Good afternoon. Im tori campbell. Crews are now waiting for high tide tonight to try to salvage a salmon boat that ran aground near san franciscos ocean beach. In the meantime, we are learning more about the captain of that boat and why some say he may have actually been hiding from authorities right now. Ktvus Tara Moriarty joins us live to explain. Weve learned that the missing boat captain has a 75,000 warrant for his arrest out of Santa Clara County and if you take a look behind me here, you can see that there is a bulldozer and the ship is still there. It has run amuck. Were here on ocean beaches. Crews will wait for high tide to pull it to shore. The captain is Timothy Lybrand shown here who failed to make a Court Appearance stemming from a 2010 arrest on a drug charge. Thats according to the Santa Clara CountyDistrict Attorney. Court documents reveal he has a string of offenses for drug possession, evading a peace officer, reckless drives and other offenses dating back to 1994. Police say he could have abandoned his fishing boat. The coast guard called off the search for him because of the boats proximity to shore. The fact that he made a call from the vessel indicating he had a lifeguard and was gonna swim ashore. The coast guard is here to make sure no diesel leaks into the ocean. So far no sheen. But you can smell the diesel. The boat has two fuel tanks. One is empty. Officials are not sure if it had diesel in it to begin. They are gonna get another look at the tank once they pull it out of the water that are out here on the beach. That will happen when hide tide comes in at 5 00 tonight. Right now, the boat is grounded in mud and sand. Once on shore, the National Parks service will take over and decide how to get the boat out of here. They could haul it away or choose to get it up on shore, then disassemble it and haul it away. The search for lybrand continues. Tara moriarty, ktvu channel 2 news. Thank you. A truck carrying parts of the old bay bridge crashed this morning in oakland. It happened at third and market streets around 10 00 a. M. Newschopper2 was overhead moments after the accident. The large truck overturned as you can see. Came to rest on its left side. The wreck blocked part of the street. Its unclear where the truck was headed or what caused the accident. It was a wet start to the morning with rain reported throughout parts the of the bay area. This part of the bay area. It was something not seen here in quite sometime. Training that killed a military training that killed someone. Officials say it was an insider attack at a camp where Afghan Security forces are trained. They say a man dressed as an afghan soldier opened fire with a machine gun. The American General killed is believed to be the highest u. S. Ranking officer killed since the terrorist attacks of september 11th 2001. Certainly a tragedy. Its believed the shooter had been serving as an afghan soldier for some time. Afghanistan Officials Say he was a terrorist in an army uniform. Santa clara county is considering a plan to help immigrant children who are fleeing to the u. S. By providing home environments for them. In recent months, the crush of children crossing the border illegally to escape violence has made National Headlines and the county has taken notice. No decision by the board of supervisors. It was a congresswoman who visited a detention facility at the border and was alarmed by the conditions that the immigrant children were living in. Now, she took this to the board of supervisors and they noticed. A group of Immigration Rights activists showed up to the county building urging the board of supervisors to take action. The county is deciding whether to set up a program to recruit local families to host children who have illegally entered the u. S. Until their situation is sorted out. They say the children are scared and need a stable environment. Images of children escaping countries such as honduras and el salvador because of the violence has hit the National News recently. The danger of being kidnapped and women being raped. Its important because the kids are already here. You know, they are humans. They are refugees. They are running from a country thats at war with itself. Reporter president obama called on congress to fund a spending bill to help the children calling it a humanitarian crisis but so far the senate blocked the portion of the bill. Under the proposal at the county level, officials would examine how to implement the Host Family Program and secure funding for it. They will also be looking for pro bono lawyers who are willing to represent the undocumented minors who are seeking acy lum asylum. I propose we look at foster parents to be host homes kind of Like Exchange students who use that model. Where we stay and take care of them like we would our own homeless kids and reunite them with their families. One local nonprofit that currently licenses foster parents supports the idea. They say it wont take away from the current foster children in the county because they dont intend to use their current foster parents in the system to help the immigrant children. They are looking to recruit other people willing to help. The San Jose City council is expected to consider several options to help address a shortage of Police Officers and firefighters. The council is voting to put a sales tax measure on the november ballot. But the Council Still needs to agree on what that money would be used for. One proposal is to use it for all city needs while another plan to would earmark proceeds for police and firefighters. The council is considering a proposal that would make changes to measure b which cut benefits for police and firefighters causing many to leave their jobs. There are new developments related to last years death of 41yearold transgender woman kayla moore. Moore died while in Police Custody in berkeley. Her case has sparked several demonstrations against the Police Department. The Berkeley Police association is now suing the city and its Police Review commission over charges the commission improperly leaked confidential information about the case to uc berkeleys newspaper, the daily california yum. The police union did asking for a temporary restraining order to excuse its members from april tending Commission Proceedings until the course of the alleged leak is identified. Campbell police are increasing patrols after a woman was robbed at gunpoint just ten minutes before another couple was shot multiple times. Both incidents happened early sunday morning. Police believe the same person is responsible. The couple, a 31 idea diving instructor and 23yearold girlfriend were shot in the parking lot behind the First Bank Branch at campbell and union. They were approached by a gunman who demanded money, then opened fire. The father of the male victim said both are expected to survive. I cant comprehend this kind of thing. And for someone to do this, the desperation must be so bad, i just how can you not have any value on life. Tampas Police Department said he was arrested around 3 30 this morning on a charge of seconddegree misdemeanor driving under the influence. Yesterday he celebrated his 27th birthday. He was later released on 500,000 bond. He signed a threeyear contract with the warriors last summer. If found guilty, he could face suspension from the team. Most of those meetings took place behind closed doors. There was a long list of topics on the agenda but because of the growing crisis in west africa, the chairman says the focus of the meetings quickly shifted about how to stop the spread of this outbreak. The congressional leaders received assurances that the country would send teams of physicians into the hardest hit nations. There are scientists and doctor are some of the best trained to fight the virus. They also said that americans should not be worried about an outbreak here in the United States. The risk is poses to the United States is very modest, very limited because we have a very advanced Public Health infrastructure. San diegobased map biopharmaceutical is working to develop a drug to treat the disease. The drug has never been tested for safety in humans. South bay prosecutors have Just Announced a number of arrests in an investment scam that cost victims their life savings. The Santa Clara CountyDistrict Attorney said four suspects are behind bars and investigators are searching for a fifth suspect. They are accused of offering huge profits of 50 to 80 to invest in companies that it turned out were just empty storefronts. 17 victims have been identified. Mostly from san jose and los angeles. Authorities say the suspects targeted undocumented immigrants because they were unlikely to report the crimes.
