It happened about 10 30 this morning on la laguna avenue near the Mormon Temple in the Lincoln Highlands neighborhood. Were told she was shot in the shoulder. The circumstances are not clear. Developing news in the east bay where a multicar crash blocked all lanes of northbound 680 for a time causing a huge traffic backup. The crash happened near the Sycamore Valley road exit in danville just over an hour ago in the northbound direction. The Highway Patrol called a sig alert due to the heavy traffic. At least five cars are involved. We are told there are injuries. The Highway Patrol said it was hoping to open some of the northbound lanes. This is on 680 in danville right about now. Nearly two dozen children are hospitalized every day due to injuries from guns. Thats according to a new yale Study Released today. Administrators say while the boys did push the girl to the ground, they did not take off her clothing or have any inappropriate contact. Today its with Great Sadness that i wish to honor Bay Area Rapid transit Sergeant Thomas smith whose end of watch came to early when he was tragically killed on january 21st of this year. He said smith did not just work hard each day to protect our community but he also cared deeply about his family and took every opportunity to spend time with miss wife, kelly, and their 6yearold daughter, summer. Very serious. A member of the marin municipal Water District told me that people in the area should prepare for mandatory water rationing soon. Thats because phoenix lake which is down below us here in the countys other reservoirs are only about half full right now after one of the driest years on record. This morning the board of supervisors held a socalled drought summit which representatives from the various which represents various districts. County leaders are asking people to voluntary cut water use by 25 . But the situation could get even more serious as we approach the end of the water year in april. Thats when a decision will have to be made on mandatory rationing. Given how little rain there has been which is to say none, we may recome to that conclusion sooner. Its dire. This is not just a dry year. This has been the driest year since we started keeping records for the last hundred years. Reporter and the drought is a huge concern for ranchers here in marin county. One dairy farmer showed up to see what if any help he may be able to get from the county as the lack of rainfall continues to threaten his business. Dry pastures means he has to pay more to feed his livestock. So the cost is gonna still have to be burdened probably by the ranchers which usually were the first ones to feel the drought and last ones to get out of it. Even the Marin County Fire Department is making changes to conserve water. All of the fire stations will be cutting water use by 25 starting immediately. The chief told me that means fewer training exercises that use fewer water. Shorter showers for the crews. The goal of that sum summit that took place is try to get people change the way they use water before the rationing becomes a reality. The average person uses 120 gallons of water every day. The president s preparal would raise the minimum wage from 7. 25 to 10. 10 in stages. The white house says this impacts employees shuch as jan teres, construction workers and people in food service at military basis and in federal buildings. It impacts only new federal contract workers and workers in renewed contracts in which terms of the agreement change. President obama will also call on congress tonight to increase the federal minimum wage to 10. 10 for all employees nationwide. Reporter there is an active scene. Police have closed off this intersection with their crime scene tape. This is laguna and potomac in the diamond district neighborhood. Right now you see about three officers and investigators in front of the home where this all happened. We just got an update from Police Officer john watson who says at 10 30 this morning, there was an 81yearold woman living in this home. She says at 10 30 this morning someone forced his way into her home at some point there was some sort of altercation and the woman was shot by that suspect. She was struck in the upper arm according to a neighbor. Shes listed in stable condition. She was taken to highland hospital. Police would not tell us what exactly prompted the shooting. We dont know whether the homeowner caught the armed robber by surprise or what the circumstances were that led him to fire his handgun at her. We also dont know if the suspect and the homeowner knew one another. But police say its very unusual for a robbery, Armed Robbery like this to happen in this neighborhood. They havent had any reports of home invasions like this in quite sometime. So they are putting out a description of the suspect. They want anyone who may have seen this individual to contact police. This is what they told us he looks like. Hes described as after African American male about 6foot tall, 175 pounds. He was wearing all black clothing at the time of this home invasion. Again, an 81yearold woman who lives in this home here in the diamond district on potomac and laguna has been taken to the hospital. She was struck in the upper arm by a man who forced her way into her home. Police are investigating and are trying to get the word out to anyone who may have seen this suspect to give them a call. Allie rasmus, ktvu channel 2 news. The college of marin is making security improvements after a male student was kidnapped and sexually assaulted by a man hiding in his car. Today, the college is installing a gate and changing the hours for parking lot 13. Thats where the victim parked his car when he was surprised by a man with a gun in a back seat last thursday. The assault took place offcampus and the victim was able to get away. The school says the gate and new hours will replace temporary flood lights installed a few days ago. Once that gate goes up, well be able to take the flood lights down mainly for the benefit of the neighbors behind us. Theyve never had lights in that parking lot. They are a little bit of a nuisance as well. Thats why were trying to close the lot before it gets dark. Police are still looking for the suspect who is described as a black male, at least 6 feet tall, 220 pounds. The school will hold several security forums including one tomorrow night at 6 00 p. M. Parking rates in san jose have not changed in 11 years. But a new plan calls for doubling the amount of money you will need to feed meters around the city. San jose wants to replace its old coinoperated meter with 1200 solar powered smart meters. They except debit and credit cards, coins and payments via via cell phone. The meters transmit parking information. The increase from 1 to 2 is needed to pay for the meters that will cost 1. 3 million. Its inconvenient to look for fines when we go to san pedro market and park on the street. But to raise the cost is i would just like to see the cost stay down. City council is set to vote next week on the new meters. If approved, they will be installed in march. Its a mostly cloudy mainly dry day for your tuesday.
