Good afternoon. Im tori campbell. Today, the ntsb reveal what likely lead to the deadly asiana crash at sfo last july. The board said that pilot mismanagement was ultimately what led to the boeing 777 crash killing three people. Ktvus Kyla Campbell was there as ntsb officials announced their finds and joins us live why why investigators say the boeing with why investigators say the boeing aircraft played a role. Reporter the acting chairman did not put the blame on one specific person or thing. He said in the end it came back to the pilots reliance on automation and the misunderstanding of the system. The pilot must always be in command and be the boss. Reporter investigators say the Asiana Airlines crew failed to monitor speed and could not rerecoverral realizing they were flying too slow and low. They say the pilot did not have add quit training for a visual approach and pilot fatigue likely played a role. They also said a boeing 777 and throttle system is complex. They recommend boeing make changes to the flight manual and give enhanced training to pilots. Boeing sent me a statement. The company disagrees with the ntsb that the 777s auto flight system contributed to the accident. When it comes to the sfo emergency crews response, they say sufficient staffing helped save lives but a crew ran over a passenger who had been ejected. The ntsb said there was not adequate guidance and training how to respond. Its something that the sfo spokesman tells me they have worked on. Airports like ours do an annual exercise drill. Ours is scheduled for september. We look forward to training practicing all of the steps weve implemented already. Reporter one board member said that as bad as that day was as ntsb, there was a lot of good. 99 of the people on the plane survived and 98 were able to selfevacuate. In january, a group of passengers from the flight filed a personal injury lawsuit against boeing. The maker of the plane. The lawsuit claims that the 777 had defective auto throttle control and low air speed warning systems. Boeing is also accused of inadequately training the pilots. More than 80 of the planes 291 passengers are named as plaintiffs in that lawsuit. And the parents of the 16 yearold girl who died after being run over by two San Francisco fire rigs responding to the Asiana Airlines crash have filed a legal claim against the city of San Francisco. Its the first step toward a formal lawsuit. The ntsb revealed the 16year old was run over twice by fire bigs racing across the tarmac. Her family said the firefighters were not properly trained to mark the location of victims and avoid hitting they. And the San Francisco fire them and the San FranciscoFire Department is dealing with a lawsuit filed by one of its own. A 24yearold veteran filed the suit last month claiming she was a scapegoat in the incident when one of the passengers was run over and killed. They met here at a law firm in santa rosa early this morning and they want the department the of justice and u. S. Attorneys to return to Sonoma County to investigate what they call the criminal overuse of deadly force and ramped up military type confrontation. This comes 14 years after the d. O. J. s Civil Rights Division issued 26 recommendations to try to solve the problem. But these leaders say none of those recommendations like sensitivity training or wearing lapel cameras has been implemented. They say some police are ill equipped to handle certain 911 calls. A mentally ill person might be waving a butter knife at them or someone is holding a broomstick or presenting them with a paradigm and they are not prepared how to hand it. Where is the handle it. The legislation prompted by the suicide of a saratoga teenager who killed herself after photos spread on the internet of her being sexually abused after she passed out from drinking. Today, an Assembly Committee removed a twoyear mandatory minimum sentence for juvenile offenders and replaced it with a rehabilitation program. But the bill maintains a one year sentence for adults convicted of a similar crime. San Francisco Police have now released pictures and video of the person they believe is setting fires in the citys soma neighborhood. If you have been to San Francisco, there are a lot of construction sites. This one and others have added security at the request of police who say they want publics help in if identifying arsonists. Today San FranciscoPolice Released photos and a video of a person of interest. The fires have been set in the last two weeks. Some in broad daylight. Construction sites, garages and trash cans have been lit up. Seven incidents are being investigated. San Francisco Polices Sergeant Newman told us about the video of a man lingering in a garage area. You see a suspect in the video following someone with a bike. He walks through a corridor, kind of comes back, me anders back to the door meanders back to the door and tries a second door and comes back to the door he initially entered. We definitely if somebody recognizes him would like an identification