1 is closed to traffic tonight after washing out part of the roadway. The rain has moved on, but the storm damage remains. One problem pot is highway 1 in sonoma county. A five mile stretch of the highway was closed between jener and fort ross. Ken wayne got a close up look at the slide. Reporter the roads are still wet here in sonoma county. Weve seen first hand what happens when the ground becomes saturated. This is highway 1, just south of fort ross. The saturated soil gave way just beneath the roadway, taking part of the asphalt, and leaving a stretch of guardrail dangling beneath the cliff. We came this way this morning, and we were able to get through, so the kind of a bummer that we cant go back. Reporter so far, the closure hasnt affected business at the timber cove inn. All of our guests have gotten through. Reporter still, some employees will have a tough time getting home tonight. Thats where everything ends. The electricity, the telephone lines, everything ends right there. Do you know if you have power at home . No, i dont. Ill find out. Reporter closure signs were also posted on valley ford road. Not everyone paid heed. While some threw caution to the weekend, others decided to turn around, including the mail carrier. It happens every year, and everybody out here is used to it. From ken, we turn to ktvus noel walker, live in mill valley, where saturated soil helped bring down a tree tonight. Reporter pretty much a nonevent. But take a look around me, the ground is so saturated, there is Still Standing water in many locations. Mother nature is dealing some a glancing blow. When a tree fell in the woods, hope owner, greg shryer definitely heard it. The tree slowly came on the line, and pulled the wire down. Like it got tired. Exactly. Reporter bound to part ways. Tonight they did, taking out power lines along the way. The Southern Marin Fire Department had to finish the job. Its just one of many lingering effects of a series of storms in the bay area. The gray highway still has flooding, and a span of the southbound road is closed. That didnt keep carlos off it. Its so funny, it changes so many times. Reporter the weather changed the landscape of this home in San Franciscos russian hill neighborhood. Today a tree trimming crew removed the three footdiameter tree. The tree had fallen onto our house, and it was about, i dont know, a couple feet above my head. Reporter that was your alarm clock. That was the alarm clock, yes. Reporter he says the house can be fixed. Hes just glad no one was hurt. You have a fireplace . Yes. You have some very expensive firewood now. Exactly. Reporter an arborist says now is as good of time as any to get those trees checked. A number of trees toppled. In orinda, this toppled. Two vehicles were hit by that tree, but no injuries were reported. Also around the bay area, people were running from the rain. People tried to stay dry. In palo alto, windshield wipers. We want to bring in our chief meteorologist, bill martin now, on this latest dose of rain, and where this leaves us for the season. This mornings rain was a mess on the morning commute. Take a look at some of the showers. The accumulations just from this mornings rain showers. You see the heavy bands going through this morning. Look at the totals. Santa rosa did okay. Almost an inch. How about kenfield, 1. 3 inches of rain. San jose, almost. 4 of an inch. Where does that leave us . Check this out, the percentages of average are going to pop in. 183 in santa rosa. San francisco right now, 172 . San francisco, in the last five days got about 20 of its annual rainfall total. This was a big event, and it helped greatly with the reservoirs, and the rain buckets. When i come back, were going to go looking for more showers in the fiveday forecast. Rain and speed are being blamed for a rollover crash that happened on interstate 580. It happened around noon in livermore. A woman from tracy said the truck hit a pothole and she lost control. Her truck actually flipped several times, and landed in the opposite lane. Fortunately, the woman suffered only minor injuries. The chp said she may have been driving a little too fast. The Highway Patrol also respond today a crash this morning. The crash shut down northbound lanes for more than an hour, southbound lanes were backed up all the way to san rafael. Three people suffered minor injuries. What residents say could prevent future problems there. And were going to tell but progress in lafayette. It comes ten years after the Riders Police corruption scandal. Heather holmes looked over the agreement, and joins us live with what it means. Reporter for years now, opd has tried, but failed to comply with a reform plan that came out of that infamous scandal. This is the deal aimed at ensuring the department finally delivers on the reforms. The Oakland Police department will avoid a full federal takeover, but will lose some independence if a federal judge approves