The chp did close down the exit ramp about 7 30 tonight. Thats when the chp vehicle pulled off, and burst into flames right on the exit ramp. Chp officers say they dont know what caused the chp vehicle to catch on fire. They say the officer had been traveling east on the bay bridge out of San Francisco when he noticed smoke inside the car back by the trunk. He smelt smoke coming from his vehicle. He pulled off at the Treasure Island exit. Reporter Officials Say a second chp officer responded to help and was injured when the back of the vehicle exploded. There was an explosion coming from the trunk. Some of the debris came and hit one of the officers in the arm and the chest. Reporter the Police Lights and the flames were bright enough to be seen from traffic cameras. The exit to Treasure Island was closed. The chp says officers normally do carry a lot of equipment in the trunk. We normally have flares, electronic equipment, our modems, our radios. Sometimes the officers put their duty badge in the trunk as well. As far as ammunition is concerned, i dont believe there was any ammunition in the trunk at this time. Reporter the chp says normally ammunition is kept inside the car. I did ask them about this particular vehicle. They tell me it was one of their older vehicles. A crown victoria, they plan to take it back to the office and do a thorough investigation to determine the cause, and also whether any of the other chp vehicles might be a danger to their officers. Whats the condition of that officer who was injured . Reporter fortunately, ken, minor injuries. I just spoke to the chp official about 10 minutes ago, and said at this point, he is still at sf general in the hospital under observation, but hes expected to be released sometime tonight. Thats good news. , thank you, jana. Now to the south bay. We are learning more about a deadly crash in san jose that left a pedestrian dead and two drivers under arrest. Ktvus Maureen Naylor is at edenwood drive. Police are looking into whether street racing had anything to do with the crash. Reporter police say the woman was hit and killed along this stretch. Witnesses tell them that the cars involved were racing down this notorious stretch of road and lost control. In the last 10 minutes i spoke with a relative of the victim. The uncle of keirin says she went for a jog and her parents didnt know what happened to her, until they got a call from the coroner an hour ago. Tonight, a tow truck care idea off one of two mangled cars involved in the noon time crash. A witness took these pictures, calling the scene chaotic. I heard the cars screeching, and then i heard the crash, and i came running out. Reporter she found this. A mess of medal and broken glass from one car. The air bags deployed, and windshield wipers going on another car, and a young victim pinned between the car and the tree. I feel bad for the family. We can repair our home, but you cant replace life. I dont even know if their family knows about this. Reporter one car struck the back of this truck. The workers saw what happened, but were uninjured. She was jogging and the at t guy told me theyd seen her by the blink of an eye, her tennis shoes go by. Reporter neighbors count numerous deadly accidents along this notorious stretch. This is our home. This is where we live. A little piece of heaven here, its beautiful. But the cars, back and forth, fast. Reporter cars zoomed by the scene tonight. Neighbors say these guardrails were put up, but they want more. I see 50 to 90, just coming by fast. They set up speed traps. It works for about two weeks, then everyone goes right back to it. We contacted city hall. Reporter Police Identify the two drivers as 19yearold gabriel blasera, and manuel avalos. People ordered to stay home as an extreme blizzard bears down on the northeast. Heres a look at times square in manhattan. Even the subway is shut down tonight as snow continues to fall. Millions of people are going to be affected by this noreaster. The full force of the storm is still a few hours away. Its already prompted flight cancelations across the country, and travel bans in the northeast. Heres a look at boston. Massachusetts is one of five states where governors have declared states of emergency. Officials are urging people to stay inside. Roads are closed, and Public Transit service has been suspended. The fear is the storm will also cause widespread power outages. Not just the level of snow, but its also the wind, and then that wind also plays into the power outage situation. Assume conditions will be unsafe. Assume that you do not want to be out in this storm. Reporter the city of new york is dispatching more than 2400 sanitation workers per shift, and 2300 vehicles with snow plowing capabilities. Now to chief meteorologist bill martin, hes tracking the storm, and just how much snow the east coast can expect. Heres the deal with this storm. They get a cup of noreasters a year. This could be one of the strongest ones theyve seen in the last hundred years. The reason why, theres a lot of moisture with this storm. This is snow, this isnt cloud cover. Cold air coming into the system, pulling in the warm air off the water. Youve got extreme snowfall rates. Weve got 2 inches of snow an hour falling in places like boston right now. 2inches of snow an hour. New york city, they are under blizzard warning in new york city right now. Boston, youre under a blizzard warning, and along the coast, i didnt want to mention this, but you get in a situation where you get Hurricane Force winds. Gusts could easily go up to 70, 78 miles per hour. Its going to hit in about three hours and really intensify. About 3 00 a. M. , or 6 00 a. M. East coast time should be about, the heat of this thing. Youll see already a foot of snow in new haven. Almost a foot in boston. Here we are, 8 00 a. M. Our time. Getting down towards lunchtime now on the east coast. Its starting to die down, but almost 2 feet of snow in boston by about 3 00 in the afternoon, things start to pick up in new york. Theyre coming up on 9 inches of snow. Its a big deal. Transportation, mass transit, lots of issues. Big snow, big