By tomorrow morning, as well as should start to subside. Surf is basically dropping by saturday morning, but still dangerous, nonetheless. With temperatures near record tomorrow, these are the record highs for january, we may pick one of those up at San Francisco airport, but you get the idea. 750,000 People Living in San Francisco proper. They flock to ocean beach. Youve got big surf, and not only that, youve got these tide changes that are coming off the king tides, you know, where we had the moons, the full moon . Mmhmm. The tide swings are 5 and 6 feet in some places, so a lot of water moving, then youve got the rip currents. Ocean beach, one of the most dangerous beaches for rip tides in the world. Ktvu speaks to a man now under arrest for two of the gypsy hill murders about the murder charges hes now facing. Authorities say dna links that suspect to a serial murder case on the peninsula dating back to 1976. Today, ktvus Cristina Rendon visited the jail in redwood city and spoke with the suspect one on one. He told her hes innocent in this cold case, but he did admit guilt for a crime in another state. Reporter our cameras were not allowed inside the jail, but i did speak with rodney harrbauer for 45 minutes this morning and showed him this paper with the photos of the two bay area women hes accused of killing. He said immediately said he didnt recognize them. He told me he had never heard of the gypsy hill murders committed in 1976 until he found out he was being charged with killing two of the five women, based on dna match. A woman convicted in the reno murder has been granted a new trial based on the evidence. Hallbore tells me he very surprised. I never committed rape or murder. Authorities believe he committed the bay area killings while out on bail for other crimes in nevada and right before he was convicted of raping a nevada woman in 1976. He says he was wrongly imprisoned and escaped twice. While on the run the second time, he says he stole a car and traveled to oregon. He admits to stabbing a woman multiple times there, saying i was extremely desperate and insanely motivated. I wanted to get away from the crimes committed against me. I was headed to canada. He went on to say, im sorry. I wish i could take it back. So if halbore is capable of stabbing an oregon woman who survived her attack, why wont he admit to the two gypsy hill murders. Authorities say his dna was found at the bay area crime scenes. It is time to bring this man to justice for the murders that we can clearly prove at this point and bring some closure to the families as best we can. Reporter but halbore insists he was never there. Dna is not the smoking gun that Everyone Wants it to be, he said. When asked if he had any message for the gypsy hill murder victims families, he said i hope and pray they get closure, but they wont get closure by coming after me. Reporter public plaza, such as the one behind me here, are a vital part of the city, but their rules could be changing, as more buildings go up here. Lunch hour at San Franciscos Downtown District brings a short escape from the city skyscrapers. I like the open spaces, the public being able to sit here and talk to friends. I think its really nice. Reporter the plaza here at 525 Market Street is one of at least 68 privately owned public open spaces. Developers are required to build and maintain popos to ensure big downtown buildings dont crowd out people on the streets and sidewalks. Many are filled with art or activities. My coworker told me about it. We bring our lunch a lot, so its convenient to go somewhere, where its not like a private space, where you can hang out with friends. Reporter but with a Development Boom under way, a new proposal before the citys Planning Commission would allow developers to pay into a fund in lieu of building new public spaces. It might be beneficial to allow the in lieu fee, if fees can be aggregated to create a large park in lieu of a very small space at one building. Reporter not all popos are easily accessible to the public. Its been a mixed bag. Some of the open spaces are great and feel very public. Some are virtually private spaces. They are inaccessible to the public. Nobody knows about them. Reporter public spaces like the fourth and sixth floor terraces at the hotel intercontinental. The hotel is reportedly looking to pay a fee to completely privatize its two popos, which dont seem to see much traffic. It could mean the privatization, or the full privatization of some of the existing public spaces with nothing to replace them. Theres kind of more unlimited amounts of money and a limited amount of space. If you dont actually allocate the space, then why would it ever happen . Reporter the in lieu proposed amendment will be examined by the Planning Commission next month. Some recent changes to the popos law have allowed developers to alter small streets and alleyways to make those Spaces Available to the public. Frank and gasia . David, thank you. Think about the golden gate bridge, everything drains through the delta and when the tides going out, i mention the big swing between high and low. As the tides pushing out, it starts ripping down the coast. Now youve got a lateral current and youve got the rip current, which is generated by the large surf. So its fascinating. Its going to show you the fog kind of trying to show up here saturday morning, but thats nothing. This is valley fog down here, socked in. Actually south of modesto. Its going to try to fill in, but it really cant. Here we are saturday morning. Watch what happens here. We get a little bit of coastal fog saturday afternoon, maybe just offshore. But this is when it really starts to warm up. Watch what happens sunday. Pulls that way. Thats that high building in and kicking in with an offshore flow. Thats how we know, visual clue, that sundays going to be your warmest day on the weekend. Saturdays nothing to sneeze at. Saturday will be quite warm as well. Forecast highs tomorrow, 70 in vallejo. 75 in santa rosa. San jose, 69 degrees. 70 in morgan hill. It is a spare the air day tomorrow. The fiveday forecast, then, with the bay area weekend in view, you can see warmest day sunday. Here on monday and tuesday, we have a shot for some sprinkles, but looks like its not going to be much of anything. Then into wednesday as well, as it comes up from the south. Thats kind of a drag. Theres models suggesting rain down the road a ways, but not in this fiveday forecast. Because he says he has a bomb, police consider him very dangerous. They must get him off the streets. Now, this walgreens was just the first in several of those robberies. For more than a month, Mountain View and Morgan Hill Police departments have been looking for this man shown in this Surveillance Video. On december 12th of last year, investigators say the man came into this walgreens on east el camino avenue in Mountain View, demanding drugs and leaving a suspicious package behind.
