano county. That is why he must bereleased to solano county. The question is where . A bay area fugitive who spent six years on the run has been captured during a raid in antioch. 36yearold ulysees davis was on the most wanted list for attempted homicide and weapons violations. Authorities say he was a known gang member from San Francisco. Atactical team from the city swept into a home in antioch early yesterday morning and arrested him after a brief standoff. Oakland police know who killed a transgender woman on a street more than three years ago. 37yearold brandy martel was shot to death at 13th and franklin. Happened in 2012. A 26yearold man named malik parrot pulled the trigger. He was killed six weeks later. Police didnt say how he linked him to martels death. Safety gun measures could be the law in San Francisco. The first of its kind proposal would require anyone keeping a gun in a car to have it locked up. This smash and grab epidemic in San Francisco is not being overlooked by supeisor david campos. After hearing report after report about so many weapons stolen from vehicles, we decided to expand in legislation. Reporter campos is introducing legislation requiring anyone storing a gun in a vehicle to secure it in a trunk or have it in a locked box attached to the vehicle. That one gun off the street can now save a life. The proposal is an amendment to a prior notice requiring Police Officers to safely secure their firearms in the car. It was after the death of kate steinle who was killed by a gun stolen from a car. Paulette browns son was also killed in 2006 from a stolen gun. When their car gets broken in, ease guns wont get stolen and the children wont get murdered. Reporter with more than 14,000 car burglaries in San Francisco this year, it seems like common sense. Police executed a search warrant on studio 361. They say the underground club was operating in a vacant basement in the 300 block of 12th street near broadway. Protest group says uc berkeley has decided not to readmit a student accused of rape. The group by any means necessary gathered on campus today to applaud the yours ruling. They say this year will be stronger than the last, what, 12 years . So, anything can happen right now. Reporter it is not only falling trees people are also concerned about. But also shoring up their roofs and fences in preparation for heavy rains. Some contractors are already booked solid. The issue is during the el nino when the heavy weathers are here and it is very wet, we cant do work those days. So we have so much work packed into the days where it is clear. It pushes it further and further back. Reporter justin lina says homeowners need the plan ahead. Whether it is a reenforced fence or more importantly, a leaky roof. Business is booming for some local roofing companies. It is up 100 definitely since last year. Reporter nothing is guaranteed with mother nature. But the november rains have already prompted some homeowners to take precautions. When people call in, they say im worried about el nino. I would like to get my roof checked out. Or they know it is time to get a new roof. Reporter this years el nino is on parallel with the last two very strong el ninos in 1982, and again in 1997. Both produced heavy rain with widespread flooding but not until january into february. I can say honestly, we are more prepared for this one than we have been for any el nino in our past history. Reporter pg e has been preparing for potential flooding for months. Current guidance is suggesting we are going to have above normal precipitation across california. Reporter they have held Disaster Preparedness exercises in anticipation of mud slides and power outages. El nino will present challenges not only to pg e but other first responders. We believe we are going to have a higher frequency of storm activity. Especially in our southern part of our service territory. Reporter using my observers date in San Francisco, normal rainfall for San Francisco seasonal is just over 23. 5 inches of rain. But the last two very strong el nino years had nearly double that amount. In 198283, we had greater than 46 inches of rain and in 1997 98, we had over 47 inches of rain. Southern and Central California have the highest chance of being hit by powerful el nino storms but even in the bay area, we can expect an above normal chance of rainfall. It should hold off until january. In the meantime, the rush to get ready has already begun. Im concerned. No one can really predict what is going to happen. Dylan is making so many improvements that everybody is tearful. Reporter this was dylan, an active boy who loved sports. He collapsed on the baseball field may 5 and went into a coma. Doctors first thought an avm or cluster of blood vessels in his brain burst. That diagnosis has changed. It is a rare cancer and tumor throughout his brain and his back on the spinal fluid. Reporter dylan has tumors in his brain and spine. It was another kick in the gut. Reporter he will start radiation soon. The treatment has a 25 chance of getting rid of the cancer. I know i put my money on my kid any day. Im sure he will be just fine. Dylan, you want the try the whip nae nae . Reporter what dylan has going for him is superman determination. He is pretty stubborn. He met his match in patient care assistant tina hill. I was like dude, i will be stuttering too. I call you fried chicken. And that would be not a bad set up for us. Especially in the mountains. It will also cool usoff rapidly. We have had a warm run of temperatures.