wind, and even big rain falling to the south. Sfo handles the majority of east coast flights to the bay area. The delays and cancelations in the northeast snowballed across the country. We actually were going back to chicago, but our flight got canceled. Now were waiting to get back onto another flight hopefully. Airlines canceled flights ahead of the blizzard, and have been rescheduling flights later in the week, without charging additional fees. Coming up at 10 30, a live report, an update on conditions, as snow continues to fall. Several investigations are underway into the death of an inmate at the san bruno county jail. A male inmate died at about 9 30 this morning. Since the jail is located in san bruno, the San Mateo County coroner, the district attorney, and sheriff are all investigating. The San Francisco Sheriffs Office will conduct its own investigation. Authorities say they wont release any further information until the inmates family is notified. San francisco supervisors are expected to approve a 3 million settlement with the family of a patient who went missing at San Francisco general hospital, and was found dead after a botched search effort. Lynne spaldings family was found in an outdoor stairwell, 17 days after she was reported missing from her hospital room. The 57yearold was suffering from a bladder infection, and doctors order that she be monitored around the clock because she was disoriented. The 3 million settlement is to go to spaldings two adult children. Were hearing from the pilot who made an Emergency Landing in the pacific on the end of a parachute. It it went down 250 miles short of maui after the pilot had trouble with the fuel system. Ktvus Heather Holmes is here now with what the pilot is saying about the dramatic splash down. A midair emergency, and rescue off hawaii that was all captured by the coast guard. This is the moment when things got really tense. Watch as the planes propeller starts to slow down. In a few minutes, you will see it comes to a complete stop. But dont worry, the plane has a parachute. The emergency system that worked. It didnt start out looking like a happy ending in hawaii. The parachute eventually holds the plane level. The spectacle of the aircraft dangling from the parachute like a toy was like nothing the captain of the holland cruise ship had of seen. The captain would eventual bring the pilot to safety. 28yearold lou morton said he didnt panic when he suddenly had trouble with the auxiliary fuel tank. Morton, who works with an aircraft Delivery Company was set to deliver the plane to its new owner inle australia. He stopped in tracy to install a long range fuel system, which were told was tested, and working properly. They do test flights here for the first system installed, and they run the tanks dry. Reporter but 250 miles off maui, morton could not access the additional fuel. With time running out, made the decision to deploy the planes parachute. The aircraft landed on its belly in the waves, and morton was on an emergency raft. Pinpointing the location for the crew to pick him up. The coordination with the coast guard, and the coordination with Holland America has been more than impressive. The entire crew and everybody has been great at helping me out and handling the situation. Morton was all smiles when he post posed for the picture with the crew. The Cirrus Aircraft is the only type of light plane in the world to come with a parachute as standard equipment. The parachutes in their planes have been used 51 times and saved 104 people. Extra crews were called in, because the fire was burning close to a residential neighborhood. 80 to 90 homes were evacuated, as firefighters battle the fire in the dark. Residents say they fled with little, but the clothes they were wearing. My pajamas, thank god they were on. Then i put shoes on, and that was it. I got a phone call from a friend. He said you need to evacuate, your hills own fire. Reporter the fire was controlled by 8 00 a. M. , and the Evacuation Order was lifted. Fire officials are still looking into the cause of that fire. Police in san pablo tonight are searching for two men involved in an Armed Robbery that left a Liquor Store Clerk critically injured. Surveillance cameras captured the whole ordeal. As Paul Chambers reports, family members are upset about what the video shows happened after officers arrived. Surveillance video we obtained shows a gunman firing shots, as he enters the bohn fair market from san pablo. The two armed men were in the store just over a minute. Firing several shots and demanding money, before injurying kumars nephew, leaving him for dead. On the way out, they went ahead and shot him, which was totally brutal, and not right at all. Reporter within two minutes, officers were on the seen. Something he was happy about. But its what the officers did, and did not do that bothers him. My nephew was laying on the ground, asking for help, and they did not help him. They were just standing, and taking pictures of him. She was excited driving down, like this was something so exciting to be doing. Reporter seconds later, when gail and her nephew turned the corner, they saw the car again. We went around the other side, and then weve seen the flames at the pizza parlor. What did you say to them . I thought she was dead in the car. Reporter after slamming into a gas main and the surrounding walls. The restaurant wont open yet, so there was no one inside. I guess were just blessed no one was here. At least no one got hurt. Reporter the owners say they plan to rebuild, and their insurance provider will be turning to the driver to help pay for damage. I woke up, and they said the store was on fire. I thought it was because we left the oven on. Then i get here and i see the car sticking out of the building. Reporter the teen driver was taken into police custody. While her nephew shot this video, the teen gave him two thumbs up from the back of the police car. Reporter police say this started when they tried to pull the driver over after driving erratically through the neighborhood. We tried several times to try to get into touch from the police. In