Firefighters still on the scene of a massive fire in the Mission Bay Area area that broke out yesterday evening. You can see how big the flames were. You law is last night near at t park. And now as we take a live look at pictures now, more than 18 hours after it broke out, firefighters still pouring water on hot spots to make sure that the fire is fully extinguished. Good afternoon, everybody. Im brian flores in for tori campbell. Ktvus alex savidge is live in San Francisco. What were learning about how it may have started. Reporter good afternoon to you. Right now, firefighters are worried that portions of this building could easily come crashing down and later on today, the contractor will be bringing in cranes im told to take apart certain sections of the building, including this corner you are looking at that you can see looks very precarious. Firefighters still spraying water on it. There is a danger of this section of the building and other sections collapsing. This fire is still not all the way out. Crews have spent all morning on this building when it began to burn yesterday. It flared up several times overnight. This massive fire forced two people in two neighboring buildings across the street to evacuate. The heat broke windows at those buildings and the sprinklers caused water damage at the strada Apartment Building across the street. A short time ago, we caught up with a husband and wife still not allowed back in their unit but they were coming to check on the place. They described what they went through yesterday. I actually was coming home from work from market street. When i was on the bus, you could see the fire getting bigger and got out at caltrans and started to run because i knew my dog was still in the building. Reporter this fire started just before 5 00 p. M. Yesterday afternoon at this big near 4th street and the china basin. Its called the mb 360. This fire quickly grew in size. About 150 firefighters were here battling the flames. One firefighter was burned in the process but that firefighter should be okay. Crews were able to keep the fire from burning any of the nearby buildings and this morning, the mayor credited a High Pressure water System Installed in this mission bay neighborhood. But for that that High Pressure water system this fire would have been perhaps very hard to contain and that water pressure allowed for so many of the 150 firefighters to have the apparatus, to have a system work in their favor. We were very fortunate that it wasnt as windy last night as were experiencing this morning. That might have made a huge difference. But really it was the aggressive fire attack that we made last night that was able to contain the fire. Reporter and firefighters are grateful the winds werent any stronger yesterday. That would have really made this fire hard to control even this morning strong gusts were making it difficult up on the ladder trucks to spray the water where it needed to be. The cause of this fire not entirely clear but the mayor said workers were doing welding in this area at this construction site shortly before the fire started. Im toledo once the building is secure, once they take care of the hazardous portions of the building in danger of collapse, then in all likelihood, the people who have been convicted from their nearby apartments will be allowed back home. Now, the wind was a big concern for firefighters as well as commuters this morning. Although the wind advisory has already expired, still pretty gusty out there right now. Mark tamayo is here to tell us wheres strongest winds were overnight and the current conditions. Thats right. The wind advisory expired. Still gusty conditions. You can probably get a better idea looking at this live camera. Its still shaking around. A lot of chop on the bay. The peak wind gusts reports earlier this morning, 37 miles an hour. But this is a live camera looking out to the bay bridge and out towards San Francisco. Strong offshore winds developing rapidly after the 8 00 hour. Look at some of the peak gusts. Oakland hills 59 miles an hour. Half moon bay, 48. Sausalito, 41. Fairfield, 36 and napa, 32 miles an hour. 32 miles an hour. We call these offshore winds because they are moving from land to sea. Gusty winds out of the north to northeast. Right now were in the clear, basically fogfree conditions. As we mentioned, we still have gusty conditions out there. Taking a look at the current wind reports, you will see the sustained wind speeds, those are the latest gusts reported and fairfield winds gusting to 30 miles an hour and more reports out towards sfo gusting to 40 miles an hour. Mountain view, gusting at 36. A calm wind in san jose. One of the few exceptions. Coming up at 12 20, well take a look at this and let you know the areas that will hit the 80s. Now to developing news out of new york where a massive building explosion in manhattans east harlem has left at least two people dead and more than a dozen missing. Were live from the scene. Reporter brian, this morning, at around 9 30, new york time, a massive explosion rocked east harlem, blowing out windows all around here. One minute there were two five story at bigs standing side by side on park avenue and in the blink of an eye they were gone, replaced by a huge cloud of smoke and a big pile of rubble. It was so loud, it woke me out of my sleep. Reporter a powerful explosion rocked east harlem blowing out windows. It happened at 116th street and park avenue. Neighbors called con edison saying they smelled gas shortly before the blast. Coned dispatched a team immediately. The explosion occurred before they could arrive. Reporter moments later, the buildings were gone, replaced by thick smoke and debris. David ortiz lives two blocks away and he felt the blast. From 117 to 112 it was a vibration in the building. There was a piano store there. Up above the piano store the explosion came from. I couldnt get out. My door was jammed. Everything off the window sill fell. Reporter 39 Fire Department units 168 firefighters and the bomb squad responded to this scene. And the investigation into what caused it is just guesting started getting started. New york citys mayor said two people were killed in this explosion and collapse. Two dozen injured and taken to area hospitals. There are still people unaccounted for. Firefighters are still sifting through the rubble. We just learned a couple of months ago there was a contractor working on the gas line in this building. Back to you. Thank you for that update. Oakland police are issuing a Public Safety advisory today for a man connected to the Sexual Assault of two girls at two elementary schools. Detectives