the agreement announced today. Oakland has a stake in making sure that the Community Trusts the police department. Reporter both the mayor and the police chief say they welcomed the depliance officer. It involved a group of rogue officers who planted evidence and falsified reports. Weve been working hard to prove that the public we can police ourselves. Reporter progress has been slow. Frustrating the judge, and attorneys for the citizens who sued opd over the case. What happened so far has not worked. Its been ten years. And were tired of it. Reporter attorney john burres had asked a judge for more oversight of the department. That person still reports to the judge. And is not supervised by anyone in the department, and has the ability to change the personnel at the top level if necessary. Reporter the city would pay the Compliance Officer salary, and those last remaining reforms would have to be completed by the end of the next year. It was like it takes them a while, to try to find people thats doing it, but they never seem to find them. Reporter crime continues to plague the city. Last night, two men and a women were shot on east 18th near lake merritt. A stray bullet struck another man a couple of blocks away. All four shooting victims are expected to survive. Were told three men in hoodies were seen running from the scene. John mcafee is no longer on the run. He is now under arrest in guatemala. Authorities say he was taken into custody at an Upscale Hotel in guatemala did he, after he formally requested an asylum. He had been in hiding since november 11, when police in belize named him as a person of interest in the killing of his neighbor. New at 10 00, a poll released tonight show more californians like what Governor Brown is doing. Finding browns Approval Rating at 48 following the passage of the prop 30 tax hike. In october, his rating was 42 . Early last year, it reached a low of 34 . As for the state budget, the ppic poll finds 94 of californians consider it a problem. President obama also told a group of ceos, he wont republicans inject the threat of a government default into the current negotiations. That is a bad strategy for america. In spite of the rhetoric, president obama and House Speaker john boehner did speak by phone today for the first time in days. Neither side is revealing what they discussed. On wall street, stocks ended mixed with a fiscal cliff. The dow industrials gained 82 points amid optimism about a deal in washington perhaps in the next week. The tech heavy nasdaq fell 22 led lower by apple. Its shares were 6 lower. Apples largest loss in a year. Apple shares lost 37 to close at 538 and change. Still apple stock is up more than 100 since the start of the year. Meantime, citigroup announced plans to cut 11,000 jobs, or 4 of its workforce. The company says the cuts will save more than 1 billion a year. The bulk of the jobs are in global operations. It is unclear how many jobs will be lost here in the United States. The new report that reveals how that move actually costs taxpayers thousands of dollars. A modern jazz giant. What we uncovered by dave ruebecks strong ties to the bay area. A new report shows at least a dozen california lawmakers repaired, or upgraded their state vehicles at taxpayer expense just before pieing them as their personal vehicles. Reporter lawmakers were given a deadline to turn in their state vehicles. According to the associated press, some lawmakers made thousands of dollars in repairs to cars they would soon own again. Bob dutten spent almost 6,000 of taxpayer money to repair his chevy tahoe. All in the months before the state sold his suv, which dutten bought back. Attempts to reach former senator dutten failed, but hes quoted as saying the car needed work as it approached 100,000. Reporter he is not alone, others also spent thousands of dollars to fix their cars. Senator artesia had a bill for nearly 2,400 in the weeks approximate before he bought it. Assemblyman hall of compton racked up more than 2,400 before the state sold his car, and then he bought it back. Critics say california was long overdue ending this program. The only state in the country that had this program finally ended the program. Reporter its impossible to know if a lawmaker benefited from last minute repairs, because the repairs could have driven up the price of that car at auction. Lawmakers no longer have cars, they are paid per mile. Its an open question whether that is actually saving taxpayers money. At ktvu. San Francisco Police showed off some 900 electronic gates that were recovered when they busted an auto burglary ring. Police say all of the stolen items are worth about a half million dollars. They include more than 75 laptops, and 100 cell phones along with ipads, and watches. Investigators have arrested two brothers along with a third person. The suspects face a number of charges, including receiving stolen property. A 26yearold man, and a 