Walnut Creek Police arrested a woman who allegedly watched people use the atms, so she could then swipe their personal information. Police say the 32yearold may be linked to several thefts. The family of a man who was shot and killed by San Jose State University police filed a lawsuit today. Police say 38yearold Antonio Guzman charged at officers, with a 12inch saw blade in his hand last february. One officer used a stun gun, and when it didnt work, a second officer fired his gun. The lawsuit claims the officers fired without warning. It also says both officers were wearing body cameras that malfunctioned, and didnt record the incident. A jury was seated in the murder trial of aaron hernandez, but hoping statements are postponed because of that approaching blizzard. Judge says they will only tell families theyre serving on a jury, but not on the hernandez trial. He is accused killing odin lloyd in 2013. The trial in fall rivers, massachusetts, is expected to last 6 to 10 weeks. The Government Watchdog Group has lowered the price on obamacare by 20 . The Congressional Budget Office says the healthcare law is now expected to cost about 139 billion less than the original estimate five years ago. The decrease is mostly due to lower enrollment, and fewer subsidies. The ceo had expected 13 Million People to sign up by the end of this year. It is now anticipating 12 million sign ups. Over the next decade, that number is expected to jump to 27 million. Health officials in the south bay are warning the public tonight about a third incident of possible measles exposure. Reporter county health Officials Say last monday, a man infected with the measles dined at the dave and busters from 6 to 9 00 p. M. He didnt go inside the mall. A day before, he shopped at the costco on camino royal. Officials are questioning those who were at either store. Being cautious and freaking out basically. Reporter this mom says another employee was sent home after showing symptom. Measles is circulating at some level. We dont know at what level in the community, because these two cases we had, we couldnt figure out where they got exposed. The county Health Department says the virus can survive in the air for an hour or so. So anyone going inside these three places now shouldnt be worried. For us, on a bicycle, a citizen goes by, says hi to us. Come up, and engages in conversation with us. Bike officers are on the lookout for at risk young people, and anyone who may be involved in child prostitution, and human trafficking. Bikes can also go where patrol cars scant, like down narrow alleys. A man accused of setting fire in the Castro District appeared in court today. David diaz faces arson charges. He is accused of starting a fire behind a beauty salon on january 17, and setting fire to his boyfriends car in december. In 2007, diaz was convicted in voluntary manslaughter in the choking death of a man whos burned body was found in buena vista park. There is a plan in the works to make San Franciscos polk street safer for bicyclists and pedestrians at the expense of valuable parking spaces. They want to build a raised protected bike lane. And an unprotected 10 block bike lane extending to broadway. The plan would add crosswalks and other safety measures, but would eliminate about 160 parking measures. Store owners and others are worried about the loss of parking. Business like mine that sells paint, sells lumber, and all that. You cant carry it on the bus. You cant walk with it up the hills that are on either side of us. You do need to have a car. I was in a homeless shelter for 15 years. Reporter shelter workers tell me he visits often. On this night, he talks to a man who recently lost his job and a place to live. Everybody is temporary, man. Reporter being at a homeless shelter was actually comforting for jones growing up. There were times where me and my mom slept on a park bench. Times in and out of a motel. That was hard. You know, days where my friends will be like, man, lets go here to this party, lets drink this, lets smoke this. Im like no. I cant do that. Im going to go to the gym. Reporter this shelter worker has known jones since he was a little boy. Can come back to the shelter and share his hopes with the families here. It means the world to the families into the shelter. Heres a reverse this time to jones. Reporter coming out of san jose state, jones says he was ranked so low, it wasnt likely he would play in the nfl. But the Green Bay Packers drafted him. The team he won the super bowl with in 2011. Now looking down at his coveted super bowl ring. Dream come true. God is good. Reporter another dream realized. He bought his mom a home. A promise he made to her as a child. The city of San Francisco is about to launch a new project meant to get Homeless People into permanent housing. A closed down housing property is now converted into a one stop homeless aid center. Guests can stay in bungalows for ten days, using showers, and laundry facilities. Organizers say the Navigation Centers bungalows are designed to house large numbers of people. Whats really important about this concept, we have the ability to enable an encampment to stay together. A slow down at west coast ports is causing big backups for paper recyclers who typically ship their materials to asia to be made into cardboard boxes. Bay area recyclers are dealing with mountains of recycled material. All because of the labor dispute involving long shore workers, shipping lines, and terminals. That contract disagreement is causing slow downs in ports up and down the west coast. Metal blasts and traffic can be shipped to domestic projects. But now paper and cardboard continue to stack up in warehouses. A big difference on the west coast tonight. Temperatures got into the mid 60s. Temperatures tomorrow are going to be cooler. Mostly in the low 60s, because of all the cloud cover. Even a chance for a sprinkle, as i mentioned, from this system driving up from the south. Its very weak. Its impressive looking, because you see some green and you get some rain in santa barbara, and los angeles today. This system is going to skirt just to the south of us.
