campbell. the governor has outlined an ambitious plan to california's future but warned it will take deep cuts or higher taxs to get back on sound financial footing. we aired the state of the state address in its entirety and ken prichard joins us live with reaction. good afternoon. >> reporter: ken. >> reporter: good afternoon. the speech today last about 20 minutes as opposed to 15 last year. it was more optimistic, talk of more cuts to come but not as much as last year, there is a sense it is turning a corner. governor brown started his speech with a playful jab at the republicans who had actually released their response to his state of the state address yesterday. even before the governor had written his speech. >> and i do want to say i didn't know that you were psychics and that you possessed the powers of precognition, after the speech i want to check with you on some stock tips. >> reporter: well after starting with levity he talked with some of the things. he talked about school and high speed rail and talked about california's growing green technology sector. he said a 20 billion budget problem is looking more like 5 billion. the centerpiece is passing temporary taxes on a november ballot. that -- those temporary taxes, that idea was floated last year and legislative republicans refused to put it on the ballot. >> so we are left with unfinished business, closing the remaining gap. again, i propose cuts and temporary taxes. neither is popular but both must be done. >> this year he is running around the legislator and going right to the voters and saying if you don't raise my taxes i am going to cut ed caifntion and education doesn't benefit should we raise the taxes. >> reporter: we have heard the governor talk about the consequences if voters do not pass those taxes, which are expected to be on the november ballot. however we did not hear the governor mention those consequences today in his state of the state address, we talked to many lawmakers, republicans and democrats after that speech. more reaction for you coming up later in our broadcast. in sacramento, ken pritchett, ktvu channel 2 news. >> here are more details, the governor says the state faces a $9.2 billion deficit in the next fiscal year and says his tax hike plan would wipe out the deficit in five years and calls for a temporary half cent sales tax increase and higher state taxes on incomes of $250,000 a year or more. brown wants to put it on the november ballot. we asked some voters what they think. >> we can do without the sales tax, right, that is regressive and hurts the people who have been hurt for the last 30 years by the -- well, ever since the prop 13. the wealthy have not paid their share in a long long time. >> i think it is unfair to us. why should someone that is making millions of dollars a year or whatever the case may be, why should they be paying the same thing that i am paying? >> we are posting governor brown's entire address on our website. visit ktvu dick and click on state of the state. some san francisco healthcare workers are worried the budget could cause more free in clinics to close. reimbursement rates for non- profit health centers could be changed as part of a plan to save the state $55 million next year. cutbacks have already forced some community clinics to close or merge. there is concern low income patients and the uninsured will have nowhere to go. we have breaking news. we are at the scene of a terrible crash in the east bay that may involve a fatality at mowry avenue. claudine wong joins us from the scene. >> reporter: police finally just told us what happened out here. this started as a burglary call and turned into a high speed chase. police called off the chase but this is where it ended. the intersection of mowry and chevy. one of the vehicles involved in front of a fire station. there is another vehicle in this parking lot. let's take you through what happened. let's first talk but the fa fatality in the one car in front of the fire department. in that vehicle police say an innocent victim who just happened to be in the path of the suspect car fleeing from police, again they say the high speed chase had been called off at the time of the crash. let's talk about the other car though, because that is the suspect vehicle. police say that vehicle had three people inside of it when it flipped over as part of this chase. one person was found by police inside that car with life- threatening injuries. one person was arrested just across the street. and then there was another person who was still on on the loose. we want to show you video of the arrest we got of that suspect being taken into custody in this field junk yard area. the description that went out for the suspect on the loose was a man wearing a white t- shirt with dreadlocks, african american, the man we saw being arrested and taken into custody does match that description. he looked to us as he is being treated, he was taken away by ambulance but we did see canine units so we are not sure if he was apprehended by the canine and that is why he was treated but he was taken from the scene. again if we can wrap this up again the call is a burglary call, the witness actually saw the suspects going interest a house a half-mile away from here. it turned into a high speed chase, by the time police called it off the suspect car did not stop and that led to this fatality. another suspect with life- threatening injuries and two more in custody. they will be out here for a while. that is the latest from newark, claudine wong, ktvu channel 2 news. >> investigators are trying to determine what caused an early morning fire that gutted the garage of a walnut creek home. the fire broke out at 5:00 a.m. this morning in a house on greenway drive. when firefighters arrived they found the garage and several cars engulfed in flames. they made quick work of dousing the fire and kept the flames from moving inside the home. the entire family managed to get out safely, including two adults, two children and the family's dogs. >> we were sound asleep when the fire started. >> did the smoke alarm woke you up? >> it was a combo of things a lot of noise and heard things popping and crack eming and got up and saw the fire and still got everybody up. >> again no one was hurt and the family will be able to stay in their home. a new cable television show will air a report tonight that focuses on the case of missing 5-year-old hassani campbell. the fremont boy disappeared two and a half years ago. his foster father said he left him in a car parked in an oakland lot and when he came back later the boy was gone. police arrested his parents for investigation of homicide but later released them for a lack of evidence. the show, called find our missing airs tonight at 7:00 on the cable channel tv 1. a south bay boater missing for almost 24 hours has been found alive and safe. rescue teams found the man in a marsh three miles from the marina. this 30-year-old man had gone out duck hunting yesterday in a motorboat. his family reported him missing last night. search teams heard him fire a gun several times to get their attention. they