Today californias Water Resources board voted in favor of a series of new restrictions. Ktvus tom vacar is here now to explain what is new and what remains the same. Reporter some of the restrictions may seem tame but every drop of water counts. Reporter the board voted to give local water agencies new standards to enforce and more powers. It is necessary because we are in the most severe drought that we have experienced and we want our urban areas to be resilient enough to weather what could be a very dry next year or two. The big change, local agencies that have not yet already restricted watering must now adopt a twice a week standard. Agencies that adopted restrictions can keep them. Another biggy. Home owners are barred from sprinkling lawns on rainy days and the following two days. The rules about outdoor landscaping could save a good deal of water. Reporter they must notify users to repair leaks if someone tells them of them. Other restrictions, not allowing restaurants to bring water to your table unless you ask for it. Hotels must give guests the option to decline fresh towels. Those are educational. There are new developments tonight in the San Francisco Police Department scandal involving racist texts sent by officers. The investigation is focused on a wider group than the four officers reassigned and they are facing the possible loss of their jobs. Ktvus David Stevenson with the new information now. Reporter 710 other are under investigation as the department struggles with the mistrust of the others caused by the release of the texts. Reporter the San Francisco Police Officers association released an ad produced weeks ago when word began to spread about racist and homophobic texts between officers. We are part of the most diverse Police Department in the world. The scandal prompted prompted the reassignment of four officers. He says 710 others are under investigation. It appears there are they are not as serious because the officers havent been removed from public contact. The District Attorney and public defender will examine 10 years worth of cases involving the officers for racial bias. We estimate that there will be a thousand cases that will have to be reviewed. The police group that represents African American cops says the texts hurt efforts to recruit women and people of color. A big blow. People are concerned about coming to San Francisco. Reporter she spoke yesterday to a cop who said she unsure who to trust. Who might have some deep seeded hate because of the color of her skin. Reporter officers for justice is calling for healing. They want seminars between staff and the rank and file to have a dialogue about race in the department. The public defender wants all officers to undergo 24 hours of racial bias training to understand what can occur in the field and in arrests that might be seen as bias and show distrust. Going back to the cases that need to be reviewed. Thousand cases. Are they saying how long that might stake and do they expect cases to be over take and do they expect cases to be over turn . Reporter yes. They identified 120 cases. They have experience in this. A few years ago there was a scandal involving a former investigator who took home cocaine. We are just getting word authorities are searching the home in houston of robert durst. He is in new orleans where he faces charges before he is sent to los angeles to face additional murder charges. A judge ordered robert durst to appear at a hearing next week on weapons charges. Prosecutors say he had a gun and drugs on him when he was arrested saturday night on suspicion of murder. Robert durst is accused of killing susan berman in 2000. And also linked to two other murders. Robert durst maintains he is innocent.
