Tonight the music school conservancy is offering a reward. It was a sunday afternoon, there were three events taking place inside the school. Security may have been more relaxed than normal. Thats when the thiefs truck silencing the ability of two students to play and perform. Its like your baby. Its something you cherish. To have that something taken away from you, even though you can find a replacement for, its Something Special that was lost. Reporter a man in a red beanie walked out with the two guitars. One is valued at 25,000 the other was 5,000. This is my guitar yes. The the guitars were taken from students who had the guitars on loan from the school. Because people are stressed out whether it was a friend. Reporter they use them to teach, perform and write. Reporter ventech and other students believe the thief is targeted with the school. He targeted a particular locker on the fifth floor. It was like whoa. There had to be something more than coincidence. This couldnt have be coincidence at all. Reporter the guitar would be of no value to the average person. Police say theyre reviewing Surveillance Video. Right now surveillance have looking on websites on craigs list or ebay to see if these guitars are going to be attempted to be sold. Over all students are worried. Reporter students tell me theyre keeping a closer eye on their instruments here at the school. This isnt the first time thieves have struck at this school. In 2011 a violin was stolen, in 2012 a cello. I know you talked to somebody about security that afternoon, what did he tell you . Students tell me security is fairly tight here at the school but on that given day there were three events so the public may have given access to areas that are normally off limits. Zoo Officials Say it opens up the zoo to more visitors and officers officers offers more space to the animals. But others say it closes up open space. Environmentalists have gone to the Council Meeting twice to try to stop the expansion and lost twice. We will bring you the result when we get it. And the Keystone Pipeline vote missed final approval by one vote. They needed 15 democrats to join them, they only got 14. We get more from ken pritchett, the narrow defeat doesnt mean keystone is dead. Its just put off for now. Ken reporter backers of this pipeline say that it supports thousands of jobs and creates emergency and dependents. State senator mark leno is reportedly about to enter the race for mayor of San Francisco. Leno has been hinting at a run. Now the website says he is set to make that announcement after thanksgiving. Leno previously served on the board of supervisors, then the assembly and now the state senate. Mayor ed lee confirmed he would be running for reelection. Leno may try to target lee for his support of Tech Companies and expansion blamed for driving up the cost of living in the city. A coalition of county workers and Community Activists is pushing back. The board voted to give themselves a 33 pay hike. It would bring the supervisors salary to 129,000 a year. And that has not gone over well with the countys Public Employee unions. They have started to circulate the petition calling for a referendum on that pay raise. The unions plan to notify the county registrar of their intentions tomorrow. The man accused of the hit andrun death of a 14yearold made his first court appearance. Sunny Joseph Anderson shuffled into a hailward courtroom with his head down. He faces charges including Second Degree murder, evading an officer and leaving the scene of an accident. 14yearold ivan cruz was crossing east 14th street in the outskirts of 114. The impact was so hard he was thrown about 20 yards. Tonight were learning more about andersons criminal past. Two investigates spoke with the now 80yearold woman and she told Eric Rasmussen that anderson tried to kill her. Reporter she described a terrifying confrontation with sonny anderson. He was in a disguised. He looked just like the joker. Reporter when he broke into her house in the maryland ill of the night in 2000. He came in and he made a motion like this and he went tada. And he tried to kill me by pressing on my throat. And then he did it, and at one time he pressed harder. He did it about three times and each time was harder to the other. Reporter did you think you were going to die. I went down to my knees and i knew this was it. Reporter anderson was charged with attempted murder. But prosecutors later dropped that charge for a lack of sufficient evidence. Anderson pled guilty to elder abuse. Two investigates a long list of cases. Oakland police said anderson stabbed a man but he beat that case again due to insufficient evidence. Anderson fled Alameda County sheriffs deputies in 2008. He was charged with misdemeanor driving under the influence of drugs and fighting a deputy. In 1999, investigators say anderson broke into the triple pines ranch petting zoo and stabbed several animals. Now accused of hitting and killing cruz while fleeing deputies again. I just cant understand why in the world hes been allowed to be out thereafter having all of these. Hes not a good person. Reporter according to the city, the average san jose rental rate has increased by 49 in just four years. With a one bedroom apartment rent on average costing about 2,000 a month. Some boats have been waiting up to 24 hours because this year a huge number of boats from the north have arrived. It should be a bit quieter down here before the influx of the larger boats from oregon, washington came down here. A lot of the locals are seeing more crabbing than they have in decades. So much crabbing that the boats are filling up. Its created a problem this year, the masses, the volume of crab have been coming in. John sasaki now with the Surveillance Video that could help investigators catch the thieves. This fremont valero gas station has 16 surveillance cameras which caught two suspicious vehicles here early friday morning. They stopped at least 10, 15 times. Reporter the owner says when he came in that day he noticed he was short 165 gallons of diesel. When he checked the video he noticed a truck coming and going. We did everything we could to really be able to stop them. Now they steal from the tanks and nothing i can do. Reporter each stores tank has an anti theft mechanism but somehow they beat it. They pump