released a sketch of the man to ktvu. They say hes white or latino, 6 feet tall, 200 pounds with black hair and a mustache. He has a birth mark or rash above his right eye. Any time that we have a predator in the on community in the community, thats not an okay situation. We do want our parents to be and our members of our community to be aware and keep their eyes open. The most recent assault happened last week at world academy, where new security measures are currently in place. That includes a required check in for all parents and visitors and monitored access to bath looms. Administrators bathrooms. Administrators have scheduled a meeting for today. A 7yearold victim said a man touched her inappropriately. He walked on, identified himself to the students as a tutor. He asked one of the girls to sit on his lap. She did. Felt uncomfortable and ran off. Police say that incident may be connected with one in january at think college now. A man of similar description assaulted a 6yearold girl in a gym bathroom. Police are confirming troubling details about the Richmond School district accused of school abuse. Police arrested Ronald Guinto while teaching his students at mira vista school. Authorities confirm three former students told investigators guinto molested them during camping trips in 2012 and 2013. Guinto founded his own youth group, camp epic, in 2010 while working at a teachers aide at the making Waves Academy charter school. He was fired from the school back in november. In january he was hired by mira vista. He pleaded not guilty to charges of Sexual Assault, abuse and kidnapping following his arrest last week. Police are urging anyone else who believes they were a victim to come forward. The suspect connected to the shooting of a San FranciscoPolice Officer is due in court in an hour. Right now, a high stakes meeting is underway in the white house amongst ukraines Prime Minister, president obama and Vice President joe biden. Kyla campbell is in washington with information released by the administration this morning. Reporter the white house sent me this statement from g7 leaders calling on russia to immediately stop supporting the referendum in ukraine. This coming sunday, people in crimea will vote whether to join russia. But the leaders say this violates sphwrbl law and would reck not recognize the outcome. They want president putin to pull out Russian Troops from the crimea region. This morning, john kerry told a House Committee he will meet with russias foreign minister in london on friday. Our job is to present them with a series of options that are appropriate in order to try to respect the people of ukraine, International Law and the interests of all concerned. Backers of the healthcare reform held a protest at whole foods. They are upset because whole foodss ceo has been highly critical of obamacare. They accuse him of miss information. San franciscos historic bayview operahouse is about to undergo big changes. City officials broke ground on a 5. 3 million renovation. The first phase will focus on improving landscaping and making the building accessible for the disabled. Mayor ed lee says its all part of the efforts to upgrade the neighborhood. Its a place that youth can exhibit their values and its a great center. When we decided with the Arts Commission to reinvest in this, we also said this is another flag along third street that we want to create a positive outcome. Reporter the bayview operahouse is considered a center for cultural programs in the bayview district. It was built in 1888 and is San Franciscos oldest theet ter and a registered historic landmark. While officials are calling for conservation, some Southern Californians may being more than their share of water. More than 250,000 homes and businesses across the state, including areas of sacramento, dont have basic water meters. The report says those communities use 39 more water per capita than the average. People without meters are charged a flat monthly rate for water. State law gives providers until 2025 to install meters on those connections. A popular recreation spot in livermore will not be accepting reservations past june 8 due to the concerns. They say the water levels at the lake could be too low to keep restrooms Water Systems and boat ramps opened. The park system hopes to keep it open through labor day but will have to wait to see what the water levels look like later this spring. People who live in san jose may be happy to hear that fireworks are expected to return downtown. Along with independence day, the show will help mark the 100th anniversary of the club. The fireworks display was canceled of a 2008 when sponsored pulled and the city was dealing with budget cuts. The Santa Clara County board of supervisors is expected to approve 70,000 to help fund the event. We got off the friend and came down here and was able to enjoy the show. Well, the Contra Costa CountyFire Department could soon charge a fee for responding to some medical calls. According to report, the department is considering a fee to reduce a budget shortfall of more than 10 million. The 400 fee would be charged when First Responders evaluate and treat patients at the scene. Fire districts in novato, orinda and san ramon already charge First Responder fees. Winds, this is the sustained wind. This is the gust. You can see some gusts around 30 miles an hour out towards napa and fairfield. 36 miles an hour. Its a wind gust out towards the Oakland Airport and sfo winds are out of the northeast at 15 miles an hour. San jose one of the few spots reporting a calm wind at last check. For today, a lot of sunshine and warm. Still gusty winds. Were thinking winds on the order of 15, 25 miles an hour. Another camera looking out toward the bay bridge and in San Francisco, its still shaking around a little bit to indicate the gusty conditions. Tomorrow more sunshine, this is the developing headline into the weekend. A lot of sunshine here and warming trend. Were talking about in the 7 in the 70s and 80s for the weekend. Heres the weather pattern. You can see a few high clouds over the central portions of the state but a lot of clear skies just offshore. This area of High Pressure in command of our weather. Those offshore winds remain in place. More sunshine for today and more sunshine through the weekend as this area of High Pressure continues to strengthen offshore. Next few days were talking about, upper 70s to lower 80s. Sunday might be a little bit warmer than saturday. But basically were thinking saturday and sunday very warm days and no rain in sight until possibly next week by tuesday we could be tracking the chance of a rain shower.