15 yearold teenager appeared in court today to face charges in a series of crimes, including homicide, armed robbery, and the attempted murder of a police officer. This is the first time they were in court together. Both are being tried as adults. Neither entered a plea today in connection with the crimes which happened on november 16 and took the life of a 22year old man from campbell. He was shot and killed during a carjacking. The bust of an indoor marijuana grow is their largest ever. Agents found 3600 Marijuana Plants and 120 pounds of the drug in waftenville. Agents arrested cecil tanner, and mark doutwell. Agents estimated value of the crop to be at least 1 million. A judge heard arguments in a case that involves privacy rights and the First Amendment. He was arrested last friday for driving under the influence and marijuana possession. The Santa Clara County d. A. s office is says its waiting for a report from the Highway Patrol before filing charges. A settlement with Striking Union workers. An eight day shut down at the nations busiest port likely cost billions of dollars, but shippers are on the road again. He has to live with himself every day, with the shame of disappointing his family, Law Enforcement, and the general public. Reporter he apologized to all Law Enforcement officials for tarnishing the badge. But more importantly, hes sorry for his father for disgracing the family name. The Santa Clara County District Attorneys Office has determined a San Jose Police officer was justified when he shot and killed a man who was holding a girl at gunpoint. The 42yearold was fatally shot last january. Police say lee had kidnapped an 11yearold girl and used her as a shield in a stand offwith police. The girl was unharmed. A man is pushed off a new york subway platform right into the path of an approaching train. The arrest in the case as family members ask why no one tried to help. We now know the name of the woman who was shot and killed while riding her bike in berkely. The homicide happened just after 11 30 last night, right next to long fellow middle school. The victim is identified as pamela mullins. No arrests have been made at this point. This is berkelys fourth homicide of the year. Tonight, the family of a new york man who was pushed to his death from a subway platform in manhattan is questioning why no one came to his aid. A homeless man has been arrested and charged with murder for allegedly pushing the man onto the tracks. Han was struck and killed by a train. Police say the two men argued before han was pushed onto the tracks. The photographer did not go to help, but defended himself saying he couldnt have reached the man in time. He says no one else on the platform helped han, and that even some people ran away. The chp now has suspects under arrest with the string of armed robberies at the carquinez toll booth. In february, we first report the at least two toll workers had been robbed on the bridge. Protesters set fire to the house of the muslim brotherhood. This follows violent clashes that left at least three people dead. The fighting has no escalated to a point that hasnt been seen before in this latest battle. In syria, the military is reportedly readying chemical weapons for use against its own peep. Fox news is reporting that deadly sarin gas is locked and ready inside bombs. President obama warned syria not to use chemical weapons. In the southern philippines, the death toll from yesterdays powerful typhoon stands at 325. In san jose, an Animal Shelter is so overcrowded with dogs and cats right now, theyre trying something unusual to find them homes. Basically, theyre putting them on sale for up to 90 off. But thissale wont last for long. Reporter inside the san jose animal care center, theres a lot of love for these dogs, but not nearly enough room. It was designed to hold 28 dogs for adoption. Now we have over 100. Reporter that includes a 4 yearold doberman mix. Shes been here since september 26. That is a long time for a dog of this size, with this type of energy. Reporter volunteers take her out as much as possible. Good girl. Reporter but now managers of this shelter and five others in Santa Clara County hope a new offer will convince someone to take dogs like her home for good. Were putting all of our adult animals on sale for 12. Reporter more than 100 off for dogs, and 75 off for cats. The sales pitch has worked on Miguel Rivera and his pregnant wife wendy. This little guy is christopher. Hes one of 500 animals they keep at this shelter alone. We asked why they see dogs dropped off or abandoned this time of year. Often people just cant afford to take care of them. There are six shelters taking part in this special sale. Their goal is to adopt out 1200 animals. The annual Christmas Tree lighting took lace this even at the state capital. As part of the states tradition, many of the ornaments were madeby children and adults with developmental disamounts.