it. Its very unusual. Its very difficult to do that. They have to be professionals and theyve done it a lot of times. Its very dangerous and it has to be professional. Theres a drop, which stops you from doing that. I dont know how they did it. Reporter now police are trying to find the perpetrators. The anger of the camera did not show license plate or driver description. We can see the drivers but they concealed themselves enough and what they were doing. The 7,500 radios used by police, fire and other Public Safety agencies to connect to the citys 911 dispatch center or to request back up on the field operate on a 14yearold analog system. Where youre in pockets of a building where youre not able to get out or youre not able to hear the transmissions that are going on. The fiery crash of asiana flight 218 expressed problems with the radio and emergency radio systems. Federal investigators noted numerous problems with communication among personnel including the inability for responding mutual aid units to speak directly with units at the airport on a common radio frequency. Michelle geddes is with Emergency Response system. Would new radios have helped with communication during the asiana flight crash. Absolutely. Reporter those on the front line responding to crime or battling fires continue at times to run into problems with weak radio signals and dead batteries. That chirping is another thing, okay how much battery to i have. Why is it taking so long to replace them . It comes down to funding. Reporter the cost is not cheap, 65 to 70 million. This has to be a priority. This is a priority, lets find a way to get it funded. Reporter and they finally did. San francisco is now fully funded to replace its archaic system. By turning that knob and being able to see that display on the top its perfect. Its ideal. Reporter switching equipment in emergency vehicles to the new technology. Replacing routers, switches and software that support the system. And demolishing and replacing two towers including one on twin peaks. San francisco is rising above the funding challenges to step into this digital world. Right now different radio models are being tested. Officials they want to get the input by those who use these every day to see what they need. How long before the new ones are rolled out. The target day for completion is not until 2018. Remember theres a lot to replace here not just the radios themselves theres all that infrastructure. But ive been told that because so many radios are coming in on a constant basis with problems, they cant find Replacement Parts because theyre so old theyre really trying to replace these sooner rather than later. He wants to install red light cameras that read license plates. Images can be automatically compared to a data base so police have evidence of who is driving in and who is driving out of town. Other bay area cities have similar systems including piedmont and tiburon and the Belvedere City Council just approved license plate readers last week. And police say theyre ready for when the decision from the grand jury comes down in the Michael Brown case. Their goal is to facility Peaceful Demonstrations and free speech and they say they are prepared to respond in case protesters threaten Public Safety. Federal safety officials are calling for an expansion of an already widespread recall of automobile air bags. 8million vehicles are currently affected by the recall. The side air bags are made by japans tacada company and were used by 10 auto makers. The bags can send shrapnel into the car when they go off. At least three deaths are linked to this defect. The recall was limited to states with high humidity such as florida but today the Highway Transportation Safety Administration says it has evidence of a problem outside that area. A family from menlo park is reaching out to help orphans half way around the world. The smith family returned from a visit to rural kenya southwest kenya where they visited a school. The students are fighting a proposal to increase tuition 5 a year for five years. Governor brown has said he will increase funding. The board of supervisors today unanimously passed two ordinances that give more stability to hourly workers in San Francisco. The legislation calls for businesses to post schedules 14 days in advance and to offer extra hours to part time employees before taking on new hires. The new legislation only affects chains which are defined after having more than 11 locations and the legislation is set to go into effect in six months. You can see the smile on maggy fraizers face as she sits in that new wheelchair customized just for her. Fraizer has Cerebral Palsy and the wheelchair she had was stolen. She told us she had to rent a chair and it cost her a lot of money. Money that she really didnt have. She says she couldnt afford it. Stacked high are boxes of letter from her mother who has written to her every day for decades. Her mother is now 95. Living in chile but close to allendes heart. I keep them because its the voice of my mother. Its the closest and most intimate relationship i have ever had. Reporter intimacy and relationship form the heart of her 21 books translated into 35 languages. And now, allende is about to receive the highest civilian honor any american can receive. We got a phone call from the white house and i thought it was my son prank because hes very capable of doing that. I said yeah, yeah, yeah. Then they called again. Reporter this month president obama will present her with the 2014 president ial medal of freedom. And freedom is something allende does not take for granted. She grew up in exile in venezuela after her fathers cousin, chilean president allende died during chiles 1973 cue. It was a letter to her dying grandfather that started her career. I wanted to tell my grandfather that i had all his memories. That everything he had told me, the antidotes of his family, his life, his life in his country, i remembered. Reporter five pages of what became her first novel the house of spirits. And allende is still full of spirits at 72. Meeting life with her most special moments. Each time returning to words to heal. I have been hurt and i have survived. And from each grief, each pain, i become stronger. I have more things to write about. My heart is more open, i can connect to more people.