found him cold but alive about 4:30 this morning. two other hunters retrieved his boat, which had been stuck in the low tide. >> they gave us coordinates of where the boat was and it was way off because the tide had risen and the both floated to the mouth so it was easy to find. >> the missing hunter was very cold but otherwise was in good shape. this week the coast guard issued safety tips for winter boating. officials say the risk for hypothermia cardiac apparent and drowning increase in cold weather. and urge boaters to wear life jacketses and layered clothing, leave a float plan with someone on shore, carry a radio, emergency beck coven and signal flares, do not drink alcohol and take a boating safety class. we have obtained court documents that shed new light on the allegations against san francisco's new sheriff. the detail a videotape of his wife taken by a neighbor on new year's day. on the tape she is crying and points to a brews bruise on her arm. publicly she has defended them but experts say that is normal. >> none of us like to hear he abused his power but that doesn't mean he caused it. >> he is scheduled to be arraigned on charges tomorrow. he is strongly denied the allegations and vows to stay open the job. stay on the job. with the south carolina primary scheduled for saturday the republican candidates were campaigning hard there today. the question of taxes has been dogging mitt romney, he said he would estimate he paid 15% because most of his income is from capital gains and he would release his tax returns if he is nominated. at a town hall meeting newt gingrich says he pays 31%. at a town hall meeting in spartanburg rick santorum built his speech around the theme of faith, family and freedom. joe biden is in san francisco today for two fund raising events. a lunchtime fundraiser is underway now at the bentley reserve. that will be followed by another fundraiser at the same location. later mr. biden will meet with technology leaders. the vice-president's wife is also in the bay area for some appearances today. when we get back you will see a shocking case of animal abuse but something is happening today to make this a better story. the freezing temperatures are behind us. now mark tamayo is tracking heavy rain. he will tell you when it will rife and how much you exan expect. >> are you fired up? >> oh, hell, yeah. >> reporter: he says he is not a fanatic. >> just my shirt, my jacket, my emblem. >> your shirt, your shoes. >> they went on sale. >> they say they will sell this. the reality is those people are actually going to go to the game. >> on stub hub the most expensive ticket sold for 2000 dollars. the face value for these tickets is a little more than 300 dollars but on line they would go for more than double that. >> it is tempting but i am not going to miss this one. >> stub hub officials told ktvu since there are so many tickets out there, 8000 for none ticket season holders prices will drop by 20% come friday but some may not want to risk waiting that long. in san francisco, tara moriarty, ktvu channel 2 news. >> we just learned important news for niners fans, the new york giants said late this morning their quarterback eli manning is missing part of the practice session with a stomach illness. their coach calls it a stomach bug, hopefully a 24 hour deal. ktvu has you covered this sunday. we start with return to glory at 2:00. the fox pregame thousand at 3:00. kickoff at 3:30 and men after the game with a special edition of the point after. pg&e failed to reclarify miles of transmission lines, that is more than first thought. the lines in question run through areas that used to be classified as rural but are now considered densely populated. that mines more thorough inspections are required. regulators ordered pg&e to check their lines following the 2010 blast in san bruno. the national weather service says the seattle area is still going to get a lot of snow today. just not as much as originally forecast. western washington has been getting snow since friday and today there are school closures, highway back-ups and rerouted buses. alaska and horace son airlines cancelled 38 flights in and out of seattle and portland this morning. bay area reports report minimal impact from the cancellations in the northwest. >> yeah, the weather pattern is changing. for the past six weeks tracking sunshine and above normal temperatures. look at this. the cloud cover filtering into parts of the region. no rain drops but that will be changing as early as tonight. right now on live storm tracker 2 radar you can't see the coverage right now with the rain showers, primarily from cape mendocino to our north. in fact crescent city picking up moderate to heavy rainfall. as far as current numbers, after a cold start beginning to recover. we still have areas in the 40s still, for santa rosa, san rafael, san francisco, a good portion of the bay area upper 40s to the lower 50s. you can't pick out on the satellite the clouds and the rain showers heading north. look at this moisture extending to the southwest. here is hawaii. a lot of swirling out here. a lot of motion setting up multiple storms. you will feel the impact of the multiple storms over the next few days. for today more cloud cover. the chance of a few light showers developing in the north bay for this evening. for your thursday rain begins, heavy, especially, we are talking about heavy rainfall after 5:00. then another round on friday with more rain and more wind. and between now through saturday morning we could have rainfall amounts ranging potentially from around two inches in the south bay upwards to 4 inches, possibly more in parts of the north bay. so this will be a significant change. our updated forecast model we bring in the chance of north bay sprinkles for tonight or light showers. tomorrow morning for the commute it should be dry but you can see that activity moving in. then in the afternoon hours that rain line spreads to the south and tomorrow night increasing rainfall rates. then the next round moves in friday, especially friday afternoon and into the evening hours. shower chances could linger into a saturday morning. for this afternoon mostly cloudy skies, temperatures in the 50s. by 5:00 still cloud cover. then we do bring in that chance of a shower by 7:00. temperatures only back up into the low to mid 50s for this afternoon. so not a big warm up here. san jose around 56. half moon bay 54. here is a look ahead. your extended forecast with your weekend always in view. multiple rain clouds to talk about, winter weather advisories for the sierra for tomorrow. rain develops thursday, heavy especially for the afternoon- evening commute. then another round on friday. once again the timing would be for the afternoon and evening commute. a chance of a shower on saturday. of course, we are all watching sunday, the big niners game, there is a slight chance of a shower although the bulk of the activity moves in later. we will keep an eye on that, if you have the umbrella you might want to get it out. >> when we come back the little dog with big problems and some people with very big hearts.