on him. Reporter a task force for the San Francisco fire and Police Department has been set up. San Francisco Police say it has added more patrols in the area and several buildings have added security as a result of the recent arsons. Police say this is too early to tell if this is the work of one person but they want to speak to the man there. Now, especially dangerous if we can come back out live, construction sites often dont have their Sprinkler System set up. So any arson at a site like this can be very serious. Its warmer today around the bay area. But Rosemary Orozco is tracking a cooler pattern that could bring a bit of wet weather. Less than 30 minutes ago, officials voted whether to regulate the amount of marijuana dispenries in the area. Heavy equipment was brought to an oakland train yard to right four freight cars found mysteriously derailed. Workers found them off the tracks at about 7 00 a. M. At a yard on 23rd and interstate 880. One car was leaning precariously. The cars were not attached to a train but were filled with frozen pork, plywood and cardboard. The cause of the derailment is under investigation. Highway 1 is closed in both directions on the Sonoma County coast this noontime because of an overturned big rig leaking oil. The chp says the Petroleum Tanker overturned about four miles north of the junction of state route 116 north of jenner at about rather 10 30 this morning. The driver suffered minor injuries. An official says the tanker is carrying 5600 gallons of oil. Some of that is leaking on the roads. Crews are trying to contain this and creep it out of a and keep it out of a nearby creek. Just a short time ago, the santa clara board of supervisors voted to approve a moratorium on marijuana dispensaries. Well, the vote was unanimous and what it would do is it would prevent any cannabis clubs from opening up on unincorporated county land. Now, this is only temporary. So for the next 45 days, the county will review how to regulate dispensaries if they come. Right now, there are approximately 80 cannabis clubs in san jose but none operate in unincorporated areas of the county. They need to be a certain dissance way disaway from schools, park and homes. Theres concern from county officials that they may relocate or pop up before any regulations are in place. At the meeting, supervisors expressed they didnt want an outright ban but agreed the issue needed to be studied more. What the board asked for was study the ban but make sure were taking care of use and access. We want to make sure children dont have access and people who need medical marijuana do have access. We believe there needs to be more Community Input and an outright ban would endanger or community, limiting access is not the right way to go. Reporter cannabis dispensary advocates were hand on hand. The new san jose law only permits marijuana to be grown in one site within a city, county or city that borders. They say that would force many to close. They are Gathering Signatures for a referendum that would challenge the city of san jose. Last months kf fronttation was caught on camera. Marshall mitchell was charged with child abuse after Francisco Martinez was dumped out of his wheelchair. Mitchells lawyer says martinez has a history of discipline problems and bears some responsibility because he spat on mitchell and antagonized him. Its conceivable if my client was acting in self defense based upon an aggressive student and known aggressive student his actions may have been maybe not more rally acceptable but justified. Mitchell is flee free on bail and will return to court. The school has hired an independent investigator. San jose police are investigating an attempted robbery in which the films were tased and hit with a hammer. It happened on Camden Avenue near merle road at anapartment complex. The female victim is pregnant and said she was tased on the hand. The male victim said he was hit with a hammer. A walnut creek creek man is recovering after a violent confrontation with a suspected burglar. Police say the neighbors confronted this man at the boulders apartment complex on civic drive. He had just allegedly committed a burglary and was trying to get away. The neighbor fought with him and was stabbed with a screwdriver but he was able to hold him down until police arrived. San rafael officials are considering a number of options to zeal with homeless en deal with home also enkarnments and several recent grass fires. There have been five fires in the area of the city. This is video of the first fire not far from home depot. The fires are spreading quickly in the tall, dry grass where theres been a problem with homeless encampment for years. Its a clear and present danger to the campers and the firefighters here that are responding. Its just dangers. We feel if we can remove the fuel for the encampments, well end up making it much safer. The fire chief told us this morning they may do a controlled burn in the area to remove the grass and they may bring in votes to eat the grass.
