This father says that petaluma is safe but the latest report of an attack raised concern. I heard no one has been caught. Reporter a concern that officials tried to address at a Community Meeting. Everybody came here hoping to find out more about what happened. Reporter on the morning of september 18 a woman who lives on echman place reported that someone wearing a mask broke into her home while she was dropping her children off at school and sexually assaulted her when she returned home. Too far away from where this occurred. Reporter but police say the victim did not identify that man as her attacker. Now investigators say theyre waiting for the dna results of dna collected. So weve been put at the front of the line. Theres been a lack of information coming back from the police. Reporter investigators explained the complexity of solving a Sexual Assault case. Were looking into that but its not a quick process. Reporter and tried to reassure the audience while urging them to take precautions. Theres a fear amongst women. I am now in my 50s ive learned to be very aware and protective of myself. Reporter many came to the meeting and say without an arrest its hard to rest easy. Reporter the grief is raw in this west oakland neighborhood. They saw one of their collaborators shot down while they were all painting a mirror. It happened in this overpass. This is where artists from the Community Based program were painting a mural on a graffiti scared wall. A mural painted by fifth graders. Police say the gunman ran off while the artist lay dying. Just an amazing spirit. And he was just out here because he loved painting and he loved being out in the community. Reporter Police Officers too seemed shaken by what had happened, theyre looking for answers. How did this come to be. How did it come to be where a person felt the need you know to solve their difference of a simple argument by using a firearm in the middle of the business interception during broad daylight. They had raised the money and middle School Students designed the mural and the artist had been working on it for more than a week. They had already created three other mirrors. Its uncertain whether that field trip will now have to be postponed. In oakland, rob roth. Reporter there are plenty of Unanswered Questions about the death of another person in west oakland. A body was found wrapped in plastic about 8 00 this morning. It was spotted alongside a dumpster on union street. Police are treating it as a suspicious death. So far theres no information about the persons age, gender or how they died. There was a musical protest outside Oakland City Councils meeting tonight about the Oakland Police and the gentryification going on in the city. A group of drummers is accusing authorities of biased policing during their response to an incident by lake merit on sunday night. The black and latino drummers say a white man called police with a noise complaint after they had been drumming for about 90 minutes. Words were exchanged and the drummers say several officers responded and immediately took the side of the white man. Were going to continue beating the vibrations of love, of community, of joy, we will defeat whatever, and whoever is coming for us. Reporter the drummers say they were peaceful and have the right to express their culture and the man who complained was at wrong not them. His death comes just a few weeks after another inmate was beaten to death allegedly by three deputies. Reporter the Santa Clara County sheriff revealed the 23 yearold inmate who died in jail custody had a long history of violent behavior. Back on september 21st, the sheriff said her staff used force to remove him from the ground. After unsuccessful attempts to subdue him. Do you think the behavior used days prior determined his death. I cannot determine cause of death. Thats up to the coroner to determine cause of death. Reporter the inmate was rearrested nine days after being released from jail. Nursing staff, jail guards and social workers are there 24 7 and are being we being interviewed. This after Michael Tyree was found dead. Three deputies were arrested for his murder. They announced forming an outside Blue Ribbon Commission and increasing training for 20 hours for new correctional officers. Board president dave corteze says the challenge is figuring out how many Board Members should have. Theres a belief not again so soon, what is going on inside our jails. Reporter civil Rights Groups like the naacp says the latest inmate death shows urgency for jail support and staff. We want to start looking and we want outside eyes looking inside our jails to support whatever problems may be. Reporter an outside investigation will determine the exact cause of death. The sheriff is not releasing the name of the inmate until next of kin has been contacted. In a hearing this morning the family of Matthew Ferris posted the required bail. The other two deputies accused in the death of Michael Tyree had already posted bail. The next Court Appearance for all three of them is set for october 13th. An update now to a story two investigates first uncoveredded over the summer. A woman whos been running a restaurant in oakland without a Health Permit and avoided paying rent for nearly a year has finally agreed to get out. Our hidden camera caught Katherine Forbes selling food to two investigates out of the old fish market in oakland back in june. Records showed she did not have a Health Permit and the county had already ordered her to move out. Shes been ordered to pay 28,000. Criminal charges are still pending. The Berkeley Police department is under fire under allegations of racial profiling. Ktvus john sasaki has statistics that some are calling disproportional and dramatic. What we are demanding is equal Law Enforcement that the error rate be the same. And that the yield rate be the same. Reporter the yield rate is their biggest concern. They say the numbers show 38. 1 of whites stopped were released with no arrest or citation. While 66. 2 of African Americans were released with no arrest or citation and 56. 4 of latinos were released with no arrest or citation. 56 of the time, the black folks are stopped theyre stopped for no reason. The Police Department either isnt getting adequate training or theres simply a culture of racism that exists within this city that also needs to be addressed. Comparesons to the berkeley population or any city population social scientists will tell you that is the weakest possible measure of disparity or not disparity but of bias.
